Dear ladies and gentlemen, dear participants, also this year I would like to address you with the topic of the quality management in the public administration. The project Implementation of the CAF Model in the organisations of the public administration in the Slovak Republic has completed the third year of its existence. We have managed to sell new organisations on our project as well as organisations that already have long experience with the CAF Model and selfassessment. The success is also that the first organisation of municipality has joined the project. Also this year we have learnt a lot and at the same time we have tried to improve the project and make the work with the CAF Model easier for service offices. Representatives of the Civil Service Office participate on the European CAF Action Plan and take an active participation in international projects. The representatives of selected service offices participate on the Slovak proposal preparation of the 3rd edition of the Common Assessment Framework methodology (the CAF Model) within the working groups. The chairman of the Civil Service Office focuses an attention and enforces very actively the benchmarking project oriented on the conflict of interest elimination within the Public Governance Committee at OECD. Our efforts are directed towards meeting priorities and objectives of the Lisbon strategy and its national version. The strategy requires the correct vision that answers the question where the country should lead in the increasingly integrated Europe and the globalised world. Main strategic priorities and basic directions have to unfold from the vision. Organisations of the public administration as well as organisations of other sectors have to increase their effectiveness and performance in relation to their customers / citizens including customers from business sphere. Therefore I would like to invite you together with the Slovak Office of Standards, Metrology and Testing and the Slovak Society for Quality to the 3rd International Quality Conference: The CAF Model in the Public administration. You will have a possibility to scoop up inspiration how to start with the CAF Model in your organisation, how to approach to the key and support processes defining, how to start with the elaboration and realisation of the improvement action plan or measuring of customer satisfaction. At the same time you will a chance to meet your colleagues of service office from the Czech Republic, Finland, Germany and Slovakia. We would like to present the objectives and results of the Regional Benchlearning project that several Slovak service offices have been actively participating in. You will get knowledge of news and proposed adjustments of the CAF Model methodology on the European level as well as the Civil Service Office initiated the integration of the conflict of interests problematic into the methodology.
