NIC Rajasthan State ICT Initiatives 1. Rural Connectivity (GPNIC) for Panchayats:

Government of India had

conceptualized a pilot programme for connecting rural India with very high speed fiber backbone directly to panchayat. For the first time in India a service delivery solution, web based GPNIC software was been designed, developed and implemented in 10 GP’s of Srinagar Block in Kanpura, Ajmer district to facilitate Panchayat office by providing various online services in a very simplistic manner. BSNL has provided optical fiber based connectivity to all the 10 panchayat offices. The network connectivity provided at Gram Panchayat offices has been extended to other government offices, schools, hospitals with the help of wireless system.

2. Integrated Financial Management System (IFMS): The Integrated Financial Management System is a web based system for complete government financial accounting. It includes budget planning, estimates preparation, distribution / allocation, fund management, treasury functions etc. It eventually improves the government services and expedites government operations making the budget process more transparent. The budget was prepared using the IFMS.

Distribution, Online Treasuries. IFMS has been initiated with the concept of ‘AnyWhere-Treasury’. The project is a centralized web based solution. The Project is a joint venture of Finance Department, GOR and NIC and Directorate of Treasuries & Accounts is the implementing agency.

3. OASYS (Online Answering Information System) for Rajasthan Legislative Assembly: Going green with OASYS (Online Answering Information System) was a natural culmination of the long association of NIC with Legislative Assembly and all the departments

faster

&

secure

communication pertaining to assembly questions. All answers received through the system are also accessible through the web portal of Legislative Assembly immediately after the Question Hour. The detailed replies can instantly be viewed by media or any citizen. It is first such application ever deployed by any legislative body in India. This is an eco-friendly solution as it results in savings of more than 10 million paper sheets every year.

4. SUGAM: SUGAM is a comprehensive effort by Govt. of Rajasthan in association with NIC Rajasthan for delivering ICT service to the masses. The project has been implemented all across the state right upto the sub district level. "SUGAM RPG" the single point public Grievance Redressal portal of Government of Rajasthan is a web based system, to provide an effective grievance redressal mechanism for the citizens. The multifaceted software has been developed by NIC, Rajasthan. The system can be accessed by using the URL http://sugamrpg.raj.nic.in.

Sugam was launched by Shri V. Naraynsami, Minister of State, PMO and Administrative Reforms & Public Grievances, GoI and Hon’ble Chief Minister of Rajasthan Shri Ashok Gehlot in Jaipur.

5. Pregnancy, Child Tracking & Health Services Management System (PCTS) : The Pregnancy, Child Tracking & Health Services Management System is a web based online system developed by National Informatics Centre (NIC) Rajasthan for Medical, Health & Family Welfare department, Govt. of Rajasthan, for improving its services right upto the grass root level (Health Sub centre). The system is extremely useful in ensuring better health for women, minimizing maternal mortality, neo natal mortality and in tracing areas with decreasing sex ratio at birth. It is also useful in monitoring functioning of all health institutions across the state numbering more than 13, 000. Presently it has 23.5 Lacs beneficiary records. It is operational from more than 500 locations across the state.

6. RAJSSA Web Portal : Rajasthan Council of Elementary Education undertook the project of CTS (Child Tracking Survey) along with NIC Rajasthan in 2010. As a massive exercise, village/habitat level details of each child were surveyed. The data was captured through the ICR technology. A comprehensive online module was developed for the survey monitoring and to collect booth wise summery data. In and out school children count were published in the public domain within 10 days of completion of the CTS survey. A total of 1210917 children were found as OoSC (Out of School Children) in the state. 7. Hospital Management for Chief Minister’s: BPL Jeevan Raksha Kosh Is a web based on-line application, intended to facilitate free medical treatment to poor patients in any Government health facility at state, district or sub district level. The system extends right up to the CHC’s and PHC’s. The system is developed by NIC, Rajasthan and is part of HEALING which is a comprehensive e-governance tool for the department. The system was launched on 15-09-2009 by Hon’ble Chief Minister Rajasthan and is operational since then. Presently the system is being accessed by more than 550 hospital facilities spread all over the state. Forty Lac patient records are available online. MMJRK Unique ID is given to every eligible patient (BPL etc) who visits any government health facility. 8. Pre Teacher’s Entrance Test COUNSELING: The main objective of this web base application was to minimize the travel burden on counselees and for better transparency in the system. About 1.25 Lac candidates had participated in the counseling process to take admissions for about 90000 seats available in 790 colleges every year. One website is the candidate site, to get all required information and fill his/her choices. Other is the intra site, where concerned institutes may see their list of allotted candidates and provide online reporting. 9. Online BPL Census: This is one the massive database creation exercise where each of the rural household has been surveyed and micro details were captured including

attributes about each and every family member. For the first time the OMR/OCR sheets were used for the census survey by the state government. NIC State unit helped the department in formulating the tender document for the data capturing work. NIC State unit has extended support in validation of the data and necessary application has been built to provide various analytical reports on interim and final data. 10. Primary Agriculture Cooperative Society ( PACS ) Computerization: PACS computerization was a important step as it was acting as Mini bank at the village level and involved in various rural citizen centric services like NREGA payment, agriculture loan disbursement etc. Hathoj & Mundia Ramsar PACS (Primary Agriculture Cooperative Society) under Jhotwara-Jaipur block were selected for pilot implementation of Pseudo Core Banking System (PCBS).

