Green growth: Identifying industry FTA-priorities

Project With a view to clarify market priorities for Nordic companies outside the EEA and map barriers for trade for green products and services, Nordic Innovation is issuing an invitation to tender. The tender will follow Norwegian public procurement regulation for projects under NOK 500.000,-. The expected output for the study is described below and should build upon questionnaires, quantitative interviews with key informants in industrial organisations and companies in all the Nordic countries as well as desk studies. The study should be finalized 24 September 2012 Price Maximum price NOK 224.000,- + VAT Contract A standard contract between Nordic Innovation and the economic operator, base on ”Norsk standardkontrakt Oppdragsavtalen (SSA-O) - Avtale om utrednings- og utviklingsoppgaver fra Konsulent”, will be issued. Award criteria Open competition based upon best value for money. The ideal team will have relevant industry knowledge, insight into trade related issues (FTAs) and experience from emerging markets. Furthermore demonstrated capacity to carry out web based questionnaires among larger groups of companies is essential Output A report in English, clarifying market priorities for Nordic companies outside the EEA and map barriers for trade for green products and services. The study should follow the outline in the Terms of reference. Survey results from the web based questionnaire in a spreadsheet.

Terms of Reference Green growth is high on the European and Nordic agenda and throughout the Danish EU presidency in the first half of 2012 the Council and the Commission has analysed different avenues for a free trade agreement for climate-friendly products. For the moment the most realistic option seems to be to include climate-friendly products as a special chapter in upcoming bilateral free trade agreement negotiations. For the purpose of mapping industry priorities and identify trade barriers on relevant markets, Nordic Innovation will commission a study focusing upon Nordic green tech industries. The results from the study will be forward to the European Commission and the EFTAs secretariat. The study should include both trade in goods and services. A definition of climate-friendly products can be found in appendix I. The study should include 1) a quantitative part, based upon a web based questionnaire to as large a sample of companies possible within the identified climate-friendly industries, and 2) a qualitative part with indebt interviews with 8-10 companies. The qualitative part should focus upon identified barriers in the quantitative part with a geographical focus on ASEAN countries and Russia. The questionnaire should be developed by the consultant based on inputs from business organisations and desk studies. The questionnaire should include.  Company data (country, sector, size, turnover, export, subsidies sale/production)  Main markets (percentage of turnover)  Growth  Potential export markets in the next three years  Trade barriers On barriers to trade it is expected that the questionnaire include questions on:  High custom tariffs  Slow custom procedures  Discrimination in connection with public purchases  Local content requirement  Barriers on retail level  Investment  Protection of IPR  Business culture  Corruption  Language  Red tape/Bureaucratic procedures  Technical trade barriers (standards and certifications) The qualitative part of the study should distinguish between barriers which are caused by restrictive rules and regulations in the importing countries, barriers which are brought abound by poor implementation due to lack of capacity in the importing countries and barriers due to corruption or other deliberate attempts to circumvent existing regulation. On the most important industries the study should compare Nordic statistics on turnover and export with EU statistics. 3
