 GCFFY General Rules x All exhibitors must be between the ages of 8 and 19 as of January 1 of the current year unless otherwise noted, and must be residents of Gratiot County or a member of a Gratiot County 4-H Club, FFA, FCCLA, or attend a school in Gratiot County. x There will be a $15 entry fee per exhibitor which is waived if the exhibitor is currently enrolled in a Gratiot County 4-H Club or an FFA Chapter. x Young exhibitors between the ages of 5 and 7 will exhibit as Cloverbuds. Exhibitors age 8 have the choice to exhibit as a Cloverbud following 4-H guidelines or as an open fair exhibitor. x Any exhibitor showing disrespectful and/or unsportsmanlike behavior as deemed by the fair’s board of directors, may be asked to remove themselves from the fairgrounds and forfeit all awards. x All exhibits must fit into classes listed in the fair book and only one entry is allowed in each class unless stated in that section. No awards will be awarded when an article or animal is deemed unworthy. x All entries are due in the MSU Extension Office in Alma by June 25. Any entry received after 4:00 p.m. on June 25 will be charged a $25.00 late fee per exhibitor. Exhibitors may pick entry forms up at the MSU Extension Office or at www.gcffy.org. If June 25th falls on a weekend, the due date will be extended to 4:00 p.m. the following business day. x All fair exhibitors are to abide by the rules and

regulations in the fair book. x For the safety of everyone, no bike riding will be allowed on the fairgrounds during the fair. x Curfew will be 11:30 p.m. Saturday through Thursday and 12:30 p.m. on Friday. This will be enforced by superintendents and parents/guardians. Anyone not abiding by this curfew will be penalized as deemed appropriate by the fair board. All fair participants must be chaperoned by their parents/guardians if they are staying overnight at the fairgrounds. x The Gratiot County Fair for Youth, its staff, Board of Directors and volunteers, the County of Gratiot, MSU Extension Office, will not be responsible for loss, damage, or injury to livestock, exhibitors or spectators. All possible precautions will be taken to prevent any losses or accidents. Exhibitors assume all risk in exhibiting livestock or other products. x The Board of Directors (fair board) reserves the final and absolute right to interpret these rules and regulations and to arbitrarily settle and determine all matters, questions or differences in regard thereto. It further reserves the right to amend or add to these rules as in its judgment. x No dogs will be allowed on the Fairgrounds the week of the Fair except for dog show participants during the scheduled show and service dogs. x All animal exhibitors and animal exhibits must be in compliance with animal health requirements as defined by the Michigan Department of Agriculture.

If a resolution cannot be achieved, you have the right to file a formal protest. x If proper care is not given to animals, the Superintendent will first notify the exhibitor by placing a yellow tag on their pen or stall. Exhibitors who receive a yellow tag, must immediately take care of their animal and then promptly contact the superintendent. For the second offense, a red tag will be placed on their pen/stall. Exhibitor must meet with the Superintendent and a representative of the fair’s board of directors to determine further action including but not limited to any amount over market value received for the animal in sales will be withheld from their sale. x Exhibitors registered for market class at the GCFFY cannot sell that species at any other out-of-county fair during the calendar year.

x Camping is by reservation only and is full for this year. x There is a waiting list to receive a campsite. Contact the Fair Office now to be added for future camping. x Parking passes will be available for pre-sale at the MSU Extension Office, and can also be purchased at the gate or fair office during fair week. x Parking rates: $5.00/day/vehicle or $12.00/week/vehicle purchased as presale from the MSU Extension Office prior to the week of the fair. Weekly parking passes will be $15.00 at the gate. x Parking will be allowed in designated areas only. x One parking pass will be provided with the camping fee and included in the pre-fair camping confirmation packet. All other fair participants must purchase a parking pass, no exception. x Livestock trailer registration forms must be turned in by June 25. Trailers will be parked next to the horse barn and west of the Feeder Barn. Off Road Vehicles x Off road vehicle rules are in effect when the vehicle arrives at the Fairgrounds. x Off road vehicles must be operated in a safe and orderly manner. x All off road vehicles must be registered and they must possess an insurance policy that provides $300,000 liability insurance coverage for operation of the vehicle on the grounds. Written documentation of this coverage must be submitted when the vehicle is registered. x Operators and passengers of off road vehicles must comply with the manufacturers operating instructions. x Operators and passengers of off road vehicles must comply with the manufacturers seating capacity requirements. x Driving on the Midway is prohibited. x The intent of off road vehicles on the fairgrounds is to assist with animal chores. x Vehicles may be operated only between the hours of 6 – 9 a.m. and 7 – 9 p.m. The only exceptions are those vehicles operated by authorized fair personnel or by someone with a special use permit. x Registration forms are available online and at the MSU Extension Office. Forms are due by June 15th. The registration fee is $25.00 and must be submitted with the form. Once the form and fee are submitted you will receive a permit that must be visible and on the off road vehicle at all times. x NO WARNINGS WILL BE GIVEN! If any of these rules are broken the vehicle must be removed from the fairgrounds or immobilized. Failure to do so may result in expulsion from the fairgrounds and/or loss of campsite.

