57TH Annual Conference of INDIAN SOCIETYOF LABOUR ECONOMICS (ISLE) Dear Colleague, On behalf of the Organising Committee, it is our great pleasure to invite you to the 57th Annual Conference of the Indian Society of Labour Economics (ISLE) to be held during 10th – 12th October, 2015 in Srinagar, Jammu and Kashmir. The Conference is being organised by the Department of Economics, Central University of Kashmir in collaboration with the Division of Agricultural Economics and Marketing, and Rajiv Gandhi Chair, Sher‐e‐Kashmir University of Agricultural Sciences and Technology (SKUAST), Srinagar. The 57th Annual Conference will be presided over by Professor Ravi Srivastava, Professor of Economics, Centre for the Study of Regional Development, Jawaharlal Nehru University (JNU), New Delhi. A large number of distinguished economists, other social scientists, trade union leaders, representatives from industry and international organizations, policy makers and other interested professionals and individuals/organizations from across the country and several from abroad are expected to attend the Conference. The programme of the Conference includes the oral presentations of about 200 selected papers about 100 poster presentations as well as several high‐level lectures and special panel discussions. The Indian Society of Labour Economics, founded in 1957 by late Shri V.V. Giri (the veteran trade unionist and former President of India) who was its Life President and some other well‐known public personalities and academicians, is a leading professional body of economists, other social scientists and practitioners interested in promoting and disseminating scientific studies of labour, employment and development, industrial relations, human resource development and related issues. Till date, the Society has organised 56 annual conferences to pursue its agenda of research and information dissemination. The themes selected for the 57th Annual Conference of the Society are: •

• Dates of the Conference: 10th ‐12th October 2015 • Pre‐conference Event: 9th October 2015 • Last date of registration: 15th September 2015 Timings of the Conference The Conference will start at 9.30 am on 10th October 2015 and will conclude by 2 pm on 12th October 2015. Delegates are advised to reach Srinagar a day prior to the Conference and schedule their departure for the evening of 12th October 2015 or the morning of 13th October 2015. A pre‐Conference event is also being planned for 9th October 2015 (between 2 pm and 7 pm). Those who would like to attend the Pre‐ Conference event should reach the Conference venue by the noon on 9th October 2015. Conference Registration The Conference is a residential one and the registration fee is Rs. 2000/‐ for the ISLE Members. For spouse/accompanying person the registration fee is Rs. 1,500 (children above the age of 5 years need to be registered & the family will be given a single room) and the organisers will make the boarding and lodging arrangements for the th
participants and delegates from the afternoon of 9 October 2015 till 12th October 2015 i.e. 4 nights and 3 days only. It should be noted that the accommodation will be a modest one and in many cases particularly for young colleagues, accommodation will be on sharing basis. There are several good and budget hotels available in Srinagar for those who want to make arrangement of accommodation of their own choice. The organisers will be happy to facilitate it. Apart from modest boarding and lodging, registration will entitle the participants to access the conference materials (soft copies of the papers and hard copies of the Book of Abstracts and other lectures and keynote papers) as well as a conference kit. After this deadline, it will become very difficult for the organisers to arrange accommodation. In any case, on‐the‐spot registration will be only for the local participants. ISLE Membership
Participants, who are members of the ISLE and have not renewed their membership for the year 2015, or are not members of the Society need to pay the membership fee to be able to attend the Conference. The annual membership fee is Rs. 1000 for those from India, US$ 100 for those from developing countries, and US$ 150 for those from other countries. The membership fee for students is Rs. 700/‐. Payment may be made through DD/local cheque in favour of “The Indian Society of Labour Economics”, payable at New Delhi. The membership fee needs to be sent by 15th September 2015. About Central University of Kashmir
The Central University of Kashmir was established in the year 2009, by an Act of Parliament. The proposed campus will be developed on around 450 acres of land in district Ganderbal. Presently, the university is functioning from rented buildings at three different sites in Srinagar city. There are 16 departments functioning within 8 different Schools. The Department of Economics was started in the year 2011 to offer postgraduate programme in Economics. So far, three batches have passed out from the department after successfully completing their postgraduate degrees. From the current session 2015‐16, the department will offer an integrated M. Phil ‐ Ph. D programme. The 57th ISLE Annual Conference is the first major event being organized by the department. Sher‐e‐Kashmir University of Agricultural Sciences and Technology, Kashmir (SKUAST‐ K) The University is an agricultural university located in Srinagar, Jammu and Kashmir. While its main campus is in Shalimar, Srinagar, the University has multiple campuses, colleges, and research and extension centers across the Kashmir Valley and Ladakh regions of the

