WFD PROGRAMMES – QUARTERLY PROGRESS REPORT Africa Democratic Republic of Congo Programme type: Parliamentary

Programme status: Amber

WFD's transitioning programme in Democratic Republic of Congo, which aimed to support the Congolese Network of Parliamentary Staff, closed at the end of the quarter. Parliamentary training modules for the country's new provinces covering both legislative drafting and the function of a records office were completed. The emphasis will now shift to lesson-learning, as efforts are made to link up the activities with results in a changing constitutional context. East African Legislative Assembly: Communications and Outreach Programme Programme type: Integrated Programme status: Amber Four years of WFD support to the East African Legislative Assembly concluded in March with a debrief event wrapping up the six-month communications and outreach programme. The Speaker launched the Assembly's new website and noted the strong engagement already being shown on social media, following training by WFD. A series of animated videos for young people was distributed, raising awareness of the Assembly. WFD has no plans to resume work in EALA but has agreed to maintain links. Ghana Programme type: Integrated

WFD's integrated programme will focus on improving the quality of policy analysis MPs receive from parliamentary staff. Following the visit by the Parliament's leadership to London in November, the last three months saw a focus on donor coordination and a Training of Trainers event for information management staff. These activities have taken place without an agreed long-term plan, but the programme's full proposal was close to being finalised at the close of the 15/16 year. Kenya Programme type: Parliamentary

The appointment of a new Country Representative paves the way for renewed engagement with the Kenyan Parliament – and particularly with the Senate. It is responsible for oversight of the new County Assemblies that WFD's 2012-15 programme helped establish and strengthen, but public awareness of its role remains limited. Progress towards identifying the key components of a communications and outreach programme will be developed in Q1 16/17; a political economy analysis is being finalised. Mozambique Programme type: Parliamentary

WFD awaits the result of its Finnish bid, submitted in February, for a programme focusing on the devolution process. This would aim to encourage greater dialogue between citizens, CSOs and the Assembly of the Republic. Some limited implementation is already underway, while a donor coordination meeting has helped WFD demonstrate its strong relationships with the Assembly. Reputational risks relating to funding issues – DFID has suspended support to the Government of Mozambique - are being managed. 1

Uganda: Securing Greater Implementation of Legislation to Protect Women and Girls from Violence Programme type: Parliamentary - EU Programme status: Amber Following March's controversial elections and the imminent swearing-in of the new Parliament, Uganda's focus has been entirely on domestic politics. Activity on WFD's programme, which seeks to improve implementation of the raft of laws covering the Convention on the Elimination of all Forms of Discrimination Against Women, has been muted as a result. Instead this has been a period of assessment for WFD's programme ahead of its closure at the end of 2016. Potential stories of change are beginning to emerge from last year's Women's Parliament, the first of its kind. Analysis of feedback forms to identify further results continues. Asia Indonesia Programme type: Parliamentary

Anti-corruption efforts in Indonesia remain in their infancy despite the momentum for reform triggered by the election of Joko Widodi. WFD aims to support the House of Representatives as it seeks to change public perceptions of its limited accountability. Likely areas of work include a strengthened research centre and support to efforts involving civil society in the legislative process more closely. Context analysis commissioned in Q4 15/16 will help refine WFD's approach as our new Country Representative – who began work in February – builds WFD's relationships in Jakarta. Pakistan: Strengthening legislatures' effectiveness Programme type: Parliamentary Programme status: Amber Building on the 2012-2015 programme, WFD's programme plans to support the province of Punjab to help the Assembly better understand its roles and responsibilities in a devolved context. In 2016 we will also work with the Sindh Provincial Assembly, strengthening the relationship between the existing federal structure and relatively new provincial assemblies. But delays in implementation continue as WFD has not yet been registered in Pakistan, restricting the scope of its activities in the country. All required documents for registration have now been submitted; stakeholder engagement has been a particular focus in the interim. Sri Lanka Programme type: Parliamentary

Financial oversight, rules of procedure and committees' role in oversight are set to be the main areas of focus for WFD's Sri Lanka programme, which is currently in inception phase. A multi-year proposal will be submitted in July. WFD seeks to take advantage of the opportunities offered by the fast-evolving political environment following the recent change of government. We will do so by cooperating with the Commonwealth Parliamentary Association-UK and coordinating with other implementers like UNDP and DAI. Some activities, like a joint session of the sectoral committees with the CPA-UK, were already underway in Q4.

