THEME 9: YOUTH OLYMPIC VILLAGE One Village located within a magnificent forest at the University of Debrecen focused on promoting interaction between new friends from around the world. THEME

Q 9.1 Concept The Youth Olympic Village will be located in the magnificent Great Forest area and set amongst the historic buildings of the University of Debrecen. This stunning and unique location will provide an exemplary environment and atmosphere for the residents of the Youth Olympic Village to live. The Great Forest Park area is the primary nature reserve of Hungary. The Youth Olympic Village will be conveniently located for all participants of the Games, being only 2 km from the city centre and within 5 km from the majority of competition venues. The Village is located within the Forest Cluster, which contains 17 competition venues and has convenient transport connections to all other Games locations. The accommodation buildings of the Youth Olympic Village will consist of a mixture of prestigious historical and modern structures, all of which have been refurbished or built in recent years, ensuring excellent quality. The Youth Olympic Village will be located in a secure area of the University Campus to ensure the safety and wellbeing of all residents. This area of the University Campus already has sufficient resources and facilities to meet the everyday needs of the residents and the style of accommodation is perfectly suited for youth. The arrangement of the Youth Olympic Village will be compact in size, yet provide ample space for residents to relax and interact in an open environment. It will accommodate all members of the team delegations of the National Olympic Committees in the one location. The Youth Olympic Village will be centred around a Village Square which will provide a central zone for the residents to interact and enjoy the atmosphere. This square will host a range of cultural and educational activities throughout the entire period when the Village is open. This concept will provide the participants of the Youth Olympic Games with a very unique opportunity to live in a setting which has a 500-year educational history, amazing natural environment, and close proximity to all sporting venues and the city centre. Location The majority of the venues proposed for the Youth Olympic Games are within walking distance of the Youth Olympic Village and can be reached by vehicle with an average journey time of less than 5 minutes. The Youth Olympic Village is located within the Forrest Cluster and in the immediate vicinity of 17 competition venues. It is located only 2,5 km from the Kossuth Cluster, which contains a further 7 competition venues. The furthest competition venue from 3

Debrecen Airport. It is also conveniently located only 1 km from the Debrecen University Medical and Health Centre. General Layout The layout of the Youth Olympic Village will be centred around the heart of the Village, the Village Square. The Village Square will contain entertainment and recreational areas in a fun and buzzing atmosphere. The Village Square will become the focal point of the Youth Olympic Village and will promote interaction amongst the residents. It is planned for the Village Square to host artistic and cultural performances, as well as educational sessions. The layout and compact size of the Youth Olympic Village will enable residents to move freely around the site and will provide efficient access to the Dining Halls, Transport Mall, Medical Centre and Sports Information Centre. The layout will clearly separate the International Zone from the Residential Zone to create a safe and secure environment for the young residents. Furthermore, the layout of the Youth Olympic Village will comprise Residential Centres to provide excellent assistance and support to these young residents. These facilities will be operated 24-hours per day for the entire duration of when the Village is open and will be strategically located to provide efficient access for residents. The Youth Olympic Village will have a range of recreational opportunities on offer as well as providing a significant amount of outdoor recreational space. A number of the existing Clubs and Cafes on the University campus will be used to host education and cultural events during the Youth Olympic Games providing forums for the residents to interact with one another. The Youth Olympic Games Registration Centre will be located within the beautiful main building of the University, and the University Church will serve as one of the ecumenical places of worship. Type of Accommodation The Youth Olympic Village is comprised of 11 main buildings in close proximity to each other. The buildings range in style from houses with 1-2 floors, to six-storey buildings and apartment complexes. The interior layout of the buildings varies and will provide flexibility for allocating the team delegations of the National Olympic Committees. It is planned for the five buildings in the Augusta Group to accommodate 660 participants. The three adjacent buildings of the KLK Hotel will accommodate 2,520 4

The total area of the Campus of the University of Debrecen is over 100 hectares. The accommodation units and their immediate surroundings are situated in an area of 6 to 8 hectares, which is proposed to become the location of the Youth Olympic Village. Ongoing Renewal Plan Around 80% of the accommodation units meet all criteria for modern housing and have been built or renewed within the past 2-4 years. The remaining accommodation units are planned to be refurbished according to the existing programmes and schedules of the University of Debrecen. The current capacity of accommodation units is 4,700, however this will exceed 5,000 by 2009 as part of the independent Institutional Development Plan. Financing All refurbishment plans will be financed from the yearly budget of the University, and any new permanent works will be partly financed by private capital through a PublicPrivate Partnership (PPP) programme and via EU-sources based on an existing Hungarian-Romanian governmental agreement. (Refer Table 9.3.2 below)

Q 9.9 Internet Centre An Internet Centre will be centrally located within the Village Square and will promote interaction and contact between the residents. The entire area of the University Campus is covered by a wireless network, and all rooms have internet installed. In addition, there are a number of Internet Centres and Libraries within the University.

