GENERAL INFORMATION INTRODUCTION:

Effective 1991, a Resolution by the Board of Chosen Freeholders established the Somerset County Emergency Services Training Academy. The Somerset County Emergency Services Training Academy is dedicated to providing a blend of theoretical and practical education to all Emergency Services personnel, industry, and the private and public sectors.

PURPOSE:

To advance the effectiveness of the emergency service providers, and industrial emergency services within Somerset County.

FACILITY:

The Academy's administration office, classrooms and training grounds are located at 402 Roycefield Road, Hillsborough. Students will park only in designated parking areas. See Diagrams.

SERVICES OFFERED:

The Somerset County Emergency Services Training Academy offers full range courses for firefighters, rescue personnel, emergency medical personnel, public works personnel, and the Industrial sector.

PREREQUISITES:

Prerequisites are noted for each course in their individual listing. Please make sure your personnel have successfully completed all necessary prerequisites before signing up for a class, or they will be turned away. Persons who have taken a course, which is a prerequisite, at another training facility may submit a Request to waive a prerequisite. A copy of the course syllabus and certificate must be included with the request for waiver and accompany the course application. The Somerset County Emergency Services Training Academy Curriculum Committee reserves the right to determine if courses taken at other facilities fulfill the prerequisite.

REGISTRATION:

Application for Training must be filled out completely and submitted to the office at least two weeks prior to the start of the class. WALK INS ARE PERMITTED IF SPACE ALLOWS NOTE: 1.

A separate application form must be submitted for each course.

Use the full legal name and social security number of the student on the application form, as this form is used to create the student's computer record.

3.

Print organization/individual name, address, and telephone number.

4.

Mail to Somerset County Emergency Services Training Academy, P.O. Box 3000, Somerville, NJ 08876-1262. Applications will be accepted up to five (5) business days prior to commencement of a course. No guarantee can be made that space will be available for last minute enrollment. Applications MUST be submitted and signed by the Chief or Training Officer of the company/department. 7

CONFIRMATIONS:

Confirmations will be mailed to each sponsoring agency. Do not send members to the academy if a confirmation has not been received. The Agency will be responsible to relay information to its students.

CANCELLATION POLICY:

You WILL be billed for each person registered for a course, unless canceled as stated below: To cancel an enrollee, you must do so at least two (2) business days prior to the starting date of the course. Cancellations must be made with the Office. You may telephone Monday thru Friday, from 8:00 AM to 4:30 PM or leave a message after hours.

SUBSTITUTIONS:

If a person, who is registered, cannot attend a course, you may send a substitute who has met the prerequisites for that course.

The Academy reserves the right to cancel any course for lack of adequate enrollment. Only the agencies will be notified. It will then be the agencies responsibility to contact those students enrolled in that course. TUITION:

All Purchase Orders or Vouchers shall be made out to the Somerset County Emergency Services Training Academy and completed in full by the sponsoring agency. Tuition for out-of-county residents is noted with each course listing.

PHYSICAL and AGE:

Due to the physical requirements for which these skills are being taught, and the nature of the jobs themselves, any student who would pose a direct threat to the health and/or safety to themselves and/or to others shall not be permitted into the course. Students shall not be given credit for any unit of instruction in which they did not actively participate. Students who do not actively participate in any portion of the class will not be given a certificate of completion for the class and will not be eligible to return for other courses for which the uncompleted class is a prerequisite. The aforesaid rules shall conform to the requirements of the ADA. All students must be 17 years of age at the time of enrollment.

STUDENT/ ORGANIZATION

It is the responsibility of each organization/student attending the Somerset County Emergency Services Training Academy for training to provide a certificate of insurance on an annual basis.

LIABILTY & RESPONSILIBILTY:

Any organization or business using any of the SCESTA's facilities must also provide a certificate of insurance. This certificate of insurance shall contain the following information: 1.

Liability insurance in a minimum value of $100,000.00.

2.

A 30-day cancellation clause must be on this certificate.

3.

The County of Somerset shall be named as additional insured.

4.

The certificate of insurance holder shall be the Somerset County Emergency Services Training Academy.

5.

A new certificate of insurance must be submitted seven days prior to expiration of the existing insurance certificate. Payment for any and all medical, first aid, and related charges shall be the responsibility of the student or sponsoring agency.

CERTIFICATION:

Certificates will be awarded for all courses. Certificates will be sent to the sponsoring agency.

