1. CPR The purpose of CPR (Construction Products Regulation) is to facilitate reliable, clear information about construction products and the relationship with their applications. This clarity is achieved through uniform agreements about certain essential characteristics of products.The fire properties of cables must be tested for that purpose; other properties of cables remain in accordance with the specifications included in the current standards. The new fire tests have been laid down in EN 50399. This fire standard will eventually be included in the cable specifications. CEN-Cenelec and the European Commission have determined that the European standard EN 50575 will come into force on 1 July 2016. EN 50575 specifies the requirements for the fire performance of cables which are used in permanent electrical systems in buildings. This start date has been shifted by six months to give all EU countries sufficient time to implement CPR for cables in their national regulations. 2. Risk Assesment for Buildings and Regulations The new NEN8012 will replace the NTA8012. The NEN8012 applies to electrical wiring and optical fibre systems for the transport of energy, signals and data in electrical systems in accordance with the NEN1010, with the aim of limiting the generation and development of fire and smoke. The NEN1010, the new Dutch Buildings Decree 2012 and the NEN8012 together form a solid basis for increasing and guaranteeing the fire safety of buildings in the Netherlands. The NEN8012 describes two methods for determining the fire class and additional classes for smoke production, flaming droplets/particles and the corrosiveness/acidity of the combustion gases which is necessary for a particular system. The number of fire classes is limited to four in the standard, if we do not include Fca. Methods: 1) Completion of a step-by-step plan in combination with flow diagrams. The necessary Euroclass and supplementary classes follow directly from this. 2) A risk analysis. Completing the above methods results in a score which can be read in the table below. 3. Fire Tests Since the classification and test methods are changing, all cable product families which come under the CPR must be tested again by means of fire tests in accordance with the new test method EN 50399. The fire tests must all be validated externally; Eldra collaborates with Dekra for this purpose. The outcomes of these fire tests form the basis for classifying the cables according to the new CPR Euroclasses which will be enforced for all cables in permanent electrical systems in buildings. This EN 50399 standard includes the following aspects: • Flame propagation and heat release; • Smoke production; • Flaming droplets/particles; • Acidity. Heat release and flaming droplets/particles are new aspects on which cables must be assessed. This new EN50399 enforces an integral approach. The relationship between Euroclasses and fire performance has been laid down in EN 13501-6. This standard provides innumerable combinations for the different aspects. In this case, too, the Euroclasses to be prescribed must be determined at a national level.

6. CE Marking and Certification The social importance of fire safety is increasing so that it is essential to guarantee quality. Self-certification does not offer sufficient guarantee of quality and continuity, so an AVCP system (Assessment and Verification of Constancy of Performance) has been chosen for fire-safe cables. This entails independent product release and quality control. Type examination, factory inspections and random checks can be performed by an independent certification institute, subject to the level of fire safety.

The requirements and methodology have been set out in the European standard EN50575. The European Union published this standard in July 2015 and this also established the start date, 1 December 2015, and the transitional period of 1 year. This implementation process has since been shifted from 1 July 2016 to 1 July 2017. The schedule below shows the relevant standards, regulations and relationships.

7. Portfolio The list below shows our portfolio of cables which can be used in buildings. The fire class is also given for each cable group. The tests for the Installation Cables product group have almost been completed; this will be followed by the certification process for these cables. Currently there are no applicable classification rules yet for flexible cables and signal cables.
