Methodology for Identifying and Prioritizing Climate Change Adaptation Measures

ICLEI Resilient Cities Congress June 9, 2015

Rationale behind the Methodology • It arises from the need to: – Prioritize adaptation measures – Allocate resources efficiently

• Build a methodology to prioritize measures using: – Multi-criteria analysis – Cost-benefit analysis

Scope of the Methodology Territorial or sectorial vulnerability diagnosis on climate change threats or impacts

Implementation of adaptation actions

Ex Ante

Ex Post Process of Identification and Prioritization of Climate Change Adaptation Measures

1

Process Design

In this step you define:

• The process’ objective • Topics and scale to identify measures • Time available for the process • The key actors for the prioritization of measures • The structure for process control • Monitoring strategy Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH

2

Criteria

In this step you define: • •

Each of the criteria for the prioritization If some criteria are more important than others according to the sector (weight) The rating scale for each criterion

3

Identification of Adaptation Measures

In this step you define: • The adaptation measures related to the sector and the attribution of the implementing institution • If there is no list of measures, who will identify them

The measures should consider the previously defined criteria, e.g.: • Vulnerability in the territory • Threats to which the measure responds to • Scale and temporality • Involved actors • Monitoring and Evaluation Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH

4

Review and Settings

In this step you review: • The identified measures or their components • The process so far

And you adjust: • Measures which have not met the requirements (modify or eliminate) • Relevant actors that have not been considered • Criteria defines previously Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH

5

Prioritization of Adaptation Measures

In this step, the identified measures are prioritized using multi-criteria analysis: • Using criteria identified in step 2 • The prioritization is done in a participatory process

6

Economic Valuation

In this step, a cost-benefit or cost-effectiveness analysis is used for the prioritized measures. The analysis should include calculations for direct and indirect social costs and benefits as well as externalities of the adaptation measure.

Instructions for Group Work • Give weight to 2 criteria using the thermometer • Weigh measures vs. each 4 criteria – Context: a flood-prone coastal city in a developing country 1. Construction of a natural barrier 2. Communication and capacity building campaign 3. Relocation
