On-Line Safety & Acceptable Use of ICT Policy

Introduction As part of the Every Child Matters agenda set out by the government, the Education Act 2002 and the Children's Act 2004, it is the duty of school to ensure that children and young people are protected from potential harm both within and beyond the school. Therefore, the involvement of children, young people and parent/carers is also vital to the successful use of on-line technologies. Additional guidance is issued by the Government and Ofsted is contained within this policy including Keeping Children Safe in Education 2015. This policy aims to explain how parents/carers, children or young people can be a part of these Child Protection procedures. It also details how children and young people are educated to be safe and responsible users capable of making good judgements about what they see, find and use. The term 'On-Line' is used to encompass the safe use of all technologies in order to protect children, young people and adults from potential and known risks. Aims

To emphasise the need to educate staff, children and young people about the pros and cons of using new technologies both within and outside school. To ensure safeguards and rules for On-Line & Acceptable Use of ICT to guide all users, whether staff or student, in their online experiences. To ensure adults are clear about procedures for misuse of any technologies both within and beyond the school. To develop links with parents/carers and the wider community ensuring input into policies and procedures with continued awareness of the benefits and potential issues related to technologies.

Roles and Responsibilities of the School Governors and Head teacher It is the overall responsibility of the Head teacher with the Governors to ensure that there is an overview of On-Line as part of the wider remit of Child Protection across the school with further responsibilities as follows:



The Head teacher has designated an On-Line Lead and the named person is Jonathan Houseago to implement agreed policies, procedures, staff training, curriculum requirements and take responsibility for ensuring On-Line is addressed in order to establish a safe ICT learning environment. All staff and students are aware of this role within the school.



There should be a standard disclaimer on all e-mails stating that the views expressed are not necessarily those of the school.



Time and resources should be provided for the On-Line Lead and staff to be trained and update policies, where appropriate. Page 1



The Head teacher is responsible for promoting On-Line across the curriculum and has an awareness of how this is being developed, linked with the school development plan.



The Head teacher should inform the Governing bodies about the progress of or any updates to the On-Line curriculum (via PSHE or ICT) and ensure Governors know how this relates to Child Protection. At the Full Governor meetings, all Governors are to be made aware of On-Line developments from the Curriculum meetings.



The Governors MUST ensure On-Line is covered within an awareness of Child Protection and how it is being addressed within the school. It is the responsibility of Governors to ensure that all Child Protection guidance and practices are embedded.



An On-Line Governor is required to challenge the school about having an Acceptable Use Policy with appropriate strategies which define the roles, responsibilities for the management, implementation and safety for using ICT, including:

Firewalls. Anti-virus and anti-spyware software. Filters. Using an accredited ISP (internet Service Provider). Awareness of wireless technology issues. A clear policy on using personal devices.

Ensure that any misuse or incident has been dealt with appropriately, according to policy and procedures, (see the Managing Allegations Procedure on Suffolk Local Child Protection Children's Board website) and appropriate action is taken, even to the extreme of suspending a member of staff, informing the police (via establishment's agreed protocols with the police) or involving parents/carers.

On-Line Safety Lead It is the role of the designated On-Line Safety Lead to:



Appreciate the importance of On-Line Safety within school and to recognise that all educational establishments have a general duty of care to ensure the safety of their pupils and staff.



Establish and maintain a safe ICT learning environment within the school.



Ensure that the On-Line & Acceptable Use of ICT Policy is reviewed annually, with up-todate information and that training is available for all staff to teach On-Line and for parents to feel informed and know where to go for advice.



Ensure that filtering is set to the correct level for staff, children and young people for all IT provision.



Ensure that all adults are aware of the filtering levels and why they are there to protect children and young people.



Report issues and update the Head teacher/Manager on a regular basis. School to decide how frequently and whether this will be at the Governors Curriculum Committee Meeting or Full Governing Body Meeting.



Liaise with the PSHE, Child Protection and ICT leads so that policies and procedures are up-to-date to take account of any emerging issues and technologies.



Update staff training (all staff) according to new and emerging technologies so that the correct On-Line information can be taught or adhered to.



Transparent monitoring of the Internet and on-line technologies.



