TENDER DOCUMENT FOR SUPPLY OF FIRE FIGHTING EQUIPMENT FOR BIHTA DEPOT AND TIKRIKALAN TERMINAL

INTRODUCTION Hindustan petroleum corporation Limited is in the process of setting up green field POL Installation at Bihta, near Patna and at Tikrikalan in New Delhi. This tender has been initiated for the supply of additional Fire fighting equipment for the both the locations as per the requirements of OISD-117 (Latest revision) The Detailed Scope of Supply is mentioned under each technical portion of tender document, Standard Specification and Drawings. The Scope of Supply, in brief, as given here below, shall be read in conjunction with the Scope of Supply under various sections of the tender document. Scope of supply of the items as specified under this tender is applicable for both the locations. However, HPCL reserves the right to place order on part of the work from total scope of work. All necessary tests shall be conducted by the bidder to determine whether the equipment with auxiliaries offered conform to the relevant standards and specifications as listed in this tender. Such tests shall be conducted after arranging the equipment in a manner representative of actual service conditions at the site and the external component and fittings in places which are likely to affect the performance. Compliance with this specification will not relieve the bidder of his responsibility for supplying the equipment / item of proper design, material and workmanship to meet the specified operating requirements and also proper workmanship and performance of the facilities under the contract. Applicable Codes and Standards The design, fabrication, assembly, inspection, testing, painting, and supply and shipment of Fire Fighting Items/ Equipment shall be in accordance with the latest edition of codes, specifications and standards (including standards / specification mentioned therein) listed in this tender. The successful bidder shall execute the order based on the detailed Technical Specification and Data Sheets for each of the items specified elsewhere in the tender document. Inspection and testing 



 

All the equipment/item under Bidder Scope of supply shall be shop tested according to the relevant standards. All the certificates shall be accompanied with the materials being despatched to respective sites. The items under the scope of supply of this tender shall be inspected by TPI (to be appointed by the bidder from approved TPI list). The bidder shall furnish in his offer the detailed QAP/ITP. Bidder shall arrange all facilities required during inspection and testing at his cost. The vendor shall refer the scope of TPI/QAP provided along with the specification for each item. All ISI approved items shall carry ISI stamping. The qualified bidder shall submit the copy of valid ISI License where ever applicable. The vendor shall provide the necessary drawings, valid certificates like UL listing/FM/VDS approvals and marking of offered Fire fighting equipment.

SPECIAL TERMS AND CONDITIONS 1. SCOPE :Design, engineering, shop assembly, factory testing, Third Party Inspection, transportation, transit insurance, delivery of Fire Fighting Equipment as per Schedule of Quantities, specification, terms and conditions at Bihta near Patna and Tikrikalan, in New Delhi. 2. QUANTITIES: As per technical Specification & Schedule of Quantities 3. EXCLUSION: Unloading at site 4. PAYMENT TERMS: Payment against invoices shall be made on receipt of material at site against submission of following documents along with Bill/Invoice.  Delivery Challan / Lorry receipt duly acknowledged by our site  Manufacturer’s Test Certificate and copy of certificates from Statutory authorities  Third Party Inspection/ Clearance report  Manufacturer’s Guarantee Certificate & PBG  Operation Manual, drawings and other related documentation 5. Payment shall be made within 15 days of receipt of bill at our Disbursement Section at Gresham Assurance House, 2nd Floor, Sir P.M. Road, Fort, Mumbai- 400 001. 6. TRANSIT INSURANCE: To be arranged by vendor 7. PERFORMANCE GUARANTEE: Supplies shall be fully guaranteed against any manufacturing defects/poor workmanship/inferior design or quality etc., for a period of 12 months from the date of delivery or 18 months from the date of supply, whichever is earlier During this period seller will arrange to repair/replace any defective part at free of cost or replace complete set if required. 8. EVALUATION OF BIDS: Techno – Commercial evaluation of bids:  To assist in the examination, evaluation and comparison of bids, the owner may at its discretion, ask the bidder clarifications on the bid. The request for such clarifications and responses shall be thru e-mail, fax, query in e-proc system.  Prior to evaluation and comparison of bids pursuant to relevant clause in this chapter, owner will determine the substantial responsiveness of each bid to the bid document. A substantially responsive bid is one which confirms to all the terms and conditions of the bid document without material deviation or reservations. The owner’s determination of bids responsiveness shall be based on the contents of the bid itself.  Conditional bids are liable to be rejected.  Bidders are requested to accept all terms and conditions of the bid document. Bidders are requested to note that exception if taken by them to or suggested modifications to the following clauses may result in rejection of their bid. a. b. c. d. e.

