DEKRA has a global presence and is one of the world’s top five providers of expert services. Having been the global market leader in vehicle inspection for many years, DEKRA has also quickly acquired a leading position in the international market for industrial inspection services. In the employee training sector, DEKRA is one of the biggest providers in Germany.

INTERNATIONAL EXPANSION The ability to act as an international provider for global clients is an important strategic objective for DEKRA. We therefore continued to boost our international presence in 2013 via acquisitions.

SWEDEN. STOCKHOLM. DEKRA is expanding in Sweden through the acquisition of five testing centres from vehicle inspection company Applus Bilprovning. Vehicle testing and exhaust emission tests on cars, small vans and motorcycles are carried out in these centres. The new testing centres represent a further step on the way to building a comprehensive network by 2015. DEKRA has been accredited in Sweden since 2011 and currently operates a network of 24 centres in total.

THE NETHERLANDS. NIEUWEGEIN. With the acquisition of certification company ViaNorm, which is headquartered in Nieuwegein, DEKRA is significantly growing its assessment services business and system and person certification activities in the Netherlands. ViaNorm is the country’s leading provider of independent assessments and certification for the automotive, transport and logistics sector.

THE NETHERLANDS. ROTTERDAM. The acquisition of the highly specialised company TES, which is based in Rotterdam, allows DEKRA to extend its business in claims handling activities for vehicle damage. TES assesses damages to new vehicles at all stages of the transport process around the world. The clients for this service are primarily insurance companies, manufacturers, car dealers and shipping companies.

SWEDEN. HEDEMORA. By acquiring Indeco Kalibrering, DEKRA is enhancing its service portfolio for garages. Headquartered in Hedemora in central Sweden, Indeco Kalibrering also operates a laboratory in Södertälje, near Stockholm, and is the country’s market leader in tool calibration, ranging from torque wrenches to emissions testing equipment. Indeco Kalibrering is the only company in Sweden that offers this service nationwide.

AUSTRALIA. MELBOURNE. DEKRA is acquiring Melbourne-based Russel Consulting International (RCI), giving it a presence on five continents. Consultancy company RCI implements general safety, occupational safety and environmental protection strategies for clients in the commodities sector and the oil, gas and process industry.

NEW ZEALAND. WELLINGTON. DEKRA is expanding its vehicle inspection business internationally. As the world’s largest vehicle inspection provider, DEKRA has acquired a majority stake in Vehicle Testing New Zealand (VTNZ). VTNZ is the leading vehicle testing company in New Zealand and generates annual revenue of around 50 million euros via some 80 sites and approximately 800 employees.

SOUTH AFRICA. JOHANNESBURG/VANDERBIJLPARK. In Africa, DEKRA is strengthening its market position in the industrial services sector with the acquisition of the Raysonics Group. Raysonics employs around 300 people and is the market leader for non-destructive material testing in South Africa and is also present in neighboring countries. DEKRA boosts training efficiency in the field of occupational safety with the DEKRA Safety Web. Companies that behave negligently in this area run the risk of serious accidents, fines and disputes with insurers. In contrast with time-consuming and expensive classroom training, the DEKRA Safety Web provides multimedia instruction and mature didactic content in the form of web-based training (WBT).

By presenting the first findings of its study entitled “Buying new cars online – opportunity or blind alley for the car trade”, DEKRA highlights trends in car sales. DEKRA commissioned the Institute for the Automotive Industry (IFA) at Nürtingen-Geislingen University to produce the study. It shows that online sales of new cars are gaining in significance for car retailers. Around 10% of car purchasers are happy to buy a new car online.

JUNE

The DEKRA road safety report for 2013 shows how safety can be improved on country roads, in response to the fact that users of such roads face a higher level of risk both in Germany and elsewhere in the EU. For many years now, country roads have accounted for the biggest share of road fatalities. The figure is well over 50% EU-wide and around 60% in Germany.