Q 9.10 Full-board Accommodation Costs The full-board accommodate rate for the members of all the team delegations of the National Olympic Committees at the Youth Olympic Village will be US$95.00/day per person in US$ 2010 (including all taxes and commissions) This full-board cost has been calculated from the prevailing costs in 2007, factored for inflation over 3 years at 10.5%.

THEME 10: MEDICAL SERVICES AND DOPING CONTROL The healthcare system in place in the City of Debrecen is operating in a way that the organisation of the Youth Olympic Games will not disturb or disrupt the normal daily operations of the system. The process of doping control is based on the WADA-NOC agreement and will be conducted according to the IOC anti-doping regulations.

Q 10.1 Legislation in force concerning the practice of medicine THEME

The Constitution states that those living in the Republic of Hungary are entitled to the highest level of physical and mental health. This is contained in the following Acts of Parliament: - Act CLIV. of 1997 on Healthcare; - Act CXVI. of 2006; - Ministry of Health Decree 5/2006. (II. 7.) ; - Act XLIII. of 2003; - Decree of 20/1998. (VI. 3.); - Governmental Decree of 215/2004. (VII. 13.).

Q 10.2 Health care system currently in operation The healthcare service in Hungary is government-funded. The structure is established on a regional basis, and is a progressive system. From basic healthcare services and baselevel hospitals, through multifunctional hospitals and teaching hospitals, the services provided are determined centrally.

Q 10.3 Social system for managing medical expenses Hungarian healthcare-financing is centralised. Access to treatment and healthcare services is a fundamental right of every Hungarian citizen, and all foreign visitors in emergency situations. Arrangements for foreign nationals visiting Hungary Citizens of the European Economic Area (EEA) and the European Economic Community (EEC) Member States, according to EEC Decree of 1408/71 and EEC Decree of 574/72, are entitled to medical services in Hungary given they possess health insurance in their country of residence. The citizens of EEC member states (all old and new member states, Norway, Iceland, Lichtenstein and Switzerland) who possess health insurance in their country of residence are entitled to medical services provided they are in possession of an official document testifying the existence of their social security issued by their country of residence in their own official language via a European Health Insurance Card or a Provisional Replacement Certificate (Document E112). 9

Q 10.5 The Youth Olympic Games and first aid, transport and emergency services The first-aid, transport and assistance services of the Youth Olympic Games will be conducted by the local healthcare provider (for details see Q 10.7) and the National Ambulance Services (for details see Q 10.4). An ambulance will be stationed at every venue during any sporting activities and will be equipped with the requested personnel and equipment. The existing medical care services at the venues are in constant contact with the National Ambulance Services, the medical centre and the hospitals. Planned health services for the Youth Olympic Games 1. Medical Centre: The existing and operational Medical Centre in the Gyulai István Athletic Stadium is set to operate from the first day of the Games to the last. Medical attention will be given on-site and physiotherapy activities and massages can be conducted there (ultrasound, iontophoresis, magneto therapy, cryopractica, etc.). The medical centre provides non-stop attention and treatment with constant professional presence. Should a participant at any site require medical attention, treatment will be given and administered in the medical centre, except for cases when immediate transport to a hospital is needed. There is a 24-7 pharmacy in the medical centre, and first-aid medicine and other equipment needed are provided free of charge. The ultrasound examination, the EKG diagnostics and the basic lab work can be done in the Medical Centre. The results of the ultrasound examination – upon the request of the patient – can be transmitted via the Internet to their own doctors for consultation. The possibility for electronic consultation is also provided at the hospitals; 2. The environment for doping control will be set up separately inside the Medical Centre. We confirm that the hospital system in Hungary utilises state of the art technology and techniques which are supported by the latest equipment. Debrecen, as the second largest city in Hungary, is no exception and has all the latest heavy equipment at its disposal.

