Welcome from the OASFAA President Dear OASFAA Colleagues, The Spring 2016 OASFAA Conference is titled, “It ALL starts with us: Access.Opportunity.Success.” I truly believe that what we do every day helps all students with Access, Opportunity, and Success. We offer access to assistance, we give opportunity for too many things to list, and the best is we get to see students succeed! I encourage all of you to participate in the spring conference and in the organization as a whole to not only offer all of these things to yourself, but also your offices, institutions, and students. We start the process of education for so many students, and what a privilege it is. We are back to having three days of sessions again. We are also back in the regions again, and I am so excited about being up north in Aurora at The Bertram. I am very happy to announce that for the first time we will be offering a NASFAA Credential class as a preconference workshop on Wednesday morning. In addition to that, we will have our state update with the Ohio Dept of Higher Education and the federal update with an U.S. Department of Education representative. Justin Dreager from NASFAA will be with us himself on Thursday, and we have a MASFAA representative as well. This is all very exciting. We have many session offerings for you that will enhance your ability to do your jobs well and still be able to have fun! There will be awards and the passing of the gavel to our new president. I can’t wait to spend the evening with you for our entertainment. It will be so much fun! I realize that a Wine and Canvas event might be new to a lot of you; it will be very enjoyable and trust me it is fun for the gentlemen too. I hope everyone participates, we will have so much fun, and you will have a picture to take home with you. I am excited to share with you what OASFAA has accomplished as an organization this year. As this year comes to a close as president, I am so glad I had this opportunity, it has been truly amazing. Thank you to all of you for believing in me and supporting me on this path. I would encourage all of you to get involved in OASFAA however you can! Go for a position that even makes you a little nervous and you might surprise yourself at what you are capable of. James W. White Award The James W. White Award honors James W. White, Director of Financial Aid at Oberlin College, when he retired in 1990. Revamping College Goal Sunday –Grant A Presenter/Moderator: MorraLee Keller, Director of Technical Assistance, National College Access Network Ownership of College Goal Sunday was recently turned over to the National College Access Network (NCAN). NCAN intends to revamp the national efforts to ramp up FAFSA completion across the country. CGS state will need to redesign their FAFSA completion efforts. Come learn what OASFAA's Executive Committee is discussing on continuing these outreach efforts in Ohio. It is not too late to provide input. This workshop-style session will focus on ways to optimize communications with students over the phone and through email. We will go over some common obstacles advisors face in these situations, as well as some tips and tools for how to overcome them. By the end of the session, participants will be equipped with some new, creative ideas and a fresh perspective on how they can help educate and advise students from the comfort of their cubicles. This session will provide conference attendees with an opportunity to chat with colleagues about best practices and challenges associated with managing student workers in the financial aid office. With more than 60 different topics institutions are required to provide students, where do you begin? Who is responsible on your campus for preparing the information? How and when is the information distributed? The initiative and coordination probably begins within the Financial Aid office, right? Using NASFAA's Self-Study guide, this session will bring all of the consumer information requirements into one place, including required disclosures of institutional information, financial assistance information, campus fire and safety, completion and transfer-out rates, and athletics. We will also discuss disclosures that are commonly cited in program reviews and share tools and resources that are available to help institutions comply. Come join a panel discussion to learn how three institutions have decided to implement PPY for year one, and the associated policy changes that will affect students/families as they navigate the scholarship and financial aid awarding 19 process at each school.

In order to provide access and opportunity that leads to student success, financial aid professionals have to focus on at least tow outcomes. One is being an advocate for the student while the other is adhering to federal, state and institutional rules. In this session we will look at how these two outcomes can create customer service challenges in the financial aid office, managing conflict: shifting reaction to response, review ways to provide customer service using the C.A.R.E.S model and finally walk through a couple of case studies. 5pm-5:30pm

Keynote Speakers Jim Bennett Jim Bennett serves as the Vice Chancellor for Finance and Data Management at the Ohio Department of Higher Education. In this capacity, Bennett oversees all financial activities for the Ohio Department of Higher Education, including the development of operating and capital budget requests, implementation of policies and procedures for State subsidy support of public higher education institutions, financial aid and audit functions, and the collection and reporting of statewide higher education data. Bennett has held prior positions as Senior Higher Education Analyst and most recently as Chief of the Education Section at the Ohio Office of Budget and Management (OBM), where he oversaw budget and policy analysis related to Ohio’s 37 public institutions of higher education and 1,000 K-12 public education entities. During his tenure with the State, Jim has worked extensively on numerous statewide higher education funding consultations and initiatives and he is a former member of the National Association of State Budget Officers’ (NASBO) Higher Education Finance Advisory Board. Bennett holds a Bachelor of Science degree, a Master of Science degree, and a Master’s degree in Public Policy and Management, all received from The Ohio State University.

Thomas Ratliff Thomas Ratliff is our MASFAA President-Elect and serves as the Associate Vice President of Financial Aid at Indiana Wesleyan University. He started working in Financial Aid during the Reagan era and has served at proprietary, public and private colleges ever since. Thomas earned his bachelor’s degree from Ball State University majoring in Legal Administration and obtained his master’s degree from Kennesaw State College with a concentration in Human Resource Management. Thomas has conducted training for the U.S. Department of Education, NASFAA, the College Board, four regional financial aid associations and nine state associations. He has been published in The Student Aid Transcript magazine and quoted in The Chronicle of Higher Education. He has previously served as President of the SWASFAA regional financial aid association and Indiana Student Financial Aid Association (ISFAA). Throughout his career, Thomas has consistently demonstrated his passion for helping students reach their goals in as effective and affordable way possible. He and his wife Sheila have two sons, Josh and Elijah; two dachshunds, Bailey and Besonder; plus a wild Texas lizard who recently stowed away in their car. They enjoy vintage car racing and shows in their two Chevy Corvairs.

Keynote Speakers Justin Draeger Justin Draeger, is President and CEO of the National Association of Student Financial Aid Administrators. He serves as the primary voice of NASFAA and as the liaison between the association members, the U.S. Congress, federal agencies and the media. Most of Justin's career has been devoted to assisting disadvantaged populations achieve their educational goals and better their communities. Since 2002, Justin has been engaged in either administering, interpreting, communicating, or developing student financial aid policy. His prior experiences include working as a financial aid director, regulatory and policy analyst, and spokesperson. He has held senior positions overseeing government relations, communications, and policy work. Justin is frequently quoted in the press and has appeared on The Today Show on NBC, National Public Radio, APM's Marketplace, Fox Business News, CNBC, and C-SPAN, and is often quoted in national news outlets. Justin currently serves on the boards of directors of Baker College, the Association Mutual Health Insurance Company, and other organizations that promote health and education. He earned his undergraduate from Brigham Young University and his MBA from Baker College. Justin lives in Fairfax, VA with his wife and three children, where he spends his free time shuttling children to various events, playing racquetball, running or swimming.

Zack Goodwin Zack joined the Education Department training team in 2014, after serving for 20 years in higher education administration at graduate schools, liberal arts colleges, and comprehensive universities in the Midwest and New England. Most recently he acted as Harvard University’s Financial Aid Compliance and Training Officer and as the University’s financial aid director for continuing education, leading financial aid programs for undergraduate, graduate, certificate and high school students. Zack received a Bachelor of Arts from Bennington College in Vermont, his Master of Public Administration from the University of Oklahoma, and his Master of Science in kinesiology from the California University of Pennsylvania. In addition to his training experience with ED, he has developed leadership curricula for schools and financial aid professional associations, and works in his free time as a personal fitness trainer.