Europe and Central Asia Bosnia: Promoting Women In Politics Programme type: Integrated

Programme status: Amber

The integrated programme aims to increase representation of women candidates in October 2016's local council elections. In the last quarter Labour and the Liberal Democrats have helped female candidates improve their campaigning on gender issues, without fully implementing their workplans; the Conservative party's planned activities were not delivered. Training of local women bloggers and discussion events at local universities took place in 2015/16. The delayed Gender Pledge assessment tool held up progress in improving political party mechanisms to reduce barriers for women, but this is expected to be a major focus of the programme's second year. Georgia: Strengthening the System of Parliamentary Democracy in Georgia Programme type: Parliamentary – GGF / Programme status: Green Parliamentary / EU-UNDP The six-month Good Governance Fund (GGF) project working to support the Georgian Parliament's Human Rights Committee concluded in Q4. MPs submitted about 200 recommendations to the Georgian government, helping establish a new practice of parliamentary oversight. This work is expected to continue with a new GGF bid. The UNDP has also confirmed it will use WFD as a sub-contractor for its EU-funded parliamentary support programme in Georgia. WFD will lead on three elements: financial oversight, induction for new MPs and development of the International Relations Department. This programme is expected to start in May 2016. Kyrgyzstan: Enhancing the Effectiveness of Political Factions in the Kyrgyz Parliament – Transition period Programme type: Integrated Programme status: Amber The bridging period for WFD's work in Kyrgyzstan in 2015/16 ended with a focus on stakeholder engagement, preparation for a second induction event for new MPs and a study visit of Kyrgyz MPs visiting the UK on oversight issues. Preparations for the launch of a new integrated programme continued with a cross-party visit to Kyrgyzstan in January; a thematic cross-party approach is likely to be adopted. One year into the planning of the integrated programme, we should be further ahead than we are. A tender to implement DFID's large governance programme in consortium with DAI Europe was unsuccessful. Macedonia: Enhancing CSOs’ capacities to engage in human rights policy dialogue with decision makers and defenders Programme type: Parliamentary – EU Programme status: Amber (note: report received over 2 weeks late) WFD's Macedonia project aims to connect the parliament with civil society organisations. We are working with the School of Journalism and Public Relations in Macedonia to give CSOs the advocacy skills they need to research, draft and promote public policy papers which can influence legislative reforms. In Q4 CSOs submitted their proposals to be among the 11 schemes WFD will support; a final decision was announced in late April. The programme has conducted extensive stakeholder engagement but Macedonia faces political uncertainty ahead of postponed elections, now due in June. Ukraine: Establishment of a Financial Economic Analysis Office in the Verkhovna Rada Programme type: Parliamentary - GIZ Programme status: Green Amid ongoing political instability and the possibility of early elections, WFD's main programme in Ukraine supporting the financial scrutiny work of Ukrainian MPs has made steady progress. The 3

Financial and Economic Analysis Office - the centrepiece of WFD's programme in Ukraine with GIZ - was launched on 1 February 2016. There are early signs that the Office is establishing an institutional presence within the Verkhovna Rada. GIZ has approved funding for phase 2 of the project, which runs from April 2016 to September 2017. Ukraine (core-funded pilot) Programme type: Parliamentary

Programme status: Green

WFD's core-funded work in Ukraine addresses specific issues identified by our context analysis: high volume of legislation, weak oversight of government and low analytical capacity. Doing so aims to help WFD lay the groundwork for longer-term strategic reforms of the Verkhovna Rada. In Q4 15/16, the Rules Committee was engaged on pre-legislative scrutiny issues; preparation was also underway for the pilot of an MP 'buddy' exchange with the Ukraine APPG, which took place in late April. Western Balkans: Western Balkans: Strengthening Budgetary and Financial Oversight of Parliaments in the Western Balkans Programme type: Parliamentary Programme status: Green WFD's Western Balkans programme (2015-18) is addressing the lack of effective financial oversight and limited accountability work – in parliaments across the region. The Network of Parliamentary Committees (NPC) set up by WFD in 2012-15 is approaching self-sustainability and is promoting the spread of best practice in financial scrutiny. The last quarter saw a significant example of this: having launched the Serbian Parliamentary Budget Office (PBO), WFD has won funding to help the Montenegro Parliament develop an equivalent. In Serbia, the PBO has begun providing products to assist MPs' work. It has hit all its year-one milestones, despite a delayed start to its work. Strong support for the PBO from the Scottish Parliament reflects WFD's emphasis on promoting exchanges on the British democratic experience. Latin America Venezuela: Rapid Response Fund Programme type: Rapid response – parliamentary