Q 10.7 Health services personnel Debrecen has organised several World and Continental Championships in the past few years, and the medical services provided at these events has mostly been supplied by the sports doctors and other specialists operating in the region. These doctors are welltrained and have general knowledge on the different rules of each sport. When recruiting personnel, these doctors will be drawn upon as well as those team doctors and other specialists working alongside the numerous Hungarian national teams. 11

THEME 10: MEDICAL SERVICES AND DOPING CONTROL For first-aid and emergency services, the Oxy-Team operated by the Hungarian Olympic Committee will be utilised and supported by the specialists of the National Ambulance Service. The first-aid personnel will also be aided by medical students from the University who have provided assistance at previous sporting events. Furthermore, through the organisation of a number of international sporting events, Debrecen has established a very experienced, reliable and responsible core team of volunteers who will be called upon to assist with providing medical services.

Q 10.8 World Anti-Doping Agency and UNESCO Convention agreements The Hungarian Government ratified the Copenhagen Declaration on Anti-Doping in Sports by adopting the Government Decree 2254/2003./X.15./Korm on the signing and promulgation of the Declaration on the banning of performance-enhancing drugs for sportsmen, accepted at the conference of the World Anti-Doping Agency (Copenhagen, 3-5 March 2003). In Hungary, as a signatory state, the Copenhagen Declaration came into force on 15 October 2003. The Hungarian Parliament signed up to the World Anti-Doping Code by adopting Act I of 2004 on Sport as of 22 December 2004. The UNESCO International Convention Against Doping in Sport was ratified by the Hungarian Government on the 8th May 2007 by adopting the Government Decree 99/2007.(V.8.). Therefore, the named Anti-Doping Convention has been in effect with binding force in the territory of the Hungarian Republic since 08 May 2007.

Q 10.9 Anti-Doping legislation in Hungary As of 29 January 1990 the Hungarian Republic signed the Council of Europe Anti-Doping Convention created on the 16th November 1989. The Convention was entered into on the 1st March 1990. Hungary intended to undertake, with a view to the reduction and eventual elimination of doping in sport within the limits of its respective constitutional provisions, to take the steps necessary to apply the provisions of this Convention due to the fact that sport should play an important role in the protection of health, in moral and physical education and in promoting international understanding. This came into force on 1st January 2003 by the Act LXXVIII of 2003 on the Anti-Doping Convention. The above Convention was amended on the 12th September 2002 in Warsaw. The amendment was entered into on the 18th May 2007 by the Hungarian Parliament by adopting the Act XXXIV of 2007 on Additional Protocol To The Anti-Doping Convention. Hungary intended to increase the effectiveness of anti-doping controls by contributing to the harmonisation, the transparency and the efficiency of existing and future bilateral or multilateral doping agreements reached in this area and by providing the necessary authority for such controls in the absence of any agreement on the matter. The Act I of 2004 on Sport, Paragraph 4, Articles (1)-(3) requires athletes to refrain from the use, application and trafficking of forbidden performance enhancing materials and methods. This law requires the athletes to undergo anti-doping control carried out by the relevant anti-doping authorities. Also, this paragraph empowers the Hungarian Government to determine the procedure of anti-doping controls in conformity with the WADA 12

THEME 10: MEDICAL SERVICES AND DOPING CONTROL Code and IOC Anti-Doping Regulations (See: Government Decree 55/2004.(III.31.)Korm). The Government Decree 55/2004.(III.31.)Korm. determines the regulations of antidoping activities in the territory of the Hungarian Republic based on the empowerment given to the Hungarian Government by the Act I of 2004 on Sport Paragraph 79. § Article (1). The Government Decree is in complete harmony with the WADA Code and IOC Anti-Doping Regulations. The present Government Decree establishes the National Anti-Doping Agency in the Hungarian Republic and determines its procedure. THEME

Q 10.10 Guarantee from the relevant authorities

The Bidding Committee and the Hungarian National Olympic Committee confirms that the World Anti-Doping Code and IOC Anti-Doping Rules will apply for the Youth Olympic Games in 2010.

