SIRE missions • The information system SIRE enables the horse industry to mutualize procedures and useful information for traceability, selection and the valuation of horses. • Valuation of the data coming from SIRE database • A unique database for all horses in France (52 breeds, 100 naming) • A main element in the network of other databases in the horse industry (France Gallop, SECF, FFE). • More than 1 000 000 operations and 8 M€ of turnover in 2012

SIRE History • 1976 creation of the the first central database for light horses and ponies (Voluntary service by the owners) • 1987 extension to draught horses and donkeys • 1995 Creation of the 2nd database ( SIRE2) - > connected with other bases • 2001- 2002 Mandatory identification with a deadline end of 2002 • 2003-2007 Mandatory microchipping started with a deadline end of 2007 • 1er jan 2008 All horses must be identified and microchipped • 2010 Every keeper/premice must be recorded in SIRE • 2013 Possibility for foreign stud-books to issue passports for horses born in France registered in their stud-book ; but recording in SIRE is still compulsory

Main activities • « Traditionnal » identification for selection : • Covering management : Stud book regulations, approvals, covering booklets, health tests, covering and birth declaration, description of marking /microchipping • Issuing passports with certificate of origins and stud book registration • Financial support payment of subsidies and stud-book registration fee

•Generalized identification for Health protection purpose : • ONC ‘non pedigree horses’ : identification document for horse without origin • Horses recording : Imported horses ans horses born in France with a passeport issued by other than IFCE • Microchiping management : microchip delivery, recording microchipping on horses already identified • Keeper : Declaration of premices ‘keeper’ • Ownership : recording ownership changes ; printing ownership cards « cartes d’immatricultion »

• The Stud-book is managed by SIRE ; there’s a french breeding association approuved by the french Agriculture ministry • SIRE controls the application of stud-book rules and issues passeports

SIRE records the inscription made by the foreign stud-book, and issues a French passport which the breed’s naming.

Breeds managed with agreement in 2013 : Z, Portugais de sport, Irish Cob, AES, Dales, BWS, Arabo Frison, Nokota, Caspian, Miniature américain, Curly, Criollo

Breeds recognized in Europe

but non managed by IFCE

• All the breeds recognized in a EU member country (each country gives the list of the breeds to establish a European list) • No stud-book in France • If the passport is issued by IFCE, the horse will have an “Origine Constatee” passport • Since 2013 : the passport can be issued by the foreign stud-book, but registration in SIRE of the horse and the owner is still mandatory •

Pure spanish bread and hanovrien : agreement with the foreign stud-book for data transmission
