A message from your President... Dear Chapter Colleagues, Congratulations! I cannot begin to express to you the excitement we felt to be recognized as the NIGP 2015 Large Chapter of the Year. This award is a testament to the hard work of our committed membership. We celebrated this accomplishment with over 10 Chapter Members who joined us in Kansas City and we can't wait to bring it home to celebrate with the CFC family on September 25th! We will celebrate with a good ole’ mid-west BBQ and each member will receive a celebratory gift commemorating our 2015 Chapter of the Year award. Please join us for a group photo with our 2012, 2014 and 2015 awards, it is going to be a great photo you will want to be a part of. Just a small reminder, now that school is back in session and kids are getting back into the swing of things we are accepting applications for our Young Professional Outreach Scholarships, Internships and Externships, please encourage your family and friends to apply. Congratulations Chapter Members!

The board is so excited to tell you all that our Chapter won Large Chapter of the Year at NIGP Forum last month. It is because of all the hard work that our Chapter does throughout the year, that we won this awesome award!!! Many thanks go out to every chapter member that works so hard to make our chapter successful. Join us on September 25th as we share this award with you and celebrate. We have a very packed schedule for this meeting so make sure you are there for lunch at 12:00. We have several speakers from the State of FL Department of Transportation who will speak on provisions and guidelines for receiving Federal reimbursements for repairs. Due to the full schedule of this meeting they will start at 12:20, as we are finishing up our lunch. 2015 Forum was amazing! The speakers and classes were great! We will be sharing pictures from Forum. Those that missed it, start making plans now to attend 2016 Forum in Baltimore, MD next year. Reverse Trade Show is fast approaching. Register now to attend for your agency. Vendors are signing up on a daily basis and we need as many members and agencies there as possible. See you in a few weeks at our September chapter meeting!

Past President Carrie Roberts was recognized as a Finalist for Professional Buyer of the Year and Roger Cooper, City of Orlando, was a contender for Professional Manager of the Year. Congratulations to all members who achieved their CPPB or CPPO certifications and to our Chapter entities who received the Achievement in Excellence Award! Special—MEMBER Article CFC-NIGP You get out of it, what you put into it. By:

Lisa Kesecker, CPPB, FCPA Senior Buyer School District of Osceola County, FL I’ve been a member of the Central Florida Chapter of NIGP for more than ten (10) years. I would participate in the events: Winter Workshop, Speed Buying, and the Reverse Trade Show and attend several meetings throughout the year. But it wasn’t until the fall of 2013, that I finally broke out of my comfort zone and volunteered to handle the Pro-D duties of our chapter. These include working with members who are interested in hosting 1-3 day training session at their Agency, work with NIGP on scheduling, sending out email blasts to our members, posting classes to our chapter website and maintaining the Weekly Training Matrix for the State of Florida. It was challenging and it gave me the opportunity to work closely with some of our members. When you go to the meetings and sit with the same group of people and sometimes even at the same table, you limit your opportunities of finding someone who has been through similar procurement issues; someone who could mentor you or provide technical assistance later on. These people could one day be a co-worker or even your new boss, so why limit your ability to interact with these great, interesting and fabulous people. I’ve heard several excuses since I’ve gotten involved; it’s too cliquey, no one talks to me. But have you gone out of your way to talk to someone new? Others say that the “Officers” have it handled, they don’t need my help (wrong, the Officers end up doing it because no one volunteers). And many say I’m too busy with my own work, who has time to take on more duties? While this is true, some duties take time and you will need the support of your Agency, while others are quick and can be handled during the monthly meetings. Want more from the Chapter; why not think about volunteering? Talk to those involved, ask questions. I know we’re busy with our jobs and families. But why not make the chapter part of your extended family. Come to our next Family Fun Day, or help feed families at the Ronald McDonald House, bring a dessert to the Christmas meeting for the dessert contest. So try something new, break out of your comfort zone and get involved in 2016!