Q 10.11 WADA-accredited anti-doping laboratory For many decades a non-WADA accredited anti-doping laboratory was run by the National Institute of Sports and Medical Sciences publicly known as Sports Hospital in Budapest. This laboratory was privatised in July 2007. The new owner, WESSLING Hungary Ltd. is contractually obliged to receive WADA accreditation within a framework of 2 calendar years. WESSLING Hungary Ltd has already contacted WADA in order to initiate the accreditation procedure. Current planning indicates that by 2010 Hungary should have a WADA accredited anti-doping laboratory. In general the WADA accredited anti-doping laboratory in Vienna has been used by Hungarian sport entities and will be used until the Budapest Anti-Doping Laboratory receives WADA accreditation. THEME 11: SECURITY The city of Debrecen will utilise its immense experience in the organisation of major sporting events in the city to ensure a calm, peaceful and safe environment for the inaugural Youth Olympic Games in 2010.

Debrecen is an extremely active city in terms of organising major sporting events. There are only a few cities in the world that have organised 12 World and Continental Championships in a seven-year period. Each and every competition that Debrecen has organised has met all the national and international security requirements. In order to organise and hold sporting events with complete and untroubled security, a multilevel regulatory system has been developed by Hungarian lawmakers. According to Act XXXIV of 1994, in the immediate proximity of sporting events and on routes leading to the venues, the State Police is responsible to provide security. The basic rules and regulations pertaining to the organisation of sporting events on private property is governed by Act I of 2004 (Sports Act) and Governmental Regulation 54/2004 (III. 31) on the security of sporting events. Based on the regulations set forth in the second paragraph of the Sports Act, organising entities of sporting events can only be those persons or the employees of such companies who are subject to the regulations of a separate Act on personal, property and private investigative activities. Activities relating to personal and property security can only be carried out if the persons or companies are registered members of the Chamber of Personal and Property Security and also bear the licence to operate within the legal framework of Hungarian rules and regulations as allowed by the licence issued by the Police of Hungary. Regarding the necessary licences needed to carry out duties of personal and property security, their conditions and compliance requirements are set out in the 24/1998 (VI. 9.) regulation issued by the Ministry of Interior Matters. The security measures employed at all recent major sporting events have shared the following similar characteristics: firm and decisive action, efficiency and discretion. In 2006 the City of Debrecen organised a similar athletics event, the IAAF Road Running World Championships, where police officers and volunteers, working together, also secured the route for the runners. In 2002, following the successful organization of the 36th Gymnastics World Championships the senior executives and officials within the International Federation (FIG) congratulated the organisers on the excellent work that they had done, with particular regard to the level and discretion of security provided to the entire Gymnastics family.

Q 11.2 International Sporting Event Experience In the past few years Hungary has hosted several international events of differing scales of magnitude, but among them a number of important sporting competitions. These events have been conducted without any disruptions, acts of terrorism or disturbances. The border crossings have been uneventful and in accordance with existing international treaties. The city of Debrecen, as the seat of Hajdú-Bihar County and also as the second biggest urban centre in Hungary is fully prepared and equipped to offer the necessary secure infrastructure for the Youth Olympic Games and is fully capable of providing the athletes and spectators arriving to the Games with a secure and calm environment. The City of Debrecen has organised 12 World and Continental Championships. The IAAF World Youth Championships in Athletics was the biggest single event for the city with its 3000 accredited personnel, athletes and team officials arriving from 178 countries. The International Federations, the spectators, the representatives of national and international media spoke very highly of the impeccable organisation of the Championships and the security measures surrounding the event. Within the YOGOC, the Security Director and staff will coordinate the activities of the Civilian Security Forces, the Official Security Forces and other agencies. Q 12.2.5 Hotel location As indicated on Map C, all the hotels are located in a 20km radius from the city centre. The two main accommodation areas are the city of Debrecen and the city of Hajdúszoboszló. The distance between these two cities is only 16 kilometres, and they are linked by a major highway. As described in the Transport Theme 13, there is 24 hour 7 day a week public transport system operating between the cities, and at Games time the Olympic Family shuttle bus service will operate between and within these cities.