11. MGNREGA Implementation: Rajasthan is leading state in MG-NREGA implementation, where all the Job-card holder details along with their photograph are uploaded on central server. DIO’s posted in the districts have provided the desired technical support in regard to hardware, software, networking etc. 12. Wider Perspective and new Horizons of erstwhile LRC - Apnakhata : The

Administration and Updating of Land Records (SRA & ULR) has been merged with the National Programme known as NLRMP (National Land Records Modernization Programme). Its major components are Land Records, Digitization of Khasra Maps, Settlement Survey, Registration & Stamps and Integration of processes. One of the major component which NIC has been supporting since 1995-96 is LRC. 13. RSPCB

The project relates to establishment of computer based system by fulfilling the Hardware, Software and Networking Requirements and eliminating the existing

drawbacks of the system for better Information compilation, dissemination and sharing throughout the department including 10 Regional Offices and Clients for better decision making and quick responses of the queries. The project is beneficial to the Government, Central Pollution Control Board, RSPCB itself, Industries and the Indian Community by providing the correct and authentic online Information. 14. PMS (Prison Management System): As part of Prison Management System following systems have been implemented in Rajasthan at all the 8 central Jails of the state: A total of One Lac visitors and One Lac prisoners are present in the e form in the eight central jails. The PIIS system is aimed to provide real time information about prisoners to prison officials. The PIIS system provides an efficient mechanism to deal with various challenges faced by the prison authorities in handling prisons on day–to-day basis. The system facilitates to identification, detection, and verification, recording of photo, warrant and demographic details of prisoners. The VMS system is designed for efficient management and monitoring of visitors who wish to meet the jail inmates. 15. Mid Day Meal Monitoring System (MDM): To monitor the Grants, transfer of funds and grains from Govt. of India, Distribution of funds and grains to the Districts, blocks and schools, progress and utilization, a web based application was developed and deployed to get the online status of the monthly progress of the program. There are more than 270 active users. Monthly reporting is from all the Blocks and data entry percent from schools is more than 95% . Monthly entry of records from each school is done at the block level. More than 95000 cook cum helper master data in different category and cast is available online. 16. Police

in Rajasthan 103 thanas were taken up in Phase I, 217 thanas have been taken up in Phase II & 246 thanas have been taken up in the Phase III. The CIPA application is in use for Registration, Investigation, Prosecution, Generation of Charge Sheet & Final reports at the Police Stations. CCTNS (Crime & Criminal Tracking Network Systems) erstwhile CIPA: aims at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing through adoption of principles of e-Governance and creation of a nationwide

networking infrastructure for evolution of IT-enabled-state-of-the-art tracking system around ‘Investigation of Crime and detection of Criminals’.

17. MIS for Public Health Engineering Department:

An integrated workflow based solution has been developed by NIC for Public Health Engineering Department, (PHED) Govt. of Rajasthan. This is accessed from more than 240 offices of PHED. Role based user authentication enhances system security.

Archival data is available online. The system covers 151

Divisions, 43 Circle Offices, 13 Region Offices, 33 Water Quality Labs & the PHED HQ. Computer hardware has been provided for all the divisions, circles, region offices and at HQ. Local Area Network has been established at PHED HQ in Jaipur with a functional LAN of more than 100 nodes. An 8 MBPS dedicated leased line has been provided by NIC to PHED HQ. 18. Rajasthan High Court Computerization: Comprehensive Judicial Software System has been developed which caters to all Judicial activities viz, Case Filing, Paper Filing (Power, Reply etc), Reporting of Lower Court, and FIR details, Classification, Scrutiny, Bail Trapping, Registration, Peshi, Track the Peshi Date of a case, Causelist, track the cause listing details of a case with item no, date and court no., Disposal, Consign to Record Room, Comprehensive MIS Report Generation. 19. District Court Computerisation : Laptops and printer have been provided to all the Judicial Officers at various districts. Broadband Connection has been provided to Judicial Officers and e-mail account has also been provided on NIC server .Training has been provided to judicial officers and staff on the computer application and usage. Technical manpower has been deployed in all the 34 judgeships to provide support to all district and subordinate courts in eCourts project implementation and training of judges. 237 / 239 court complexes sites are ready. 20. VAHAN & SARTHI PROJECT: The objective of the project is the preparation of Computerized State Register of Registered Vehicles and Drivers at State and National Level & Efficient Service Delivery

Verification of Vehicle Registration / Driver License (State / other States) Issued by other offices. At present the Work of Registration of Vehicles has been started in all the 37 RTO / DTO offices of the state. 21. E-Gram: A web based application (http://egram.raj.nic.in ) was deployed to get the village wise amenities and monthly status of these amenities directly from the grass root level. The objective of the project was to ensure an efficient service delivery mechanism in coordination with the line departments. The state level monthly review is chaired by the Chief Secretary himself, participated by the sector heads at state level. Reviews are being organized using NIC’s VC facilities available in districts. The project has proved to be the most uptodate data base available for basic amenities which is regularly getting updated from the grass root level.