The DEKRA SafetyCheck campaign takes place for the seventh time. Car drivers aged 18 to 24 are invited to bring their cars along for a free safety check as part of this initiative to improve road safety, which is organised jointly by the German Road Safety Association (DVW), the German Road Safety Council and DEKRA. Almost 18,000 drivers take part in the nationwide campaign, which runs under the slogan “Safety pitstop!” at all DEKRA branches.

DEKRA is tasked with checking new rail vehicles for compliance with regulations and technical standards on behalf of the German Federal Railways Authority (EBA). The aim is to gradually handle more of this work and reduce the pressure on the EBA while accelerating the approval process.

DEKRA opens the first test facility for pedestrian safety to be established by an expert services provider at the DEKRA automotive test centre in Klettwitz, Brandenburg. The facility allows driver assistance systems for protecting pedestrians to be tested at the development stage. In future, such systems will be able to recognise pedestrians crossing the road, alert a distracted driver and if necessary apply the brakes.

The German Football Association (DFB) and DEKRA celebrate ten years of successful collaboration in referee sponsorship. The original agreement was signed at the start of the 2003/04 Bundesliga season. Then as now, the partnership is a perfect fit with DEKRA’s corporate values of impartiality and expertise.

DEKRA becomes a member of the European Commission’s PETROBOT consortium. The PETROBOT project involves developing robots to assist with inspections of pressure vessels and storage tanks in the oil, gas and petrochemical industry. The objective is to substitute robots for humans in hazardous situations and also to reduce downtime.

Technical innovations, new guidelines and bestpractice solutions for securing loads on trucks and transporters are central themes of the 8th International DEKRA/VDI Symposium on “Securing loads on road vehicles”, held in Klettwitz, Brandenburg. Around 200 representatives from the transport industry, academia, the automotive industry and public agencies attend.

The first DEKRA laboratory for process safety in Asia opens in Shanghai. Clients can use the facility to have the flammability and explosive properties of dusts, powders, fluids and gases tested. The tests are carried out in accordance with internationally recognised standard procedures, in the same way as in DEKRA laboratories in the United States and the UK.

Ladies and gentlemen, members, clients and partners, DEKRA continues to perform well, with 2013 being another good year. Through organic growth and acquisitions in Australia, New Zealand, the Netherlands, Sweden and South Africa, DEKRA SE successfully progressed with the international expansion of its business. The ability to respond quickly to new client requirements and emerging trends in the markets for testing, inspection and certification services, along with a capacity for innovation, is equally important for achieving continuous growth. Here again, DEKRA was successful in 2013. DEKRA’ s mission is to boost safety in every section of society. This key objective has underpinned DEKRA’ s activities and business policy for nearly 90 years. Numerous initiatives and projects attest to this, from the company's annual road safety report to the SafetyCheck campaign. A recent example is the testing of driver assistance systems to protect pedestrians. DEKRA is the first provider of expert services to set up a test facility specifically to test these kinds of systems during the development phase, and is currently unique in doing so. The facility enables DEKRA to accelerate the introduction of such systems, thereby contributing to the protection of pedestrians on our roads. In close consultation with the Supervisory Board, the Management Board has taken an active role in shaping DEKRA’ s business policy and growth trajectory. Investment has been made in the core business, the DEKRA Automotive business unit, as well as in the newer business segments of the DEKRA Industrial and DEKRA Personnel business units. Areas of expertise that are enjoying buoyant growth, such as plant and process safety, material testing and product certification, were further strengthened. The expansion of DEKRA’ s global presence has improved the company’s ability to serve big-name clients in the automotive and process industry worldwide. Flexible structures and processes that keep us close to our clients also play an important role here. As part of the strategy programme, these structures and processes were a major focus of the Management Board’s work in the reporting year. Throughout the year, the Presidential Board and the Supervisory Board provided constructive and critical support for DEKRA’ s operational management process and strategic direction. We will continue to work together to promote the long-term success of the company.