9. DELIVERY PERIOD: WITHIN 3 MONTHS FROM THE DATE OF LOI. Preparation of drawings/ Data Sheet & QAP, review and approval by Owner is included within the completion period. Owner shall take a min. of one week’s time for review and approval of Data sheet/drawing/QAP from the date of receipt of documents. The materials are required to be supplied on “Door Delivery Basis” to the respective locations. 13. The vendor (quoting for extinguishers) must have experience in fabricating extinguishers as per IS: 2825 (pressure vessel code) and also to submit copies of purchase orders and inspection certificates issues by Hydrocarbon Industries (PSU) for the above product. 14. Where ever ISI marking has been mentioned, the bidder shall provide valid copy of the BIS license. The same shall be applicable for FM/UL/CE or other approvals. 15. Vendor quoting for foam generator and matching inline foam inductor shall have it approved by any of the state/central government test house and the copy of the valid approval should be submitted along with the offer. 16. In cases where TPI certificates are not applicable, the party has to submit the manufacturer’s test certificate and guarantee certificate and other standard approvals, as applicable. 17. The successful bidder shall submit all drawings/ data sheet and QAP for owner’s approval within 15 days of LOI. Note: Successful vendor shall supply the materials along with manufacturing test certificate and guarantee / warranty certificate.

Technical Specifications 1.0 Emergency Kit Emergency Kit shall be compact and capable to accommodate minimum of the following rescue equipment required during an emergency in the oil installation. Emergency Kit shall be consisting of a compact trolley which can take the load of entire unit with equipment. A suitable towing eye at the front of the trolley of sufficient strength shall be provided for ease in towing. Braking arrangement shall be provided. Supporting legs and foldable handle for facilitating manual towing shall be provided. Trolley shall be equipped with reflectors both in front and rear. The emergency kit contains the following list of items A. Technical Specification: Goggle Frame:  Material : 2 components, PP & TPE  Colour : Orange / Grey  Impact Resistance: Designed to withstand energy impact of 120 m/s with the marking B on the frame which will confirm to EN Standards.  Symbol of conformity CE, DIN tested sign and certified body number will be marked on the frame.  Standards : EN 166 – with Frame marking of 3 – for Liquids, 4 – for large dust particles, 9 – molten metals and hot solids Goggle Lens:  Material : PC  Colour – Clear 7

Thickness – 1.9mm Filter – 2-1.2 UV according to DIN EN 170 Optical Class 1 with marking of 1 on the lens. Impact Resistance: Designed to withstand energy impact of 120 m/s with B marking on the lens to confirm EN standards.  The lens should be Anti fog from inside according to DIN EN 166 marked with N on the lens which confirms to EN Standards outside Anti scratch resistance from outside to EN 166 marked with K on the lens which confirms to EN Standards. Approvals: Lens: Tested and approved to EN 166 and EN 170 with the marking on the lens such as – Impact resistance (B), Optical Class (1), Anti fogging (N), Anti Scratch Resistance (K), Filter (2-1.2), Manufacturer’s name, CE and DIN markings. Frame: Tested and approved to EN 166 with the marking on the frame such as – Impact resistance(B), Protection from Liquids(3), large dust particles(4), molten metals and hot solids(9), certification body number, Manufacturer’s name, CE markings. B. PVC Suit The PVC suit shall serve as chemical protective coverall in case of Emergency.

The coverall shall be certified to Type 3 Certified to EN standards. The coverall should combine an exceptionally lightweight fabric with a high barrier to a wide range of hazardous chemicals. In addition to the unique design features should have been developed for protecting emergency services responding team against life threatening liquid chemicals. The suit intended to be supplied shall have the following features.  The suit should be extremely soft, lightweight coverall designed with attached hood for protection against highly hazardous chemical splash.  The suit should be certified for Type 3, Type 4, Type 5 & Type 6 protection to EN 14605, EN 13982-1 & 2 & EN13034 respectively.  The suit should also be certified to be used in Ex-Zone (Explosive Environment) making it absolutely safe for use in Refineries and other industries where static charges is concern and explosive environment exists.  The suit should be made from multi-layered fabric having good mechanical strength and higher chemical resistance.  The suit should be liquid tight.  The suit should be designed with rare entry double seal arrangement for complete chemical protection.  The sleeves provided should be of double cuff design to enable a liquid tight protection with attached chemical resistance barrier gloves.  The sleeves should be provided with special knitted elastic cuff for better grip.  The suit should be provided with fully elasticized hood with Neoprene rubber face seal for better seal when used with full face mask.  The suit should be provided with attached sock with boot cover and overlapping flap.  The suit should be ultrasonically welded for offering complete protection as well as better mechanical strength at joints. It should be additionally also taped seamed for improved mechanical performance. 8

 The suit should offer wide ranges of Hazardous range of chemical resistance.  The suit should be Green (OR) Yellow (OR) Orange in colour.  The suit should be available in S, M, L & XL size. Approvals: The suit should be CE certified to EN 14605 (Type 3 & Type 4), EN 13982 -1&2, EN 13034 & EN 1149-1, EN 14126, EN 1073-2.

