MINUTES OF PREVIOUS MEETING August 14, 2013 The regular monthly meeting of the Board of Trustees of the Lake County Vector Control District was called to order at 1:32 P.M. by President Giambruno. Board Present: George Spurr.

Guests: Mr. Bill Vanderwall of Vanderwall Engineering. Citizen’s Input: None. Agenda Additions and/or Deletions: None. Update by Bill Vanderwall on the 610 Todd Road Project Mr. Vanderwall gave a brief update and provided draft construction plans for the project at the District’s Todd Road property. Among the concerns Mr. Vanderwall discussed are the repair of the creek that runs through a portion of the property, and the determination of whether or not a section of the property constitutes a wetland. After some discussion the Board decided to move forward with the Todd Road project and apply for streambed alteration permits from the California Department of Fish and Wildlife. Mr. Leonard moved to approve the Board Minutes of July 10, 2013 with a correction to the check numbers changing the original check numbers 13436-13501 to exclude check numbers 13457, 13481, 13489, 13495, 13499, and 13500 which have been cancelled and re-issued. The total expenditures for July 2013 are now, $164,336.57. Mr. Spurr seconded the motion. Motion carried unanimously.

Research Report Dr. Scott reported on vectorborne disease activity. Four dead birds, twenty-four mosquito samples, and one sentinel chicken have tested positive for West Nile virus (WNV) in Lake County this year. For the rest of California, four human cases of West Nile virus have been reported in 2013 as well as two horses from Kern and Stanislaus counties. In addition, 430 dead birds, 761 mosquito samples and 76 sentinel chickens have been reported positive for WNV, as well as four squirrels from Santa Clara, San Bernardino, and Butte counties. In the rest of the nation, 99 human cases of West Nile virus, including four deaths have been reported. Other WNV activity includes: 504 dead birds from eleven states, 2,840 mosquito samples from 34 states, 188 sentinel chickens from five states, and sixteen veterinary cases from eight states. Four sentinel chickens from Florida and Louisiana have tested positive for antibodies to St. Louis Encephalitis virus. There have been three human infections of Eastern Equine Encephalitis virus from two states as well as 91 sentinel chickens, and 52 other animals in nine states. Ten human cases of La Crosse encephalitis virus infection have been reported in 2013. The eastern treehole mosquito is the primary vector of La Crosse encephalitis, and most of the infections occur in children. There have been 3,892 locally acquired cases of Dengue virus in Puerto Rico this year. In addition 128 imported cases of Dengue virus have been reported from twenty states. Two human cases of Powassan virus have been reported from New Hampshire and New York this year. Powassan virus is a tick-borne arbovirus and can cause lasting neurological problems in patients who recover. Dr. Scott reported on adult biting fly activity. One hundred seventy-four carbon dioxide-baited traps were set during July. The trap sites included Anderson Marsh State Historic Park, the city of Clearlake, Clearlake Oaks, and Hidden Valley, Kelseyville, Lakeport, Long Valley, and Lower Lake.

Several mosquito species were collected, including Aedes increpitus, Anopheles freeborni, and Culex tarsalis. New Jersey Light Traps were set in the Reclamation and near Big Borax Lake. The mosquito species that were collected from the sites included Aedes increpitus, Anopheles franciscanus, Aedes vexans, and Culex tarsalis. Gravid traps were set in Clearlake, Clearlake Oaks, Lakeport, and Lower Lake. The traps were set in areas where Culex pipiens complex mosquitoes had been previously collected. The traps collected one gravid Culex pipiens, one female Anopheles punctipennis, two male and four female Culex stigmatosoma, and seven male and five female Culex tarsalis. Large Resting Boxes were set in Lakeport, Kelseyville, and Upper Lake. Among the mosquito species collected from the sites were: Aedes increpitus, Culex stigmatosoma, and Culex tarsalis. Dr. Scott reported on tick surveillance and testing. Three sites were sampled for ticks in July as part of the District’s regular surveillance program. Dermacentor occidentalis ticks were collected. Dr. Scott reported on Chaoboridae gnats. Clear Lake Gnat larvae numbers in the Upper Arm of Clear Lake decreased from 2.75 per dredge in June to 0.54 per dredge in July. Chironominae numbers decreased from 15.61 per dredge in June to 9.54 per dredge in July. Tanypodinae numbers decreased from 16.96 per dredge in June to 5.32 per dredge in July. Operation Report On July 1, the level of Clear Lake was at 4.18 feet on the Rumsey Gauge. The lake level decreased to 3.07 feet by July 31. One hundred eighty-eight service requests were received in July. In addition, adulticiding was increased in the wild rice and other areas where WNV was detected. Merus 2.0, the first mosquito adulticide for use in organic crops was registered for use in California on July 23. There is one organic pasture in Lake County that has requested the District use this product. Merus 2.0,

