APPROVED CHANGE(S): a. Brief Overview of Change: (1) This change updates the DLMS 832N Catalog Data Support transaction to support DLA Disposition Services Scrap and Salvage Recycling contracts, which will replace the existing Scrap Venture contract. (2) This change adds the disposition sub-category code, and the contract start, effective, expiration, and extension dates to the existing data elements in the DLMS 832N. DLA Disposition Services (using DLA Enterprise Business Systems) (EBS)) will send the DLMS 832N to DLA Disposition Services Field Offices as an inbound transaction in the Distribution Standard System (DSS). (3) This change establishes a new Disposition Sub-Category, Scrap and Salvage Recycling (SR), which will be used in both the DLMS 832N and the DLMS 511R Requisition. b. Background: (1) In the past, DLA Disposition Services maintained a partnership with one Scrap Venture firm to manage the receipt, marketing, and sale of surplus scrap material generated at DOD installations. DLA Disposition Services now maintains contracts with multiple contractors, and scrap material can be issued to multiple contractors from the same scrap pile. As a result, new processes must be developed to allow DLA Disposition Services to associate a sales order to the appropriate scrap sales contractor. (2) Current Scrap Venture Process: (a) DLA Disposition Services sends a DLMS 832N containing the intraDLA sales contract number 1 to DLA Disposition Services Field Offices prior to issuing scrap material to the Scrap Venture contractor. DLA Disposition Services also sends a DLMS 846C when material is eligible for sourcing to the Scrap Venture contract. The DLMS 846C contains the Disposition Category Code for Sales (SL), the Disposition Sub-Category Code for Scrap Venture (SV), the LSN, and the contract expiration date. The information in the DLMS 846C allows the DLA Disposition Services Field Office to issue scrap material to the contractor.

This is a sales contract number and is not required to conform to contract numbering rules for acquisition under the FAR. See ADC 456 (Reference 3.h) for associated procedures. Attachment, ADC 1234 Page 2

(b) The DLA Disposition Services Field Office generates an internal DLMS 940R Materiel Release Order (MRO) (MILSTRIP Document Identifier Code (DIC) A5_) when a scrap sale occurs, which also triggers a DLMS 511R DLA-Directed MRO (MILSTRIP DIC C0_) that the field office sends to DLA Disposition Services. The DLMS 511R contains the disposition sub-category code and the quantity (by weight) of the scrap material that was removed by the contractor as a result of a scrap sale. DLA Disposition Services creates a sales order with this information and bills the contractor. The DLA Disposition Services Field Office subsequently sends a DLMS 945A Materiel Release Confirmation (MILSTRIP DIC AR_) to DLA Disposition Services containing the weight and corresponding document number. DLA Disposition Services uses the information in the DLMS 945A to post the goods issue against the sales order created by the DLMS 511R. (c) The existing Scrap Venture process is problematic when sourcing scrap material to multiple contractors. For example, a DLA Disposition Services Field Office cannot associate contract expiration and catalog information in the DLMS 846C with the appropriate contract since it receives the sales contract number in a DLMS 832N at a different time. Also, the DLMS 511R generated after the scrap sale does not contain the sales contract number. Therefore, DLA Disposition Services cannot associate the contract information and weight of the scrap material removed to the appropriate contract. Furthermore, an audit review found that the quantity balances of scrap material were based on the estimated and not actual weight being removed. (3) Scrap and Salvage Recycling Process: (a) The Scrap and Salvage Recycling term contracts, which will replace the Scrap Venture contract, will be supported by the new Disposition Sub-Category Code SR (Scrap and Salvage Recycling). DLA Disposition Services Field Offices will concurrently run the Scrap Venture and Scrap and Salvage Recycling processes for an unspecified period of time until the former process is phased out. (b) Under the Scrap and Salvage Recycling process, DLA Disposition Services will exclusively use the DLMS 832N to transmit contract and catalog information to the DLA Disposition Services Field Offices. The DLMS 832N will include the disposition subcategory code, contract effective date, contract expiration date, and contract extension date, in addition to the existing data elements. Disposition Services will no longer need to send a DLMS 846C for scrap sales as a result of the additional data elements. The DLMS 511R will contain disposition sub-category (SR) and the sales contract number. The sales contract number will allow DLA Disposition Services to bill the correct contractor based on a percentage of its gross revenues from the scrap sales. The quantity will be based on the exact weight instead of an estimate. (c) Scrap material is defined as recyclable waste and discarded materials derived from items that have been rendered useless beyond repair, rehabilitation, or restoration such that the item’s original identify, utility, form, fit and function have been destroyed. Salvage material is defined as material that has value greater than its basic material content but for which repair or rehabilitation is clearly impractical and/or uneconomical.

