t is budget time in Tamilnadu and the revised budget for the year 2016-’17 presented in the Assembly today was short of taxes and full of announcements on welfare projects, as it proposed construction of 10 lakh houses, laptop to 5.35 lakh students, purchase of new buses, allocations for the energy sector and more. Presenting a tax-free budget, Finance Minister O Panneerselvam said, ‘with an aim to create hut-free villages and slum-free cities in the State, the government will take up housing programmes on a massive scale under the State Mission of Housing for the poor.’ Fans of actor Rajinikanth are gearing up for the release of the superstar’s Kabali tomorrow with the hype increasing with each hour. Meanwhile, the fishing nets of six boats of Tamilnadu fishermen were allegedly cut by Sri Lankan naval personnel, who also chased away more than 400 fishermen off Katchatheevu islet today. The Lankan naval personnel cut the nets and chased away the fishermen on charges of fishing in their territorial waters, Rameswaram Fishermen Association president Sagayam said. NT Bureau Chennai, July 21: The Tamilnadu revised budget for the year 2016-17 presented in the Assembly today had no new taxes but there were plenty of announcements on welfare projects, as it proposed construction of 10 lakh houses, laptop to 5.35 lakh students, buying of new buses, mega allocations for the energy sector and more. Presenting the no-new-taxes budget, Finance Minister O Panneerselvam said, 'with an aim to creating hut-free villages and slum-free cities in the State, the government will take up housing programmes on a massive scale under the State Mission of Housing for the poor. As promised in the election manifesto, this govern-

6 ment, under the leadership of Chief Minister J Jayalalithaa, will construct ten lakh houses in next five years in the State under various schemes.' Further, the State government will constitute a Shelter Fund, dedicated to finance housing projects to rehabilitate the urban poor. He said that as promised in the election manifesto of the AIADMK, a new scheme will be launched for dry land farming, focussing on improving the production and productivity of millets, pulses and oil seeds. Water conservation measures will be taken up as a integral part of this scheme. Mixed farming will be promoted in dry land areas by supporting mini-dairy and poultry units to supplement farm income.

Three women robbed of jewels across city NT Bureau Chennai, July 21: In three separate incidents, three women lost their gold chains to thieves at various places in the city this morning. At Ice House, Neetha (63), a resident of Thandavarayan Street was taking a morning walk today, when unidentified persons on a two-wheeler snatched her two sovereign gold chain and fled. In the process, her chain broke,

and the thieves only got a portion of the chain. In another incident, Tamizh Selvi (40) of Periya Street in Triplicane, was at a temple when, in a similar style, snatchers relieved her off her four sovereign gold chain. Nagammal of MJP Street in Zam Bazaar too, became a victim of chain snatching while she was drawing a kolam outside her house. She lost her three-sovereign gold chain, when two men on a bike committed the act and fled.

The State government will embark on a Mission - 1 for Water Resource Management to restore water bodies and revive Kudimaramath through user communities, the Minister said and added that the initially, Rs 100 crore had been set up as incentive fund to revive Kudimaramath, which will be enhanced substantially with NABARD assistance in due course. He said the government has been implementing the innovative scheme of providing laptop computers to the students studying in government and government aided schools and colleges, 'With a view to bridge the digital divide and provide equal opportunity to all, this scheme will be continued and 5.35 lakh students will be provided with laptop computers during 2016-17.'

Rs 183.24 cr for civic polls The Finance Minister said the elections to local bodies are due in October this year. 'An amount of Rs 183.24 crore has been provided in the revised budget estimates for conducting local body elections,' he said. Panneerselvam stated that 13,000 MW of thermal power, 2,500 MW of hydel power and 3,000 MW of solar power will be added to the existing general capacity in the next five years. Rs 13,800 crore has been allotted for the energy sector with an urge on solar power. He said the scheme of Annadhanam will be extended to another 30 temples in 2016-

TASMAC shops closure impact Panneerselvam said taking into account the State government's decision to close down 500 TASMAC liquor shops, the excise duty collection for the current financial year has been scaled down to Rs 6,636.08 crore. 17, in addition to the existing 724 temples where it is currently being implemented. Also, it has been decided to revamp old temples in villages and towns, while tourist spots will get a boost.

Panneerselvam said, 'to achieve peace, growth and prosperity in the State and the goals set out in the Vision 2023 document, the government as formulated five missions and eleven special focus areas of development' (see box for details). He said the targets will be achieved through multi-disciplinary and multi-departmental co-ordination. Panneerselvam said the Metro Rail services between Little Mount and Airport and from Alandur to St Thomas Mount will commence shortly. 'The passenger services in the first underground stretch will also commence by the end of this year,' he said.

