Minutes of the Devon and Cornwall Branch Annual Meeting held on Wednesday 15th May 2013 at Dartington Hall, Dartington, Totnes, Devon

1. Welcome The Branch Chair welcomed everyone to the meeting. It had been established prior to the meeting that it was quorate. Attendance sheet of CIPD members attached (confirmed Associate, Chartered Member or Chartered Fellow) 2. Minutes from 2012 Branch Annual Meeting The minutes of the previous annual meeting, held on 18th May 2012 had been previously circulated and were agreed as an accurate record. 3. Presentation of Branch annual report including financial outturn and adoption of Annual accounts/appointment of Auditors Copies of the following documents had been distributed to all attendees prior to the meeting and were noted (attached).   

Copies of the 2012/13 audited accounts were made available for inspection. The members adopted:  The FY 2012/13 audited accounts  The FY 2013/14 budget and The members appointed: A R Ellis & Co of Falmouth to continue as our auditors for the current financial year to 31st March 2014 4. Election of the nominated branch officers and committee members Copies of the nominations, in accordance with constitutional rules, had been previously distributed to attendees. Committee members and officers were elected as per the attached list. 5. Any other business There were no questions raised at the meeting. The meeting was closed at 1.20 pm.

CIPD Devon and Cornwall branch – Chair’s report 2012/13 Overview As with the prior year, market conditions for achievement of the branch’s objectives continue to be exacting and make the value-for-money and the value-for-time propositions even more relevant in respect of what the branch can and should do for our 1850 members. Also on the national CIPD agenda are the prospects of regional branch administration and events management, both of which will impact on our ability to tailor services for local members. Organisation and Focus Your Devon and Cornwall Branch Committee continues to serve two distinct roles. The tasks of the ‘core’ group – Chair, Vice Chair, Treasurer, Representative to Council and Branch Administrator - are to ensure governance, funding, policy communication and alignment of the branch with the national CIPD strategy. This then enables our five Group Chairs – Cornwall, East Devon, North Devon, South Devon, West Devon/South East Cornwall – to deliver events and other professional development activities to their local members in an affordable and accessible way. Other key service such as membership, communications and conferences are supported by specialist project groups in conjunction with the area groups. Facts and Figures The effective management of branch funds, for which we have been commended nationally, is set out in the Treasurer’s report (see separate). In the year 2012/13, our five groups ran 17 events with a total attendance of 494. Two Keynote Conferences - Employment Law Conference sponsored by Stephens Scown LLP and Learning and Development sponsored by Plymouth University achieved attendances of 105 and 97 respectively. Our branch membership advisers work with 6 CIPD centres in Devon and Cornwall and support individual members in upgrading and career development mentoring. The branch has an active presence on Facebook, Linkedin and Twitter and our e-newsletter goes out regularly to 1650 members. ...... and finally In 2013 we reach our centenary year, celebrating 100 years of ‘the promotion of the art and science of the management and development of people for the public benefit’. Notable achievements for the branch this year include Steve Thomson, our outgoing Representative to Council and former Chair, being awarded a National CIPD Award of Merit. Nicky Taylor of Ginsters became the first recipient of the Sonja Westwood branch award for individual contribution in the HR/D field. On a personal note, I would like to thank my committee colleagues, all of them with busy work and personal lives, who continue to offer their time, experience, energy and good humour to enable the CIPD Devon and Cornwall Branch to achieve our primary purpose of sustaining local membership and capability. Treasurer’s Financial Statement FY 2012 -13 The budget for the FY 2012/13 was written around our Branch Objectives and Business Plan. This aided the branch in allocating resources effectively to achieve our aims. During this financial year, it became important to the Branch to assess whether the highest possible levels of customer service were being offered through our Branch Events, and therefore it was decided to employ an additional consultative resources with the aim of improving the quality of our major Learning and Development Event in February 2013. This had the affect of improving our delegate numbers. This event was planned, but not budgeted, to use £2000 of the Branches surplus funds, as agreed with Central Office’s Cheryl Myles. The other major event in the year was the Employment Law Conference in May 2012. This was a successful event with 98 delegates which brought in an event surplus of over £600. This meant that we could keep our ticket prices at a reasonable level in order that the event was accessible to as many members as possible. The Branch continued to provide a number of local Group events through Devon and Cornwall which for the most part were quality, well attended events that are free to members and potential members in the area. In addition to the planned events, the Branch ran an event in partnership with the International Stress Management Association. This was another well attended event with the administrative resource being provided by the ISMA. This event produced a healthy surplus which when shared between the two organisations gave us an additional £700 income. During the course of the year, the Branch was able to make efficiencies in areas such as committee meeting costs, and administrative resources. We did, however invest some of these funds in other important areas such as keeping in touch with our Graduate Members. As in previous years, the Group Coordinators have done a good job in maximising the value for money when planning events, much of the time being able to organise local events for little or no cost. This has produced a saving against budget of £2,500. The world of business and HR are still suffering tough times, and it is as important as ever that the events organised by the branch not only provide value for money where this is a paying event, but also useful and relevant content to help members manage their way through. With this in mind Devon & Cornwall has had a successful year. We have reported a £1,500 deficit in our accounts, but we have showcased some really worthwhile events with good feedback both from the volunteers organising and taking part in the events, and from the delegates. The Business Plan and Annual Budget are now in place for FY 2012/13 well in advance of the deadline for submission to CIPD Headquarters by the 30th June. Our annual audit has been successfully completed and a copy of the auditor’s report is available for inspection from our branch administrator on request. In addition I have attached to this report a copy of our scoring against our objectives for this year, and a copy of the branch event budget planner is available from me to those supporting next year’s programme.
