Thomas L. Cavanaugh Owner, President, CEO

Thomas L. Cavanaugh was born and grew up in Ft. Lauderdale, Florida. He is a graduate of Florida State University with a dual major of Finance and Risk Management and a minor in Accounting. Mr. Cavanaugh is also a licensed Mortgage and Real Estate Broker and attended the Wharton School of Business specializing in Development of Rental Housing and Real Estate Negotiations. He continued his education with classes at UCF towards an M.B.A. specializing in Construction Engineering. After graduation, Tom worked as a Developer and Director of Land Acquisition for Picerne Development Corp. where he was directly responsible for all raw land purchases in Florida. Mr. Cavanaugh coordinated all activities of development with construction and management for over 2,000 rental units and 78,000 square feet of office space over a 2 year period comprising $40 million in investment. Tom founded PAC Land Development Corporation in 1985. As President and CEO, Mr. Cavanaugh is directly responsible for all development, management and financial planning for all multifamily developments. He is a Partner in all PAC projects. He is personally responsible for all aspects of Corporate Activity and Limited Partnerships. He is responsible for the design of site plans and buildings, coordinating of all permitting activity to government agencies, submittal of site plan for approval from the Planning and Zoning Boards, and due diligence analysis of surrounding competition, product mix, and absorption analysis. Tom directly supervises all PAC Land Development Employees while keeping a hands-on approach to accounting, management, financial analysis, cost controls, cash flow projections, product analysis and design, due diligence analysis and site selection. In addition to his personal oversight on all PAC Land Development properties, Tom is on-site frequently throughout the construction phase, and into the lease-up and marketing phase ensuring the highest quality product on the market.