Formal Protest x An exhibitor compelled to bring a complaint regarding conflict of interest of the judge, disqualification of an exhibit or exhibitor; exhibitor, group leader or superintendent’s behavior, or eligibility of an exhibit shall make a formal protest in writing to the fair office no later than ten days following the end of fair. x A person making a formal protest shall deposit a sum of $100.00 along with the cost of any drug testing. If the protest is sustained the deposit shall be returned to the complainant. If it is not sustained the deposit shall be forfeited. x All protests shall be referred to the fair’s Executive Committee, which shall review the protest with interested parties and give parties an opportunity to submit evidence. The party against whom the protest was filed shall have the right to read the statement of protest. x A report of findings shall be made to the Fair Board for final decision on the protest within 10 days of the original complaint. The Fair Board shall issue an opinion within 2 weeks of receiving the recommendations from the Executive Committee. x An exhibitor may file appeal to the Michigan Department of Agriculture and Rural Development within 45 days of filing the initial complaint if the exhibitor is not satisfied with the Association’s action. MDARD shall have 60 days after receipt of any appropriately filed appeal to investigate the complaint, and issue a finding of fact and notice of department action and any recommended actions. x An exhibitor against whom a protest has been filed General Large Livestock Rules shall have the right to read the statement of protest. Chairperson: Scott Acker Camping and Parking x Large Livestock consist of Dairy, Beef, Feeders, Sheep, 17

& Swine.  x All show participants must be Gratiot County Fair for Youth exhibitors. x All livestock exhibitors must be entered in their showmanship & market classes on the fair entry form by the fair entry form due date. x Only one market animal may be exhibited per exhibitor.  x Showmanship classes should be set up in chronological order according to age if the showmanship class needs to be broken into more than one class.  x No one with the exception of the exhibitor, his/her family members, leaders (where leaders are defined as an individual who is registered as a leader with the Gratiot County MSU Extension 4-H Office and has been through the MSU Extension Volunteer Selection Process, and FFA Advisors), or fellow exhibitors may groom animals during fair week and the exhibitor must be present. No one other than exhibitors and one family member will be allowed in the make-up area. Any exhibitor who is in violation of this rule will not be allowed to sell in the sale and any awards will be forfeited. x All pen assignments will be made by species superintendent and changes may be made by superintendents if need arises. x Superintendents will post class lists in barns. x Each exhibitor is responsible for feeding and bedding their own animal until release time Sunday morning. Bedding is to be provided by the exhibitor. Animals must be fed and barns cleaned by 9:00 a.m. daily. If proper care has not been given to these animals, the amount over market value will be withheld from the livestock check. All exhibit areas must be cleaned by exhibitor following the removal of the projects. x Any unruly and/or out of control animal (as deemed by fair board or superintendent) will be sent home with all prizes forfeited. x Any animals large and/or small with any health related physical defect will be sent home. x All cattle must have official RFID Identification tags. Call 1-866-870-5136 to receive a National Premises Registration Number and place a tag order if fair entry does not have this tag. General Small Animal Rules Chairperson: Darcy Martyn x Small Animals consist of Companion Animals, Dogs, Goats, Poultry, and Rabbits. x All animals must be shown by the exhibitor. Market animals must be sold by the exhibitor. x It is the responsibility of each exhibitor to see that their animals are fed and watered by 9:00 a.m. daily, and cages are kept clean. Do not use straw for bedding in the cages. Wheel barrows, shovels and brooms will be available by the Small Animal

