History This Georgian Villa is steeped in history having once been the home to the Earl of Clonmel (aka Copper Face Jack), Chief Justice of the King’s Bench in 1784. In 1916 it was home to British reinforcement troops who landed in Dun Laoghaire for the purpose of defeating the Republican Army at the GPO. During the First World War it was one of three auxillary hospitals set up to treat hundreds of wounded English soldiers. In 1930 it was opened as a charity hospital and nursery college for infants known as St Patricks Infants Hospital run by Mary Josephine Cruice. The running of the home was later taken over by the Sisters of Charity, at the behest of Archbishop McQuaid.

Description Neptune House is an imposing detached Georgian villa built c.1767. It is two storey over basement, fronted in cut-granite ashlar and centred on a pedimented doorcase with Doric pilasters. Situated on a secluded site of approx. 2.43 acres set back off Monkstown Road it enjoys a quiet residential setting on Temple Crescent. The main house comprises a gross external area of approx. 13,315 sq.ft. and is laid out over four floors. The garden level comprises an entrance hall leading to a kitchen and dining room. This level also contains storerooms and toilet facilities. An attractive stairway leads to the ground floor level which comprises of three impressive reception rooms along with the main entrance hallway. The first floor comprises five good sized bedrooms along and access to a rooftop terrace providing superb views. The second floor comprises four additional bedrooms. In need of renewed refurbishment work, the many period features to include neo-classical plasterwork attributed to stuccadore Patrick Osborne, provide an excellent framework to restore this Georgian home to its former glory. Generous accommodation enjoys gracious proportions. To the rear of the main house is a three storey office block which links into the main house. Additionally, there is a detached three story student accommodation block located in the south east corner of the site. Both the office and student accommodation are in need of refurbishment.

Planning History

Zoning

In 2007 planning permission was granted for the renovation of the main house and the construction of 10 two storey 3 & 4 bed mews houses on the grounds. This permission has since expired, however, it does highlight the potential of the property from a redevelopment point of view. The property represents a rare chance to acquire a superb development opportunity in this much sought after location. Given its situation, planning history and zoning, the property would be ideal for a small high quality mews development, student accommodation or nursing home (subject to planning permission).

Under the Dún Laoghaire-Rathdown County Council Development Plan 2010 – 2016 the property is zoned Objective A that is ‘to protect and-or improve residential amenity’. Uses permitted in principal under this objective include: Residential, Residential Institution, Retirement Home, Public Services. Uses open for consideration under this objective include: Embassy, Education, Community Facility, Crèche/ Nursery School, Cultural Use, Enterprise Centre, Guest House, Health Centre, Hospital, Hotel/ Motel, Office Based Industry, Place of Public Worship, Public House, Restaurant.