RULES AND REGULATIONS CLASS HOURS:

Classes will begin promptly at 7:00 PM for evening courses and 8:30 AM for daytime courses.

ATTENDANCE:

Students are responsible to sign-in on each roster that requires it for each lesson to assure receiving credit for the lesson/course. Sign-in is before the start of class. ANY STUDENT FOUND SIGNING IN FOR ANOTHER STUDENT WILL BE DISMISSED FROM THE COURSE AND THE TRAINING ACADEMY. Make-up students are required to sign the class roster with their name and department to receive credit. 100% attendance is required to be issued a certificate of completion of all Academy courses. JR, Firefighters attending Firefighting I, cannot participate in any live fire training portions under OSHA and the Child Labor Law. Upon attaining the age of 18, he/she may make up those classes missed.

CLASS:

Fire Fighter-I Course: All class lessons must be finished before a State certificate is issued. Students must make up any missed class within eighteen months of the date of their course start date. Students will not be allowed to participate in firefighting activities without a State certification. The procedure is as follows: 1.

The student must sign the class roster and indicate the prior course year in order to receive credit for the lesson.

3.

When all missed sessions have been successfully completed and the tuition paid, the student will be awarded a certificate.

Emergency Medical Technician-Basic Course (EMT-B): A student must have 100% attendance at the end of the course to take the NJ State test. Any student who misses any lesson(s) in this course must notify the EMS Instructor and schedule a makeup class right away.

SMOKING:

Smoking is prohibited within any County building.

STUDENT CONDUCT:

Students shall be courteous, disciplined and consistent with the high ideals of the Emergency Services Training Academy. Proper decorum shall be observed at all times toward fellow students, Academy staff, and instructors.

No food is permitted in classrooms. Students are responsible for maintaining all books, equipment, apparatus and the buildings made available for their use. The following are PROHIBITED: Abusive, profane or obscene language or behavior, sexual harassment; horseplay or any disturbance during class; any form of gambling; use, possession or introduction of any intoxicants or drugs; or reporting to class under the influence of intoxicants.

DRESS CODE & PROTECTIVE EQUIPMENT:

The proper dress code for the SCESTA is as follows:

SHORTS AND CUT OFFS ARE NOT PERMITTED AT ANY TIME INDOOR CLASSES: Casual, but neat, clothing is permitted. No hats/caps are allowed. OUTDOOR CLASSES: Comfortable clothing is suggested for outdoor programs. Slacks and shirts with sleeves shall be worn for all outdoor classes. Clothing may become soiled by outdoor activities, so dress appropriately. No shorts, cutoffs, skirts, dresses, sneakers or open-toed footwear is allowed. Students arriving in sleeveless shirts or shorts will be asked to change or leave.

PROTECTIVE CLOTHING: All protective clothing worn must meet OSHA (29 CFR 1910.156) and New Jersey PEOSHA requirements. Instructors MAY inspect protective clothing. RESTRICTIONS ON HAIR LENGTH AND BEARDS: Any student participating in live fire training, who comes with hair that extends below his/her collar, must arrange it so that it does not fall below the collar. Hair enclosed in an OSHA approved hood is acceptable. No one who has a beard or excessive facial hair shall be permitted to participate in any classes that require the use of Self-Contained Breathing Apparatus (SCBA). This is according to OSHA 29 CFR 1910.134, NFPA 1500, Standard on Fire Department Occupational Safety and Health, Sec. 5-3.10 PEOSHA and SCESTA policy. SELF-CONTAINED BREATHING APPRATUS (SCBA): For any courses/classes requiring the use of SCBA, it shall be the student's responsibility to provide his/her own, plus a spare air cylinder. The academy has a limited amount of SCBA equipment and that is dedicated to Instructor use and for demonstration purposes only. The SCESTA will refill any student's air cylinder, provided it has an up-to-date hydrostatic test date on it.

PAGER/RADIO:

THERE WILL ABSOLUTELY BE NO PAGERS OR CELL PHONES BROUGHT TO CLASS. EXCEPTION: CHIEF OFFICERS

FIRE/SQUAD CALLS:

Emergency calls will not be considered an excuse for being late or missing a lesson. Any student attending a course at SCESTA is expected to be on time for every class. Unless specifically called by his/her department, no student shall leave for an incident in their response district. If a student leaves, he/she will be marked as missing that class. 12

INJURIES:

Injuries of any nature, incurred while on the SCESTA grounds, or at a Field Training Site, must be reported to the lead Instructor immediately. The Academy contact officer will handle all injuries. An incident report must be completed and sent to the Director within 12 hours of the incident. Injuries requiring Emergency Room treatment shall be reported to the Administrative Office immediately, (908) 725-5070 or (after office hours) 908-526-2500.