Kabali arrives with unprecedented hype M BHARAT KUMAR Chennai, July 21: In less than 24 hours, it will be Kabali everywhere. The Rajinikanthstarrer will be released in not less than 4,500 screens across the globe in Tamil, Telugu and Hindi. And after the unprecedented prerelease hype, the movie will hit the screens in a big way - perhaps like never before in Tamil cinema. Produced by Kalaipuli S Thanu and directed by Pa Ranjith, the gangster movie will be releasing in 650-plus screens in Tamilnadu , 525 in Andhra Pradesh, 333 theatres in Kerala, 250 in Karnataka, 1,100 in other parts of the country besides 450 in USA and 550-plus in the rest of the world, including Malaysia and Singapore. Tickets for the first weekend are almost sold out everywhere, with unprecedented demand in Chennai and the surrounding areas. Many single screens have officially priced the tickets between Rs 500 and Rs 1,000 for the shows on the first day.

INTRO SCENE LEAKED There was panic among Rajini fans late last night as the intro scene of their hero in Kabali was allegedly leaked from the special show arranged at Virginia, USA. The leaked video’s length is around 120 seconds and it begins with the release of Rajinikanth from a Malaysian prison. RAJINI IMPRESSED Actor Rajinikanth, on Wednesday, watched a special screening of Kabali in USA, where he is holidaying with his family. He was super elated with the film and immediately called Pa Ranjith to appreciate his effort. ‘Magizhchi!! superstar send neriya kisses (Happy! Superstar sent a lot of kisses)’, (sic) posted the director on his Twitter page.

Those in the black market have been quoting a much bigger price. Many single screens across the State have lined up shows from 4 am on Friday and all tickets for those shows are also sold out. It would mean at least seven shows in theatres in the suburbs of Chennai. Fans of Rajinikanth have painted the town red with banners and festoons and gala celebrations have already begun. Says Thanikachalam, an autodriver, ‘I am a diehard fan of Ra-

jinikanth. I love to see all his movies on the first day and have done so for the past several decades. But, this time, the hype is so much that ticket prices have sky-rocketed. Though I am happy for my hero, yet I am sad that I cannot afford much to watch Kabalion day one.’ The fact that 10 popular brands endorsed Kabali, that includes aviation firm Air Asia, that saw Kabali images on flights, is a testimony to expectations that surround the film.

At a time when it was complained that people visiting theatres have come down, the Kabali craze has ensured houseful shows in cinema halls. To handle the situation, many theatre owners have hired bouncers from private security firms who would be on duty for a week to regulate the crowds, says a staff in a cinema hall in Saidapet. He adds, ‘The pressure has been tremendous for tickets from all quarters. Hence, we have lined up extra shows for the first three days.’ Also, several shows have been already booked by corporates, as many companies have declared an unofficial holiday tomorrow. Carpet bombing for Kabali has reached unimaginable levels. This is definitely the start of a trend in terms of future productions. Producers may later base their productions on Kabali, says trade analyst Unni Krishnan. And for a diehard Rajinikanth fan, what matters the most is fun, masti and loud cheer for their ‘Thalaivar’.

The land has a uniqueness that could be seen through Brad Pitt’s movie Seven Years in Tibet. Many people who left the divine city have made Chennai their home. They came here seeking livelihood and with it they brought their culinary traditions and practices. Tibetan cuisine reflects their landscape, mountains and plateaus. The menu is a influence from India and Nepal. It is known for soups, noodles, chowmein, momos (dumplings), thuppa and more. There are a number of restaurants in Chennai that serve traditional Tibetan and Nepalese cuisine. Here is a quick look into a few of them; Passang’s Tibetan Kitchen Located in East Tambaram, this small

house converted into a diner is a regular hangout spot for students of Madras Christian College. Serving authentic dishes from the north east, this is a must visit joint for foodies. The menu has very few to offer. This does not matter

as the food is mouth watering. Everything from mokthuk (a combination of noodle soup and momos) is a delight. The momos are tender. They melt in your mouth with every bite and is served with the ghost pepper sauce (Bhut jolokia). The Shapatak (roasted meat with chilli) is a must order. A meal for two will cost Rs 400 approximately. Kailash Kitchen This tiny restaurant is located on the busy Choolaimedu High Road. It is a must go place for college stu-

dents and office-goers alike. Serving traditional Burmese, Tibetan and Bhutanese cuisine, the restaurant offers more to customers. The dishes blended perfectly, waiters ask for your spice tolerance before making the dish. The spice level ranging from mild to devilish. The Tso-tse-mein (soft noodles topped with gravy of choice). The special Baozi (fluffy bun dumpling) is the new dish which is definitely worth giving a try. The meal for two will cost Rs 200 approximately.