Programme status: Amber

The three-month rapid response programme which followed the elections of 6 December 2015 was made up of a scoping visit, five training workshops in Caracas and an inward delegation visit to Edinburgh and London. The programme established a strong working relationship with the National Assembly's leadership and paved the way for a more substantive engagement, which WFD will take forward with the British Embassy in the coming weeks. MENA Algeria Programme type: Core-funded

Programme status: Red

Following the closure of the APF programme in December 2015, WFD has continued its work in Algeria using core funding. The revised programme creates useful materials for the Parliament on two key issues: legislative drafting and the role of parliamentary International Relations Offices. This will be supported by practical workshops that utilise local and international experts to provide practical examples and assistance. Iraq Programme type: Parliamentary

Programme status: Red 4

Political instability in Iraq means WFD's programme – which had sought to tackle anti-corruption, particularly in the Kurdistan region – has faced uncertainty. This follows a success in February, when the Integrity Commissions in Baghdad and Erbil were brought together on a WFD study visit to Jakarta. Erbil's Commission has now committed to producing an anti-corruption plan by September. Jordan: Building the accountability role of the Jordanian Parliament through improving its ability to make evidence-informed decisions Programme type: Parliamentary Programme status: Amber (no report received; will go Red next quarter without sufficient information) Parliament's adoption of the Research Centre WFD helped establish in 2014 is proceeding ahead of schedule. The Research Centre has produced 50 products and is influencing debate in a number of areas. Engagement continues to be particularly strong, as planned, with the women's caucus, who are using the Research Centre's analysis and conducted another constituency visit in February. Plans are in place to handle the transition to a new Country Representative, following the Country Representative's resignation from the post in mid-April. The Parliament has requested WFD support for the development of its strategic plan in the coming months. MENA Women: Protection from Gender-based Violence in MENA Programme type: Parliamentary Programme status: Amber The Coalition of Arab Women MPs combating violence against women continues to be supported by WFD. Its campaign against legal provisions which allow rapists to escape prosecution by marrying their victim made significant progress this quarter. Following November's Coalition event in Beirut, the Speaker of the Lebanese Parliament declared his desire to see the issue debated. A campaign against the same provision in Iraq has also been launched by a Coalition member. At the regional level, Coalition members attended a women's empowerment event hosted by the Moroccan Parliament and WFD. Morocco: Increasing political participation and transparency in the Moroccan Parliament Programme type: Parliamentary – APF Programme status: Green (note: report received over 2 weeks late) The Moroccan Parliament is on the cusp of making sweeping changes to its structures after a lengthy review of its by-laws, a process largely supported by WFD. The final quarter of 2015/16 saw intensive activity which completed WFD's case for a number of areas of work, including a policy evaluation unit; a Parliamentary Budget Office; support for the new Equality Committee; a Research Centre for the Upper House; and a review of the Parliament's Strategic Plan. WFD's central role in implementing these changes was underlined by the five-year partnership between WFD and the Parliament, signed in the last quarter, and a commitment by the House of Representatives to fund ten per cent of the work's costs.

Morocco: Supporting the Legislative and Oversight Office of the Moroccan Parliament's House of Representatives Programme type: Parliamentary Programme status: Amber (no report received; rating is based on conversations; next quarter it will be Red if same) WFD's Dutch Embassy-funded programme is merged with our broader work in Morocco, but is set to lead to a change in the by-laws providing parliamentarians with expertise covering four units – a research unit, legislative unit, policy evaluation unit and budget office. The last quarter saw work to improve the tracking of questions with a visit to Northern Ireland, a trip to the Netherlands to view the Dutch Parliament's legislative unit, and a workshop on parliamentary research. Morocco: EU Twinning Programme type: Parliamentary – EU twinning

