MEMORANDUM TO:

Directors of Education Secretary-Treasurers of School Authorities Director of Provincial and Demonstration Schools

FROM:

Pauline McNaughton Director, Student Success/Learning to 18 Strategic Policy Branch Denys Giguère Director, French-Language Education Policy and Programs Branch

DATE:

November 21, 2014

SUBJECT:

Supporting the Implementation of K-12 Education and Career/Life Planning Programs

This memo provides an update on the implementation of a comprehensive Kindergarten to Grade12 education and career/life planning program as outlined in Creating Pathways to Success (CPS), and communicates funding related to the development and implementation of the “All About Me” portfolio (K-6). As set out in CPS, students from Kindergarten to Grade 6 will reflect on and capture evidence of their developing knowledge and skills in the education and career/life planning program in an “All About Me” portfolio. To support the development and implementation of the K-6 “All About Me” portfolio, in 2014-15, all boards will receive funding ($2000 base plus an allocation based on K-6 enrolment). See appendix 1 for board allocations. The funding is to be used to:  support the development and use of the K-6 “All About Me” portfolio  establish processes for the transition of the portfolio to the web-based Individual Pathways Plan (IPP), Grades 7-12 and  facilitate teacher training related to the comprehensive education and career/life planning program. This funding may not be used for:  staffing  the purchase of capital equipment and  expenses unrelated to the implementation of CPS. Boards are required to submit a final report, including a report on expenditures, using the template in appendix 2. This report must be submitted to [email protected] by September 18, 2015. The report will ask boards to describe how the funding was used to support the K-6 “All About Me” portfolio and their planning for the implementation of a comprehensive

education and career/life planning program. Each board will also receive its completed 2013-14 board final report on CPS Implementation for reference purposes. Schedule AH, appended to each board’s multiple Transfer Payment Agreement Contract planned for November 2014, will outline the objectives, scope, financial and reporting requirements. This 2014-15 funding builds on previous supports associated with implementation of a comprehensive education and career/life planning program, Kindergarten to Grade 12. In addition to the funding for the K-6 “All About Me” portfolio, in 2014-15, the ministry will provide 11 lead school boards with funding to continue to build on the gains made in 2013-14 by school boards through regional professional learning communities. See appendix 3 for the list of regional lead boards for 2014-15. The lead boards will work collaboratively with the boards in their regions. Once boards have had sufficient time to implement the “All About Me” portfolio and the webbased IPP, the ministry plans to include a reference on the provincial report card as a means of verifying that parents and students have had an opportunity to discuss the portfolio or IPP. In order to assist with the timing of this change, the ministry will solicit feedback from the field through the regional PLCs as well as through developing a few high level questions to be included in the Student Exit Surveys at the end of Grade 8 and 12 (see Section 6 in CPS). More details to follow in the coming months. If you have any questions, please contact Melissa Nantais, Education Officer, Student Success/Learning to 18 Strategic Policy Branch at [email protected]. Thank you for your continued commitment to ensuring all of our students have the capacity to achieve their personal goals and develop a plan to pursue their desired postsecondary destination. Sincerely,
