STANDARD SPECIFICATIONS AND STANDARD PLANS A.

The words "Standard Specifications," and “Standard Plans,” when used in these Special Provisions and on the improvement plans shall mean the State of California Business and Transportation Agency Department of Transportation Standard Specifications dated July 2006.

DESCRIPTION A.

Construction of electrical systems and related improvements at the following locations: 1. Laguna Trail Crossing of East Cotati Avenue.

B.

Traffic signals and lighting systems shall conform to the provisions in Section 86, "Signals, Lighting and Electrical Systems," of the Standard Specifications and the Standard Plans and these special provisions.

SUBMITTALS AND ORDER OF WORK A.

The first order of work shall be for the contractor to submit a set of manufacturer’s specifications of all materials shown on the Laguna Trail Crossing Electrical Plan and Electrical Details sheets of the improvement plans to the Engineer for review and approval.

B.

Upon receipt of written approval of manufacturer’s specifications by City, the second order of work shall be for the contractor to place a purchase order for the service cabinet, control units, street lights, in-roadway lighting system components, pedestrian push button poles and all related equipment.

EQUIPMENT LIST AND DRAWINGS A.

The controller cabinet schematic wiring diagram and crosswalk sketch shall be combined into one drawing, so that, when the cabinet door is fully open, the drawing is oriented with the crosswalk.

B.

The Contractor shall furnish a maintenance manual for all controller units, auxiliary equipment, and in-roadway lighting system. The maintenance manual and operation manual may be combined into one manual. The maintenance manual or combined maintenance and operation manual shall be submitted at the time the controllers are delivered for testing or, if ordered by the Engineer, previous to purchase. The maintenance manual shall include, but need not be limited to, the following items: 1. Specifications 2. Design characteristics 3. General operation theory 4. Function of all controls

FOUNDATIONS A.

Foundations shall conform to the provisions in Section 86-2.03, "Foundations", of the Standard Specifications and these special provisions.

B.

Portland cement concrete shall conform to Section 90-10, "Minor Concrete", of the Standard Specifications and shall contain not less than 470 pounds of cement per cubic yard, except concrete for reinforced pile foundations shall contain not less than 564 pounds of cement per cubic yard.

STANDARDS, STEEL PEDESTALS AND POSTS A.

Standards, steel pedestals and posts shall conform to the provisions in Section 86-2.04, "Standard, Steel Pedestals and Posts", of the Standard Specifications and these special provisions.

CONDUIT A.

Conduit shall conform to the provisions in Section 86-2.05, "Conduit", of the Standard Specifications and these special provisions. 1. The conduit run between a foundation and the nearest pull box shall be the rigid steel or IMC type. 2. When a standard coupling cannot be used for coupling metal type conduit, a UL list threaded union coupling, as specified in the third paragraph in Section 862.05C, "Installation," of the Standard Specifications, or a concrete-tight split coupling or concrete-tight set screw coupling shall be used. 3. When rigid non-metallic conduit is placed in a trench (either in pavement or under PCC sidewalk), after the bedding material is placed and conduit installed, the trench shall be backfilled with minor concrete.

B.

Conduit runs shown on the plans to be located behind curbs may be installed in the street, within 3 feet of and parallel to the gutter line of the curb, by trenching as provided below. All pull boxes shall be located behind the curb or at the locations shown on the plans.

C.

After conductors have been installed, the ends of conduits terminating in pull boxes, and in service and controller cabinets shall be sealed with an approved type of sealing compound.

D.

At locations where conduits is to be installed under pavement and existing underground facilities require special precautions, as described in "Obstructions" of these special provisions, conduit shall be placed by trenching as provided below.

TRENCHING INSTALLATION OF CONDUIT A.

Conduit shall be the rigid non-metallic type. Conduit shall be placed under existing pavement in a trench approximately 2 inches wider than the outside diameter of the conduit to be installed. Trench shall not exceed 6 inches in width. Conduit depth shall not exceed 12 inches or conduit trade-diameter plus 10 inches, whichever is greater, except that at pull boxes the trench may be hand dug to required depth. The top of the installed conduit shall be a minimum of 9 inches below finish grade.

B.

In areas where additional pavement is to be placed, trenching installation shall be completed prior to placing final pavement layer.

C.

The outline of all areas of pavement to be removed shall be cut to a minimum depth of 3 inches with a rock cutting excavator specifically designed for this purpose. Cuts shall be neat and true with no shatter outside the removal area.