Committee for exhibitor use. x All small animal exhibitors must participate in showmanship in each small animal group entered. This includes poultry, rabbits, companion animals, goats, and dogs. Record books are optional. x Showmanship dress regulations are dark pants and long-sleeved white shirts while showing a project animal. No blue jeans or shorts are allowed. Closedtoe shoes must be worn. A white show coat is an optional substitution for a white shirt. No jewelry or nail polish should be worn. Hair should be pulled back from the face. x Superintendents may combine classes for the purposes of judging. x No animal showing signs of disease, parasites, genetic defects, injury, or neglect will be allowed to check-in and must be taken home. All exhibit animals must be clean at check-in time. Any animal which becomes sick or severely injured during the fair will be sent home. x All exhibitors of small animals are required to help keep walkways and exhibit areas clean and clear. x It is the responsibility of each exhibitor to remove carriers, animal food, food containers, and personal property at the conclusion of the fair. Any such items not claimed after the close of the fair will be subject to immediate disposal. General Still Exhibit Rules Chairperson: Kristin Davenport xExhibitors are limited to 10 projects per still exhibit department unless otherwise stated in the department rules. xAll exhibits must have a fully completed entry tag attached. The fair will provide exhibitor tags will be given to club leaders prior to the fair. Blank exhibit tags are provided on www.gcffy.org. xA, B, C ribbons will be awarded in all classes unless otherwise specified. xExhibits may be made at home, at school, during a 4H club meeting, etc. xALL still exhibit entries must be the work of the exhibitor and exhibited only one time, unless otherwise noted in the appropriate department and section rules. xAny problems or concerns should be addressed with the superintendent of the department. If a resolution cannot be achieved you have the right to file a formal protest. xAll exhibitors must speak in person with a judge during the scheduled time unless they complete an absentee form available on www.gcffy.org. Market Livestock Sale xExhibitors are limited to the sale of one large animal project (beef, feeder beef, sheep or swine) and two small animal projects (rabbits, poultry or goats). 18

 x Exhibitor must show animal in showmanship or to be eligible for the livestock sale. Market animals must be judged in a market class to be eligible to sell. All market species except poultry and rabbits must show their market animal and showmanship to be eligible for the sale. Poultry exhibitors may show a different poultry species in showmanship. x All animals must be shown in market class by the exhibitor to be eligible to be sold in the livestock sale. The exhibitor must be the owner of the animal. x Beef, Feeder, Sheep and Swine market exhibitors must complete and turn into superintendent by noon on last Saturday of fair a Market Livestock Financial Sheet or have a $25 penalty from their sale check. xA 5% commission will be deducted from all sale lots by the GCFFY. Insurance and mandatory animal check-off programs will also be deducted if applicable. xExhibitors relinquish ownership and all rights to exhibits immediately upon sale. Exhibitors cannot request use or possession of exhibits from the buyer. Exhibitors must take care of animals until animal is removed by the buyer. xSale order in large animals will be determined in each species as follows: champion market first, reserve champion market second, champion showman third and other animals to follow. x Exhibitors who decide not to sell their animals at the sale must notify superintendent and remove the animal from the grounds by 11:00 p.m. after the market judging class. The grand and reserve market animals must sell. xExhibitors who miss their lot in the sale order will sell last in their species and a 20% of sale penalty will be assessed on the sale of the missed lot. If exhibitor misses their species they will not sell. xDrug Testing may be performed on market animals on or after the day of the animal’s market show. Any animal found to be in violation, at any time while on fairgrounds, will be disqualified. Any animal containing substances at any level not in compliance with United States Food and Drug Administration and/or United States Department of Agriculture Food Safety Inspection Service safety standards; illegal substances and or tampered with animals will be disqualified. Any monies and awards awarded to the individuals, including sale proceeds will be forfeited. x An exhibitor in market Beef, Feeder, Sheep, Swine & Goat projects may register up to FOUR animals per specie to be used for primary or secondary projects. x Animal can be registered on more than one exhibitor’s form as long as the animals are housed at one site and the exhibitors are immediate family members (eg. Siblings, step-siblings). x Exhibitors in market beef, feeders, sheep, swine and goats must complete and sign a market registration form by the deadline for each species. The fair will accept late registration forms however there is a fee