Thomas Pleines Born in 1955, appointed President of the Presidential Board of DEKRA e. V. and Chairman of the Supervisory Board of DEKRA SE in 2011. A Lawyer by profession, he was Chief Executive Officer at Allianz Versicherungs AG in Munich from 2006 until 2010.

Ladies and gentlemen, In a modern society, safety is a central concern for every individual – at home, in the workplace and on the road. DEKRA is all about safety, and in 2013 we again dedicated ourselves to making the world a safer place. The 2013 fiscal year was marked by achievement in our core business and progress in entering new business segments. Thanks to strategic acquisitions in Oceania, we now have a presence on all five continents. This is reflected in the fact that nearly half of DEKRA’ s workforce is located outside Germany. Our international reach and broad-based service portfolio have reinforced our growth trajectory. Despite challenging economic conditions in France, our second home market, we achieved a 6.8% increase in total revenue to 2.31 billion euros. Adjusted EBIT rose to 162.7 million euros. The number of employees grew by 4,000 to over 32,000. All three business units contributed to the company’s strong performance in 2013.

The DEKRA Automotive business unit expanded its leading position in the global arena via acquisitions in the Netherlands, Sweden and New Zealand. Acquiring New Zealand’s market leader for vehicle inspection, Vehicle Testing New Zealand, has given DEKRA a strong presence in the Asia-Pacific growth region. DEKRA Automobil GmbH is the backbone of the DEKRA Automotive business unit, enjoying a dominant position in the German market with revenue of around 1 billion euros. Overall, revenue from automotive services increased by a total of 5.7% to EUR 1.23 billion. Our global business with industry clients grew 5.0% to 674 million euros. The DEKRA Industrial business unit benefited from a strong market position in dynamic segments such as material testing, product testing and business assurance, as well as Insight (Consulting). With the acquisition of companies in South Africa, Australia and the Netherlands, the business unit has become a leading global provider in all four segments. Our expertise was also showcased in Brazil in the run-up to the 2014 FIFA World Cup, where DEKRA experts conducted safety checks on the roof of the Maracanã Stadium in Rio de Janeiro. The DEKRA Personnel business unit likewise performed strongly, with revenue up by 16.2% to 390 million euros. Highlights at DEKRA Academy included the introduction of new qualification services for specialists in elderly care and training for specialist air freight inspection staff. The DEKRA Arbeit Group saw further growth in the temporary work sector – bucking the downward market trend brought about by regulatory interventions. To safeguard our company’s ongoing increases in revenue and earnings, we are constantly working to enhance our internal structures and processes. Along with our global key account management team, the newly introduced national and regional managers proved to be a valuable addition in 2013. Facilitating access to our comprehensive service portfolio by bringing services together under one roof in DEKRA centres worldwide was also beneficial. In Germany, integration of periodic industrial inspection services into the tightly knit DEKRA Automobil GmbH branch network bore fruit for the first time. Our company-wide GLOBEX IT solution enabled us to accelerate important business processes and boost collaborative working within the Group. We have started the new year confident in our ability to build on our long track record of improving performance. We aim to further increase revenue and earnings. Our heavy investment in international expansion, new business segments and flexible structures will help us to compensate for economic and regulatory challenges in individual countries and service sectors. We see excellent growth opportunities in non-destructive material testing, plant and process safety, and in testing and certification. DEKRA’ s successes are due to dedicated employees, loyal clients, strong supervisory bodies and a constructive relationship between management and labour organisations. IN PURSUIT OF FAIR PLAY An interview with Bibiana Steinhaus, World’s Best Woman Referee of 2013 and the DFB’s first and only female referee, who now officiates at Bundesliga games between professional male footballers.