Q 12.5 Spectator accommodation plan during the Youth Olympic Games The Summer Youth Olympic Games provides a new and unique challenge for the planning of spectator accommodation. For this event the spectator contingent will be drawn from both traditional spectators and also the families of participating athletes. General spectator accommodation will be located in the cities of Debrecen and Hajdúszoboszló which will collectively provide in excess of 1,000 rooms rated between 2 to 3 stars. We must also assume that some of the athletes – between the ages of 14 and 18 – arriving to the Summer Youth Olympic Games will be accompanied by parents as well as designated team officials. In order to provide those parents with an increased sense of security and the ability to accompany their children, those parents who do not wish to book hotel accommodation or cannot afford lodgings of that level, can be housed with families who currently provide accommodation for the large student population of the city, thereby enabling those parents to accompany their children to the Games. In addition, the accommodation plan for spectators was prepared keeping in mind that spectators will attend sporting, cultural and recreational or entertainment events. Debrecen and its surroundings are well known in Hungary for wellness and spa-tourism. THEME The thermal and spa waters of Debrecen and Hajdúszoboszló have been well-known around the world for more than 100 years now. As a consequence, in Hajdúszoboszló the number of available hotel rooms (in addition to the number of rooms mentioned in the spectator plan above) is close to 10,000 rooms. These different forms of accommodation range on a wide scale from hotels and bed & breakfast to private accommodation, and youth hostels, satisfying a range of budget needs.

For completeness, it is worth noting that IOC personnel will be accommodated in Hotel Divinus (Map C, item number 42) a 5-star hotel currently under construction (which will be opened in March 2008), and Hotel Lycium 1 (Map C, item number 2) a 4-star hotel. The accommodation has various room sizes and suites, which together with its conference facilities and numerous restaurants will provide ideal surroundings and conditions for the IOC. The location of these hotels is considered excellent, as they are centrally located with good access to the heart of the historical district of Debrecen, a significant number of sporting and cultural venues are within walking distance. The Bidding Committee has already developed very close ties with the two main tourism and hospitality associations in the region: the Debrecen Tourism Association and the Hajdúszoboszló Hotel and Catering Association. These associations, working in close cooperation with the Bidding Committee / YOGOC will develop a joint “accommodation codex” containing all the fundamental principles (rates, booking conditions, forms of payment, guarantees, etc.) in connection with the accommodation to be used by the spectators of the Youth Olympic Games. The codex will be signed by all the participating hotels consistent with the guarantees provided as part of this bid phase. In order to streamline the booking process, the YOGOC will develop a web-based 23

THEME 12: ACCOMMODATION application (accessible through the official Youth Olympic Games website) enabling users to book rooms in any partner hotel (within the codex agreement).

Q 12.6 Links to public transport arrangements. The underlying principle of the spectator accommodation plan for the Youth Olympic Games is to have all spectators located in close proximity to the public transport system. All the towns that surround the regional centre of Debrecen are connected to Debrecen via a comprehensive rail and road network, the road network consists of both motorways and highways. Dedicated public bus and train shuttle services already operate 24 hours per day and 7 days per week. These services will be coordinated and adapted at Games time to minimise the travel times between venues. During Games time the dedicated bus lanes that are currently operational in the city will be converted to “Olympic” style lanes providing dedicated transport lanes for the Olympic Family bus and car services.

THEME 13: TRANSPORT “I can summarise Debrecen’s transport plan in four words:

Special “Olympic Lanes” will move all Games traffic swiftly and efficiently around the city with 3,000 “Green Bikes” additionally available to all accredited visitors.

Debrecen is in an exceptional situation regarding the organisation of the Summer Youth Olympic Games. It has its own international airport located within 5 kilometres from the centre of the city, and it is in direct connection to the capital city, Budapest, via the E60 motorway which crosses the whole of Europe. It takes a mere 90 minutes to reach Budapest on the motorway. Debrecen can also be reached via the M47 main road and the main road 35 from the south, via the main road 4 from the east (from the direction of Hajdúszoboszló) and from the north (from the direction of Nyíregyháza). All main roads are connected within Debrecen by a ring-road. The primary airport for point-to-point transfer is Debrecen International Airport, for all international arrivals and departures during the Games. Debrecen International Airport links the city to major regional hubs and European cities. In addition please see the letter of intent provided by Wizz Air attached with the guarantee required in Q 13.10. Budapest Ferihegy Airport (distance to Debrecen: 90 minutes) will be the secondary airport, whereas Nagyvárad Airport (distance to Debrecen: 60 minutes) could serve as a tertiary airport for the Games if required. Debrecen can also be reached via the roads (motorway) described above and Intercity rail links. The public transport system in Debrecen consists of 1 tram line, 3 trolley bus lines and 48 bus routes. Upgrade works are planned to roads and tram line no. 2 as indicated in THEME Table 13.2 these works have been planned and will go ahead despite the Games. The Public transport networks connect to all the competition venues, official hotels, village, and the MMC. For the two venues located on the outer perimeter of the city the Debrecen Transport Authority has plans to run scheduled services during Games time. The key to the efficient local movement of the accredited personnel and our overall transport plan lies in the short distances between the majority of venues. The major non competition venues being the Youth Olympic Village, the IOC Hotel, the Main Media Centre and 70% of all the Competition Venues are within 1500 metres of each other. Within this “cluster” of venues and within the adjacent recreational centre of Debrecen only accredited vehicles and mass public transport vehicles will be given access during the Games. This area will become a major pedestrian precinct since many venues are within easy walking distance of each other. Furthermore, with the introduction of the “Green Bike” program the venues can also be reached on dedicated bicycle-lanes within this area.