C. Leak Arresting Control Kit One Complete Set consisting of 1 no. each of leak arresting pad, leakage control of external pipes, internal pipes, large external pipes up to 8 inch, drums/containers leakages, general purpose leakages, large hole leakages in storage tanks. The kit shall additionally consist of the following. 1.5 bar leak sealing bandage for sealing external leaks on the pipes having following dimensions Sealing Size – 200 to 450mm Size of bandage – 450 X 1700 mm Weight – 11 kg. For Drum/Container leakage we have leak sealing lances in different shape like wedge & cone type    

D. Megaphone Explosive proof PA System Portable battery operated PA system with 1 loud speaker with a range of 1 KM in still air and 500 M in noisy areas. A powerful and durable megaphone suitable for all outdoor occasions. It should have a built-in powerful 25W amplifier and a high quality anti-feedback microphone which can project a clear sound up to a distance of 1 km depending upon conditions. The microphone should also feature a handy push to talk switch and rotary volume control and should be made from strong ABS and with a rubber edge protector. The system intended to be provided shall have the following features as mentioned below.  

E. Petroleum product clean up Chemical The petroleum product clean up chemical kit shall contain the following. a. Oil absorbing boom – 5” diameter, 10 feet long. b. Oil absorbing boom – 3” diameter, 10 feet long. c. Granular Particles to absorb oil – 20kg pack. Specification for Oil absorbing boom 

Oil Absorbent Booms made of pure melt blown polypropylene fibers are the most cost-effective adsorption technology today. Dispersant – The dispersant shall be of water soluble type and shall be listed in NCP of USA & NIO, Goa. Backpack Sprayer 20 Ltr

The 20 litre Lamor Backpack sprayer LDK 20 features a leak proof tank design with piston pump for easy cleaning and maintenance. It is carried by shoulder harness. Once on the operator's back, it is easily and quickly adjusted. A basket filter along with trigger valve and nozzle filters greatly reduce blockages during application. Large 14 cm filling point allows for quicker filling. Spraying should be controlled from the trigger valve through a lightweight trigger incorporating a spring loaded quick acting valve and in-line filter. A lock "ON" function eases continual operation and a lockable "OFF" function prevents accidental operation. Approvals: Should be approved to EN 137: 2006 certificate should be attached along with the offer. Weight: The total weight of entire set with filled cylinder should not exceed 11.5 Kgs. Should be capable of delivering up to 500 lpm of air.  Lund Demand Valve retainer should be provided on waist-belt to plug in the demand valve when not being used to prevent dust & other particles from entering the Lung Demand Valve.  It should be single hose and end connection to pressure reducer should not be threaded type. Warning Device:  Warning Whistle should be positioned on the shoulder in front of the user& close to the ear of the user.  It should be high-pressure activated & medium pressure driven to prevent freezing in cold places.  It must operate at a residual cylinder pressure of 55 +/- 5 bar. Cylinder:      

Should have NOC from CCOE, Nagpur in the name of the bidder. Should be made from carbon composite. Cylinder should not weigh more than 6 Kg. Should have a diameter of 140mm, water capacity of 6 ltr & filling pressure of 300 bar. Should be hydro tested at 450 bar. Should have CCE approved service centre in Mumbai, to provide easy service. Cylinder life should be 20 years which should be mentioned on the cylinder.

M: Cold /Low temperature hand gloves: Cryogenic hand gloves (low temperature protection) Gloves for handling cryogenic liquid like liquefied petroleum gases (liquid/ Vapor/mixture) are required for protection against low temperature. Gloves must meet the relevant EN standards. These gloves should be multi layered insulated design to give max protection to hands from hazards encountered during working at ultra-cold atmospheres. These gloves should be light weight, flexible, durable and should be comfortable to wearer for extended period. Inside temperature of glove to remain within allowable tolerable temperature limits of human skin as per EN standards while exposed to liquefied petroleum gases (liquid/vapor/mixture).     

