Foreword

Welcome to the 2016 National Health and Safety Training programme, our first as the newly established National Health and Safety Function Training Team. In order to provide a safe and healthy environment for employees, service users and others, staff must receive the instruction, information and training necessary to safely undertake the responsibilities/duties required of them. This is strongly emphasised in the Safety, Health and Welfare at Work Act 2005. Statutory health and safety training, is training that is: either explicitly required by legislation or, through a process of risk assessment and/or needs assessment, deemed by the organisation to be necessary to ensure, so far as is reasonably practicable, the safety, health and welfare at work of employees and others. Statutory training is mandatory for the identified employees.

Statutory Health and Safety training is now coordinated nationally by the National Health and Safety Function (NHSF) Training Team, creating a harmonised and consistent approach to health and safety training and ensuring that it is delivered in a manner that is effective, efficient and accessible to all. The National Health and Safety Function Training Team has developed a programme of statutory training which is based on legislative requirements and the needs of the HSE and supports management and staff in achieving a safe working environment and safe work practices. Training assists employees in acquiring the skills and knowledge to support them in the implementation of safe work practices and is a key component in ensuring the delivery of safe and quality services. Training should not be viewed in isolation but as a key element in an overall safety management system, which is monitored and evaluated to ensure continuous improvement.

Responsibilities

• Training Needs Assessment

It is the responsibility of the local line manager to conduct a training needs assessment for his/her staff. Risk assessment will assist in the process of identifying any training necessary to ensure, so far as is reasonably practicable, the safety, health and welfare at work of each employee.

A training matrix has been developed to support the training needs assessment process and further assist managers in determining the health and safety training requirements of their employees (please refer to Appendix 1). Further information on the training needs can be found in NHSF FAQ 014:00, which is available on the NHSF website: http://www.hse.ie/safetyandwellbeing

Based on the findings of the needs assessment, managers must develop a schedule of training and ensure that staff attend training or refresher training where necessary. Management must also monitor and identify areas for further training or refresher training as appropriate.

In addition to the courses outlined in the brochure, the NHSF will work with services to develop specific courses to meet their needs.

• Training Records

It is the responsibility of management to ensure that there is an appropriate method in place for the recording of all training in accordance with legislative requirements. Training records must be appropriately maintained and managed and available for inspection.

• Employee Responsibilities

Responsibility around statutory Health and Safety Training does not lie solely with management. Under Section 13 of the Safety Health and Welfare at Work Act 2005, employees must bring training needs to the attention of their managers and attend any training deemed necessary by the employer to ensure their safety health and Welfare at Work.

Development and Delivery of Training Programmes

The training programmes outlined in this brochure are based on the requirements of the HSE and are those deemed necessary to assist staff in carrying out their duties in a safe manner in line with legislative requirements. Chemical safety for clinical staff 1. Why should you attend?

Chemical hazards represent a key health and safety issue in the health care sector. These may include exposure to various chemicals including anesthetic gases, cytotoxic drugs and pharmaceutical agents. Employers have a duty to determine whether hazardous chemicals are present in the workplace and eliminate or reduce the likelihood of exposure by ensuring they are stored and handled in a safe manner.

2. Who should attend?

Managers and staff who work with chemicals in clinical areas.

3. Aim

8 To give an understanding of basic safe work practices related to the use of chemicals in the workplace 8 To identify how chemical exposures may occur in the workplace. 8 Understand the need for risk assessment of chemicals in the workplace.

4. Learning outcomes

Chemical safety training for non-clinical / household staff 1. Why should you attend?

Chemical hazards represent a key health & safety issue in the Health Care Sector. Non-Clinical/Clinical household staff may be exposed to chemical hazards in the workplace and should therefore be aware of the risks involved and the protective and preventative measures required to ensure their Health, Safety & Welfare at work.

2. Who should attend?

All Non-clinical and household staff who may be exposed to chemicals in the workplace.

3. Aim

8 To give an understanding of basic safe work practices related to the use of chemicals in the workplace. 8 To identify how chemical exposures may occur in the workplace. 8 Understand the need for risk assessment of chemicals in the workplace.

4. Learning outcomes

Inanimate manual handling Instruction & Risk Assessors Training (QQI level 6)

This is a five day course delivered over a 2 week period. (3 days first week and 2 days second week). Participants are trained to conduct Manual Handling Risk Assessments and to deliver Manual Handling Training in-house. The course is intensive and highly participative. Instructional skills as well as theoretical and practical aspects of manual handling are addressed.

1. Why should you attend?

To comply with the Safety Health and Welfare at Work Act 2005 and Manual Handling of Loads Regulations 2007, staff engaged in manual handling, must undertake a programme of training in the safe handling of loads. The Inanimate Manual Handling Instructor course is designed to provide the HSE with Instructors who in turn will train HSE staff in Inanimate Manual Handling.

2. Who should attend?

Persons deemed suitable by their Line Manager, to attend Inanimate Manual Handling training programmes and who are available to deliver a minimum of 10 programmes per annum to HSE staff under their remit.