Ms Steinhaus, you’re the first German to be awarded the title “World’s Best Woman Referee”. How does one become the “World’s Best Woman Referee”? BS  The International Federation of Football History & Statistics (IFFHS) is an international association of football statisticians. Since 1987, the title “World’s Best Referee” has been awarded every year to male football referees. A category for female referees was added in 2012. According to the information provided by the IFFHS, selected specialist journalists and experts from 70 countries on every footballing continent take part in the ballot to choose the winner.

… and what does this award mean to you? BS  To receive an accolade of this kind is, of course, an enormous honour. The title energises me to stay committed and continue with my personal development.

What does fair play mean to you as the World’s Best Woman Referee 2013? BS  For me, fair play goes far beyond simply sticking to the rules – not just in football but in other areas of life as well. It's about more than following the rules of the game and other constraints.

I believe that fair play is the expression of an attitude. It describes respect for your opponent. But fair play isn’t an obstacle to success. In fact, it’s a requirement for achieving sporting success without taking advantage of others.

Bibiana Steinhaus born in 1979, is the most famous and “best woman referee in the world” (Herbert Fandel, Chairman of the DFB Referees Commission). The first and only German to be awarded the title so far, the serving police officer was recognised as the “World’s Best Woman Referee 2013” at the start of this year.

Professional footballers and referees – sometimes tensions run high. With expertise, a charming smile and a cool head, Bibiana Steinhaus has events on the pitch firmly under control.

What makes a good referee? BS  As football continues to develop, the referee’s role is becoming ever more demanding. A modern referee needs many of the traditional management skills. The requirements include a good understanding of human nature, strong communication skills and the ability to work as part of a team. In addition, there are obvious things such as transparency, accountability, objectivity and the ability to handle criticism and cope with pressure. A referee must have the courage to take decisions and, if necessary, be able to deal with wrong decisions. Obviously, this description is not exhaustive, and not every referee possesses each quality to the same degree. I think being genuine and honest is often key to being accepted and respected by players long-term. That’s important because you’re likely to come across the same players in a future match.

Things can get very heated in football. How do you manage to stay calm in such situations? BS  In emotionally charged situations it’s vitally important for the referee, as an impartial official, to keep a cool head and stay calm. They need to be able to stand back and see things in perspective. If you allow emotions to get in the way, it affects your judgement. Obviously, I also have sympathy for the players and their concerns and needs. After all, I play sports too. Having said that, decisions must be based on the facts.

… or you deploy your disarming smile? BS  In my job it’s important to have a wide range of weapons at your disposal for defusing difficult situations. Sometimes the fastest communication path between two people is a smile, which can do the trick.

How do you make important decisions in just split seconds? BS  The time factor is actually very interesting in my job. How long do you need to make a good decision? And how long can you allow yourself to come to a decision? Normally, I’m an advocate of the theory that before making a far-reaching decision with enormous consequences you should first sleep on it. But as a football referee that’s obviously not an option. On the football pitch you have to react immediately, partly in order to maintain your authority. To be able to do that, you need expert knowledge of the game. You have to bear in mind some 120 pages of rules and make around 200 decisions a game. You have to be able to recall and apply the rules instantly. You also widen your experience with every game. Like with every job, this experience gives you confidence in what you do. And, of course, we referees operate as part of a team and share our decisions, which we then uphold together.

Where do you see parallels between a Bundesliga referee and DEKRA, which monitors and applies legal requirements as the world’s largest provider of vehicle inspections? BS  Rules are obviously all around us, not just on the football pitch. Both referees and DEKRA experts have a very important task to fulfil. We’re committed to the principle of fair play. We aim to see the bigger picture in every situation and make impartial, expert decisions. The cornerstones of our work are impartiality and expertise, performance and reliability. When a vehicle has serious defects, for example, DEKRA’ s experts take it off the road. If footballers endanger the health of their opponents, they’re also given time-outs. You could say that we both show red cards and ensure the principle of fair play is upheld, on the football pitch and on the roads.

DEKRA AUTOMOTIVE Pedestrians account for one in five road fatalities in the EU, which shows that the most vulnerable road users face an unfair risk. But things are about to change. Car manufacturers are committed to introducing driver assistance systems, with DEKRA providing the required testing equipment.