Four key methods of transport underpin the solution for the transportation infrastructure to this central precinct, being: • fixed-rail trams; • trolley buses; • hybrid trolley buses (with gas and electric motors); and, • modern buses. Each of the three bus methods are environmentally-friendly. 25

THEME 13: TRANSPORT By 2010 the construction of another fixed-rail tram system will be completed, and the construction of the road structure (Map B and Table 13.2) will also be completed. The vehicles used for accredited transportation will be dedicated for use during the Games. These vehicles will operate 24-7 on circular routes through the city and between the venues. The quantity of vehicles will be adjusted according to the needs of the Games, based on the starting and completion times of the events. The Debrecen Transport Authority has confirmed the use of the existing bus lanes as the designated “Olympic Lanes” for accredited vehicles.

Q 13.7 Implementation of the Games transport system The majority of accredited personnel will use the dedicated shuttle service travelling on the circular routes connecting the official hotels, the competition venues and the training venues. Between the two competition venues on the outer perimeter of the City there will be a direct shuttle service that will connect to and participate with the main circular shuttle routes for other venues. In case of team sports, the teams will be provided with dedicated buses between the Youth Olympic Village, the official training venues and the competition venues according to the official schedule. Buses on the circular routes will run operate continuously on the following schedule: •06. 00 – 24. 00 every 10 minutes •24. 00 – 06. 00 every hour By exception, accredited VIP constituents will be transported between venues using dedicated buses, minivans or personal vehicles.

Q 13.8 Transport measures Debrecen Transport Authority will establish a special operative group that will be responsible for the coordination and management of the Olympic traffic system to ensure good traffic flow, punctuality and reliability of all services. This special group will be located in the Transport Command Centre alongside the normal City operations management team to ensure complete coordination of all transport services. THEME The number of traffic police will be increased for Games-time to facilitate punctual and

smooth operation. The traffic lights at busy intersections will have their traffic lights synchronised and the flow of traffic will be aided by the increased presence of traffic police officers (under the supervision of Debrecen Transport Authority). As noted earlier, accredited vehicles will be able to use the special bus lanes in the city as “Olympic Lanes”.

Q 13.9 Ticketing and transport policies All accredited personnel will be able to use all public transport systems free of charge during the Games period. Ticketed spectators will be able to purchase special Gamestime transport passes at discounted prices, there will be daily and weekly passes available. These special passes will provide access to the entire transport network during the Games period.

Q 13.10 Games-time responsibilities The Debrecen Transport Command Centre will be controlled and operated by Zoldfeny Ltd, a company 100% owned by the Municipality of Debrecen. The Transport Command Centre and the Security Command Centre (operated by the State authorities) already operate in an environment of regular and close cooperation. This close cooperation will continue up to and during the Games period. 28

THEME 14: TECHNOLOGY Debrecen will focus all its energy and efforts to stage the first edition of the Youth Olympic Games in 2010 that will lay the strongest possible foundations for the event to become the most important youth gathering in the world. Technology will not only support this project, it will be a crucial and innovative aspect in the organisation of the Games.

Introduction The contribution of the Hungarian television companies and of the leading participants of the IT and telecommunications market have always been an important factor in the success of the Hungarian sporting events. The companies use the most advanced technologies available and always work closely with the International Federation of the sport to provide world-class services. A world-class level of service will be assured at the Youth Olympic Games by the commitment of professionals. The first proof of this commitment was that the market leader Magyar Telekom Nyrt. (Hungarian Telekom Plc.), even before the application of Debrecen was lodged with the IOC, revealed its support in a Letter of Intent. Besides the Hungarian affiliated firm of the international Deutsche Telekom, two other Hungarian mobile providers, Pannon and Vodafone, wish to help the cause of the Debrecen Youth Olympic Games and as an alternative solution both the HTCC group and the GTS Datanet can assist with the unlimited fulfilment of all telecommunication needs. Debrecen, is one of Hungary’s best equipped IT and telecommunications cities. It can fulfil the IT and telecommunication requirements of the Youth Olympic Games without any major infrastructure developments and would assure the provision of the necessary high level IT, telecommunication and Internet services by creating new network connections and also broadening the already existing capacities.