The EU twinning programme in Morocco also builds on our ongoing work by bringing in broader expertise from European representative bodies: primarily the French National Assembly and the House of Commons, but also including the German, Italian and Belgian parliaments. Agreement for the programme was signed in the last quarter. Tunisia: Strengthening Tunisian People's Representatives Assembly (PRA) legislative, oversight and representation functions Programme type: Parliamentary Programme status: Amber WFD's core-funded programme is built around support for the Tunisian Parliament's Committee for Public Administration, Anti-Corruption, Good Governance and Oversight of Public Money Management. Three workshops and a study visit in the first quarter helped contribute to the Committee's decision in early April to coordinate its work with Tunisia's equivalent of the National Audit Office, and consolidate its position within the Parliament. However, challenges remain. It is expected the Committee will require further support if it is to begin to function as effectively as the UK's PAC. Tunisia: Supporting the Tunisian People’s Representative Assembly to produce better legislation Programme type: Parliamentary - CSSF Programme status: Green The six-month CSSF-funded programme focused on improving the Parliament's legislative function and building public trust in the institution – looking specifically at draft bills on domestic violence and local elections. Following a study visit to London, the Speaker’s advisor in charge of relations with civil society expressed her intention to implement reforms making consultation with civil society systematic. WFD will aim to secure additional funding to continue working on improving the legislative process, including consultation and outreach mechanisms. Political parties Conservatives Programme types: Political party

Programme status: Amber

Having closed their previous programmes by the end of 2015/16, the fourth quarter saw the Conservatives begin the implementation of a reformulated approach to WFD's programmes in five countries / regions: Paraguay, the Caribbean, Nigeria, Sierra Leone and Ghana. Three trainings took place in the last three months alongside two political audits. Rather than scoping future work around 6

geography, the Conservatives will build their programmes around four themes: marginalised groups; religious freedom and culture minorities; anti-corruption; and sister-parties' campaigning, research and digital skills. Labour Programme types: Political party

Programme status: Amber

Labour continued to concentrate on strengthening sister-parties' organisation and policy development in 2015/16. The fourth quarter, which saw engagements across seven sister-party projects and two regional/best practice networks, showed a range of results: a conference on women's mentoring in the Western Balkans prompted campaigns on maternity leave and women's farming; in Bosnia and Herzegovina the Social Democratic Party produced a policy document on work experience. The Women's Academy for Africa held a series of workshops which have helped activists in Uganda, Zimbabwe, DRC and elsewhere. SNP Programme types: Political party

Programme status: Amber

The Scottish Nationalist Party begins its reporting in 2016/17, but submitted its 2015-2020 strategy in the fourth quarter of 15/16. This sets out its goal of sharing the SNP's approach to internal and external democracy, the rule of law and human rights with citizens and other social democratic parties, to develop greater engagement of citizens around public policy development. The SNP has submitted a concept note proposing cross-party work on women's issues in the MENA region, with an initial focus on Iran, the United Arab Emirates and Tunisia. Liberal Democrats Programme types: Political party

The Lib Dems' last quarter before joining the Multiparty Office saw a range of activities, including the launch of a new Youth Political Academy and two Young Leaders' retreats in South Africa. Three new parties joined the African Liberal Network, including the governing party in Senegal, while in Serbia the Human Rights Committee delivered an LGBT curriculum covering equality issues in rural areas. The focus now shifts to ensuring a smooth transition into the Multiparty Office and the closure and evaluation of programmes, including those in South Africa and Serbia. Multiparty Office Programme types: Political party

Programme status: Amber

Multiparty work in the fourth quarter primarily focused on planning and reflection; assessment visits to Kyrgyzstan (integrated), Argentina (Plaid Cymru), and Sri Lanka (integrated) took place alongside a follow-up mid-term evaluation report of SNP's Zambia project and Uganda's PPP post-election analysis. Communications-related support was also provided in Q4. The East Africa Green Federation (EAGF) produced a communications video and 20 people were trained on using video editing software; delegates from Uganda, Rwanda and Kenya participated in a Communication Skills Training session in Nairobi in February; and a communication strategy was produced by African Christian Democratic Party following a visit to Westminster and Belfast to work with the DUP communications team.
