WHAT IS FEDERAL WORK-STUDY • Work-study is a need-based Federal Grant • Students must file a FAFSA application to be considered

for Federal Work-study.

• Students must also meet Federal Eligibility guidelines to

qualify for work-study.

• The Federal Grant Covers 75% of the student’s pay. The

remainder 25% is charged to the department hiring the student.

HOW IS WORK STUDY AWARDED TO STUDENTS • Temple University post work-study awards on the

student’s Financial Aid Award letter.

• Since Workstudy is a grant the funding is limited. • We award for the aid year. – This will be broken down by Fall & Spring Semester.

• Summer work-study is awarded based on available

funding after the Fall/Spring Semester

WHAT TYPE OF JOBS CAN WORK-STUDY STUDENTS DO? • The goal of work-study is to try to provide students with jobs

that complement and reinforce a student’s educational program and/or career goals.

• Job descriptions for all FWS positions should be a part of the

control procedures included in your school’s policies and procedures manual.

• A written job description will help you ensure that the position

is one that qualifies under the FWS program regulations. In addition, a written job description provides students with the information they need to determine whether they qualify for the job, whether the job is related to their educational or career objectives, and whether the job is of interest to them.

ARE THERE ANY RESTRICTIONS TO STUDENT WORK-STUDY? FWS positions must not involve: • Constructing, operating, or maintaining any part of a

building used for religious worship or sectarian instruction.

• Replacing a full-time employee whose position was

eliminated (for any reason) with a student employee paid with FWS funds is prohibited.

OFF-CAMPUS COMMUNITY SERVICE RESTRICTIONS • Work performed off campus must be in the public interest. Work in the

public interest is defined as work performed for the welfare of the nation or community rather than work performed for a particular interest or group

• Political activity, whether partisan or nonpartisan, does not qualify as

work in the public interest.

• Working for an elected official as a political aide also does not qualify as

work in the public interest

• As stated previously, any political activity would not be acceptable—

raising funds for the official’s re-election, for example

• FWS students are prohibited from working for the U.S. Department of

Education due to the potential appearance of conflict of interest.

WHAT IS AN APPROPRIATE RATE OF PAY FOR STUDENT WORKERS? • Undergraduate students are paid Federal Work-Study (FWS)

• Graduate students may be paid by the hour or may be paid a

salary.

Minimum wage information The federal minimum wage is $7.25 per hour, effective July 24, 2009. The Wage and Hour Division of the Department of Labor posts information about federal and state minimum wage laws at: www.dol.gov/whd Regardless of who employs the student, the school is responsible for making sure the student is paid for work performed.

MAX AMOUNT OF HOURS A STUDENT CAN WORK • FWS is a program designed to provide part-time

employment

• How many hours a student can work is set by the

institution.

• Here at Temple we limit students to 20 per week during

Fall/Spring Semester

• In the Summer or during periods where classes are not in

session students can work a max of 40 hours per week if they have the funding available.

CAN STUDENTS WORK DURING THEIR SCHEDULED CLASS TIME? • In general, students are not permitted to work in FWS

positions during scheduled class times.

– Exceptions are permitted if an individual class is cancelled, if the

instructor has excused the student from attending for a particular day, and if the student is receiving credit for employment in an internship, externship, or community workstudy experience. Any such exemptions must be documented.

TIMESHEETS FOR WORK-STUDY STUDENTS • Timesheets must show, separately for each day worked, the

hours a student worked, and the total hours worked during the job’s payment cycle

• These amounts and hours recorded must match the hours for

which the student is paid.

• FWS timesheets must be certified by the student’s supervisor.

• Students working for your school must have their timesheet

certified by either their supervisor or an official at the school.

• Students working in off-campus jobs must have their

timesheets certified by an official at the off-campus site.

HOW CAN I TELL IF A STUDENT HAS WORK-STUDY? • The student can bring you a copy of their award letter. • Whoever hires for your department will have access to

the Banner Workstudy Channel in TU Portal:

WHAT HAPPENS WHEN A STUDENT RUNS OUT OF FEDERAL WORK-STUDY? • When a student receives FWS only 75% of their wage is

charged to the work-study grant the other 25% is paid by the hiring department.

• Payroll set up in a way that if a student runs out of FWS

Funding the department is charged 100% of the student pay.

• Due to limited funding increases are not always

available so hiring managers should check their students available funding after each pay period to ensure they have funding to continue working.

CAN STUDENTS WORK DURING BREAKS AND DURING THE SUMMER? • A student may be employed through the FWS programs

during a period of nonattendance, such as a Summer term.

• A student must be planning to enroll (or to reenroll) and must

have demonstrated financial need for the next period of enrollment.

• This means we must have a valid Fafsa for the upcoming

Academic year. For this Summer we would need a 16-17 FAFSA.

• If they are not registered for Summer they must be registered

for Fall 2016.

TALEO • On May 17th all staff & student hiring was moved to the

new system Taleo.

• The PCN for a student will be “S” followed by the 5 digit

org

• One big difference for departments is that you do not

need to input your FOAPAL like you did in iGreentree.

TALEO • When it comes time to hire a

student you will need to identify them as: – Student Worker- student being paid 100% from department budget – Work-study Student – student paid 75% workstudy/ 25% dept. budget