Offer On-Line support and training to parents and carers.

Keep a log of incidents for analysis to help inform future development and Child Protection, where risks can be identified. Refer to the Managing Allegations Procedure from the SSCB to ensure the correct procedures are used with incidents of misuse (website in Appendices).



To ensure there is appropriate and up-to-date anti-virus software and anti-spyware on the network, stand-alone PCs and teacher/child laptops and that this is reviewed and updated on a regular basis.



Ensure that staff can check for viruses on laptops, stand-alone PCs and memory sticks or other transferable data files to minimise issues of virus transfer.



Ensure that unsolicited e-mails to a member of staff from other sources is minimised. Refer to the Managing Allegations Procedure, SSCB, for dealing with any issues arising from indecent or pornographic/child abuse images sent/received.



Ensure there is regular monitoring of internal e-mails, where:

o Blanket e-mails are discouraged o Tone of e-mails is in keeping with all other methods of communication •

Report any areas of concern through the child protection procedures.

If the Head teacher has reason to believe that ICT equipment has been misused, they should consult the Area Personnel Officer or Education Lead Officer for advice without delay. The Area Personnel Officer will agree with the head teacher and CSD’s Policy and Compliance Manager an appropriate strategy for the investigation of the allegations. Incidents will be investigated in a timely manner in accordance with agreed procedures. Staff or Adults It is the responsibility of all adults within the school:



To ensure that they know who the Senior Designated Person for Child Protection is within school, so that any misuse or incidents which involve a child can be reported.



That where an allegation is made against a member of staff it should be reported immediately to the Head teacher/Senior Designated Person.



That in the event of an allegation made against the head teacher, the Chair of Governors must be informed immediately (Following the Managing Allegation Procedure SSCB).



To be familiar with the Behaviour, Anti-bullying and other relevant policies so that, in the event of misuse or an allegation, the correct procedures can be followed immediately. In the event that a procedure is unknown, they will refer to the Head teacher/Senior Designated Person immediately, who should then follow the Managing Allegations Procedure, where appropriate.



To alert the On-Line Lead of any new or arising issues and risks that may need to be included within policies and procedures.



To ensure that children and young people are protected and supported in their use of technologies so that they know how to use them in a safe and responsible manner. To ensure that children and young people know what to do in the event of an incident.

To be up-to-date with their On-Line knowledge that is appropriate for the age group and reinforce through the curriculum.



To sign the On-Line & Acceptable Use of ICT Statement to show that they agree with and accept the rules for staff using non-personal equipment, within and beyond the school, as outlined in appendices.



To ensure that they only use staff logins for teaching administration and when working with pupils, class or individual pupil logins will be used. Page 3



To ensure that they use electronic communications in an appropriate way that does not breach the Data Protection Act 1998. That they ensure confidentiality and not disclose information from the network, pass on security passwords or leave a work station unattended when they or another user is logged in.



To ensure that school/pupil data should not be supplied to third parties by disk or e-mail and that data may only be sent via the secure systems. E.g. Switch Egress, Anycomms, NCA and Collect websites.



To report accidental access to inappropriate materials to the On-Line Lead in order that inappropriate sites are added to the restricted list or control this with the Local Control options via your broadband connection.



To ensure that all personal storage devices which are utilised by staff members that hold sensitive information are encrypted or password protected in the event of loss or theft.



To ensure they report incidents of personally directed "bullying" or other inappropriate behaviour via the Internet or other technologies using the SCC accident/incident reporting procedure in the same way as for other non-physical assaults.



To not send private, sensitive or confidential information by unencrypted email – particularly to an external recipient – if accidental disclosure could lead to significant harm or embarrassment. Personal data should be anonymous where possible e.g. by using initials. Staff must use passwords on sensitive documents that must be sent to external recipients.



To use school equipment for authorised business use only, except as allowed for in the Personal Use and Privacy section of this policy. Members of staff who have been given the use of school laptop will be expected to sign for its use on receipt.