Q 14.1 Regulatory Body The National Communications Authority, Hungary (NCAH) is an entity of public administration directed by the Government and supervised by the Minister of Economy and Transport. The legal status of the NCAH is defined in the Electronic Communications Act (Act 100 of 2003). The Authority is responsible to encourage and support the smooth and successful operation and development of the electronic communications, postal and IT markets. The Authority protects the interests of both service providers and users. Its duties are to establish and maintain fair and efficient competition and to supervise compliance by the service providers with the provisions of the law. The Authority participates in the activities of international organisations being connected with the electronic communications, post and informatics and establishes and maintains relations with regulatory authorities and organisations in and outside Europe. The Authority performs its duties as an independent organisation, in accordance with the provisions of the law and the decisions of Government. Its leading body is the Board 29

Q 14.2 Existing Infrastructure and Technology Networks Magyar Telekom is the biggest telecommunication provider of Hungary. Magyar Telekom offers a wide range of cable, data transfer and value added services, and it is also the leading mobile and Internet provider within Hungary and will provide all IT and communications requirements to all competition and non-competition venues. The backbone network of the City of Debrecen has been built by Magyar Telekom the HTCC Group and the GTS Datanet company over many years. These service providers are therefore capable of fulfilling the telecommunication connectivity needs with either the national or international networks. The local optical network system, created, maintained and operated by the city’s trust holding, offers a special situation. The already existing infrastructure is the result of the last three years investments and according to the plans it will double in size by 2010. The city network, by webbing the areas of the Nagyerdö and the downtown, connects all institutions, including all sport venues.

THEME 15: MEDIA OPERATIONS The innovative integration of both the broadcasting and media activities into one operation provides a truly fantastic opportunity for the youth of the world to experience the world of media and the impact on their everyday life.

Media services have always been the strength of the world sporting events organised in Debrecen. The City of Debrecen has earned the highest appreciation for the high quality of media services including information, accreditation, transportation services and the operation of the media centre from International Sports Federations including the IAAF, following the IAAF World Youth Athletics Championships in 2001, from the FIG following the World Gymnastics Championships in 2003, and again from the IAAF in 2006 on the occasion of the World Road Running Championships. An excellent cooperation has been developed between the members of the Press Commission, the volunteers in Debrecen, as well as Hungarian Television and the telecommunication service providers. This excellent relationship will be invaluable for the Games in 2010.

Q 15.1 The Concept for the MMC The construction of the MMC and post-event use A new facility will be constructed by the University of Debrecen for the IT faculty which will be utilised as the site for the MMC during the Games. The investor for this project will be the Municipality and the University of Debrecen, and the construction contract is part of the existing long-term university development programme. This project will be undertaken as one of the major development projects within the University, irrespective of any other events. Plans of the construction are already available and approved. The financial resource will be secured from the EU Development Funds available from 2007. The first phase of the construction will commence in 2008 and the completion is scheduled for spring 2010 well in advance of the Games, so that fit-out, bump-in, training, rehearsals, and courses can be staged in this facility in the lead up to the Games. Reasons for the choice of the MMC location Five major aspects were considered in choosing the location of the MMC at the University of Debrecen. These were: 1. A short distance from the sports facilities located in the campus and the forest THEME precincts 2. Adjacent to the Aquatics Centre (swimming) and the Fönix Arena (gymnastics, handball) 3. A short distance from the Media hotel (Campus Hotel) 4. Good connection by official shuttle buses and public transport to the city centre and the IOC hotel. 5. Adequate space for parking beside the MMC for the accredited vehicles as well as for the media shuttle bus stations

