Checking the summary of results sent from the LA Once you have sent your CTF file to the Local Authority using Anycomms, the Professional Support Team will process your data within ten working days. You will receive a file via Lancashire ROSE containing a brief summary of the school’s results:

The school is required to check these results carefully, verify that they are accurate and confirm that they can be submitted to the DCSF. This will be done via the Schools Portal E-Form, a link to which is displayed on the bottom of your results file. Without a response Lancashire County Council cannot submit your results to the DCSF. If the results are incorrect, you can notify the Professional Support Team using the link on the bottom of the results checking sheet. Please make changes to the data in SIMS Assessment Manager and create a new CTF file to send via Avco Anycomms (see page 49). If you are having difficulty correctly generating the CTF file from SIMS, please contact the Westfield Centre for assistance. On receipt of a new CTF file from a school, Lancashire County Council will upload a new version of the checking file to Lancashire ROSE for the school to again check and confirm for submission. Subject to confirmation from the school, the results are processed by the local authority and sent to the DCSF to form part of the national data set, which in turn is passed to other official sources. The National Data Set will close on the 31 st July and schools submitting corrections to their data after this date risk other datasets being inaccurate (e.g. LSIP, RAISE Online, FFT).

Appendix A – Pupil Eligibility for Key Stage 1 Key Stage 1 Results Teacher Assessment results are required for all sections of the Key Stage 1; Speaking and Listening (EN1), Reading (EN2), Writing (EN3), Maths (MASUB), Science: Scientific Enquiry (SC1), Science: Life Processes (SC2), Science: Materials (SC3), Science: Physical Processes (SC4), Science Overall (SCSUB). Test results can still be recorded by the school, but they are not statutory, and as such are not collected by Lancashire County Council. P-Scales are statutory and are required for each element / subject where a W is given under National Curriculum assessment.

Pupil Eligibility Key Stage 1 results are required for all pupils at the school subject to the following stipulations: Results must be submitted for all pupils who are leaving Year 2 in 2010 to start Year 3 in academic year 2010/11, either at this school, or at another school. On the rare occasion that a pupil is being held back to repeat the Year 2 in academic year 2010/11, they are not counted as leaving Year 2, therefore their results should not be submitted this year, but next year when they leave Year 2.

Pupils moving school Where a pupil moves school during the summer term, either the current school or the new school must submit results depending on when the pupil actually started at their new school: If a pupil starts at their new school prior to 31 May 2010, the new school must report the results to the Local Authority If a pupil starts at their new school on or after 31 May 2010, the previous school must report the results to the Local Authority For further assistance with pupils moving school, please telephone the Professional Support Team helpline on 01772 531555. Newly arrived pupils Where a child has recently arrived from abroad, the school should make every effort to make a teacher assessment of the child and submit the results. If a child arrives too late in the summer term for the assessment to be carried out (after 1 July), then A should be entered for the child to indicate insufficient information to assess. If a late assessment cannot be made as the child does not speak English, W should be reported for English with EAL in the relevant P-Scales, and D should be recorded for Maths and Science.

63

The Westfield Centre – Lancashire County Council

Children with Special Educational Needs Where a pupil is not working at the national curriculum level, it is a statutory requirement for the pupil to be assessed using P-Scales. In Lancashire, many schools use PIVATS to assess pupils, and these PIVATS levels should be converted to P-Scales for the data collection using the Conversion Table. In the main assessment sheet, W should be entered for the national curriculum assessment, and in the separate P-Scales section, the P-Scale scores should be entered. Results cannot be submitted for a pupil where W is given as NC level, but no corresponding P-Scale is given. Absent Pupils Where a valid teacher assessment cannot be made due to long periods of absence, it is possible to submit an A for their assessment. Absent should not be used where the pupil has had short absence covering the tests; as teacher assessment is statutorily required and can be completed based on the pupil's work during class throughout the year, rather than the tasks or tests. Disapplication There are a very small number of pupils who may not be able to access the tasks or the tests, for example due to physical disabilities. These children should not be recorded as D. The tasks and tests make up one piece of evidence towards the teacher assessment; therefore the teacher assessment should be completed through work completed in class throughout the year. In very exceptional circumstances, a pupil may be disapplied from Key Stage 1 and only after discussion with the Assessment Coordinator at Lancashire County Council. For further assistance with disapplied pupils, please telephone 01772 531555.

Appendix E – P-Scales supplement 5.5 P Scales The use of P Scales have been statutory since 2008 for children with special educational needs who are working below level 1 of the national curriculum. Schools will need to use P Scales to record and report the achievements of those children in the core subjects of English, Mathematics and Science. The P Scales are not to be used to assess children below year 1 whatever their needs or children with English as an additional language (EAL) at any age unless they have additional special educational needs. P Scales are appropriate across key stage 1 and should be applied to children working towards national curriculum level 1 (i.e. level W – for working below the level of the task or test) who have been identified as having special educational needs. The performance descriptions for P1-P3 are common across all subjects. They outline the types and range of general performance that children with learning difficulties who are not working at levels P4-P8 might characteristically demonstrate. The P Scale descriptions can be found on the QCDA website at www.qcda.gov.uk/8541.aspx. The P Scale attainment targets are referred to as P Levels in some guidance and legislation. Using the P Scales DVD is available from the QCDA orderline at http://orderline.qcda.gov.uk or by calling 08700 60 60 15. Further information is available from [email protected]. This means that if a child is at P1i-P3ii level in English, then reading, writing, speaking or listening levels would not be normally be appropriate, only an overall P-Scale for English. If a child is at an English level higher than P3ii, then the relevant separate levels P4-P8 in reading writing, speaking or listening are appropriate and an overall P-Scale for English is not expected. The position is similar in respect of mathematics, number, using and applying mathematics, and shape, space and measures. For science, a single level from P1i-P8 is appropriate. Examples Example 1: Pupil 1 has a statement of SEN for ASD and is expected to perform below level 1, and around P2-P3 level on P-Scales. P-Scales: Pupil 1 has special educational needs, and is performing at the lower end of the PScales. In the main assessment for Key Stage 1, W should be entered for the relevant subjects. Then P Scales for English, Mathematics and Science are to be entered, but no sub levels for English and Mathematics, as the pupil is below P4: Main