Children and Young People Children and young people should:

• • • • •

Be helped to use the internet in a safe and responsible manner through ICT and PSHE. Be encouraged to gain awareness of On-Line Safety from the “How to use the Internet safely” rules listed on the school learning platform (see appendix 1) Be encouraged to tell an adult about any inappropriate materials or contact from someone they do not know straight away. Only have access to the Internet with appropriate (pupil) level of content filtering as set by the SurfProtect filtering system. (See Child Protection filtering). Only have access to the Internet or electronic mail under the supervision of a teacher or adult learning assistant as part of their learning program.

Appropriate and Inappropriate Use by Staff or Adults Staff members have access to the network so that they can obtain age appropriate resources for their classes and create folders for saving and managing resources. They have a password to access a filtered internet service and know that this should not be disclosed to anyone or leave a computer or other device unattended whilst they are logged in. All staff should receive a copy of the On-Line & Acceptable Use of ICT Policy and a copy of the Acceptable Use Rules, which they must sign, return to the school, to keep under file with a signed copy returned to the member of staff. The On-Line & Acceptable Use of ICT Rules will be displayed in the staff room as a reminder that staff members need to safeguard against potential allegations and a copy of this policy is provided to all staff for home use on the school website and Learning Platform. When accessing the Learning Platform from home, the same On-Line & Acceptable Use of ICT Rules will apply. Please refer to appendices for a complete list of Acceptable Rules for Staff. Page 4

No one may use ICT resources to transmit abusive, threatening or harassing material, chain letters, spam or communications prohibited by law. No one may abuse the policies of any newsgroups, mailing lists and other public forums through which they participate from a school account The following content should not be created or accessed on ICT equipment at any time: • Pornography and “top shelf” adult content • Material that gratuitously portrays images of violence, injury or death • Material that is likely to lead to the harassment of others • Material that promotes intolerance and discrimination on the grounds of race, sex, disability, sexual orientation, religion or age • Material relating to criminal activity, for example buying and selling illegal drugs • Material relating to any other unlawful activity e.g. breach of copyright • Material that may generate security risks and encourage computer misuse It is possible to access or be directed to unacceptable internet sites by accident. These can be embarrassing and such sites can be difficult to get out of. If staff have accessed unacceptable content or are in receipt of unacceptable material via email, they should inform the Head teacher. This may avoid problems later should monitoring systems be alerted to the content. In the event that a member of staff finds themselves or another adult on an external website, such as 'Rate My Teacher', as a victim, schools are encouraged to report incidents to the Head teacher and unions, using the reporting procedures for monitoring. In the Event of Inappropriate Use If a member of staff is believed to misuse the internet or learning platform in an abusive or illegal manner, a report must be made to the Head teacher/Senior Designated Person immediately and then the Managing Allegations Procedure and the Child Protection Policy must be followed to deal with any misconduct and all appropriate authorities contacted. In the lesser event of misuse or accidental misuse refer to appendices for a list of actions relating to the scale of misuse. By Children or Young People On-Line & Acceptable Use of ICT Rules and the letter for children, young people and parents/carers are outlined in the Appendices. These detail how children and young people are expected to use the internet and other technologies within Riverwalk School including downloading or printing of any materials. The rules are there for children and young people to understand what is expected of their behaviour and attitude when using the internet. (The rules must be on display within the classrooms and computer suite, where this may be applicable and accessible from the school learning platform). The downloading of materials, for example, music files and photographs need to be appropriate and 'fit for purpose' based on research for work and be copyright free. File-sharing via e-mail, weblogs or any other means on-line must be appropriate and be copyright free when using the learning platform in or beyond school. Prevent duty guidance All staff are responsible for keeping children safe. For the children and students at Riverwalk we require all staff to be aware of the use of the methods used by those trying to engage them in radical agendas. Those methods include on-line resources such as web-sites and direct attempts through social media. Any concerns are to be reported through My Concern. If any member of staff has concerns or questions they are to go directly to the e-safety lead. Page 5

In the Event of Inappropriate Use In the event that a child or young person accidentally accesses inappropriate materials the child should report this to an adult immediately and take appropriate action to hide the screen or close the window, so that an adult can take the appropriate action. Should a child or young person be found to misuse the on-line facilities whilst at school, please follow the guidance on appendix 5. The Curriculum and Tools for Learning Internet Use School staff should teach children and young people how to use the Internet safely and responsibly. They should also be taught, through ICT and/or PSHE lessons, how to research information, explore concepts and communicate effectively in order to further learning. Depending on the capabilities of the pupils the following concepts, skills and competencies should have been taught:

Internet literacy. Making good judgements about websites and e-mails received. Knowledge of risks such as viruses and opening mail from a stranger. Access to resources that outline how to be safe and responsible when using any on-line technologies. File sharing and downloading illegal content. Uploading information - know what is safe to upload and not upload personal information. Where to go for advice and how to report abuse. Upload work. Access calendars and diaries. Blog.