The development departments of all major car manufacturers are working flat out on driver assistance systems. These systems can recognise pedestrians crossing the road, alert a distracted driver and if necessary apply the brakes. Hitherto this type of solution has only been available for luxury vehicles, rather than mass-market models. To promote market penetration of driver assistance systems, in the summer of 2013 we set up a state-of-the-art test facility at the DEKRA automotive test centre in Klettwitz, Brandenburg. This allows realistic simulation of dangerous everyday situations that occur when pedestrians cross a road. The equipment can pull away the pedestrian crash test dummy fractions of a second before impact. This prevents damage to the vehicle and dummy, allowing them to be used to conduct further tests with minimal delay. We are currently the only provider of expert services in the world with a high-tech testing facility of this kind, which is specifically tailored to internationally recognized testing methods. This reflects the level of DEKRA’ s commitment as one of the first signatories to the European Road Safety Charter. Our test facility is helping to ensure that pedestrians will face fewer risks in the future.

DEKRA AUTOMOTIVE The DEKRA Automotive business unit continued to grow, building on its strong position in its German home market. Revenue rose by 5.7% to 1.23 billion euros. Acquisitions such as the majority buyout of Vehicle Testing New Zealand (VTNZ) are representative of our successful international expansion.

DEKRA underscored its position as international market leader last year, inspecting around 23 million vehicles. The acquisition of VTNZ contributed to that total. With over 80 test centres, more than 800 employees and revenue of around 50 million euros, the company is the market leader in vehicle inspection in New Zealand. VTNZ thus provides a strong platform for further business development in the Asia-Pacific growth region. International vehicle inspection network The international network operated by the Vehicle Inspection service line was extended through further acquisitions and the opening of new centres. In the USA, the number of testing centres in Texas and Georgia rose to a total of 44. We also entered two more states by opening centres in North Carolina and California. In Mexico, DEKRA signed contracts with the international subsidiaries of a German car manufacturer and an American electrical company for testing their truck, bus and car fleets. In Sweden, the number of testing centres rose to currently 24 due to the acquisition of Applus Bilprovning. In the service line Claims Services, DEKRA expanded its portfolio by acquiring Dutch company TES. Headquartered in Rotterdam, the company’s main business is handling claims related to sea

transport of new vehicles. DEKRA has also gained additional European insurance companies as clients. Vehicle damages claims are processed on behalf of these companies both in the respective domestic market and in other EU countries. Extreme weather in Germany resulted in a boost in orders for the Expertise service line. Following a hailstorm in July 2013, nearly 150,000 car appraisals were produced, for example. The Used Car Management service unit consolidated its leading market position in the fast-growing Chinese market by providing services to local car dealers. Strong position in Germany DEKRA Automobil GmbH continues to be the engine for growth in the DEKRA Automotive business unit. In 2013, it performed well in both the appraisals sector and vehicle inspection, exceeding nine million vehicle tests for the first time. With a share of around 34% of the vehicle inspections sector and about 25% of appraisals, DEKRA is the market leader in Germany. Regional industrial services were integrated into the DEKRA Automobil GmbH branch network, giving DEKRA’ s clients the benefit of combined expert services across the two areas. In addition, framework contracts were signed with a large number of big-name clients in Germany with nationwide operations. DEKRA Automobil GmbH revenue rose by 12.7% to around 1.00 billion euros in total. This was partly the result of integrating regular industrial inspection services.