Chomp on S American food SRINIVASA NV Sudaka which sits at The Legends Hotel on Boag Road in T Nagar is the only South American resturant in Chennai. The menu, with dishes from different regions of the continent, can be overwhelming. No wonder the chef floats around the restaurant offering advice on what to order. The Chop Pa Lo Gurises, which is basically pork chops with chimichurri sauce, is average. It’s well done, but a bit too leathery; finishing every mouthful is a Herculean task. The pan fried fish with all that fiery masala offers a desi flavour; it would be better suited for a menu featuring mutton biriyani. What stood out was the Maria Jam Morena: perfectly crunchy quesadillas overflowing with gooey strings of cheese wrapped

around juicy pineapple and chunks of chicken. Tropicalixima Ceviche is a mixture of onions, tomatoes and herbs. This particular one had smoked salmon bits too. It was light and refreshing. For mains the chef brought out a Duck Ceviche. A very few places

get their duck cooked right. And let’s also be clear that this is on that list. Served with a tangy rice - it’s definitely got to be on your plates. Like a scientist in a lab, the barmaid mixes heavenly concoctions for us to sip. Nancy Sinatra, a rum-based experiment that offers the fragrance of incense sticks owing to a piece of smoked cardamom, is a hit. With the smoky taste of spices, it’s heady indeed. The service starts well but as the night progresses, it gets a little slower. The DJ moves from EDM to chart toppers. All that was enough to have you raving - until you meet the Caramel Pancake to end all other caramel pancakes. It’s gooey, it’s juicy, it’s crispy and it’s a dream.

Jaya comes out in Mayawati’s support q CM condemns Dayashanker Singh’s derogatory remarks NT Bureau Chennai, July 21: Chief Minister J Jayalalithaa on Wednesday came out in support of BSP supremo Mayawati, who was at the receiving end of derogatory remarks by a BJP leader, saying his choice of words brought ‘disgrace’ to his party and demanded his expulsion. The AIADMK general secretary also regretted such attacks on women politicians, including herself, and said they should immediately come to an end. She said ‘respected sister’ Mayawati was being hailed as an ‘unparalleled’ leader of the oppressed classes in Uttar Pradesh and elsewhere and recalled she had been raising the issue of attack on Dalits in Gujarat for the past few days in Parliament. ‘May be because of that, Da-

yashanker Singh has berated her in obscene and obnoxious terms. It is unacceptable to criticise persons with differing opinions in such language,’ she said in a statement. Women in politics often faced such ‘atrocities,’ she said, adding, ‘I have also faced such bad moments. My heart goes out to Ms Mayawati.’ Union Finance Minister Minister Arun Jaitley expressing regret and Dayashanker being relieved of all party posts was ‘some solace’ but this was not enough, Jayalalithaa said. ‘I urge the BJP President (Amit Shah) to sack Dayashanker, who has insulted women, from the party,’ she demanded. Dayashanker, since relieved from all party posts including as Uttar Pradesh BJP vicepresident, had made derogatory remarks against Mayawati, triggering a national outrage. NIVEDHIKA KRISHNAN Chennai, July 21: A wave of indignation and gushing fury coupled with a feeling of animosity towards fellow human beings grip one after watching ‘Gods in Shackles’, directed by the wildlife journalist and documentary filmmaker Sangita Iyer. The documentary is a real story on the life of captive elephants depicting their mental agony and stress due to human beings’ inhuman attitude towards them in the name of cultural beliefs. The special screening of the documentary took place at C P R Convention Centre, here on Wednesday. The powerful screenplay, along with compelling narration, strike the audiences from the word go. The documentary begins with Thrissur Pooram, the most celebrated festival of Kerala, which luxuriously uses scores of temple elephants to display the pride and honour one heaves on culture and heritage. But the filmmaker is more focused on showing the underbelly of the festival, which is wrought with corruption, commerce and human exploitation that the celebration gives in return. Cruelty bestowed on the wild animals in the Pooram, which was cleverly masked behind the adornments and beautiful decorations, is meticulously captured in the movie.