What did you take home from Forum? by

Denise K Schneider, CPPO, C.P.M., CPPB, C.M. This year’s Forum in Kansas presented me with a lot of opportunities. As a newly elected Member Council member and elected Chair, I had the opportunity to meet with eleven great purchasing professionals who as part of NIGP 2.0 will be guiding the Institute forward. The Member Council establishes the eligibility and conditions for agency and individual membership, revocation of memberships, establishing and maintaining standards of professional conduct including code of ethics, conditions for chartering, maintaining, reinstating and terminating a NIGP Chapter, managing the relationships between the Institute and its Chapter affiliates, overseeing the honors and awards program and finally, oversite of the new Chapter Ambassadors. The Ambassadors will be visiting the Chapters, offering them updates from all of the NIGP programs including the update to the website, and taking back recommendations and suggestions for improvement. The Ambassadors will be able to get up close and personal and create that connection to the Member Council and Governing Board. I believe that David Nash, one of the Florida Ambassadors, will be paying our Chapter a visit in December. During the Forum, the Member Council had the opportunity to meet with the Young Professionals. What an amazing group of individuals! They are ready to get involved, had great suggestions for Forum classes, and like us oldies, are concerned about succession planning. They want leadership and management training so they are ready to move up. As the Chair of the Member Council, it is my honor to also serve on the Governing Board. The Governing Board drives the Institute and involves all three of the new Councils (Finance, Talent and Member) in its policy making decisions. With the advent of NIGP 2.0 there are amazing opportunities to get involved. You can be part of a short term project, or submit your name to the Talent Council to get recommended to one of the Councils. After being vetted by the Talent Council, the only Council that is subject to a national vote is the Member Council. In addition, there will be future opportunities to be an Ambassador. This is our Institute and our professional “home”, so make plans now to get involved. We need YOU!! Kansas was hot, the walks were long, but the classes were great! We are looking to change renewal of contracts utilizing CPI to using some of the other indexes that may be more appropriate (thanks for that class!). And last but not least, the networking with professional associates from all over the country and other parts of the world cannot be replicated. I had the opportunity to get with another agency who utilizes the same software to request some needed changes. Because we were able to team up to ask for these changes, our voices were heard loud and clear. Next year the Forum will be in Washington National Harbor. Start making plans now to attend, you won’t regret it!

NIGP FORUM 2015 Experience by Tabatha Freedman, MBA, CPPO, CPPB Procurement Analyst II, County of Volusia, FL

This year’s NIGP FORUM was held in Kansas City, MO, August 1 - 5, 2015. This was my second time at a FORUM event. The first FORUM I attended as a volunteer, was our own Chapter sponsored FORUM in Orlando, FL in 2013. Thus, this was my first adventure to FORUM out of state. My first thought walking out of the airport in Kansas City, MO was that I’m still in Florida! Why, you may ask. The heat and humid (at least in August) was just as I had left Orlando, and, it reminded me of home. So of course, the line came to mind, “We’re not in Kansas anymore”. The 1st evening CFC NIGP delegates, Zulay Millan, Diane Wetherington, Dawn Richer, John Schmidt, Carrie Woodell, and myself, celebrated together at the Chairman’s Reception, Kansas City Marriott Downtown. We joined Governing Board Chair, Keith Glatz, for a casual and fun networking opportunity finding old friends and meeting new ones. We even did a bit of dancing to the great sounds of Kansas City’s premium party band, The Karen Davis Project!

The opening Plenary Session, Unthink, was presented by Erik Wahl, on Sunday morning. Erik Wahl is an internationally recognized graffiti artist, best-selling author and entrepreneur. Through Erik’s artistic on-stage painting, he provided a visual depiction, encouraging innovation and superior levels of performance. Erik Wahl had us spellbound as we watched him create U2’s Bono and Albert Einstein portraits in front of us.

