MEPEUROPE MODEL EUROPEAN PARLIAMENT
MEPEUROPE MODEL EUROPEAN PARLIAMENT
What is MEP / Model European Parliament www.mepeurope.eu
The Model European Parliament is a non-profit, non-partisan leadership programme for youths in EU member states, candidate and applicant countries. The aim of the MEP programme is to develop interest and skills in addressing high level international issues jointly among Europe’s decision makers of tomorrow. The aim of the MEP is to educate young people at high school level about European integration and cooperation, and to develop their understanding of common issues as well as provide them with knowledge about EU institutions. The programme develops political awareness and an understanding for Europe’s cultural diversity. Set up in 1994 with a secretariat in The Hague, Netherlands by Anna and Leopold van Sminia, the Model European Parliament programme is now coordinated by an innovating, multi-national Board with the association based in Madrid. MEP Europe is organised into four Euro regional sections: MEP Baltic Sea Region (www.mepbsr.org) , MEP Western European Region (www.wemep.eu), MEP Central and South Eastern European Region (www.mepcsee.eu) and the MEP Mediterranean Region), each headed by a regional coordinator; MEP Europe alumni/ae are an integral part of the organisation.
2
The MEP is a training ground for future leaders and politicians as well as for talented students who share an interest in European issues. It is also a cultural and social event, which gives the participants the opportunity to experience the diversity of the countries around Europe. Pan European sessions are held biannually in a different European capital, whereas euro regional MEP conferences take place once or twice a year. The working language during the MEP is English. The common goal is to draft a resolution covering topical subjects, which also appear on the agenda of the European Parliament. Once passed by the General Assembly the resolutions are forwarded to the EU institutions. This way we hope and believe the young voice of Europe will and can be heard. Over the past twenty years the national governments and the authorities of capital municipalities in EU Member States and candidate countries have generously given their support to the MEP by providing conference facilities and by allowing the GA to be held in the national assembly hall of the Parliament of the respective host country. Thanks to these prestigious locations and the excellent quality of debates, the MEP enjoys a high standing and receives full media attention. As a non-profit, non-partisan association MEP Europe is sponsored by the Erasmus+ programme, by national governments, local authorities, schools, private donors and associations.

MEPEUROPE MODEL EUROPEAN PARLIAMENT
Dear Members of the Model European Parliament On behalf of the Presidency it is my pleasure to welcome you at the 45th International MEP Conference. Twice a year the MEP International gathers bright young minds across national borders to tie the youth of Europe together. During your stay in Copenhagen you will experience a community, which is only possible due to the unique concept of MEP. Through your stay we hope to push all of you 175 delegates to the limits of your capabilities. The issues that you will be working on cover a wide range of questions the EU is working with: migration crises, gender equality, foreign affairs, culture and education, reducing the gap between political elite and civil society e.g. The most important thing to bear in mind while working in committees is to engage in one another’s differences in a way that is productive.
Besides the hard work we hope that you will enjoy the many cultural opportunities our city provides. The Copenhagen MEP team has been working hard to make this conference possible, and we are all excited to welcome you to our small and charming city. Hopefully you will create a valuable network and long-lasting friendships.
Yours Sincerely, Lawand Hiwa Namo President of the General Assembly
Now more than ever Europe needs a constructive and open debate about the issues of tomorrow. Whether you oppose the EU or nationalistic tendencies, your voice is equally important and we hope to bring forward these differences. Thus it is this Presidency’s ambition to facilitate not only a professional General Assembly but also one that will ensure a constructive environment, where mistakes or controversial opinions are not discredited.
Co-Presidents Christine Alsing Schuldt Adam Hallengreen Jørgensen Philip Lankhorst Max Magnée

Relations between Russia and the EU are complex. Russia is the EU’s third largest trading partner, and Europe’s energy supply is largely dependent on imported Russian oil and gas. Following Russia’s annexation of Crimea, the EU imposed economic sanctions. How should relations between the EU and Russia develop in the future?

The terrorist group ISIS controls parts of Syria, Libya and Iraq, posing both a threat to the region as well as to the security of the citizens of Europe. What measures should the EU and its member states take in order to counter the threat of ISIS and other terrorist groups. Does the recent agreement with Turkey benefit the development in the region?