Gloves to be made from Poly Vinyl Chloride over a cotton liner with Polyurethane foam coating. The glove should protect against mechanical hazards as per EN 388 and shall meet Level 4 abrasion rating. The gloves should be able to withstand a temperature of -30 degrees. Gloves should be of size 10. Gloves should be water proof.

The medium expansion foam generator shall consist of the components designed for fire protection & vapour suppression in bunded or dyked areas surrounding flammable liquid storage tanks. These shall also be suitbale for other applications requiring large volumes of free flowing foam e.g. Process areas, pump houses etc.   

a) Medium Expansion Foam Generator (MEFG) shall have the following specification. Medium Expansion foam generator shall be designed to provide minimum foam expansion ratio of 1:35 when used in combination with standard AFFF foam (3% concentration). The inlet of foam generator shall be fitted with 80mm NB flange (ANSI B150). The foam generator shall be able to generate rated flow rate of minimum 600 LPM (foam solution) at 3.0 bar (g) inlet pressure. Foam generator shall be having “K” factor 345-380 approximately. Glycerin filled pressure gauge of range 1.0 to 10 bar gauge shall be fitted near the inlet coupling. Complete foam generator with inlet coupling & pressure gauge shall be made of stainless steel (SS-316). The barrel of MEFG shall be suitably designed to handle 5 barg 16

pressure. The barrel should be of Shielded Metal Arc welded using SS-316 compatible electrodes.

Scope of TPIA The vendor shall carry out in house inspections as per approved quality assurance plan (QAP). Vendor shall also arrange third party inspection during manufacture and testing through M/s. Lloyds, Bureau Veritas, DNV or EIL for quality assurance, testing and performance evaluation as per the specifications in line with the quality assurance plan. 17

The system integrated as a whole shall be subjected to hydro test and performance test. Owner’s representative may witness the inspection along with the third party. Therefore, vendor to intimate the owner three weeks in advance for such inspection. The third party inspection charges shall be borne by the vendor. Prior to dispatch from vendor’s shop the following acceptance tests shall be carried out by vendor to complete satisfaction of third party inspection agency and owner’s representative. All consumables (e.g Water, foam compound etc.) required for the performance & hydrotesting shall be arranged by vendor by his own cost. Vendor shall arrange all facilities to carry out inspection and testing covering the following:     

Review of raw materials test certificates. Measurement of flow through foam inductor & foam generator at 7 Kg/cm2 pressure at inlet of inline foam inductor. Measurement of foam expansion ration of foam generator. Measurement of foam induction rate at inline foam inductor as per the specification. Visual and dimensional check.

Owner or his representative shall have access at all reasonable times to vendor’s works where the appliance or its accessories are being fabricated and tested. Vendor shall submit the detailed QAP to the owner for approval on placement of the order. 3.0 Spare Co2 Cartridge for 10 kg DCP Extinguisher: The cartridge shall have Co2 gas capacity cartridge of capacity 200 grams confirming to IS-4947. 6.0 Water curtain Nozzle The water curtain nozzles shall be made out of chromium plated gunmetal suitable for connecting it to a 63mm fire hose with instantaneous couplings suitable for curtain as per IS:903-1993. The nozzles shall bear ISI mark and the hydro testing of the nozzle shall be done at a pressure of 21 kgf/cm2 as per section 3 clause 7.3 of IS 903-1993. Scope of TPIA The TPI has to verify and certify the material/equipment offered in line with the specification inclusive of all the details as mentioned above. 7.0 9 Litre Sand bucket The sand bucket shall have a capacity of 9 ltr. each and shall confirm to IS 2546\1974. The Material of construction must be galvanized MS. The handle and dome shaped bottom to be painted with black colour. The outer shell of the bucket to be painted with fire red colour confirming to IS:5 and inside of the bucket shall be painted in white. Buckets shall be provided with suitable stand with 4 number hooks to hang sand filled buckets. Canopy over the stand to be provided to protect bucket from sun and rain. 19

Scope of TPIA The TPI has to verify and certify the material/equipment offered in line with the specification inclusive of all the details as mentioned above.` 8.0 10 kg DCP Fire Extinguisher 10 kg DCP Fire extinguisher shall confirm to the standard IS 2171 with complete initial charging of CO2 cartridge (200 gms). The system shall bear ISI mark confirming to standard IS 4947 with the 10 kg chemical powder confirming to IS 4308 (Latest edition). Apart from the above specification the fire extinguisher shall conform to the following: a. b. c. d.