CANCELLATION OF CLASS:

If for any reason, the SCESTA is forced to suspend operations (inclement weather, natural disaster, etc.), the affiliating agencies will be notified during office hours. If after hours, only then, a notice of closing will be on a pre-recorded message that can be reached through (908) 541-5680. EVERY EFFORT WILL BE MADE TO RESCHEDULE SUSPENDED CLASSES AT THE EARLIEST AVAILABLE DATE. STUDENTS WILL BE INFORMED OF THE RESCHEDULING.

RIGHT OF REFUSAL:

The SCESTA reserves the right to refuse any drill application, if, in the opinion of the staff, a drill proposal would:  Pose possible harm to personnel directly or indirectly involved in the drill.  Cause damage to any Rescue Squad/Fire Department or Training Academy property.  Go against nationally accepted safe practices for firefighting and fire/EMS training.

Tower – This six (6) story tower has an interior elevator shaft and confined space area, exterior and interior stairs, rappel doors, bailout windows, and sprinklers on first floor.

Burn Building – This is a three (3) story natural gas burn building. It has a Kitchen, Bedroom, Warehouse and Electrical mock up available. Complete sound system, Condo, Office Building, Residential and Commercial scenarios available.

Smoke House – This has a one (1) story home, office area, laboratory and many other configurations. Interior blackout walls. All interior areas movable. Customizable to your requirements.

Swede Flashover – Phase 1 flashover chamber. Students are able to view the life cycle of a fire from incipient stage to flashover.

Extrication –

The extrication curriculum presents a complete training cycle of extrication from hybrid car awareness to school bus extrication.

Tank Cars & Drafting Pond – Size up and entry of rail cars. Drafting and pump testing at the drafting pond.

Confined Space – The Confined Space mock up duplicates industrial confined space areas for realistic training.

Phase 5 – The Phase 5-survival area provides hot search training, thermal balance fire attack, multiple fires and excellent class fire training.

Propane Operations – Contract Class Home

PURPOSE: This course will allow the fire fighters to prepare for flammable liquids operations. All props use LPG for fire operations CONTENT: The academy has set up a LPG fire fighting area. We have two 6000 galleon trailers as props. The area has five operational fire areas: 1. Car fire : operational mock up with three fire areas 2. Split flange: flame impinges on a propane tanker from a leak in a four inch pipe. Operations include closing a O S and Y valve to stop the flow of product 3. 250 gal propane tank fire: This prop has a flame impingement base fire and a operating relief valve. Fire fighters have to close a valve to stop the propane flow 4. Spill fire: a 50 square foot pan fire is placed under a propane tanker or next to a car. 5. Motor fire: a 50 square foot pan fire is placed under the motor to create a large area fire. 6. 100 lb. Tanks: 3 construction cylinders involved in both vapor liquid fires. Additional Class Offering: We can combine one of the above props with the Phase 5 operations to increase the fire fighting challenge to the department. Cost: Propane Operations Class. Use of two of the propane mock ups, fuel and instructors for an evening class $600.00 Combination Class: Use of one propane mock up and the Phase 5 for an evening class $850.00

FIREFIGHTER-I

(210 Hours) Home

PURPOSE: This course is the New Jersey Firefighter 1 course. With a combination of classroom and handson participation, the new firefighter candidate will master the basic tasks of firematics. A written and a proficiency exam will be given at the end of the course. A passing grade for both the written & proficiency is required by the state. PURPOSE: The Fire Officer series is designed to build the skills necessary to be an effective fire service leader. The Fire Officer I course is the first course in the series and is designed for firefighters who aspire to the position of company officer. The course is designed to meet the educational and time requirements of NFPA 1021, Standard for Fire Officer Professional Qualifications, 2003 Edition, for Fire Officer I and N.J.A.C. 5:738.2 Qualifications for Fire Officer I. Students who successfully complete the course will be eligible to take the NJ State Fire Officer I certification test. The certification test will be given approximately two (2) weeks after the last day of class. CONTENT: This course content will include a mixture of lectures, case studies, and classroom exercises. The goal is to stimulate classroom interaction centered on what we should be doing versus what we are actually doing as company officers. This course acquaints the student with the role of the company officer in a fire department and introduced basic management and leadership theories, practices, and functions. The Fire Officer II program is designed to build the leadership skills of the company officer involved in administrative and operational issues at the company and/or organizational level. The course is designed to meet the educational and time requirements of NFPA 1021, Standard for the Fire Officer Professional Qualifications, 2003 Edition, for Fire Officer II and N.J.A.C. 5:73-8.2 for Fire Officer II. Students who successfully complete this course will be eligible to sit for the NJ State Fire Officer II certification test. The certificate test will be given approximately two (2) weeks after the last day of class. CONTENT: The course content will include a mixture of lectures and classroom exercises. The course will provide numerous opportunities for the student to combine experience, with training obtained during the course, to complete the relevant classroom exercises and final project. The goal is to stimulate classroom interaction centered on what we should be doing versus what we are actually doing as company officers. ADVANCED PUMPING OPERATIONS INCLUDING WATER SHUTTLE & CAFS OPERATIONS (16 HOURS) Home