In view of tough competition in the automotive services market, DEKRA expanded its service portfolio in 2013. The service offering in the crash test centre in Neumünster was expanded to include the small overlap test, for example. This test is a new requirement in the United States and thus important for export-focused German manufacturers. In the small overlap test, a vehicle is driven into a barrier with 25% of the total width of the vehicle striking the barrier. This is intended to simulate a collision with an oncoming vehicle or an object like a bridge support. DEKRA also carries out development-related tests on pedestrian protection systems to assist car manufacturers in their efforts to enable safer traffic. Every year, some 500 pedestrians die on Germany’s roads alone. Pedestrians account for one in five road deaths EU-wide. DEKRA has chaired the “PFCWS – Predictive Forward Collision Warning Systems” working group since 2009, the year it was founded. German and foreign car manufacturers, the German Federal Highway Research Institute and the insurance sector are all involved in this initiative. The aim is to accelerate the introduction of pedestrian protection systems. The working group has developed internationally recognised test procedures for such systems.

DEKRA INDUSTRIAL Building is a complex business – especially at an altitude of 2,100 meters when an ageing sports centre is being totally refurbished and expanded to include a conference zone. DEKRA helped to ensure that Tignespace in the French Alps opened on schedule in July 2013.

“My job is all about ensuring that buildings are safe. As part of that, we subjected the design of Tignespace and the materials used to stringent tests. Buildings face very challenging conditions at this kind of altitude.”

Professional and amateur sports people, ranging from basketball players and track-and-field athletes to squash players, flock to Tignespace all year round. Covering some 3,500 square meters and located in one of the finest skiing areas in the Alps, this is the biggest indoor sports centre for professional high-altitude training in Europe. Tignespace also offers eleven conference and seminar rooms for corporate clients and event organisers. The original 1980s sports centre no longer met modern requirements. The building was thus essentially demolished and rebuilt. DEKRA was involved at this early stage to advise on the demolition works, including how to deal with the asbestos and lead materials in the building. During the construction phase, construction and safety experts from DEKRA were responsible for monitoring and coordinating technical aspects of the ongoing work. Acting as part of a team comprising client, construction company, the authorities and various consultants, they ensured fair play between the parties. The new building complex fits harmoniously into the heart of the village as well as the local Alpine landscape, not least because of its living roof. In winter, the roof serves as a ski-run for small children, while in summer it blends in almost completely with the vegetation on the surrounding mountain slopes.

DEKRA INDUSTRIAL The DEKRA Industrial business unit benefited from its strong international position in the markets for consultancy, testing, inspection and certification services. Revenue rose by 5.0% to 674 million euros. At the same time, strategic acquisitions created a strong platform for further expansion of the business unit.

The Material Testing & Inspection service unit allows DEKRA to provide clients with strong technical expertise and highly specialised services. In the burgeoning non-destructive testing (NDT) market, the acquisition of Raysonics demonstrated our clear commitment to expansion. With 300 employees, Raysonics is the NDT market leader in South Africa. It has five sites in the country’s main industrial centres and is set to benefit from investment in power stations. In addition, DEKRA’ s expertise in material testing was confirmed in 2013 by its inclusion in the European Commission’s PETROBOT consortium. The PETROBOT project aims to replace humans with robots for hazardous inspections of pressure vessels and storage tanks.

Process Safety opened a laboratory in China in 2013, where the flammability and explosive properties of dusts, powders, fluids and gases are tested. The tests provide the data needed to find ways of managing the deflagration and explosive hazards associated with flammable materials.

Professional advice worldwide The Insight (Consulting) service unit is particularly important for our worldwide industrial business. The acquisition in 2011 and 2012 of the UK-based Chilworth Global Group, a specialist in explosion protection and process safety, and BST, the leading global expert in organisational and process consultancy, placed DEKRA’ s consultancy business on a broader international footing. Close collaboration worldwide between the Process Safety and Organisational Safety units is generating exciting cross-selling and growth opportunities.

New services and markets Expansion of services was a key focus in the service line Industrial & Construction Inspection and the service units Product Testing & Certification, and Business Assurance. This enabled DEKRA to improve its position in existing markets and move into new ones.

Following the acquisition of Russell Consulting International (RCI) of Melbourne, Australia, in 2013, we can now support clients on five continent. Companies from the commodities sector and the oil, gas and process industry rely on RCI when implementing their general safety, occupational safety and environmental protection strategies.



