IMPLEMENTATION OF PROJECT ACTIVITIES Jacquiline Pimer Consultant - UNDESA

Project implementation Objective Enhance institutional capacity in Lesotho and Nepal to access and effectively use the trade-related ISMs A. Diagnosis and prioritization

B. Intervention

1. Catalogue of priority exports + validation 2. SWOT ↔ interviews ↔ preliminary matching 3. Targeted surveys 4. CBA 5. Validation

1.Selecting areas for action 2.Defining plan 3.Implementation 4.Review and evaluation

 Outcome: improved capacity to set priorities for accessing trade-related ISMs

Outcomes: ‐Increased capacity ‐Increased ISM use ‐Increased exports

Project activities – First step

Lesotho and Nepal

Setting the stage: country context Identify Priority exports &

validate with key stakeholders Match ISMs with exports (SWOT + interviews) Surveys (data for CBA) CBA Select Exports-ISMs combinations & validation Plan removal of institutional constraints Strengthen institutional capacity Increased access to ISMs

Identification of priority exports Preparation of the list of priority exports

ANALYSIS - LESOTHO

ANALYSIS - NEPAL

Validation of priority exports The list of priority products for each country will be validated by a steering committee composed of: Representative of Ministry of Trade; EIF contact person and EIF donor coordinator; UNDP (if different from the EIF donor coordinator); Representative from National Planning body; Representatives from line Ministries related to trade (Agriculture, Tourism, exports promotion body, etc.);  Representatives from Private Sector Body(ies);     

The committee will also:  Identify key institutions to participate in the surveys (both private and public sectors)  Review preliminary list of goals and indicators of institutional capacity  Conduct a preliminary review of the possible matching of ISMs

Sample Goals and Indicators

Project activities – Second step Identify Priority exports & validate with key stakeholders Analysis of export challenges & matching with ISMs Identify Gaps & Define Costs and Benefits Select Exports-ISMs combinations & validation Plan removal of institutional constraints

Strengthen institutional capacity

Increased access to ISMs

Undertake SWOT Analysis & Interviews  Interview producers & exporters to identify institutional constraints in accessing ISMs  SWOT analysis focus Strengths to be built upon Weaknesses that need to be overcome, Opportunities to be exploited Threats to be confronted. SWOT helps in identifying potential and existing ISMs

Objective of Interviews  Interviews with producers & exporters to identify institutional constraints in accessing ISMs  Evaluation of institutional constraints (current status)  Possible solutions for addressing the constraints (targets).  Inputs for drawing up final list of priority exports and corresponding ISMs facing institutional constraints.

 Inputs for CBA by reviewing the preliminary definition of indicators and targets for achieving the capacity development goals.

Objective of SWOT analysis  Understanding the selected priority products and pertinent trade related constraints  Understanding the nature of potential support measures: What type of support? (project proposal, technical assistance? Who receives it? (private sector or government) How is support accessed? How support delivered?

Match ISMs with priority products

Project activities – Third step Identify Priority exports & validate with key stakeholders Analysis of export challenges & matching with ISMs Identify Gaps & Define Costs and Benefits Select Exports-ISMs combinations & validation Plan removal of institutional constraints

Strengthen institutional capacity

Increased access to ISMs

Surveys to identify gaps, define costs & benefits priority products → ISM ← institutional constraints Private sector: 3 respondents per export product to be interviewed (max

of 15 products) Public sector: 5 key stakeholder to be interviewed Objectives: • Collect data from respondents on institutional constraints in accessing ISMs. – Current levels of institutional capacity – Information on possible targets – Costs and benefits.

• Data collected in the surveys to serve as an input in undertaking a Cost Benefit Analysis

Project activities – Fourth step Identify Priority exports & validate with key stakeholders Analysis of export challenges & matching with ISMs Identify Gaps & Define Costs and Benefits Select Exports-ISMs combinations & validation Plan removal of institutional constraints

Strengthen institutional capacity

Increased access to ISMs

Cost-benefit Analysis For Identifying Capacity Building Priorities CBA derived data from the survey responses;  Focus on the possible targets of institutional capacity building  Costs related to removing constraints  Cost linked to conducting trainings; duration of project approvals

 Benefits of increased potential use of ISMs  Increased trade; increased employment; environmental protection

 Validation workshop  Held with the stakeholders constituting the steering committee

Project activities – Fifth step Identify Priority exports & validate with key stakeholders Analysis of export challenges & matching with ISMs Identify Gaps & Define Costs and Benefits Select Exports-ISMs combinations & validation Plan removal of institutional constraints