School Website The uploading of images to the school website should be subject to the same acceptable rules as uploading to any personal on-line space. Photos will be only uploaded where permission has been previously sought from the parent/carer through the parental permissions form. No names or personal information will be associated with the photos unless consent has been given by the parent/career. E-mail Use The school has e-mail addresses for children and young people as part of the learning platform to use, as a class as part of their entitlement to being able to understand different ways of communicating and using ICT to share and present information in different forms. This e-mail provision is set to only allow e-mails to be sent to those in the learning platform group. Should staff wish to allow their pupils to send emails to others outside the learning platform group then the recipients emails address can be added to the Safemail users list. Each member of the school staff has an e-mail account and address which is for the sole use of communicating with other members of school staff and other outside bodies for school business use only. It is the responsibility of each member of staff to monitor this e-mail address on a regular basis. All sent school e-mails have an email disclaimer automatically added to the bottom of the email (see Appendix 8). Staff, children and young people should use their school issued email addresses for any communication between home and school only. A breach of this may be considered a misuse. Parents/carers are encouraged to be involved with the monitoring of emails and instant messages Page 6

sent, although the best approach with children and young people is to communicate about who they may be talking to and assess risks together.

Mobile and Other Emerging Technologies We must carefully consider how the use of school owned mobile technologies can be used as a teaching and learning tool within the curriculum with the following areas of concern to be taken into consideration:



Inappropriate or bullying text messages.



Images or video taken of adults or peers without permission being sought.



'Happy slapping' - the videoing of violent or abusive acts towards a child, young person or adult which is often distributed.



Sexting - the sending of suggestive or sexually explicit personal images via mobile phones.

(i) Personal Mobile Devices All staff are allowed to bring in personal mobile phones or devices for their own use, but must not use personal numbers to contact children and young people under any circumstances.



Staff must ensure that there is no inappropriate or illegal content stored on the device and should be aware that using features, such as video or sound recording, may be subject to the same procedures as taking images from digital or video cameras.



Staff should be aware that games consoles such as the Sony play station, Microsoft Xbox, Nintendo Wii and DSi and other such systems have Internet access which may not include filtering. Before use within school, authorisation should be sought from the Head teacher and the activity supervised by a member of staff at all times.



The school is not responsible for any theft, loss or damage of any personal mobile device.



Staff must lock personal mobile phones in their classroom cupboards during working hours and if used in non-working hours these mobiles must only be accessed away from pupils.



If mobile phones belonging to staff have a camera facility it must not be used anywhere there are pupils and must not be taken out on school trips or visits.



Wearable technology such as smart watches that connect to the internet or link to mobile phones are acceptable provided they do not contain camera features and that calls are not made or received anywhere there are pupils and that the watches are set to silent when used in school.

(ii) School Issued Mobile Devices The management of the use of these devices is similar to those stated above, but with the following additions:



Where the establishment has provided a mobile device to a member of staff, such as a laptop, PDA or mobile phone, only this equipment should be used to conduct school business outside of the school environment.

It should also be policy to ensure that children and young people understand the use of a public domain and the consequences of misuse. Relevant curriculum links should be made to highlight the legal implications and the involvement of law enforcement.

Prevention of Ransomware and Malware attacks on the school IT network To minimise the risk of Ransomware and Malware attacks on laptops, tablets or PCs which are linked to the school IT network. Staff who are issued with school laptops, tablets or other internet enabled device must adhere to the following: • They must only be used for school business and not for any personal use. This includes using the them to send and receive personal e-mails. • Personal mobile phones, portable hard drives, cameras, memory sticks or any other personal device must not be connected to a school issued device. • Home printers can only be connected to school devices with the prior approval of the IT Manager. • School staff must not install any software or browser addons onto school devices without the prior approval of the IT Manager. • School devices must not be used to store personal files or photographs. • School e-mail accounts must only be used for school business.