D.

The conduit shall be placed in the bottom of the trench and the trench shall be backfilled with minor concrete. Concrete backfill shall be placed to the pavement surface except, when the trench is in asphalt concrete pavement, the top 0.17-foot of the trench (not including overlay thickness) shall be backfilled with asphalt concrete.

E.

Prior to spreading asphalt concrete, paint binder shall be applied as specified in Section 39-4.02, "Prime Coat and Paint Binder," of the Standard Specifications. Spreading and compacting of asphalt concrete shall be performed by any method which will produce an asphalt concrete surfacing of uniform smoothness, texture and density.

PULL BOXES A.

Pull boxes shall conform to the provisions in Section 86-2.06, "Pull Boxes", of the Standard Specifications and Standard Plan ES-8, “Pull Box Details,” and these special provisions. 1. Grout shall be placed in bottom of pull boxes. 2. The third paragraph of Section 86-2.06C, "Installation and Use" of the Standard Specifications is amended to read: Where the sump of an existing pull box is disturbed by the Contractor's operations, the sump shall be reconstructed. 3. Unless otherwise noted on plans, all pull boxes shall be No. 5.

CONDUCTORS AND WIRING A.

Conductors and wiring shall conform to the provision in Section 86-2.08, "Conductors", and Section 86-2.09, "Wiring", of the Standard Specifications and these special provisions. 1. Splices shall be insulated by Method B. 2. Conductors shall be spliced as shown in the standard plans except that the type "S" splice shall use the "C" shaped compression connector.

BONDING AND GROUNDING A.

Bonding and grounding shall conform to the provisions in Section 86-2.10, "Bonding and Grounding", of the Standard Specifications and these special provisions.

SERVICE A.

Service shall conform to the provisions in Section 86-2.11, "Service", of the Standard Specifications and these special provisions. 1. The neutral conductor shall run from the service equipment enclosure to the controller cabinet without splicing to other neutral conductor. 2. The bottom of the circuit breakers shall be 36 inches minimum above the bottom of the service equipment enclosure.

B.

The twelfth paragraph in Section 86-2.11, "Service", of the Standard Specifications is amended to read: 1. The Contractor will arrange with the service utility to complete service connections for both temporary and permanent installations and will pay all costs and fees required by the utility. 2. The contractor will apply for and obtain a building permit from the City of Cotati Building Department. The contractor shall submit to Pacific Gas & Electric Company a “Record Drawing” showing the service point, conduit size, conduit location and the electric load requirement. The contractor will then call the building Department to request an inspection to set the electrical meter in the service enclosure.

TESTING A.

Testing shall conform to the provisions in Section 86-2.14, "Testing", of the Standard Specifications and these special provisions. 1. The Contractor will maintain the system or systems during the test. The costs of any necessary maintenance performed by the City of Cotati shall be at the Contractor's expense. 2. The Contractor's attention is directed to Section 7-1.16, "Contractor's Responsibility for the Work and Materials", of the Standard Specifications. The Contractor is responsible for repairing any damage to the work due to public traffic until acceptance of the work or relief of maintenance, as provided in Section 7-1.15, "Relief From Maintenance and Responsibility", of the Standard Specifications.

LIGHTED CROSSWALK WARNING SYSTEM A.

The lighted crosswalk warning system consists of a power control unit, a control unit/service equipment enclosure, inset light emitting diode (LED) lighting fixtures with in-roadway base plates, activation mechanisms and related equipment as necessary for a complete operational system. The installed system shall comply with National Electric Code (NEC) Article 300, Chapter 7, Section 725-3 rated as “Low Voltage”. The System shall be installed to manufacturer’s recommended specifications and conform to federal, state or local regulations.

B.

“MADE IN AMERICA” SYSTEM MUST QUALIFY FOR “MADE IN THE U.S.A.” designation.

C.

Enhanced Superior Flash Rate 1. The system shall have a tested proven effective “Enhanced Superior Flash Rate”.

D.

Data Collection 1. The system must collect and store all operational, functional and statistical information.

E.

Data Retrieval 1. The system must be RS232 accessible via local and remote access with data information retrieval capability.

F.

Uninterruptible Power Supply With Battery Back-Up

G.

Manufacturer System Assurance 1. Upon request the manufacturer shall provide the purchasing agency with a minimum of three test/ evaluation study reports conducted by independent agencies. Test/ evaluation study reports shall demonstrate the worthiness and effectiveness of manufacturer’s system for assurance by purchasing agency.

