CEN/TC350 – Sustainability of construction works •One European system for the sustainability assessment of buildings covering: •Assessment of Environmental Performance based on the Life Cycle Assessment (LCA) methodology

•Assessment of Economic Performance based on the Life Cycle Costing methodology •Assessment of Social Performance based on the existing performance based standards on the building characteristics and on the “Check List Approach” used by different building assessment schemes

•Development of CEN/TC350 standards has taken into account the needs of the relevant EU policies related to the Construction Products and Sustainable Construction relying on the PERFORMANCE BASED APPROACH & THE LEVEL OF WORKS •Construction Products Regulation,

•Eco-design, Public Procurement, •Resource Efficiency, Low Carbon Economy •Energy-label, Eco-label .18.10.2012 Ari Ilomäki, chairman, CEN/TC 350

Functionality

CEN/TC350 standards for sustainability assessment • CEN/TC350 standards are not for designing an object • CEN/TC350 standards are for assessing the performance of a designed building (at the any stage of the construction project: sketch design, detailed design) or of an existing building • Assessment requires first: • a good DESCRIPTION of the object of assessment • specifying the SCENARIOS for all life cycle stages and “processes”

Standardized environmental indicators by CEN/TC350 1) Indicators for environmental impacts: 1. Global warming potential 2. Destruction of the stratospheric ozone layer 3. Acidification of land and water resources 4. Eutrophication 5. Formation of ground level ozone 6. Abiotic depletion potential (fossil fuels) 7. Abiotic depletion potential (elements) _________________________________________________________________________________________________________________

2) Indicators for use of resources: 8. Use of non-renewable primary energy (process energy) 9. Use of renewable primary energy (process energy) 10. Use of non-renewable primary energy resources used as raw materials 11. Use of renewable primary energy resources used as raw materials 12. Use of secondary materials 13. Use of non-renewable secondary fuels 14. Use of renewable secondary fuels 15. Net use of freshwater resources _________________________________________________________________________________________________________________

3) Indicators for other environmental information: 16. Components for re-use 17. Materials for recycling 18. Materials for energy recovery 19. Non-hazardous waste to disposal 20. Hazardous waste to disposal 21. Radioactive waste to disposal 22. Exported energy

CEN/TC350 standards for the assessment of social performance of buildings • The framework standard covers all life cycle stages • The building level standard covers only the USE STAGE, i.e. social performance of the building from the user of the building point of view, meaning: • The building facilitating its use

• Operating processes (heating, cooling, ventilation, lighting, domestic hot water) serving and/or maintaining the required functionalities of the building • The assessment methodology distinguishes: • Aspects related to the building fabric (building characteristics)

• User- and control systems related aspects (interaction in operation)

18.10.2012 Ari Ilomäki, chairman, CEN/TC 350

Standardized social aspects defined by CEN/TC350 The building level standard defines the indicators for: • Accessibility • Health and Comfort • Safety and Security • Adaptability • Impact on the neighbourhood • (Sourcing of materials and services) • (Stakeholder involvement)

Indicators as “building characteristics” for indoor air quality as part of the health & comfort 1. Substances and particles which are regulated and/or stated in the clients brief either by •

Assessment of declared emissions of substances from construction materials as a concentration in the model room (ventilation 0,5/h) according to CEN/TS xxx (CEN/TC351) or

Assessment of concentrations of substances and particles in the building (by simulation or testing) (taking into account required/designed ventilation)

2. Radon concentration [Bq/m3], where appropriate (taking into account required/designed ventilation) 3. Effect of ventilation either by: •

Concentration of Carbon Dioxide (CO2) above the external ambient CO2 concentration [ppm] according to EN 15251 (by simulation or testing), or;

Ventilation rate in accordance to EN 15251 [e.g. l/s/person or l/s/m3];

4. Risk of mould growth based on internal surface temperature and relative humidity according to EN ISO 13788; 18.10.2012 Ari Ilomäki, chairman, CEN/TC 350

Indicators as “user- and control system related characteristics” for indoor air quality as part of the health & comfort •

The level of controllability of the indoor air quality per room and of the building is assessed according to the following measures (CHECK LIST APPROACH): 1. Is there control of ventilation for the concentration of pollutants (CO2level) at a building level? [yes/no]; 2. Is there control of ventilation by users ? (if yes: automatic adjustment or manual) [yes/no]; 3. Is there measurement and display of the concentration of pollutants in individual rooms ? (if yes: automatic control or manual) [yes/no]; 4. Is there measurement and display of humidity in the building and/or individual rooms ? [yes/no]