BYOD (Bring your own device) Where smartphone, tablets and other internet capable devices are brought into school by staff or pupils to assist in their learning or teaching these may only be used in accordance with this policy and that these devices can only be used by the owner provided that they have signed this acceptable use policy. Owners of these devices may ask to be connected to the school’s Wi-Fi but this is at the discretion of the IT Manager who will assess the individual need and will set appropriate security and filtering levels. Parents who wish to send in personal electronic devices for their son/daughters to use in school such as iPads, mp3 players etc. must first agree and sign that they accept full responsibility for any loss or damage to the device whilst it is being used for school purposes connected with their child’s learning. Visitors to the school requesting temporary guest access to the school’s Wi-Fi must agree and sign the ‘Riverwalk Wi-Fi Network Temporary Guest access Terms of Use’ Agreement (See Appendix 4). Video and Photographs The term 'image' refers to the taking of video footage or photographs via any camera or other technology, e.g. a mobile phone. Staff may use their own equipment at school and on school trips, provided they use memory cards or other storage devices provided and owned by the school. This does not apply to mobile phone cameras where the school policy is that they should not be used to take photos of pupils. The sharing of photographs via weblogs, forums or any other means on-line should only occur after permission has been given by the head teacher in line with parent/carer permission. Any photographs or video clips uploaded should not have a file name of a child, especially where these may be uploaded to the school website. Photographs should only ever include the child's first name although Child Protection guidance states either a child's name or a photograph but not both. Group photographs are preferable to individual children and young people and should not be of any compromising positions or in inappropriate clothing, e.g. gym kit. All photos and videos are to be stored on the “photostore” and “videostore” on the school server. It is current practice by external media such as local and national newspapers to include the full name of children and young people in their publications. Photographs of children/young people should only be used after permission has been given by a parent/carer. Page 8

Video-Conferencing and Webcams Taking images via a webcam follows the same procedures as taking images with a digital or video camera. Permission is sought from parents and carers if their child is engaged in video conferencing with individuals or groups outside of the school. This process should always be supervised by a member of staff and a record of dates, times and participants held by the school.

Social Networking Advice for Staff Social networking outside of work hours, on non-school issue equipment, is the personal choice of all school staff. Owing to the public nature of such websites, it is advisable for staff to consider the possible implications of participation. The following advice should be considered if involved in social networking:



Personal details are never shared with pupils such as private email address, telephone number or home address. It is recommended that staff ensure that all possible privacy settings are activated to prevent students from making contact on personal profiles. The simplest and most effective way to do this is to remove details from search results and turn off public visibility.



Staff should not engage in personal online contact with students outside of Headteacher authorised systems (e.g. school email account for homework purposes).



Staff should ensure that full privacy settings are in place to prevent students from accessing photo albums or personal information.



Staff are advised against accepting invites from colleagues until they have checked with them in person that the invite is genuine (avoiding fake profiles set up by students).



Staff should not be friends with pupils or pupil parents or carers on social media or social networking sites.



Photographs taken in relation to all school activities should not be placed on line or on any social networking site.



It is a disciplinary offence to bring the school in to disrepute using online websites and social media.

Child Protection Measures - Filtering Staff, children and young people are required to use the personalised learning space and all tools within it, in an acceptable way. The school uses the Exa broadband connectivity and its associated SurfProtect filtering system which is set at an age appropriate level so that inappropriate content is filtered and tools are appropriate to the age of the child. All filtering is set by:



Individual restricted and allowed url lists which are under the control of the IT Manager and the Specialist IT Support Assistant.



Restricted Search terms lists - which are under the control of the IT Manager and the Specialist IT Support Assistant.



The default search engine has been set by the IT manager as Google’s safe search.