H.

Manufacturer Proof of Insurance 1. Upon request, the manufacturer shall provide the purchasing agency with “Proof of Product Liability” Insurance.

I.

Power Control Unit 1. The Power Control Unit (PCU) shall be based on a high-speed 8-bit embedded micro controller and shall utilize a compiled machine control language. PCU shall include system operation software with user adjustable parameters accessed by Key Pad and LCD display. PCU output voltage shall not exceed 15 volts.

J.

Control Unit/Service Equipment Enclosure 1. An aluminum Type 111-AF service equipment enclosure shall be provided. 2. The enclosure shall meet or exceed NEMA 3R rating.

K.

In-Roadway Lighting Fixtures 1. In-roadway lighting fixtures shall be light emitting diode (LED) type. 2. The light source shall be amber AlInGaP, non-diffused LED lamps. 3. The luminance of the lights shall be a minimum of 2,250cd/m². 4. Lights shall be visible at a minimum of 400 feet in advance of the crosswalk. 5. The lighting fixtures shall be a uni-directional light source. 6. The lights shall flash at an enhanced rate of multiple flashes per second. 7. The flash rate shall meet or exceed standards established by the Federal 8. Highway Administration (Manual on Uniform Traffic Control Devices). 9. The lighting fixtures shall have a standard black finish. 10. The light fixture assembly shall have a debris-free, self-clearing design.

L.

In-Roadway Light Fixture Housing (Base Plate) 1. The light fixture housing shall be cast metal alloy with anti-slip finish. 2. The light fixture housing materials shall withstand normal vehicle tire impact without sustaining permanent deformation or cracking. 3. The light fixture housing shall be 10 inches in diameter (Non-Snow Plow).

M.

Pedestrian Crossing Symbol Signs 1. Pedestrian Crossing Symbol Sign shall include Amber LED lights.

Pedestrian Crossing Symbol Sign LED lights shall flash at an enhanced rate of multiple flashes per second, synchronized with all other system lights. Pedestrian Crossing Symbol Sign shall include mounting bracket assembly. Tamper resistant hardware will be supplied by installer. Pedestrian Crossing Symbol Sign shall be Federal Designation in size, color and description. See below. a. Size: 30 inches by 30 inches b. State of California Designation Type: W-54 c. State of California Designation Color: Fluorescent Yellow Green

System Activation 1. The lighted crosswalk warning system shall include the means to activate the system by pedestrian push buttons, as shown on the plans and specified herein. This activation system shall be installed and operational, in accordance with the manufacturer’s recommendations. 2. The pedestrian activation station shall include the Polara Model X2-LED push button station, the Polara Model MPBS-X stainless steel pedestrian push button, and all equipment and wiring as necessary to install, mount, and otherwise provide for a completely operable lighted crosswalk warning system. The three yellow LEDs on each push button station require 12 – 18 volt AC/DC, wired in parallel with the in-pavement lights. 3. The push button equipment shall be installed on pedestrian push button posts in accordance with Caltrans Standard Plan ES-7A. The posts shall have a dark brown powder coat finish. See plans for additional post installation and construction details.

PART 3 EXECUTION 3.1

SAFETY REQUIREMENT A.

The Contractor shall comply with all CAL/OSHA safety requirements. It shall be the Contractor's sole responsibility for making sure these safety requirements are met and the Contractor shall fully assume all liabilities for any damages and/or injuries resulting from his or her failure to comply with the safety requirements. Failure on the City's part to stop unsafe practices shall, in no way, relieve the Contractor of his responsibility.

PROJECT APPEARANCE A.

Contractor shall maintain a neat appearance to the work.

B.

In any area visible to the public, the following shall apply: 1. When practicable, debris developed during construction shall be disposed of concurrently with its removal. If stockpiling is necessary, the material shall be removed or disposed of daily.

SUPERINTENDENCE A.

The Contractor shall designate in writing before starting work, an authorized representative who shall have the authority to represent and act for the Contractor.

B.

When the Contractor is comprised of two or more persons, firms, partnerships or corporations functioning on a joint venture basis, said Contractor shall designate in writing before starting work, the name of one authorized representative who shall have the authority to represent and act for the Contractor.

C.

Said authorized representative shall be present at the site of work at all times while work is actually in progress on the contract. When work is not in progress and during periods when work is suspended, arrangements acceptable to the Engineer shall be made for any emergency work which may be required. END OF SECTION