After the opening Plenary Session, I delivered my FIRST Airport Purchasing Group (APG) and FORUM presentation to a full room of purchasing professionals (approximately 150 people). This was truly an exhilarating experience ~ contributing value to our profession! I was not the only CFC NIGP delegate presenting at APG and NIGP FORUM. Zulay Millan, Carrie Woodell, and Diane Wetherington all presented, some multiple times. Our delegates’ topics presented included Chapter Social Media, RFPs, Ethics, and Technology. All sessions were well received and positive feedback was given from our procurement professional peers. The presentation on Chapter Social Media has propelled our Chapter in a new direction as mentor to other NIGP chapters!

On the night of the gala dinner, our CFC NIGP delegates dressed up! We were excited for the awards our Chapter were contenders. Ray Hooper, FCCN, FCPM, CPCM, Purchasing and Contracts Manager with Seminole County was a nominee for Professional Manager of the Year! Past President, Carrie Roberts, CPPO, C.P.M., was a Finalist for Professional Buyer of the Year. As we held hands, she was not selected. We hugged and cried. What an amazing accomplishment for Carrie to be selected as a Finalist and Ray to be a nominee! As the award ceremony progressed, we waited for the next announcement we were a contender for, .Large Chapter of the Year Award. As our own Denise Schneider began to state attributes of the Large Chapter of the Year, we held hands, and it came to us. . . We won!!! Large Chapter of the Year Award from NIGP National! Our membership’s achievements and hard work contributed to this amazing honor for our Chapter. As an Officer, contributing to the COY application, this was such an amazing feeling . . . to be a part of an organization, our local Chapter, whose membership contributes so much to such an extraordinary achievement! It is our members that make CFC NIGP so strong!

Exchanging ideas and learning new ways of approaching issues is a key aspect of FORUM. The educational sessions were fabulous. Procurement professionals from all over the US and Canada shared experiences and knowledge. Conversations that Connect were held for Cities, Correctional Facilities, Special Authorities, Public Housing, States, Counties, Transportation, and Higher Education. Educational series were conducted for Pcards, Personal/Career Development, Public-Private Partnerships and Project Management. There were such a plethora of topics provided you could not help but learn and grow in our procurement profession! With the learning, it was inevitable that balance was achieved by adding into the mix social events. The main social event of FORUM was a performance at the Midland Theater, dating back to the early 1900’s. The performance of Kansas City’s own Quixotic Fusion, a combination of dance, aerial acrobatics, projection mapping, and live music was mesmerizing. The event was combined with barbecue from famous Jack Slack’s restaurant! All this was followed by a bit of dancing by FORUM attendees after the performance in this historic theater!

Have you been to CFC NIGP Reverse Trade Show or the FAPPO vendor exposition? In comparison, the FORUM vendor exposition is stupendous! Hundreds of vendors participated supporting our profession, and looking to make contacts with us, procurement professionals. Vendors also conducted multiple educational sessions for the products and services to assist with our education.

The host chapter conducted a fabulous charity event at the vendor exposition. We were asked to help stuff care kits for Heart of Heart International and, a charity close to our own Chapter’s heart, Ronald McDonald House, of Kansas City. As your delegate, I participated in the grand idea where actions spoke louder than words! It was a great feeling to help others in a way where my hands did something and that the cumulative effort of many hands make a difference.

Besides the camaraderie we establish with our own internal CFC NIGP members, the educational opportunities, and the vendor connections, FORUM is an opportunity to connect others in the procurement profession. The people that we have the opportunity to meet and make friendships with, on a national and International level, is an opportunity that makes the FORUM experience. Conversations lead to solutions, and other ideas. There is a world we are a part of that is special and full of possibilities, procurement professionals! Connecting Procurement Communities was the focus of 2015 FORUM. FORUM has provided me an opportunity to represent our Chapter and expand horizons. It was an honor to be a CFC NIGP delegate. Hope to see everyone next year at the National Harbor, MD - August 21 - 24th, 2016!