like most organic pesticide products, is more expensive than similar products labeled for use on conventional crops. The District made its second aerial application to the wild rice near Upper Lake. VectoBac GS was applied to fields that had been harvested or would be harvested in the following two days, and VectoMax FG was applied to the unharvested fields. In addition to the wild rice, the District aerially applied VectoMax FG to 140 acres of Anderson Marsh State Historic Park. The District’s intern, Ms. Nicole Breuner, will be leaving the District on August 2 to begin graduate school to earn a Masters Degree in Public Health at the Colorado School of Public Health in Ft. Collins. The District’s Entomologist, Ms. Brittany Nelms, expects to begin maternity leave in August. In anticipation of this leave and the departure of the District’s intern, Mr. Broc Pasqual was hired as a Seasonal Field Assistant. On July 3 the District issued a media release reminding residents to avoid mosquito bites. In addition, the District issued a joint media release on July 25, with the Lake County Department of Health to announce the detection of nine new WNV positive mosquito samples. Dr. Scott attended the Clearlake City Council meeting on July 25 and gave a presentation about the District’s activities and an update on West Nile virus activity. During July the District’s homepage received 178 hits, the employment page received thirty-seven hits, and the service request page received thirty-two hits. Eleven online service requests were received in July. Dr. Scott attended the Mosquito and Vector Control Association of California Summer Board of Directors meeting in Santa Ana, CA on July 18. Dr. Scott and Vector Control Technician Sandi Courcier have finished the sampling from the irrigated pasture near Middletown. The treatments seem to have reduced the numbers of adult floodwater mosquitoes that emerged during the products efficacy period.

The District received a subpoena on August 1 from Williams & Connolly LLP for records regarding purchases that may have been made from Office Depot between January 1, 2000 and January 1, 2011 pursuant to a contract with the U.S. Communities Government Purchasing Alliance. The District does not participate in the U.S. Communities Government Purchasing Alliance, and an inspection of District records revealed no purchases from Office Depot during the stated time period and Dr. Scott and the District’s legal counsel, Anita Grant, drafted a declaration in reply to the subpoena and submitted it by mail and email to Williams & Connolly LLP. Approve Fiscal Year 2012/2013 Prop. 4 Compliance Resolution No. 1306 Mr. Leonard moved to approve Resolution No. 13-06 Prop. 4 Compliance Resolution. Mr. Bostock seconded the motion. Motion carried with a roll call vote as follows: Four in favor (Mr. Bostock, Mr. Giambruno, Mr. Leonard, and Mr. Spurr), and one absent (Mr. Nagy). Final Budget Hearing for Fiscal Year 2013/2014 Dr. Scott presented the District’s Final Budget for Fiscal Year 2013/2014 to the Board. After some discussion Mr. Leonard moved to approve the Final Budget for Fiscal Year 2013/2014. Mr. Spurr seconded the motion. Motion carried unanimously. Authorize District Participation in Colonial Life Supplemental Insurance Program After some discussion Mr. Spurr moved to approve District participation in Colonial Life Supplemental Insurance Program. Mr. Bostock seconded the motion. Motion carried unanimously. Boar Review and Consideration to Approve LCVCD Certificate/Log of Records to be Destroyed/Disposed After some discussion Mr. Leonard moved to approve the updated LCVCD Certificate/Log of Records to be Destroyed/Disposed. Mr. Spurr seconded the motion. Motion carried unanimously. Checks for the Month of August 2013 with the Checks Previously Issued for July 2013 that were Cancelled and Reissued

Due to a printing error of the scan line located at the bottom of the Districts recently printed check stock, several checks that were issued in July had to be cancelled and reissued in August. Mr. Nagy moved to approve Check Nos. 13502–13570 for the month of August 2013 in the amount of $152,992.62. Mr. Leonard seconded the motion. Motion carried unanimously. Consideration of Nomination for a Sacramento Valley Region Candidate for the Mosquito and Vector Control Association of California (MVCAC) Trustee Council After some discussion, the Board decided to take no action on this item. Other Business None. Announcement of Next Regular Board Meeting The next regular meeting of the Board will be at 1:30 PM on September 11, 2013 at the Lake County Vector Control District Office, 410 Esplanade Lakeport, CA 95453 Mr. Leonard moved to adjourn the meeting.