state. The University was founded in 1982 by an Act passed by the State Legislature of Jammu and Kashmir. It was named after Kashmiri leader Sheikh Mohammad Abdullah who is popularly known as Sher‐e‐Kashmir (Lion of Kashmir). How to Reach Srinagar By Air: Srinagar city is well connected with the rest of the country by air. Most airlines run multiple flights a day into Srinagar’s Sheikh‐ul‐Aalam International Airport. Direct flights from Delhi, Mumbai, Bengaluru, Ahmadabad and Jammu to Srinagar operate daily and in all seasons. Srinagar Airport is about 15 kilometers from the city centre. By Train: Trains operate only up to the Udhampur and Katra stations. It is possible to disembark at Udhampur, (but preferably at Jammu city) and then use public transport to reach Srinagar. The journey to Srinagar city from Jammu Tawi (the distance is about 300 kms, including 200 kms of roads through the hills) usually takes about 8 hours. Hiring a vehicle to make the journey is easy, although it is advisable to travel in groups. Shuttle busses are also available from Jammu Tawi to Srinagar. Train services are also operational from Banihal to Srinagar, delegates travelling by road from Jammu can avail train services from Banihal onwards. Volunteers will be present at Srinagar railway station till the arrival of last scheduled train of the day. How to Reach Central University of Kashmir/SKUAST‐K Delegates travelling by air will be received by volunteers on 9th October 2015 at the Sheikh‐ ul‐Aalam International Airport. Volunteers will be present till the arrival of last scheduled flight of the day. From there delegates will be escorted to their places of accommodation. Delegates travelling by road should report to the Tourist Reception Centre (TRC) in Srinagar till 8 pm. From there also delegates will be escorted to their places of accommodation. Delegates travelling by train from Banihal will be received by volunteers at Railway station Srinagar till last train reaches and escorted to their places accommodation. The best option is to fly from Delhi to Srinagar by booking air ticket well in advance and travel by road on return from Srinagar. That way it will be convenient to reach the conference venue and also enjoy the beauty of places from Srinagar to Jammu Tawi. Logistics All Delegates/Participants are requested to check in at the assigned accommodation around noon of 9 October 2015 and checkout on or before noon of 12 October 2015 and in any case before the noon of 13 October 2015. Those who want to stay beyond that will have to bear the costs of their stay on their own. The arrangements for meals will be made from the afternoon of 9 October to the lunch time of 12 October.

Local Arrangements: The local organizers will arrange for pick‐up from the Airport/Railway Station /and some important Bus Stands (TRC Srinagar). Conference Volunteers will be present at all the three locations with ISLE Placards. On arrival at the Airport/Railway Station/Bus Stand (TRC Srinagar), the delegates should look out for ISLE representatives with ISLE placard who will provide further assistance. The prospective delegates/participants are requested to send in advance their travel plans along with their registration form (enclosed).
Communication Only postpaid cell phone connections work in Jammu and Kashmir State. Pre‐paid connections registered outside J & K will not work in Srinagar. The city of Srinagar: A Brief Introduction Srinagar, the summer capital of Jammu & Kashmir, is one of India's best hill stations and is a favored destination of domestic and international travellers. A place of splendid natural beauty, it's often referred to as the "Land of Lakes and Gardens" or the "Switzerland of India". The city is famous for its gardens, lakes and house boats. It is also known for traditional Kashmiri handicrafts, dry fruits and cuisines (wazwaan‐ traditional Kashmiri mutton dishes). People enjoy the colours of autumn which usually arrives in the month of October. Visitors to srinagar love the visual delight of the fall season during October. The cool breeze during the evening makes the weather a bit chilly. Delegates / participants are recommended to carry adequate warm clothes. Gardens Srinagar's extensive, well‐manicured gardens date back to the Mughal era. They're abundant with bright blooms and stunning vistas. Start with Shalimar Bagh, which Mughal Emperor Jehangir built for his wife in 1619. Next, visit Nishat Mughal Garden (Garden of Gladness), which borders Dal Lake. It was constructed in 1634 after Shah Jahan became the Emperor of India. Head to Pari Mahal for fabulous sunset views over Dal Lake and Srinagar. On the way you'll pass the Botanical Garden, where the famous Tulip Festival is held every April, and Chashme Shahi Gardens. Also not to be missed is the lesser‐known and more peaceful Badamwari Garden, particularly during Spring (mid‐March onwards) when its almond trees are in full bloom. Lakes One of the highlights of a trip to Srinagar is spending time on its interconnected lakes ‐‐ Dal Lake, and the smaller and quieter Nigeen Lake. More than 1,000 houseboats float upon these lakes. You can also start the day by hiring a shikara (small row boat) and exploring life on Dal and Nigeen lakes. There are shikara stands at various spots in Srinagar.