2016 Slate of Officers and Nominations from the Floor The Nominating Taskforce received bios, conducted interviews, and will be presenting the 2016 State of Officers along with their bios to the membership at the Chapter Meeting of September 25, 2015.

The Slate will include Zulay Millan for President, Diane Wetherington for Vice President, Tabatha Freedman for Treasurer, and Lisa Kesecker for Secretary. Please note that the Nominating Taskforce is only making one recommendation for each position based on the responses it received.

In addition to the Nominating Taskforce Slate, nominations will be accepted from the floor. Those interested in serving who were not selected by the Nominating Taskforce will need to be nominated from the floor. All members nominated from the floor will be given the opportunity to address members at the podium with a brief presentation.

Each member interested in serving should come to the Chapter meeting with approximately 10 copies of her/his bio -- one for each table to assist members with their voting decisions.

Zulay Millan began her career at Orange County Government in 2001. For the past 14 years her career focus has been in Procurement. Zulay holds a Bachelors degree in Business Administration and has her CPPO, CPPB & FCCM certifications. Additionally, Zulay is working toward completing a Graduate Certificate in Public Procurement from Florida Atlantic University. From 2011 to 213 Zulay served as Chapter Secretary, Newsletter Editor, Blog Liaison on the Technology Committee, Chairman of the Certificates and Awards Committee and member of the Chapter of the Year Award

2016 Slate of Officers and Nominations from the Floor

I am currently a Purchasing Agent III for the City of Orlando. I have been in Purchasing for the last 10 years (City of Orlando, City of Winter Park and Osceola County) and from 1981-1990 for the federal government at various agencies and military bases in purchasing / contracting positions. I received my Associates Degree in Paralegal Studies in 2005 and have CPPB and FCCM certifications. I have been an active member of CFC NIGP (and national NIGP) since 2007 and Mid FL chapter of NIGP in 2006. I have also been a member of FAPPO since 2007. I was a member of NCMA in Orlando from 1981-1985 and Secretary of NCMA Europe 1987-1990. I have been Pro D co-chair for the chapter and Pro-D Chair for FAPPO and other various committees. I have been on the Agency and vendor registration committee for Reverse Trade Show for the last 4 years. I am currently Vice President for CFC NIGP and Vice President for FAPPO.

Tabatha Freedman has served as the 2014 and 2015 CFC NIGP Secretary and Newsletter Editor. She served on the NIGP Commodity Code Committee for technology in 2015 and has been recently appointed to the NIGP Board Policy Committee. Tabatha is a Procurement Analyst II with the County of Volusia’s Purchasing and Contracts Division specializing advanced contract negotiations and complex solicitations inclusive of the procurement of technology, telecommunications, and communications solutions. She has managed, negotiated and facilitated agreements for solutions including, but not limited to, electronic agenda and document management solution, enterprise-wide time, attendance, scheduling, and leave system, VoIP telephone system, E911 system, web hosting solution, wired and wireless telecommunications solutions, communication towers and microcomputer replacement program. The County’s Enterprise Resource Planning (ERP) software procurement module implementation and training are administered by Tabatha. Tabatha has contributed to County of Volusia Achievement of Excellence in Procurement® Awards in 2012, 2014, and 2015.

Summer Symposium

Sustainable Purchasing DID YOU KNOW that the Greater Orlando Aviation Authority procure approximately 20,000 square feet of pre-dyed nylon carpet annually that are certified GREEN LABEL PLUS, the higher standard for indoor air quality! It contains 30% recycled Nylon 6 content and it is a 100% recyclable. These better our Airport while improving the health, comfort, beauty of our indoor environment and keep thousands of pounds of waste out of landfills. By recycling carpet, GOAA accomplish the following goals:

 Reuse: 3% to 5% or at least 200 million to 340 million pounds annually. All waste-carpet is used. Nothing is returned to landfills except the desirable clean dirt accumulated from the cleaning process. Post-consumer carpet recycled include carpet cushioning, highway noise abatement panels, industrial block flooring material, automotive parts, composite lumber, and roofing shingles.

