As the name suggests, the factbook accompanying our HR Report is full of data, facts and figures. Our principal slogan “360° - Gaining New Perspectives” cannot be easily implemented in this book, at least not in terms of content organization or layout. Nonetheless, we have attempted to create new perspectives in our factbook, to make it even easier to use and understand. Therefore, we have added some new topics and restructured this year’s factbook. I encourage you to read through the factbook and make some discoveries of your own. Although it may seem rather dull at first glance, we should remember that the facts and figures presented in this book reflect the thoughts and accomplishments of the people in our Group. Sincerely,

Change in the total workforce At the end of 2007, the E.ON Group had 567 more employees, on balance, than at the end of the previous year (December 31, 2006: 46,012 employees). This change was mainly caused by the increased number of employees resulting from the construction of new power plants and the further internationalization of the E.ON Group.

Personnel Expenses The personnel expenses of the E.ON Energie Group in 2007 were 7.5% less than the yearago figure. This decrease can be attributed to non-recurring effects in 2006 and to the lower net interest income.

Employee turnover As in the previous year, the change in the total workforce was heavily influenced by restructuring projects. The employee turn­ over rate in 2007 was 5.5% (excluding em­­ ployees changing companies within the Group), 3.3% lower than the employee turn­ over rate in 2006. The employee turnover rate is calculated as the total departures from the Group, divided by the average number of employees. The relevant departures include terminations, employment termination agreements, employees drawing disability pensions, retirees, employees taking early retirement and employees participating in early partial retirement programs (known in Germany as Altersteilzeit).

Seriously handicapped employees With seriously handicapped persons re­­ presenting 5.4% of its workforce in 2007, the Group more than fulfilled the statutory requirements. Compared with the previous year, the percentage of the total workforce represented by seriously handicapped persons was somewhat higher in 2007.

Employee exchange programs/ job rotation The importance of exchanging knowledge and expertise within the E.ON Energie Group is growing. And our employees are increasingly taking advantage of the related opportunities. A total of 227 employees participated in the corresponding programs offered by the company in 2007.

Continuing education (Germany) The number of employees who participated in continuing education events within the E.ON Energie Group was lower in 2007 than in the previous years. This decrease was mainly due to the adjustment of the prioryear comparison figures to eliminate double counting.

Vocational training (Germany) Due to the continued expansion of voca­ tional training programs, the number of vocational trainees in 2007 was 1.7% higher than in 2006. As of December 31, 2007, vocational trainees accounted for 7.2% of the Group’s entire workforce.

Vocational trainees hired The E.ON Energie Group more than fulfilled its obligation under the relevant collective bargaining agreements to offer permanent employment positions to those persons who complete their vocational training program with the company. This commitment was further strengthened in 2008, when the company hired 180 vocational trainees as regular employees of the company.

Accident Frequency LTIF 1+ This indicator covers all the accidents occurring in the direct or indirect area of responsibility of each company. It only includes accidents that occur at work and on business trips. This indicator continues to decline in accordance with the goal agreements within the Group.

Accident risk The accident risk is calculated by con­­ sidering the severity of the accident (lost work days) and the time during which the employees are at risk of accidents (hours worked). This risk has remained constant over the last few years.