Old City A visit to Srinagar would be incomplete without exploring the atmospheric and distinctly wooden Old City on foot. It's less hectic than many old cities in India and is home to a number of important mosques that also has a serene energy. Jama Masjid, originally built in 1394 and restored for the last time in 1672, is the largest mosque in Kashmir. It has 378 wooden deodar pillars supporting its ceiling and space for thousands of devotees. Shah Hamdan Mosque on the banks of the Jhelum River is astonishingly ornate. Its front and interiors are adorned with intricate and colorful Kashmiri art work, both on the walls and ceilings, and chandeliers. Shankaracharya
Apart from Pari Mahal, Shankaracharya Hill is another popular viewpoint for a panoramic outlook over Srinagar and Dal Lake. There's a small gray stone temple, now dedicated to Lord Shiva, right at the top of it. What's interesting to note is that it was originally a Buddhist temple thousands of years ago. It became a Hindu temple after Hindu philosopher Adi Shankaracharya, who was visiting from Kerala, put a Shiva linga in it. Rural Kashmir – Real Kashmir A trip to Kashmir wouldn’t be complete without taking a few side trips out into the glorious Kashmiri countryside (after all, Kashmir isn't called the "Switzerland of India" for nothing!). It's filled with flowers in spring and snow in winter. Pretty Kashmiri villages with traditional wooden houses and colorful rooftops can be seen along the way. These popular tourist places in Kashmir are good starting points. The easiest way of getting there is to hire a car and driver.
Sonamarg Located on the Srinagar‐Ladakh Highway, around two and a half hours drive northeast of Srinagar; scenic Sonamarg ("Meadow of Gold") is famous for its Thajiwas Glacier. What's remarkable about this glacier is how accessible it is. From the highway, you can hike up to the glacier and back in around five hours. If you don't have so much time to spare, it's possible to ride a pony instead, or take a taxi part of the way there and walk. Gulmarg Gulmarg ("Meadow of Flowers"), India's version of a ski resort, is situated less than two hours’ drive east of Srinagar. The season runs from mid‐December to mid‐March. If you're not into skiing, you may still want to let the gondola whisk you more than 13,000 feet up Mount Apharwat for outstanding views. Apparently, it's the world's highest cable car. Pahalgam Pahalgam, the "Valley of Shepherds", is around three hours’ drive from Srinagar. With its fresh flowing Lidder River and surrounding snow‐capped hills Pahalgam is the most

attractive tourist destination. Other possible activities around Pahalgam include golfing, trout fishing, and river rafting. It's a popular destination for adventure tourism. Charar‐i‐Sharief and Yousmarg Yousmarg, a sprawling meadow around two hours’ drive southwest of Srinagar, is refreshingly underdeveloped (only a couple of restaurants are there). The highlight is the Doodh Ganga River, which is reached by a picturesque 30 minute walk along a forested trail down a hill. On the way to Yousmarg you'll pass numerous apple orchards as well the town of Charar‐i‐Sharief. It's worth stopping there as it is home to one of the most holy Sufi Muslim shrines in India. Sinthan Top Sinthan Top is becoming a sought after alternative to the other, often crowded tourist places in Kashmir. Interest in it has grown since construction of the Kokernag‐Sinthan Top‐ Kishtwar Road, connecting Kashmir with Jammu, began. It's yet to be developed though, so there's an absence of facilities for tourists. Hence, it's a good idea to stop in Daksum on the way. The drive from Srinagar to Sinthan Top takes around two and a half hours. It's possible to stay in Daksum, or Kokernag where there are more options. These are excellent places to go trekking and exploring the great outdoors.
Verinag It is about 26 kilometers away from Anantnag and approximately 78 kilometeres south‐east from Srinagar. Verinag is also the first tourist spot of Kashmir Valley when travelling by road from Jammu towards Srinagar. It lies at the entry point of Kashmir Valley right after crossing Jawahar Tunnel. A major tourist attraction of this place is Verinag Spring, for which this place is named. There is an octagonal stone basin at Verinag Spring and an arcade surrounding it which was built by Mughal emperor Jahangir in 1620 A.D. Later, a beautiful garden next to this spring was laid out by his son Shah Jahan. This spring is known to never dry up or overflow. Verinag Spring is also the major source of river Jhelum. Verinag Spring and Mughal Arcade surrounding it is officially recognized by Archaeological Survey of India as a Monument of National Importance. Weather in Srinagar in October The average temperature in Srinagar, Jammu And Kashmir in October is mild at 14.1 °C (57.38 °F). Afternoons can be really warm with average high temperatures reaching 22.4 °C (72.3 °F). Overnight temperatures are generally cool with an average low of 5.8 °C (42.4 °F). The variation/ range of diurnal mean temperatures in October is 16.6 °C (29.9 °F). The weather in October is dry with occasional rain. A mere 33mm (1.3in) of liquid is discharged during on average 5 days. The skies in Srinagar, Jammu And Kashmir are slightly sunny with splendid sunlight daily.