In Brazil, DEKRA experts performed safety checks on the roof of the Maracanã Stadium in Rio de Janeiro in the run-up to the 2014 FIFA World Cup. The contract involved materials testing in Stuttgart and quality assurance of the on-site installation operation. In China, meanwhile, DEKRA has become one of the top five providers of certification for shipping containers.

In addition, the company's service portfolio in China is constantly being expanded, with inspection of photovoltaic inverters and furniture being added in 2013. In the Netherlands, our certification business was expanded by the acquisition of ViaNorm, a leading provider of quality testing and safety services to the automotive, transport and logistics sectors. ViaNorm also advises and supports its clients on internal improvement programmes and certification projects. Further development work was carried out in Germany on the patented LiKoS lift inspection system. The new LiKoS Lift Scan product allows lift operators to measure ride quality and cage capacity, identify weak points and highlight improvement potential. Since July 2013, DEKRA has also been working with the German Federal Railways Authority. Handling risk assessment of rail vehicles reduces the Authority’s workload and speeds up approval of new-generation vehicles. The rising number of electronic parts in rail vehicles has led to an increasing need to check electrical components such as LED headlights for electrical safety and electromagnetic compatibility. DEKRA has increased its laboratory capacity accordingly.

DEKRA is authorised by the German Civil Aviation Authority to assist in declaring air freight safe. To do this, we deploy cutting-edge technology. One of the latest generation of X-ray scanners operates in Neu-Isenburg in the immediate vicinity of the airport, allowing items up to the size of air freight containers to be scanned. The fine noses of explosives sniffer dogs provide additional security. DEKRA is one of only three providers in Germany permitted to monitor air freight in this way. DEKRA’ s work extends beyond air freight inspection. DEKRA Industry & Aviation is Germany’s biggest provider of advisory and support services for companies involved in aviation. This includes assistance with implementing statutory requirements through appropriate quality assurance and personnel training in all areas of aviation safety, customs matters and hazardous goods. In addition to manufacturers, clients include transport companies, airlines, airports and providers of in-flight supplies and airport deliveries. Aircraft maintenance and manufacturing operations draw on DEKRA’s in-depth technical expertise with regard to aviation safety in particular. Hazardous goods-related services complete the portfolio. This area is highly sensitive, especially with regard to air freight, due to the huge potential for danger and the strict regulations involved. As one of the biggest private training institutions in Germany, DEKRA Industry & Aviation provides expert services throughout Germany in all of these areas, focusing on customer needs and public safety. The principle of fair play is always at the forefront of our operations.

DEKRA PERSONNEL The DEKRA Personnel business unit emphatically confirmed its position as one of the biggest providers of training and personnel services in Germany. Revenue grew by 16.2% to 390 million euros. New training courses and a strong market position in the temporary work sector both contributed to the impressive results.

In the Training & Education service line, DEKRA Academy succeeded in attracting clients from both the public and private sector for its innovative training programmes. The transport and logistics industry also contributed to the gratifying performance. The number of drivers trained in compliance with German legal requirements for vocational driver training rose steadily over the year to around 40,000 who completed at least one module in 2013. Both new drivers and experienced truckers must have completed 35 hours of training by September 2014. In the Aviation segment, DEKRA responded to changes in air freight safety regulations. Accordingly, the service portfolio now includes personnel training in security and monitoring. New Internet-based services around occupational safety were introduced to simplify internal processes within companies. Organisations from a variety of sectors can thus provide their employees with information about safety regulations in a legally compliant manner via DEKRA Safety Web. The DEKRA solution is the first occupational safety portal offering online instruction and has been certified by the German Social Accident Insurance body DGUV. On behalf of the German Federal Ministry of Education and Research, DEKRA is acting as a training ambassador in Greece. A pilot project based on Germany’s dual system of vocational