of $10 per business day (defined as a day the Gratiot County Courthouse is open) payable to the fair. No registration forms will be accepted after 30 days. x All market livestock must be weighed at time listed in Schedule of Events for Exhibitors for species. If a market animal is underweight, it may re-weigh during the designated re-weigh time the following day with this newly recorded weight being considered the animal’s market weight. Any disputes over the weight of an animal must be addressed while the animal is still at the scales. Once the animal leaves the scales, recorded weight is considered final. x At the scale, the superintendent will provide the exhibitor with an official written statement of the animal’s official weight. If during the fair the exhibitor finds an error in their recorded animal’s weight, they must present their written weight statement for verification. x All market beef, feeder, goat, sheep & swine must be pre-registered by dates listed in the species sections. A $10.00 per business day late fee will be assessed for livestock pre-registration forms received after the due date. Business days are days the Gratiot County courthouse is open. No pre-registration forms will be accepted after 30 calendar days from the due date. x Still Exhibit Sale x An exhibitor may sell one lot in this sale. x Exhibitors must enter the Still Exhibit Auction at the time and location listed in the schedule. Exhibitors who fail to register by the time listed may still sell with a $25 late entry fee. Late entries will sell last and may not be included in any printed sale materials. x All food items sold must be a duplicate of the project the exhibitor had judged. All food items must be whole or at least a full dozen and must have recipe attached. The attached recipe card should be a card (3.5”x5” to 5”x7”). All food items must have been properly stored (kept refrigerated if needed). x If you are selling a still exhibit you may make a duplicate item to be sold and given to the buyer the night of the sale. If you choose not to make a duplicate item for the sale you will need to tell the superintendent of the department at the time of judging that you will be removing the item for the sale. The buyer will not be given the item after the sale (unless you made a duplicate item). The still exhibit item must be returned to the exhibit building and remain at the fair. It is your responsibility to pick up the item when exhibits are released and take the item to the buyer. Exhibitors who do not deliver sold projects forfeit their sale proceeds x The exhibitor must be present to sell their project. x A 5% commission will be deducted from all sale lots by the GCFFY. The sale lots are assigned alphabetically with odd years starting with “A” and even years starting with “Z” and going in reverse. 20

Sale proceeds (less the normal sale commission) from the sale will be distributed as follows: 30% will be distributed to the exhibitor of the Grand Champion Dairy. 20% to the Reserve Champion Dairy 50% will be distributed in equal shares to the other dairy exhibitors. Exhibitors will receive two shares for each lactating cow exhibited and one share for each non-lactating cow exhibited. x ALL cattle are to remain at fair all week. x See Large Animal Requirements & Cattle Health Requirements. x Exhibitors have the option to bring in lactating cows on the day of the dairy show and then stay the remainder of the fair week. No stags accepted. Fair board decision final! x Market animals may be steers or heifers. x If the animal has lost a GCFFY ear tag or RFID tag, the exhibitor must contact the office immediately and one of the superintendents or a fair board member will re-tag the animal. FEEDER BEEF

Superintendent: Nicole Whitmore SECTION A- Feeder Market Class x All Feeder animals must be tagged, photographed, and pre-registered with the MSU Extension Office by April 15. x Feeders must be castrated, dehorned, and properly healed by fair entry (NO STAGS ALLOWED). x If the animal has lost a GCFFY ear tag or RFID tag, the exhibitor must contact the superintendent immediately and a superintendent or a fair board member will re-tag the animal. It will be the responsibility of the exhibitor to re-take the animal’s picture with the new ear tag in its ear. x Dairy Feeder maximum weight at fair weigh-in will be 650 lbs. - All Dairy Feeders that weigh in above the maximum weight will be sold at the maximum weight and will not be allowed to compete for Grand or Reserve Champion. x Only Holstein, Ayrshire, Brown Swiss, Guernsey, Jersey, or red and white Holstein may show as a DAIRY feeder all others will be a BEEF feeder. Beef breed crossbreeding or crossbreeding with dairy breeds other than those listed above will NOT be eligible for Grand or Reserve Champion. Any protest must be filed by 6 p.m. Sunday with the superintendent and they will address the fair board. Fair board decision is final. All feeder animals exhibited will be reviewed by a fair board appointed committee after weigh-in. Any feeder not deemed to meet breed requirements by this committee will be entered into beef feeder/overweight/ineligible class. x Any feeder not qualifying because of weight or breed character will be allowed to show in showmanship and a market class, yet is not eligible for Grand or Reserve Champion. They will sell at the end of the sale. x Classes are decided by the weight of the animal at the time of weigh in. SECTION K – Sheep Showmanship x Sheep showmanship is open to all sheep exhibitors. x Showmanship classes can be divided into smaller classes according to age. x If the exhibitor shows both market sheep and sheep breeding stock, the market sheep must be shown in showmanship.