When a pupil is using a PC un-supervised they should be logged on with a class login or an individual pupil login as this will ensure that the correct filtering is in place. Where a pupil needs to use filtering other than the standard level filtering then a ‘IT individual filtering exception request’ must be made to the IT Manager using the ‘IT individual filtering exception request’ form (see appendix 6). Page 9

As Youtube is such a valuable resource for our pupil’s access has been given through the class and pupil logins, however it is every member of staff’s responsibility to monitor pupil’s use of Youtube to ensure that any content watched is suitable and acceptable viewing. The school has a Stormshield firewall in place to ensure that information about children and young people and the school cannot be accessed by unauthorised users. For older children and young people, the Report Abuse button is available on the school website and the learning platform should there be a concern of inappropriate or malicious contact made by someone unknown. This provides a safe place for children and young people to report an incident if they feel they cannot talk to a known adult. Encryption codes are set on the school’s wireless systems by the IT manager to prevent hacking. Tools for Bypassing Filtering Students and staff are forbidden to use any technology designed to circumvent, avoid or bypass any school security controls (including internet filters, antivirus solutions or firewalls) as stated in the On-Line & Acceptable Use of ICT Rules. Violation of this rule will result in disciplinary or in some circumstances legal action. Please refer to the 'Staff Procedures Following Misuse by Staff/Children and Young People' sections of this document. Monitoring The On-Line Lead and/or a senior member of staff will be monitoring the use of on-line technologies by children and young people and staff, on a regular basis. Teachers should monitor the use of the learning platform, YouTube and Internet during lessons and also monitor the use of e-mails from school and at home, on a regular basis. Parents/Carers - Roles Each child or young person should receive a copy of the On-Line & Acceptable Use of ICT Rules on an annual basis or first-time entry to the school which needs to be read with the parent/carer, signed and returned to school, confirming both an understanding and acceptance of the rules. It should be expected that parents/carers will explain and discuss the rules with their child, where appropriate, so that they are clearly understood and accepted. School should keep a record of the signed forms. Links to Other Policies - Behaviour and Anti-Bullying Policies Please refer to the Behaviour Policy for the procedures in dealing with any potential bullying incidents via any on-line communication, such as mobile phones, e-mail or blogs. All behaviours should be seen and dealt with in exactly the same way, whether on or off-line and this needs to be a key message which sits within all ICT and PSHE materials for children and young people and their parents/carers. People should not treat on-line behaviours differently to offline behaviours and should have exactly the same expectations for appropriate behaviour. This is a key message which should be reflected within Behaviour and Anti-bullying Policies as it is only the tools and technologies that change, not the behaviour of children, young people and adults.

Managing Allegations against Adults Who Work With Children and Young People Please refer to the Managing Allegation Procedure, in order to deal with any incidents that occur as a result of using personal mobile or e-mail technologies. The procedures detail how to deal with allegation of misuse or misconduct being made by any member of staff or child about a member of staff. Allegations made against a member of staff should be reported to the Senior Designated Person (SDP) for Child Protection within the school. In the event of an allegation being made against a Head teacher, the Chair of Governors should be notified immediately. Disciplinary Procedure for All School Based Staff Failure to adhere to this policy would be seen to be in breach of behaviour and good conduct and would place a member of staff at risk of disciplinary procedures. Health and Safety Refer to the Health and Safety Policy and procedures of the school and the County Council for information on related topics, particularly Display Screen Equipment, Home working and Accident/Incident reporting procedures. Wireless technologies are not considered to be a hazard following advice from the Health Protection Agency to the Government.

Appendix 7 On-Line & Acceptable Use of ICT Rules for Staff, Governors and Visitors These rules apply to all on-line use and to anything that may be downloaded or printed.

All adults within the school must be aware of their Child Protection responsibilities when using any online technologies, such as the internet, E-mail or social networking sites. They are asked to sign these On-Line & Acceptable Use of ICT Rules so that they provide an example to children and young people for the safe and responsible use of on-line technologies. This will educate, inform and protect adults so that they feel safeguarded from any potential allegations or inadvertent misuse themselves. •

I know that I must only use the school equipment in an appropriate manner and for professional use only.



I will only use a class or individual pupil login to work individually with pupils.



I know that images should not be inappropriate or reveal any personal information of children and young people if uploading to the internet.



I have read the Procedures for Incidents of Misuse so that I can deal with any problems that may arise, effectively.