PURPOSE: This course is designed to bring the pump operator to the next level of pumping operations including advanced problems beyond the room and contents fire. Hands on scenarios with fire pumpers, portable master streams and aerials will challenge the most advanced pump operators. Simulated hands-on scenarios incorporating tactical operations will be implemented. CAFS deployment, Advanced Hydraulics, limited or no water supply will be discussed in group setting.

CONTENT: Students will start with a Water Shuttle operation with (6) tankers and (3) pumpers and then move into advanced techniques including master stream deployment, aerial bucket operations, ladder pipe operations, LDH operations, standpipe operations, blitz attacked, multi-story fires, fire pumps in sprinkler buildings. FIRE OPERATIONS IN GARDEN APARTMENTS, TOWNHOUSES, CONDOMINIUMS & MUTIPLE DWELLINGS Home

(8 Hours)

PURPOSE: Every community has garden apartments, condominiums and townhouses. This class will focus on firefighting operations in these occupancies. Topics include construction, Engine Company, truck, rescue, fire suppression and firefighting operations in these unique dwellings. Students will cover all aspects of these engine, truck and squad. CONTENT: This 8-hour course will focus on the various types of building construction that encompass these structures and fire travel throughout each occupancy. Students will focus on Engine, Truck and Rescue Company operations as well as fire attack strategies. PURPOSE: Every year many firefighters find themselves in situations where the way they entered the structure has been compromised. This results in the firefighter needing to think quickly and decide what their egress options are. For many the only option is a window bail-out. This maneuver has gained much notoriety since the “Black Sunday” tragedy on January 23, 2005 where two FDNY firefighters were killed and four others were badly hurt when they were forced to jump from a fourth floor window of a burning building in the Bronx. Since this incident, many manufactures have developed various “Bail-Out” systems such as the PETZL “EXO” and the RIT “FFRED & PRESS” systems to name a few. While all of these systems will work, the key to survival is not only having the system, but the ability of the firefighter to deploy the system successfully at a moments notice. The purpose of this class is to provide a safe learning experience where “Bail-Out” techniques can be practiced in a controlled environment. Students who do not have a pre-packaged Bail-Out system must come to class with at least 50’ of life safety rope. The student will be taught several options using personal fire-safety rope they should be carrying in their gear. NOTE: The PETZL “EXO” Bail-Out system requires the initial training session be conducted by their authorized training vendors for liability purposes. PURPOSE: Every year far too many firefighters die in the line of duty. Asphyxiation (running out of air) is a leading cause of LODD on the fire ground. The unfortunate part of this statistic is that the cause is PREVENTABLE, in many of these cases, the firefighter died by simply running out of air prior to exiting the IDLH environment. ROAM was established based on the premise that “Air Equals Time”. The amount of time a firefighter can remain in the IDLH environment depends on how much air is in the SCBA and how quickly the firefighter uses it. The time in the IDLH must account for the time it takes to get to the task location, the task itself and the time it takes to exit the structure. There have been many excellent articles written in recent years discussing techniques firefighters can use when they run low on air. How about not running low on air! How about being Situationally Aware of the remaining air in your SCBA and determine whether or not you have enough air to continue while ensuring you have enough air to get out. This program will discuss many of these relevant topics as well as asking the students whether or are they aware of NFPA 1404 Standards for Fire Service Respiratory Protection Training, which mandates that firefighter’s exit the IDLH prior to their low-air alarm activating. Many of these injuries/fatalities are the result of improper scene safety measures, improper selection and use of PPE, lighting and apparatus placement.