arring a last-minute hiccup, the long-delayed GST Bill could get the nod of the Rajya Sabha. The Congress leadership, which had single-handedly obstructed its passage, seems to have come on board. The party’s opposition to a widely commended tax reform was proving counter-productive. The Congress was in danger of being completely isolated. Besides, it had no run out of excuses to stall the GST Bill. Were Rahul Gandhi to maintain the earlier stance of no-cooperation with the NDA Government, there was a genuine fear of sensible voices in the Congress parliamentary party rising in protest. Isolation of the Gandhis in their own party was no longer unthinkable given their fast diminishing pulling power at the hustings. Of course, the near-unanimity about the transformative potential of GST was a strong factor why it was able to garner support across the entire political spectrum. Even before a consensus could be reached on this point, the Congress with malign intent came up with the proposal to freeze the GST rate as part of the constitutional amendment. No way was any government going to accept this absurd proposal. Even a minor adjustment in the rate would mean going through the painfully long and arduous process of getting both Parliament and the States on board. In any case, it was foolish to bind down future generations hand-and-foot with a single rate, unmindful of the future economic exigencies that might crop up from time to time. Needs of the economy in peacetime or in emergencies cannot be anticipated and thus reflected in a single constitutionally-mandated rate. But it seems, if all goes well, the GST could be in force from the start of the next financial year. It would, by any reckoning, turn out to be the biggest tax reform in the history of independent India. Creating a one-taxation regime throughout the land promises to ease the life of most Indians, particularly the business and entrepreneurial classes. A uniform tax regime without State and city differentiations would pull in more people into the tax net; as per a conservative estimate it can boost growth by at least 1.5 to two percent. The most modern method of taxation would revolutionise tax collections, ensuring that the end user pays due share without intermediaries diverting all or part away from the exchequer. The opportunity for evasion will be considerably reduced as it would subsume all indirect taxes, including octroi, entry tax and luxury tax, etc. Barring alcohol, petroleum products, etc, the GST will cover most items. No less importantly, GST will substantially curb tax-theft at various points of collection as prevalent now.

Corning Gorilla Glass 5 is out

Glassmaker Corning has announced its latest iteration of its popular protective glass coating in the form of the Gorilla Glass 5. With the Gorilla Glass 5, Corning hopes to improve drop performance from gadgets that are dropped on rough surfaces. Corning claims that Gorilla Glass 5 can survive drops from heights of 1.6 metres, 80 per cent of the time. Corning’s research has shown that most phones are dropped from waist to shoulder heights. It further states that 85 percent of smartphone users have dropped their phones at least once in the past year and two-thirds of these drops have been from waist to shoulder height. The Gorilla Glass 4 was only able to survive drops from heights close to a metre. With this generation, Corning has paid more attention to drops on rough surfaces and sharp contacts. According to Corning, the tests were done with 0.6mm thick glass, but it

makes glass as thin as 0.4mm for smartphone OEMs who want to go for a slimmer profile. So different smartphones with different Gorilla Glass 5 thicknesses may see different results. Speaking to The Verge about phones falling on one of its corners and harming the glass, Corning president and general manager John Bayne said that a lot of it depends also on the stiffness of the phone design and not just the glass. He said that if the glass sits up high from the phone, known as ‘proud design’, then there are more chances of damage if the phone falls on the corners. Gorilla Glass 5 production has started and according to Corning, one would hear more of it in the coming months. In terms of market share, Corning says that around 4.5 billion device units have been shipped with its glass so far and manufacturers such as Samsung, HTC, Lenovo, Huawei, LG, HP, Asus and more have made use of its glass designs.

NASA’s Hubble spots two potentially habitable exoplanets WASHINGTON: Using NASA’s Hubble Space Telescope, astronomers have conducted the first search for atmospheres around Earth-sized planets beyond our solar system and found two potentially habitable exoplanets located about 40 light-years away. They discovered that the exoplanets TRAPPIST-1b and TRAPPIST-1c, are unlikely to have puffy, hydrogendominated atmospheres usually found on gaseous worlds. ‘The lack of a smothering hydrogen-helium envelope increases the chances for habitability on these planets,’ said Nikole Lewis of the Space Telescope Science Institute (STScI) in the US. ‘If they had a significant hydrogenhelium envelope, there is no chance that either one of them could potentially support life because the dense atmosphere would act like a greenhouse,’ said Lewis.

REPORT RUMINATIONS ‘We find that vegetable price increase is primarily restricted to TOP (tomato, onion and potato) and this has been occurring with almost alarming regularity. This means that vegetable price increase has a high concentration risk’, SBI Research said in its Ecowrap report.