education and training has been launched in the Greek tourism sector, supported by DEKRA expertise. This proven approach is designed to tackle high youth unemployment and will subsequently be applied to other sectors in the country. Safeguarding the provision of skilled employees In Germany, the need to ensure adequate numbers of skilled employees is of central importance for the economy and wider society. There are currently around 30,000 unfilled vacancies in elderly care alone. The German Federal Association of Private Providers of Social Services estimates that by 2020 more than 200,000 additional care workers will be required to look after the elderly. Using a pioneering model, DEKRA is acting as an international training partner for German hospitals. On behalf of care establishments, DEKRA supports the training of qualified professionals in countries such as Hungary. Once they have passed the relevant examination, these carers are deployed in Germany. A total of 300 professional carers have already been booked for future positions by six providers across Germany. Strong demand for temporary work In the Temporary Work service unit, the DEKRA Arbeit Group grew by more than 22%, bucking the market trend. DEKRA benefited in the temporary employment sector from its strong position as an established partner of big-name companies, whose

demand for staff has grown. In addition, recent regulatory changes led to increased training effort for market participants. Smaller providers have therefore withdrawn from the sector. Leading providers like DEKRA have filled the gap in the market and continue to grow. In 2013, the DEKRA Arbeit Group was one of the top ten temporary work companies in Germany. DEKRA also contributed to consolidation in the industry through acquisitions in 2013. By acquiring Wilhelmshavener Zeitarbeitsgesellschaft mbH and Fachpersonal Kaiser GmbH, the network of office locations in Germany was expanded to 98 by the end of the year. Services were also boosted in sectors affected by skills shortages. These include steel construction, pipelines and shipbuilding, as well as the building and operation of power stations, refineries and industrial plants. DEKRA Arbeit Group demonstrated its expertise in the recruitment and training of personnel for high-end promotional campaigns in a project carried out for Bayer CropScience Deutschland GmbH. Suitable personnel had to be found to present a new plant protection product in over a hundred garden centres. DEKRA recruited promotional staff who possessed both the legally required certificate of competence in plant protection and a degree in agriculture or agricultural science.

associations and businesses to important road safety issues in Germany and Europe. In 2013, country roads were in the spotlight.

>  BE SAVVY, BE SAFE DEKRA employees distributed more than 200,000 high-visibility red caps to school starters in 2013, marking a new record. Since the start of the campaign in 2004, 1.7 million caps have raised awareness among children just starting school of the dangers of the road – and made it easier for car drivers to spot them.

>  SAFETYCHECK This campaign to help keep young drivers safe took place for the seventh time in 2013, with DEKRA experts carrying out free safety checks on nearly 18,000 cars.

Students from all over the world compete against each other in self-built racing cars in Formula Student Germany, enabling them to put their skills to the test under real-life conditions. DEKRA supports the event through its expertise in motorsport and has been an official technology partner right from the start.

> COLLABORATION WITH UNIVERSITIES DEKRA works closely with five universities throughout Germany to support young talent and promote the company as an employer. Through a combination of financial and technical support, DEKRA achieves a hiring rate of over 90%.

> TRAINING TO BECOME AN EXPERT The training to become a test engineer or expert assessor takes several months and covers a full range of specialist subjects. The career prospects are enticing because DEKRA recruits a large proportion of its management staff from within the organisation.

The DEKRA Award is a company prize for the best sustainable solutions to the challenges facing the business sector and our society. In 2013, we recognised exemplary projects in the fields of health, environmental issues and safety. The winner in the environment category was Fritz GmbH & Co. KG, a medium-sized transport company with 600 employees which presented an ingenious concept for reducing CO2 emissions. The concept has already been implemented successfully by the company. SPORT

>  FORMULA 1 DEKRA has sponsored the career of racing driver Nico

Hülkenberg for several years. The 26-year-old will again be sporting the DEKRA logo on the front of his official driver’s cap during the 2014 Formula 1 season.