Exhibitors may show up to 5 goats, with a maximum of 1 goat in the market class. All goats must be identified with a USDA/MDAapproved ear tag, micro-chip or legible ear tattoos. If micro-chipped exhibitor must provide electronic reader. Animals showing signs of illness, abscesses, injury or infestation will not be allowed. Goats must have been treated for lice and fleas prior to the Fair. Goats must be inspected by the superintendent or other Fair official before being penned.

Project record books are not mandatory but strongly encouraged. If they are exhibited books must be turned in during species weigh-in time to superintendent. All goats shown must be owned by the exhibitor or be shown under the farm name of the exhibitor’s family. Each purebred goat shown in a breed class must be registered with a recognized registry and have pedigree or registration papers available at check-in. ID information on the pedigree must match the official identification of the goat. Goats may be shown with or without horns. Goats which have been dehorned must be completely healed. Small scurs are allowed, but discouraged. Hooves must be trimmed and any body clipping must be done before the Fair. No clipping or trimming is allowed at the Fair, other than touchups. Superintendents reserve the right to change or combine classes. All milking goats will be milked before 9 a.m. the day of the show in the presence of the superintendent or a barn supervisor. Goat pens will be assigned the Wednesday prior to start of the Fair. No decorating of pens is allowed before assignments are made. Pen decorations must not present a hazard to goats or visitors. Showmanship dress regulations are listed under General Small Animal Rules. Pens must be cleaned daily and as necessary, Animals must have water available at all times. Goats which are not receiving adequate daily care may be sent home. Cloverbuds may keep a goat at the Fair only if a pen is available. The goat may also be brought in for showmanship, then taken back home. Bucks will be required to go home unless they are young enough to still be nursing.

Superintendents: Mark & Raychelle Story x All market hogs must be tagged, photographed and registered by May 15. x There will be no swine breeding classes. x Market hogs must weigh at least 215 lbs. at weigh-in to be sold at the fair. The market hogs maximum weight is 290 lbs. If the animal weighs more than 290 lbs. the animal will be sold at 290 lbs. x Classes are decided by weight of animal at time of weigh-in. x All waterers must be secured in pens. x All hogs must have a minimum hair length of 1/2 inch.

Swine exhibitors are required to attend a Pork Quality Assurance (PQA) course and be certified PQA. If not PQA certified, exhibitors will not be allowed to sell in the Large Livestock Sale. Include a copy of the exhibitors PQA certification card with the fair entry form on June 15. DEPARTMENT 12 POULTRY

