MAHARASHTRA STATE RURAL LIVELIHOODS MISSION Record of the proceedings of the meeting of Project Screening Committee (PSC) held on 18.02.2014 under the chairmanship of Shri Sandhu I.A.S, Principal Secretary, Rural development and Panchyat raj for approving Aajeevika project proposals submitted by prospective Project Implementing Agencies under Aajeevika Skill Program and Roshni for the state of Maharashtra and forwarding them for Empowered committee of MoRD Aajeevika Skills

1. A meeting of Project Screening Committee (PAC) was held on 18.02.2014 under the chairmanship of PS, RD& PR to discuss and decide on proposals submitted based on the PSC meeting held earlier the same day for Aajeevka Skills and Roshni projects for the state of Maharashtra. The list of members who were present for the meeting is attached as annexure-I. This PAC was taken up after initial screening and suggestions by PSC. 2. A detailed presentation on highlights of ASP and analysis of vital parameters required for considering the organizations was explained by Mr Kishore Kumar, Mission Manager for Job Placement and Skill development in MSRLM. It included providing each of the committee members with information of all organizations in a consolidated sheet and details of proposals submitted requesting targets and districts. 3. Decision of PSC for passing on 39 proposals and referring 9 proposals for review on past work has been put forward for the PAC. 4. Chairman of PAC suggested that trades be allotted to PIAs based on the relevance of trade in the district with reference to Sector skills studies undertaken, employability potential of the PIA in that trade 5. Consensus in PAC emerged on putting 9 proposals submitted by PIAs with past performance verification pending so that the performance is verified before their proposals are forwarded to MoRD 6. Chairman also opined that projected targets for state should aim at sanctioning upto a target of 1 lakh youth so that it stays as a fall back in case of organizations which are unable to deliver as planned and it was agreed upon by all the members 7. On the whole, 39 proposals have been passed through for PAC while 9 have been referred to PAC with caution on past performance. 8. Details of document verification have been presented to the committee and some remarks based on screening done have been attached as annexure to the minutes which will be sent to organizations for compliance before meeting EC. 9. Allotment of districts for PIAs and trades will be done as suggested by PAC after removal of 9 pending proposals and the same will be submitted by MSRLM to RDD and EC at MoRD. 10. Two organizations namely STEP (Gmail no 40) and Nayaks tutorials (Gmails no 58) need to be requested for sending revised target and budget as they have exceeded their permitted target by 500 and 250 respectively.