The 75 kg DCP Fire Extinguisher shall confirm to IS 2171 and shall meet the following specifications / requirements. a. The extinguisher shall be made of 6 mm thick MS sheet (BQ plate and design of vessel as per IS 2825) with radiography quality welding. The extinguisher shall confirm to IS 10658-1999. Extinguisher shall be treated to operate in anti-corrosive environment. Non-metal parts shall be of gunmetal. Design calculations of the extinguisher shall be submitted along with the offer. 20

b. The minimum length of the hose shall be of 5m with bursting pressure not less than 5 kg/cm2. c. Drain plug provided on the body shall have a minimum diameter of 25 mm. d. The nozzle shall be of trigger controlled and capable of discharging powder as per ISI specification. e. Automatically and manually operated safety relief valve to be provided as per IS: 10658:1999. f. Pressure gauge shall have minimum 50mm dia and range from 0 to 42 kg/sqcm to be provided on the body. g. The extinguisher shall be mounted on a robust trolly having two heavy duty bearing fitted with rubberized wheels and strong handles for easy mobility. h. ISI marked Co2 gas cylinder shall be of 2 KG capacity and shall be approved by Department of Explosives with protector and thermal insulation to be fitted with ISI marked wheel type valve. i. Dry powder provided shall confirm to IS:4308. The power shall be packed in plastic rigidex material type bags with heavy duty LD lines duly hermetically sealed. The materials of packing and sealing shall be made in such a way that if the pack is kept inside the water bucket for 24 hours, not a single drop of powder shall remain unaffected against moisture. j. The extinguisher shall be painted with two coats primer (red oxide) and then final coat of fire red painting by spray method. The colours shall confirm to IS :5 (latest edition). k. As per IS 2825 DPT of the fillet welds of all nozzles and attachment shall be carried out and no discontinuities in welding will be permitted. l. Certification that every fire extinguisher shall be made with radiographic quality welding has to be provided and all the design /fabrication shall confirm to IS 2825. Alcohol resistant fire fighting foam of 3% concentrate, for use with fresh water/sea water suitable for Flammable petroleum products as per IS:4989- part 4 (Edition 2003-2005)/UL-162 shall also be acceptable. The supplied Alcohol resistant foam shall have ISI Mark. The shelf life of the AFFF shall 21

be minimum 10 years. The foam compound shall be packed in 20/30 litre polyethylene jerry cans conforming to IS: 7959. The product shall have a minimum shelf life of 10 years.

SCOPE OF TPIA: The TPIA has to inspect, verify and certify the material (equipment) for the details as mentioned in the specification. 11.0 Portable Medium Expansion Foam generator

The medium expansion foam generator shall consist of the components designed for fire protection & vapour suppression in bunded or dyked areas surrounding flammable liquid storage tanks. The cartridge shall bear a suitable ISI mark suitable for 25Kg DCP. 13. Dry Chemical Powder: Dry Chemical Powder for fire fighting having chemical composition of sodium based, shall be highly free flowing and siliconised to make powder water repellent and anti-caking. The powder shall be packed in rigidex imported materials bag with heavy duty LD liners duly hermetically sealed. The material of packing and sealing is to be made in such a way that if the packet is kept inside of the bucket full of water for 24 hours, the characteristics of the powder shall remain unaffected against moisture. The dry Chemical Powder shall be conforming to IS: 4308-1982 with all the last amendments and bearing ISI Mark. Scope of Inspection: 

All tests as per IS : 4308/1982 has to be carried out and reported expect Hygroscopicity & Caking test for which test certificate from the vendor to be taken.



Dry Chemical Powder should have ISI Mark.



The packaging material to be tested as per clause 4.1.1 of IS:4308/1982. Also material of the packing should be as per the specification only.



The inspector shall certify that equipment fully meets the standards as given in the specification and BIS codes.

Aqueous Film Forming Foam - AFFF Concentrate Aqueous film forming foam (AFFF) 3% concentrate, for use with fresh water / sea water suitable for flammable petroleum products as per IS: 4989-1984 (Part-II). AFFF shall have ISI mark or UL (USA) approval. The shelf life of AFFF shall be minimum 10 years. The foam compound shall be packed in 20/30 litre polyethylene jerry cans conforming to IS: 7959. Scope of Third Party Inspection:  Verify and certify the material offered meets all the details mentioned in the specifications.  All tests as per IS: 4989-1984 (Part-II) has to be carried out and reported.  AFFF being offered shall have ISI mark or UL (USA ) listing for flammable hydrocarbon liquids  AFFF should be packed in 20/30 litre polyethylene jerry cans conforming to IS:7959  Polyethylene jerry cans should bear all details including shelf life and batch number of AFFF.