3. Commitment

Line management who nominate staff to attend instructor courses must ensure that the Trained Inanimate Manual Handling Instructor be released from their duties to deliver a minimum of 10 Manual Handling courses a year, to HSE staff under their remit and to submit training records to National Health & Safety Training Function, on a quarterly basis.

4. Aim

8 To equip the learner, with the knowledge and skills to effectively plan and deliver inanimate manual handling instruction within the HSE. 8 To equip the learner with the skills to conduct specific manual handling task risk assessments related to their organisations needs. 8 To enable the learner to recommend ergonomic prevention measures to help eliminate or reduce the risks associated with manual handling. 8 To provide the HSE with sufficient competent in-house Inanimate Manual Handling Instructors, who will in turn, provide regular Inanimate Manual Handling Training Programmes and conduct Manual Handling Risk Assessments on an ongoing basis.

6. Selection Criteria

Nominated staff will be required to attend an interview which will include a short presentation on a topic of their choice. The course will be taught and evaluated in English and so requires a good general understanding of English both written and oral. Persons attending this training must be able to fully participate and demonstrate all manual handling techniques and meet the required standard.

7. Evaluation Methods

Participants will be required to undertake: 8 A written and practical examination 8 Two written assignments 8 Presentation

Note: The clothing, footwear etc. worn by trainees must not impede safe manual handling, footwear should be comfortable – shoes should be non-slip, with enclosed toes and heels and provide support. Sandals, clogs or shoes without heel support are not deemed suitable.

Inanimate manual handling Operative Training

1. Why should you attend?

To comply with the Safety Health and Welfare at Work Act 2005, the Manual Handling of Loads Regulations 2007, the HSE National Manual Handling and People Handling Policy (HSAG 2012/1) and to reduce risk of injury. All staff must undertake a programme of manual handling training. This half-day course instructs employees in the theory and practice of safe manual handling.

8 Demonstrate ergonomic principles 8 Learn the importance of back care and posture, risk factors of back pain 8 Understand the risk assessment process 8 Be able to apply manual handling principles and techniques to tasks 8 Carry out a practical demonstration of safe manual handling techniques

Staff involved in the manual handling of inanimate loads in the workplace. This course is therefore applicable to all staff within the HSE whose work does not include People Moving and Handling activities. 8 To enable staff to assess load prior to lifting and to implement safe systems of work while carrying out Moving & Handling activities. 8 To provide staff with safe Manual Handling techniques

Inanimate manual handling Instructors Refresher Training

1. Why should you attend?

This 2 day programme refreshes the skills of qualified QQI Level 6 instructors and updates them on relevant legislation, National Policy, ergonomic assessments, anatomy and physiology of the spine, current research and the delivery of course programmes.

2. Who should attend?

All existing QQI Level 6 Inanimate Manual Handling Instructors who have continuously provided training over the previous 3 years and provide the National Health & Safety Function, with appropriate documentation following each training course delivered.

3. Commitment

Line management who nominate staff to attend instructor courses must ensure that the Trained Inanimate Manual Handling Instructor be released from their duties to deliver a minimum of 10 Manual Handling courses a year to HSE staff under their remit and to submit training records to National Health & Safety Training Function, on a quarterly basis.

4. Aim

8 To provide existing Inanimate Manual Handling Instructors with up to date theoretical and practical knowledge. 8 To enable them to maintain skills and competency in the delivery of the Inanimate Manual Handling training programme.

Management of actual or potential aggression (MAPA) 1. Why should you attend?

This course has been designed to enhance employees understanding and management of disruptive aggressive and/or violent behaviour. It instructs employees on early interventions and non-physical methods of preventing or managing challenging behaviour. The training also addresses how employees manage with their own stress, anxiety and emotions when confronted with such behaviour.

2. Who should attend?

All employees who work in an environment where there is a potential risk of violence or aggression. This one day workshop is suitable for employees where there is a risk of exposure to violence and aggression but who are not involved in the control and restraint of clients.

3. Aim

8 To provide employees with the necessary skills to deescalate situations and manage challenging behaviour using communication skills and personal safety techniques.

4. Learning outcomes

Be familiar with the legislation and development of policies in relation to managing workplace violence and aggression. 8 Understand the process that contributes to the development of a crisis (stages of escalating behaviour) 8 Be able to recognise and assessing an escalation in behaviour 8 Be able to carry out a risk assessment (of the individual and the environment) 8 Be able to responding to verbal aggression (Non-verbal and verbal communication) techniques to de-escalate behaviour, personal and professional impact of violence and aggression (staff concerns, support and detachment) 8 Demonstrate personal safety techniques to prevent injury to the staff member and client 8 Apply post crisis intervention (staff and service user support, incident reporting and learning)

Medical gases safety awareness workshops - for clinical staff

1. Why should you attend?

To provide an understanding of the key safety issues associated with the storage, handling, use, transport and disposal of medical gases. To ensure best practice in safe use and application of medical gases and associated equipment.

2. Who should attend?

All clinical staff that have responsibility for the safe use and administration of medical gases.

3. Aim

8 To create an awareness of the hazards associated with the use of medical gases. 8 To enhance employee’s level of knowledge of gases so they can competently assess the risks involved. 8 To enable employee’s adapt best operating practices and procedures so they will improve safety in their working environment.