THEME 15: MEDIA OPERATIONS The MMC is centrally located in the immediate vicinity of three major sports facilities: Aquatics Centre (swimming) (50m), Fönix Hall – (gymnastics, handball) (100m), István Gyulai Athletics Stadium (300m), as well as Loki Soccer Centre (150m). The MMC will be situated immediately behind the Aquatics Centre, and at the intersection of two important roads (Zákány and Leszkovics út) which are important transport corridors connecting the Aquatics Centre with other facilities and the city centre. The MMC is easily accessed from all the major venues and the Media Hotel official shuttle buses or on foot. The “Green Bike” programme, which is an important element of the Youth Olympic Games marketing plan, will be highlighted to journalists, volunteers and participants of the Young Journalists’ Training Programme as a means of promoting a healthy lifestyle, respecting the environment and minimising traffic congestion in the city during the Games. The MMC will be in the order of 4500 m2 (as determined in the long-term university development programme), and will be a single storey building, sized according to its legacy needs. The Youth’s participation in the media operations A number of new initiatives will be introduced in the MMC. The MMC will be a partly traditional, partly non-traditional multimedia centre. It is proposed that the youth will be in charge of editing the website, television and radio programmes of the event, under the supervision of media experts. Each day will be dedicated to a different continent or country and that youth media team will be responsible for the daily editorial work. The teams will be composed of university students, artists, athletes, journalists and representatives of other areas. The ‘Learning Centre’ will be an important part of the MMC concept. Participants of the Young Journalists’ Training Programme will be able to study the telecommunication culture and try the latest technical devices of television, radio, online production as well as photography. Besides the official press conferences, it is envisaged that the MMC Press Conference THEME Room will host talk shows, television competitions and quiz programmes, which will

become a source of material for the television programmes which will be composed. These programmes will entertain the participants of the Youth Olympic Games, who will vote for a ‘Daily’ Event, Personality, Hero, Invention, Saying, Encounter, or Surprise. In summary, besides providing the required services to the media representatives and securing the main functions of the MMC, the youth will be the centre of attention and the operation. THEME 15: MEDIA OPERATIONS MMC, they will be part of the editorial teams, and their productions will be ‘published’. Their pictures, video records, voice messages will be released in the daily summaries or in the media of the Youth Olympic Games. In the spirit of the Youth Olympic Games, opportunities will be offered in advance of the opening of the Youth Olympic Games to the youth who are interested in or already involved in the media. These young people will play an important role in each field of the media operations. For example: 1. Pre-event domestic competitions for young journalists and media trainees will be organised dealing with sport, culture, education, external and interior affairs; 2. Radio and television talk-shows and competitions will be organised for the young Hungarian journalists and media trainees, which will provide a platform for the event promotion as well. The participants will be dealing with the Youth Olympic Games, the future Hungarian Youth Olympians, the preparations and the modernisation of the Games (explaining their ideas and expectations) in the spirit of the Olympic Movement emphasising the importance of Fair Play and Sustainable Development. The message and the importance of sport, education and culture will also be an issue to be discussed; 3. Discussions, brain-storming, online chats, ‘Have Your Say’ and information sites on the official website of the YOGOC and YOG, edited virtually by the youth from the whole world. Regular ‘YOG Columns’ will be published on other participating websites, and in the newspapers and weeklies edited by young journalists; 4. An international conference will be organised in Debrecen exactly a year before the Youth Olympic Games to which the youngest trainees in journalism will be invited. Also, this conference will be the first stage of the online media training providing vital information and knowledge to the young journalists. Moreover, thanks to the usage of new media, the event will expand to allow the youth of the world as well as the IOC and others to ‘dial in’ via video link and participate in this unique conference. A number of Olympic related subjects will be discussed, such as the Youth Olympic Games and the media, the role of the media in the fight against doping, how sport is able to serve education and vice versa, and the role of physical education in the educational system. Sustainable development will also be one of the main topics. At the end of the conference, a common declaration will be published presenting the proposals of the participants for the IOC and the YOGOC. Only travel costs will have to be covered by the participants’ home country while full board accommodation will be provided to each participant by the YOGOC in Debrecen. Young Journalists’ Training Programme of the Games Special accreditation will be issued for the young media representatives, which will allow them to attend the Youth Olympic Games, gain experience, form their opinions participating in programmes and meetings organised for the Youth Olympic Games accredited athletes. The Young Journalists’ Training Programme will also include behindthe-scenes tours and talks by experts in the field. Visits to certain educational institutions in Debrecen will be organised for young foreign journalists. They will be invited to cultural programmes and they will be able to visit the sights in Debrecen and the region. 37
