Founded in 1963 by two prominent Austrians living in exile – the sociologist Paul F. Lazarsfeld and the economist Oskar Morgenstern – with the financial support from the Ford Foundation, the Austrian Federal Ministry of Education, and the City of Vienna, the Institute for Advanced Studies (IHS) is the first institution for postgraduate education and research in economics and the social sciences in Austria. The Political Science Series presents research done at the Department of Political Science and aims to share “work in progress” before formal publication. It includes papers by the Department’s teaching and research staff, visiting professors, graduate students, visiting fellows, and invited participants in seminars, workshops, and conferences. As usual, authors bear full responsibility for the content of their contributions.

Das Institut für Höhere Studien (IHS) wurde im Jahr 1963 von zwei prominenten Exilösterreichern – dem Soziologen Paul F. Lazarsfeld und dem Ökonomen Oskar Morgenstern – mit Hilfe der FordStiftung, des Österreichischen Bundesministeriums für Unterricht und der Stadt Wien gegründet und ist somit die erste nachuniversitäre Lehr- und Forschungsstätte für die Sozial- und Wirtschaftswissenschaften in Österreich. Die Reihe Politikwissenschaft bietet Einblick in die Forschungsarbeit der Abteilung für Politikwissenschaft und verfolgt das Ziel, abteilungsinterne Diskussionsbeiträge einer breiteren fachinternen Öffentlichkeit zugänglich zu machen. Die inhaltliche Verantwortung für die veröffentlichten Beiträge liegt bei den Autoren und Autorinnen. Gastbeiträge werden als solche gekennzeichnet.

1. Introduction Political Science at the Institute for Advanced Studies (IHS) (by Gerda Falkner)

Dear Reader, The IHS Political Science Department's first three-year postgraduate programme was concluded by the end of September 2007. A new cohort of the same number joined the Department on 1 October, and we are proud that one of them is even a post-doctoral fellow. Each of these young researchers as well as all new and old staff (see below) are listed in this brochure in order to give you an idea of their academic interests and backgrounds. I am happy to say that all our ten students from the 2004-07 cohort graduated very successfully. They moved on or are now moving on to new jobs, mostly in the research sphere, such as for example at the Stiftung für Wissenschaft und Politik in Berlin, the Free University of Amsterdam, the European Institute for Public Administration (EIPA) in Maastricht, or the Institute for European Integration Research at the Austrian Academy of Sciences. Only a few are heading towards the more administrative realm (and often on an interim basis), including the European Commission and the Austrian EU-related administration. The Department currently includes the ten new course participants, three Assistant Professors, several Project Researchers, one administrator and the Head of Department. Guido Tiemann has recently joined our Department and assumed the post of Sylvia Kritzinger, who was appointed Professor for Social Science Methods at the University of Vienna. Tiemann has a very strong record in teaching and quantitative research methods and will hence further reinforce this traditional stronghold of IHS. On the level of research projects, we continue to form part of two top projects under the 6th Framework Programme for Research of the EU. Firstly, we are active in research in the NEWGOV Integrated Project co-ordinated by the European University Institute in Florence. Secondly, we belong to the CONNEX Network of Excellence, directed by Beate Kohler-Koch at the University of Mannheim. These affiliations provide access to additional funds for networking and integrating our young researchers into the academic community across the continent and beyond. For both projects, the IHS Department of Political Science manages the joint dissemination of results via the innovative journal “Living Reviews in European

Governance” (LREG) with regularly updated state-of-the-art reviews as well as a working paper series (EUROGOV papers). 1 In autumn, several researchers in the Department concluded their work on the project “Dead Letter or Living Rights? The Practice of EU Social Law in Central and Eastern Europe,” funded under the Austrian research programme TRAFO for trans-disciplinary research. The resulting book manuscript in English is under review with a competitive international publisher. A new international consortium is about to start in early 2008: Andreas Wimmel and Gerda Falkner will participate in the transnational network SENT, coordinated by the University Tor Vergata in Rome with the aim of analysing European studies in the different EU countries. Our forthcoming research projects are within the field of comparative politics in Europe, typically with a broad national-comparative focus. This important new area of expertise in our Department covers a number of research proposals comparing various aspects of national politics and political systems. Guido Tiemann's interests include the influence of parties on public opinion, Andreas Wimmel proposed research on right-wing populist parties in small EU member states to the FWF, and Oliver Treib's postdoctoral dissertation project studies national governments' position-taking processes for international negotiations. He is also engaged in a new transnational research group on party patronage comparing a large number of European countries, including Austria. This national-comparative focus has complemented our older specialisation on the European Union for some time now and will be further strengthened in the future. For example, a new postgraduate researcher will join the IHS Department of Political Science in March 2008 to compare various aspects of reform and the rule of law in Eastern European countries (Aneta B. Spendzharova from the University of North Carolina, Chapel Hill). As in the previous years, we are proud that the IHS Department of Political Science's guests have included extremely renowned Visiting Professors and Guest Lecturers such as Helen Wallace (EUI Florence, University of Sussex, London School of Economics), Stefano Bartolini (Robert Schuman Centre for Advanced Studies, EUI), James A. Caporaso (University of Washington), Frank Castles (University of Edinburgh and Australian National University), Guy Peters (University of Pittsburgh) and Michèle Knodt (Technische Universität Darmstadt). Additionally, a number of young but already renowned scholars have been invited to present their research at our Departmental Research Seminar, with a view to allow our students to get to know the "shooting stars" among their international peers. These include Sara Hagemann (European Policy Centre, Brussels), Stefanie Bailer (University of Zurich), Anne Rasmussen (European University Institute, Florence) and Dimiter Toshkov (Leiden University). Furthermore, on an increasingly frequent basis, we are happy to welcome researchers from abroad who come on their own resources to spend time at the IHS. This is the case for doctoral students (e.g. Anil Awesti from the University of Warwick in the UK in November / December 2007 and Ekaterina Karamfilova from the University of Sofia in March / April 2008) as well as renowned professors (e.g. Kurt Richard Luther from Keele University). Last but not least, we are pleased to have been able to invite particularly promising young researchers on a postdoctoral level to work for a couple of months at the Department (Arndt Wonka from the Mannheimer Zentrum für Europäische Sozialforschung in 2007 and Aneta B. Spendzharova in 2008). All of these exchanges contribute to a vivid intellectual debate and allow our young researchers to collect information on peers and role models from abroad. The Political Science Department continues to be active in important conferences worldwide. Inter alia, members of the Department of Political Science presented their work as part of their own panels and in individual papers, e.g. at the European Consortium for Political Research (ECPR), the American European Union Studies Association's 2007 conference in Montreal, and at Sciences Po in Paris. The Political Science Department's publication record includes publishers such as the Oxford University Press and a large number of refereed international journals (such as the European Journal of Political Research, the Journal of Common Market Studies, West European Politics, the Journal of European Public Policy, and Politische Vierteljahresschrift).