RISE ROW It said potato price increase is repeated every two years, onion 2.8 years and tomato every 2.4 years.

New Delhi, July 21 (PTI): In a distressing revelation, a global survey has revealed that India is the worst place for retirement. It may be noted that the Natixis Global Asset Management’s fourth annual Global Retirement Index (GRI) released recently, has ranked India last (43) out of 43 countries. Norway is the best country for retirement followed by Switzerland and Iceland. In the top ten of the list were New Zealand, Sweden, Australia, Germany, Netherlands, Austria and Canada. The list was cut down to 43 countries as against 150 in the previous years. Of the 43 countries, 34 were from the IMF’s advanced economies, five from OECD and four from BRICS. Of the 150 countries, India had ranked 88 last year. The survey also ranked India with the worst in healthcare system with Health index score of just four per

According to a senior Boeing official, the aviation policy has many growthoriented aspects, including regional connectivity scheme and the decision to replace 5/20 overseas flying norm with 0/20 rule. Now, local airlines that have at least 20 planes can fly abroad while earlier they were also required to have five years of operational experience to operate overseas flights. ‘There are many things in the policy which are growth oriented... Coming soon: Panel for trade pact New Delhi, July 21 (PTI): The government on Wednesday said it has started the process of setting up a national committee to coordinate and implement the WTO’s trade facilitation agreement (TFA). The cabinet has approved the constitution of the national committee on trade facilitation (NCTF) under the chair of cabinet secretary, Commerce and Industry Minister Nirmala Sitharaman said in a written reply to the Rajya Sabha. The committee will facilitate the ease of doing trade through effective cooperation between custom authorities and relevant stakeholders, she said. ‘Yes’, she said on a question whether it is a fact that government has started the process to set up the committee. She also said that through TFA, WTO members are encouraged to share information on best practices in managing customs compliance. TFA will lead to simplification of trade procedures and help promote crossborder trade, bring greater predictability to traders and reduce transaction costs. Replying to a separate question, the minister said the government has taken various steps to track the trade restrictive measures of other countries through various mechanisms such as regular interaction, organizing workshops on important issues like standards and monitoring of draft notifications of member countries.

Profitable time for LVB NT Bureau Chennai, July 21: Lakshmi Vilas Bank released its quarterly report for the financial year 2016-17 in the city Wednesday. Revealing the details to the press, chief financial officer Palaniappan, said, ‘The net profit for the first quarter stood at 60.68 crore registering a growth of 50.72 per cent. Skill development pact cleared with Swiss Confederation New Delhi, July 21 (PTI): The Cabinet on Wednesday approved a skill development agreement signed between India and Swiss Confederation. ‘The Union Cabinet chaired by Prime Minister Narendra Modi has given its ex-post-facto approval for a Memorandum of Understanding (MoU) signed between India and the State Secretariat for Education, Research and Innovation of the Swiss Confederation for cooperation in skill development’, an official statement said. Legendary nabs ‘Pokemon’ movie rights egendary Pictures has secured the rights to make Pokemon movie after the massive success of widely popular game Pokemon GO.

According to Deadline, the studio and the Pokemon Company have closed their deals to launch the first live-action movie based on the Japanese pocket monster game. The live-action film will center on a character in the Pokemon universe, Detective Pikachu, which was introduced in a game that came out in Japan earlier this year. Though details of the story are still kept under wraps, the screenplay will reportedly be penned by Max Landis, who also wrote the script of Power Rangers. Legendary will begin production of the film next year with Universal Pictures distributing outside Japan. Toho will handle the distribution in Japan as the studio had previously done the same in distributing the reboot of Godzilla movie franchise.Pokemon GO puts Pokemon in the real world by utilizing GPS location information and makes players chase down the virtual pocket monsters in their own vehicles. Pokemon itself is a franchise of video games, trading cards, TV shows, comic books and movies. The franchise focuses on the unique creatures that are collected by Pokemon Trainers, who then train them to battle for sport. Pokemon was created by Satoshi Tajiri in 1995. The first video game, launched for Game Boy, was released in 1996. Suriya’s big plans There is no stopping director Pa Ranjith. His movie Kabali has crossed all expections and will hit the screens tomorrow. Amidst all hype and buzz surrounding Kabali, the filmmaker has moved on to his next. It is reported that Ranjith had narrated two scripts to actor Suriya, with who he will be making his next. One deals with land and encroachment issues and the other centers around sport of boxing. It is being said Suriya will soon finalise on the script and the director will begin the pre-production.