Superintendent: Clay Mills x Exhibitors may enter up to 10 exhibits, with no more than 2 entries in any class, including market classes. If two market entries are exhibited in the same class, the exhibitor must chose only 1(one) to sell. x All birds exhibited (except for market project birds) must be three months of age or older. x Dishes for food & water are provided by the fair. Carriers, personal dishes, and cages owned by exhibitors may not be used or stored in the barn. x Any bird showing signs of disease or infestation may not be exhibited. A bird that becomes ill or injured while at the fair will be sent home. x All poultry except waterfowl, pigeons and doves must have had a negative salmonella -pullorumtyphoid test prior to entry at the fair and must have been kept isolated from other poultry since the test was done in order to be entered at the fair. Superintendents reserve the right to retest any bird entered, and any bird having a positive test must be removed immediately. x Exhibitors may choose a bird from any of their entries for showmanship. Proper showmanship attire is discussed under Small Animal Rules near the front of this book. x Superintendents may combine classes for purposes of judging. x Record books are not mandatory but are encouraged. obtain their chicks and ducklings from other sources. Market or meat pen birds will be weighed at time of check-in. Birds must be clean and dry to be weighed. Market birds will be sent to be processed after the show and before the sale during fair week. One market chicken or duck from the pen will remain at the fair and will become property of the buyer or fair at the end of the fair. Market turkeys and geese will be sent entirely to the processor and those exhibitors must put a display in their cage after they are sent to be processed. 110)Egg pullets (3 birds, born in current year). All three pullets must be of the same breed or crossbreed. Breeds may include egg breeds or dual-purpose breeds such as Rhode Island Reds, Leghorns, Isa Browns, etc. 111)Market Chickens (3 birds of any sex from a recognized meat breed. General Small Animal Rules apply to all exhibits and exhibitors showing rabbits. All rabbits must be checked in before being caged. Cages will be assigned by the superintendents. All rabbits exhibited must have a legible ear tattoo for identification. Each exhibitor is limited to a total of 5 entries. A meat pen of three rabbits counts as one entry. All breed and mixed-breed rabbits entered must be at least 12 weeks old. Breed rabbis must have pedigree for each rabbit exhibited. Classes will be judged according to the latest edition of the American Rabbit Breeders’ Association Standard of Perfection. The decision of the judge will be final. Superintendents may combine classes for purpose of judging.

DEPARTMENT 16 HORSES

Superintendents: Becky Hirschman Assistant Superintendents: Marcy Jerome & Lindsey Jerome x All exhibitors must have the Horse Registration Form filled out and returned to the MSU Extension office by May 1. Be sure to sign up for fair horse classes on the back of the horse registration form. This form can be downloaded from the website www.gcffy.org or picked up at the MSU Extension Office. x Do not enter horse classes on Fair Entry Form. If you are only taking horse classes at GCFFY, you do not need to complete the Fair Entry Form. Registration for fair classes is to be done on the Horse Registration Form. x Exhibitors may make class changes during exhibitor check-in at the fair. x Horses arrive at the fair between 6:00 p.m. on Saturday until noon on Sunday. x Beginner Rules: - A beginner rider is a youth (8-19) who has had limited experience showing a horse and is not ready to show in regular classes. - Beginner classes are walk/trot. - Only points accumulated in beginner classes may count for beginner highpoint. A beginner rider can only ride in beginner classes. - A beginner rider may not ride in championship classes. - If you are unsure of your skill level consult with your 4-H leader. - Exhibitors may be beginners for not more than 2 years. x Exhibitors will be given their back numbers when the mandatory record books, all information, and fees are turned in. Make sure you have the correct record book, these change yearly. Be sure to attach a copy of the current year negative Coggins to the record book. x All classes will be judged according to the Michigan 4-H Horse & Pony Project Show Rules and Regulations 2011 revision. x One rider per horse the exception is 7-8 year old Cloverbuds may use another exhibitors horse. x Youth registered in the horse program, parents, and leaders are the only ones that may ride horses at the fair. x Proper attire is required as outlined in 4-H Horse & Pony Project Show Rules and Regulations. x English riders and Gymkhana riders must wear SEI approved safety helmets.

Helmets are mandatory during practice at the fair. There will be no discrimination against protective headgear, even if the style does not match the style of riding. A well fitted helmet should stay on the rider’s head when the rider bends over at the waist and shakes his or her head from side to side. Each exhibitor will have an entry fee payable to the Horse Developmental Committee. Many clubs pay this fee. Check with your club leader. Only seven and eight year olds may show in Cloverbud classes. A Cloverbud horse participant may participate in 5 classes and the costume class. Cloverbuds may have a second handler or be on a lead line and must wear a SEI approved safety helmet. Eight year olds may show as a Cloverbud, beginner, or in regular age classes. Exhibitors may only show in 1 category i.e. if you choose to show as Cloverbud must show all classes as a Cloverbud. Stallions cannot be shown. Unruly horses and/or exhibitors will be excused from showing and will forfeit any premiums and prizes. Additional barn and arena etiquette rules will be posted during the week of the fair.

Sunday Exhibitor check-in 12:00 – 4:00 p.m. at the horse announcer’s stand. Horse class changes may be made during exhibitor check-in. It is designed to test the knowledge of horsemanship. x Contestants will earn points in four areas: - Written quiz - Problem solving - Showmanship class placing - Record books and record keeping.