c. Approved Change in Detail: (1) Update the DLMS 832N to include the following new data elements: (a) Contract Effective Date: The date on which the scrap material is authorized to be issued to the contractor. (b) Contract Expiration Date: The date on which the scrap material is going to expire on a scrap sales contract. The date listed will be the last day that the item is valid for the contract. (c) Revision Date: The revised contract expiration date based on a contract extension. (d) Contract Start Date: The date on which the contractor is authorized to pick up scrap material. (e) Disposition Sub-Category Code: The type of sales order within a disposition category (e.g., Sales). (2) The addition of these new data elements in the DLMS 832N will eliminate the requirement for DLA Disposition Services to send a DLMS 846C transaction in support of scrap sales. This change deletes references to the existing Disposition Sub-Category Code SV (Scrap Venture) from the DLMS 846C. (3) New Disposition Sub-Category Code: Scrap and Salvage Recycling (SR): (a) This change establishes the Disposition Sub-Category Code (SR) to identify Scrap and Salvage Recycling sales orders. The disposition sub-category code determines which type of sales order is created when DLA Disposition Services receives a DLMS 511R with Disposition Category Code SL (Sales). Disposition Sub-Category Code CV (Commercial Venture) creates DLA internal sales order category code ZDCO, while Disposition Sub-Category Code SV (Scrap Venture) creates DLA internal sales order category code ZDSO. (b) New DLA internal sales order category code ZDSD will support the Scrap and Salvage Recycling process. Disposition Sub-Category Code SR will initiate the Scrap and Salvage Recycling internal sales order while using the existing IDOC structure. (c) DLA Disposition Services will run the Scrap Venture and Scrap and Salvage Recycling processes in tandem until the former process is completely phased out. (4) Update the DLMS 511R to add qualifier FCN (Assigned Contractor Number), which will be used to convey the sales contract number for scrap and other public sales. d. Updates to DLM 4000.25 Manuals: (1) Refer to Enclosure 2, Updates to DLM 4000.25, Volume 2, Chapter 16.

(2) Refer to Enclosure 3, Updates to the DLMS 511R, 832N, and 846C. e. Approved Transaction Flow: For a visual depiction, refer to Enclosure 1, Transaction Flows and Scrap and Salvage Recycling Sales. (1) DLA Disposition Services will transmit a DLMS 832N to the Disposition Services Field Office when a new scrap sales contract is established. (2) When a scrap sale occurs, the DLA Disposition Services Field Office user will select the appropriate contract and enter the quantity (by weight) of scrap material removed by the contractor. This action triggers an internal DLMS 940R, which allows DLA Disposition Services to issue the material. (3) The DLA Disposition Services Field Office will send a DLMS 511R containing the sales contract number and exact weight of the scrap material removed to DLA Disposition Services. Receiving the sales contract number will allow DLA Disposition Services to associate the contract with the sales order so that proper billing can occur. (4) The DLA Disposition Services Field Office will subsequently send a DLMS 945A containing the quantity of the material issued and the document number to DLA Disposition Services. f. Alternatives: No acceptable alternatives are available at this time. 5. REASON FOR CHANGE: This DLMS change allows DLA Disposition Services to support multiple scrap sales contracts. Proper billing can occur since the sales contract number and exact weight will be communicated after scrap material is issued. Both EBS and DSS will remain in-sync under the new procedures. 6. ADVANTAGES AND DISADVANTAGES: a. Advantages: DLA Disposition Services will be able to support multiple Scrap and Salvage Recycling contracts and achieve audit readiness goals. b. Disadvantages: None identified. 7. ADDITIONAL COMMENTS TO CONSIDER: This change supports DLA’s audit readiness and regulatory compliance with DODM 4160.21 (Reference 3.d.). 8. ESTIMATED TIME LINE/IMPLEMENTATION TARGET: Target implementation date is June 2017 to support critical requests for changes (RFCs) and auditability. 9. ESTIMATED SAVINGS/COST AVOIDANCE ASSOCIATED WITH IMPLEMENTATION OF THIS CHANGE: None.

10. IMPACT: a. New DLMS Data Elements: Add the following data elements to the Logistics Data Resources Management System (LOGDRMS). (1) Contract Effective Date (2/DTM01/0300) indicates the effective date of a contract. (2) Contract Expiration Date (2/DTM01/0300) indicates the expiration date of a contract. (3) Revision Date (2/DTM01/0300) indicates a revised contract expiration date due to a contract extension. (4) Contract Start Date (2/DTM01/0300) indicates the start date for actions to be executed under a contract. b. Changes to DLMS Data Elements: This change updates the Disposition SubCategory Code to include an additional value, SR (Scrap and Salvage Recycling). It also removes code SV (Scrap Venture), which is not a part of the new Scrap and Salvage Recycling process, from the DLMS 846C transaction. c. Automated Information Systems (AIS): (1) DLA must make coding changes in DSS and EBS to properly recognize, map, process, and accommodate the changes identified in this approved change. (2) Other DOD Components: No impact. d. DAAS: DAAS must update the DLMs 832N translation maps. e. Non-DLM 4000.25 Series Publications: (1) DLA Disposition Services must update the standard operation procedure and business process analyst training manual. (2) The appropriate DLA office must update DRMS-I 4160.14, Operating Instructions for Disposition Management to include publication and maintenance of the code set for the new DLA Disposition Services Contract Numbers for SV. This is necessary to establish the code source for the ASC X12 qualifier. DRMS-I 4160.14 is not under the purview of the Enterprise Business Standards Office; the requirement to update DLA Disposition Services publications are noted as a courtesy. 11. DLA Disposition Services will first add a new record to the Sales Order DTID Table and include: DTID number or DTID number and suffix, post-post order number, quantity, date, and order type; and then update the inventory record by decreasing the available quantity for the DTID.