When writing a Statement/ Scope of Work Think about how the product could use less energy, be less toxic, or whether it could be reusable

 Recycling: 20% to 25% or at least 1.4 billion to 1.7 billion pounds annually.  Cement kilns: 3% or 200 million pounds annually. Clean fibers are used as extenders and fillers in many products such as concrete and other construction products.

 Waste-to-energy: 1% or 67 million pounds annually. Use of recovered carpet as an alternative fuel source.

 Cost savings: Manufacturers can offset their virgin nylon usage by as much as 75% which can result in a cost savings of 65% or more.

Ways to Recycle Carpet: Donate carpet in good condition to a nonprofit organization or charity. Habitat for Humanity and the Building Materials Reuse Association accept nylon carpet, and they use it in schools, low-income homes and community centers. Good condition for nylon carpet means no large stains or tears.

Call your local recycling centers or Orange County Solid Waste Division (407) 836-6601 for information about recycling nylon carpet in your area. Areas with carpet recycling usually charge for recycling, so this option is best if you're willing to pay to make sure the carpet is being completely recycled. Repurpose pieces of carpet small enough for you to cut up. Cut a piece to cover the floor of a van or car for extra protection against dirt and weather. Cut it into

The most interesting purchase was an RFQ - Design Build Service for a ($2.5 Million Budget) Olympic size pool with facilities for Lake Howell High School. The funding was from an anonymous donor which is a wonderful gift for the high school . What professional certifications do you hold? None, Scheduled to test for CPPB May 2016.

What is your number one goal (career or personal)? Career Goal is retire as Director of Purchasing for The School Board of Seminole County. Personal goal is to finish Bachelor Degree in Business Administration.

Below are a few volunteer opportunities available to you as a certified individual, each of which will earn you credit towards recertification. COMMUNITY SERVICES COMMITTEE MESSAGE Mark your calendar – SEPT 26TH RMH Share-a-meal Dinner Community Services Committee is seeking 7-10 volunteers, to participate in the Ronald McDonald House Charities Share-a-meal Dinner on September 26th. We will be grilling a barbecue themed meal onsite. Dinner will be served at 6:30PM and we should arrive promptly at 4:00PM. The menu will include chicken legs, burgers, garden/potato/salads, baked beans, and cookies. We are asking our CF NIGP members to contribute PUBLIX and WAL-MART gift card donations to cover food, drinks, and disposable item expenses. Scholarship points available to both attendees and donors. RECERTIFICATION COUNSELOR MESSAGE UPPCC Announces New Headquarters and Management Partner (Herndon, VA) – The Universal Public Procurement Certification Council (UPPCC) has selected AMR Management Services (AMR) as its new management partner effective July 1, 2015. AMR will serve as the UPPCC’s headquarters office and management company, providing support from AMR’s offices in Lexington, KY and Herndon, VA. The UPPCC was founded in 1978 by the National Association of State Procurement Officials (NASPO) and NIGP: The Institute for Public Procurement and established as an independent entity to govern and administer the Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) certification programs. The CPPO and CPPB programs are highly regarded and respected among procurement professionals and employers involved in the public sector. Additional information directed towards certification applicants and existing certificants will be forthcoming in the next few weeks.

OLD BUSINESS Secretary’s Report The motion to approve the Secretary’s Chapter Meeting minutes for May 8, 2015 was made by Diane Wetherington and seconded by Angela Thomas. No Discussion. Motion passes. Treasurer’s Report  Damaris Nazario was the winner of the Treasurer’s Trivia contest from the July Newsletter for a $10 gift certification! Congratulations Damaris!  Discussed merging operating account and scholarship bank accounts.  Investments will need to be reviewed. They expire this year.  The motion to approve the treasurer’s reconciliation reports for February, March, April and May 2015 was made by Jim Schell and seconded by Brad Campbell. No Discussion.