The General Assembly – procedure General procedure Please remember that before speaking a delegate must be recognised by the President. Delegates do not yield the floor to other delegates. The authority of the President is absolute and delegates must respect their decisions to facilitate a smooth General Assembly. Read out textual changes by a member of the Committee Read out resolution by a member of the Committee Opening Speech about 3 minutes; held by a member of the Committee Short factual questions Amendment • Presentation of the amendment about 3 minutes; held by the submitter of the amendment • Questions answered by the submitter of the amendment • Speech against the amendment about 2 minutes; held by a member of the Committee • Vote yes / no (no abstentions) Open debate

Speech against the resolution about 2 minutes; held by a member of the assembly Speech in favour of the resolution about 2 minutes; held by a member of the Committee Vote yes / no (abstention)
Voting procedure At the end of a debate, the president of the General Assembly asks the heads of delegation to collect the votes of their delegation. After the votes have been collected, the president asks each head of delegation (in alphabetic order of the member states) to give the votes of his/her delegation. Candidate-countries are asked to give their vote after the member-states. Voting on a resolution The head of delegation gives first the votes ‘in favour’, followed by the votes ‘against’ and ending with the abstentions. The correct formula is: “Hungary: two votes in favour, one vote against and two abstentions” (0 = zero). Voting on an amendment In case of an amendment, the voting follows the same procedure, except that the delegates can only vote in favour or against, there are no abstentions possible. A majority vote is required to pass the amendment. If the votes remain equally divided, the amendment is rejected.
Voting results The Presidency will count the total number of votes. The votes of the member states determine the result of the voting. The votes of the candidate countries will be counted separately, and the result of the vote will be mentioned as ‘in favour or against’ the resolution. ATTENTION Also the committee has to mention separately the votes of the member states and the candidate countries. The President announces the final result.
General rules When addressing the Assembly, delegates should stand up and speak clearly in English. Questions directed to the President or the speaker Delegates may never interrupt the President or the speaker who has the floor. Delegates may raise their placards only after the President or a fellow delegate has finished their contribution. Point of personal privilege If a delegate cannot hear or understand what has been said, they can interrupt the speaker asking the President to allow a “point of privilege” by using the red ‘privilege’ sign. Setting of Debate-time The setting of debating time is at the discretion of the President.

Working language The working language of international conferences of the MEP is English. Native speakers are kindly asked to grade their speech so that it is easy to understand for less fluent speakers of English as well. Before the General Assembly You can prepare two different kinds of modifications to draft resolutions during the Delegation meeting and Lobbying. Amendments Amendments mean to change part of a text by deleting, adding or substituting words or figures. Amendments have to be written on the appropriate amendment sheets (provided by the Presidency at the lobby) and should be handed over to the Presidency until the end of the Lobby. The Co-President of the General Assembly decides if the amendment shall be discussed. Amendments shall have priority over the text to which they relate and shall be discussed and put to the vote. Textual changes Textual changes to the text of a resolution can only be proposed by members of the committee involved. Textual changes have to be written on the appropriate textual change sheets (provided by the Presidency). All members of the committee should sign the paper for textual changes. Textual changes are always taken into consideration; there is no voting procedure.
Writing a resolution The resolution is a formal expression of each Committee, which contains all the proposed solutions to a certain issue. A resolution comprises two parts: introductory clauses (ICs) and operative clauses (OCs). The IC is the beginning part of the sentence, which refers to and presents a certain problem. The introductory clause is always implemented with letters (A., B., C., etc.). The OC is the concrete proposal for the solution of the problem, and this clause is marked with numbers (1., 2., 3., etc.).
Example resolution presenting the set structure Committee on Employment and Social Affairs Resolution on the question of the harmonisation of social policies within all Member States The Model European Parliament A. Establishing four objectives, distinguished by the Committee on Employment and Social Affairs, to which all social protection systems should respond: a. to make work pay and provide secure income b. to make pensions safe and pension systems sustainable c. to promote social inclusion d. to ensure high quality and sustainability of health care B.
Taking into account the wish to maintain national identity when making decisions about social questions.

C.
Aware of the high rate of unemployment among minorities and marginalised1 groups 1. Strongly recommends that the European Union should have a common terminology for social policies 2. Proclaims that the E.U. should not set down absolute standards for common social policies but rather minimum standards and guidelines around which each Member State determines social policy 3. Supports the investment into social initiatives, for instance: a) Life-long learning / educational training b) Family protection i) Child benefit ii) Parental leave iii) Day care; 4. Instructs the President to forward the resolution to the European Parliament, the European Commission and the Council of Ministers.
