INTRODUCTION Context ANAPEC (Agence Nationale de Promotion de l'Emploi et des Compétences), the Moroccan Public Employment Service is engaged by the state of the implementation of national policy to fight against unemployment. In this regard, the Agency's priorities are to facilitate the professional integration of young graduates and to promote self-employment through a variety of tools for promoting employment and the creation of micro-businesses. Recognizing the role played by the Self Employment in the fight against unemployment and poverty reduction, Morocco has undertaken a strategy to support the benefit of microbusinesses. The Marrakech seminar on “Entrepreneurial skills for youth” offers an opportunity for PES members of WAPES and other countries in the region to present and discuss best practices on supporting the creation of micro-businesses. Participating countries: WAPES members and other countries from the Middle East and Arabic Countries region Participating Organisations (to be confirmed): WAPES, ILO, OAT (Organisation Arabe du Travail) Media: National and international media Background information on the seminar: The workshop will take place on Tuesday, 23 November and Wednesday, 24 November in the form of three round tables. The participants will be welcomed upon arrival on 22 November at Marrakech airport and a shuttle will take them to the hotel. This workshop will consist of three round tables on youth and business development with participation of experts from Morocco and other countries. Each of the round tables will offer the possibility of exchanges and discussions. The names and qualifications of the speakers will be announced when the panels have been formed.

INFORMATION FOR THE PARTICIPANTS View of Marrakech: Marrakech the pearl of the south, the red city at the foot of the Atlas Mountains, founded in 1062 by Youssef bin Tachfine, First Ruler of the Almoravid dynasty, has been the capital of several dynasties in Morocco. Marrakech has about 1,070,838 inhabitants and it is the fourth largest city in Morocco after Casablanca, Rabat and Fez. This wonderful gem from the centre of Morocco has since its beginning charmed travellers from all over the world with its sun and palm trees.

SEMINAR The seminar will be interpreted into four languages: Arabic, French, English and Spanish. If necessary - and to preserve the specialised nature of the workshop - enrolment will be limited. Morocco will be represented by about forty participants.

INTERVENTIONS Participants wishing to make a contribution to a roundtable on behalf of their institution are invited to complete and attach the round table registration form and return it to the organizers before 30/10/2010. Only those interventions that deal explicitly with one of three themes for the roundtables will be considered.

COSTS Participation in the seminar is free of charge. Transportation costs, accommodation and meals not included in the programme will be covered by the participants and, if applicable, all expenses relating to persons who may accompany them privately.

REGISTRATION / DEADLINE Participation in the seminar is by invitation only from WAPES and/or ANAPEC. To register for the seminar you must return the registration form duly filled in to ANAPEC and/or WAPES before 30/10/2010.

The Moroccan currency is the dirham, divided into 100 cents. There are notes of 20, 50, 100 and 200 DH. The coins are 1, 2, 5 and 10 DH and 5, 10, 20 and 50 cents. You can only obtain dirham in Morocco. You can exchange currency at the airport, hotels and of course in the banks. Credit cards are generally accepted.

CLIMATE In November, the temperature in Marrakech is 19 ° minimum, 21 degrees maximum.

HEALTH - VACCINES No particular vaccinations are required. The cholera vaccination certificate may be required for travellers from areas affected by this disease. Some basic precautions must be observed: Avoid tap water and drink only bottled water. If you are prone to intestinal problems, take proper medication. Also take precautions against sunburn. A doctor is available at the hotel.

Fact sheet Roundtable 1

Theme: The entrepreneurial potential Context: Various analyses on entrepreneurship highlight two main features. The first is that the entrepreneurial culture among young people is not sufficiently developed, while employment can no longer meet all expectations in terms of integration into active life. The second is the deficit in terms of project ideas to create diversified businesses. This situation is increasingly worrying and entrepreneurship becomes an issue of fighting unemployment, hence the need for a strategy of development of entrepreneurial culture. Objectives: To study and examine the different experiences in awareness-raising of Entrepreneurship, Education and Development initiatives. Themes:

 Developing and experiencing entrepreneurship as it is taking shape at this very moment

 The profile and characteristics of entrepreneurs  The values of an entrepreneurial culture  Types of entrepreneurship  What services and entrepreneurial activities are suitable for young people? Theme: Motivational measures supporting the creation of micro-businesses Context: Business creation is one of the signs of the vitality of a society, its capacity for innovation and its ability to renew its economic base. It is therefore, a lever for development. Also, to make these micro-businesses grow, it requires a specific and simplified legislative and regulatory framework, allowing the entrepreneur, who usually takes care of all his business, to focus primarily on issues as the production, marketing and organisation of the business. Objectives: To study and examine the range of experiences which have made it possible to establish a favourable environment for the creation of micro-businesses and thus promoting local development through a specified strategy. Theme: Training and support in setting up a micro-business Context: One of the cornerstones for a successful business creating environment is, besides the favourable funding arrangements, a regular, qualitative and easy accessible guidance process for emerging enterprises. Emerging companies that have stabilised beyond their initial creation stage, are often those initiatives that have been supported in their creation stage with guidance support and while also the financing support conditions guarantee greater business creation opportunities.