5. Learning outcomes

8 Define a medical gas, especially in the context of its role as a medicine. 8 List medical gases in common use. 8 Identify a range of medical gas cylinders by size, valve type and colour-coding. 8 Handle, move and where relevant store medical gas cylinders safely. 8 Prepare a medical gas cylinder for use, connect it to a piece of medical equipment and, when empty, take the cylinder out of use, with due regard to any relevant local labelling requirements. 8 Identify faulty cylinders and take appropriate action. 8 Identify and operate medical gas pipeline terminal units and flexible, colour-coded hoses.

Medical gases safety awareness workshops - for non clinical staff

8 Identify and describe the major components of pressurised gas systems and in particular a hospital MGPS. 8 Handle and transport pressurised gas cylinders safely. 8 Identify a range of patient-connected equipment requiring cylinder supplies of gas. 8 Connect and disconnect safety pressurised gas cylinders from plant, manifolds and user equipment. 8 Understand and respond to pressurised system alarms, hazards and emergencies and observe local reporting procedures. 8 Replenish and operate (where directed) emergency reserve supply systems in accordance with local estates directives.

Occupational First Aid Certificate (QQI Level 5 accredited)

1. Why should you attend?

Under the Occupational First Aid Regulations 2007, there is a requirement on management, based on a risk assessment, to have a sufficient number of Occupational First Aiders trained and available in the workplace at all times. The number of Occupational First Aiders will depend on several factors including the size of the undertaking, the numbers employed, the hazards arising, access to medical services, employees working away from their employer’s premises and workers in isolated locations.

2. Who should attend?

Staff members identified through a training needs assessment.

3. Aim

8 To provide the learner with the knowledge, practical skills and understanding required to provide and coordinate first aid in the workplace in compliance with the requirements of the Occupational First Aid Regulations 2007 and the associated guide to these Regulations.

5. Learning outcomes

8 Understand the responsibilities of the occupational first 8 Be familiar with the health and safety legislation on first aid provision in the workplace. 8 Be able to provide treatment for preserving life or minimizing the consequence of injury until the arrival of emergency services. 8 Be able to provide treatment in the workplace for an injury which does not require the attention of a medical practitioner or nurse. 8 Be capable of coordinating first aid arrangements in the workplace.

Three days

Occupational First Aid Refresher (QQI Level 5 accredited)

1. Why should you attend?

It is a requirement that all Occupational First Aiders undergo a refresher training course within 2 years of original certification in order to update their knowledge and skills*.

2. Who should attend?

Currently certified Occupational First Aiders who wish to update and refresh their knowledge and skills in administering first aid. Staff who have undertaken first aid training outside the HSE and who wish to recertify themselves as Occupational First Aiders in their workplace should submit a copy of their certificates.

3. Aim

8 To update knowledge and practical skills. To ensure certified First Aiders keep up to date with new legislations and guideline developments in First Aid practice.

5. Learning outcomes

People moving and handling Instruction Training (QQI Level 6) This contains two components: Instructing Inanimate Manual Handling and People Moving & Handling. The candidate cannot attain this certificate unless both components are completed successfully.

1. Why should you attend?

To comply with the Safety, Health and Welfare at Work Act 2005 and relevant Manual Handling of loads Regulations 2007and the HSE Manual Handling and people handling Policy (HSAG 2012/1), staff engaged in People Moving & Handling must undertake a programme of training in safe handling. The People Moving & Handling Instructor programme is designed to provide the HSE with Instructors who in turn will train HSE staff in the correct People Moving and Handling techniques.

2. Who should attend?

Persons deemed suitable by their Line Manager to coordinate People Moving and Handling training programmes and who are available to deliver a minimum of 10 People Moving and Handling training programmes to HSE staff under their remit.

3. Commitment

Line management who nominate staff to attend instructor courses must ensure that the Trained People Moving & Handling Instructor be released from their duties to deliver a minimum of 10 People Moving & Handling courses a year to staff under their remit and to submit training records to National Health & Safety Training Function, on a quarterly basis.

This programme refreshes the skills of QQI Level 6 qualified instructors and updates them on relevant legislation, ergonomic assessments, anatomy and physiology of the spine, current research and the delivery of course programmes.

All existing QQI Level 6 People Moving and Handling instructors, who have continuously provided training over the previous 3 years and provided the National Health & Safety Training Function with appropriate documentation on a quarterly basis.

3. Commitment

Display Screen Equipment (DSE) E-Learning Programme

1. Why should you complete this programme?

The Safety health and Welfare at Work (General Application) Regulations 2007 Chapter 5 of Part 2 Display screen equipment requires that employees are provided with information on the use of workstations and that an analysis or risk assessment is carried out of employee workstations by their line manager.

2. Who should complete this programme?

All employees who use display screen equipment for continuous periods of more than one hour per day or on a daily basis and all manager’s who may have to undertake an employee workstation assessment.

3. Aim

8 To give an understanding of safe work practices related to the use of DSEs in the workplace.

8 To enable line managers to complete an employee workstation assessment using the checklist provided as part of this programme and implement any control measures identified through the assessment process.
