Home to more than six thousand students attending eight classroom buildings throughout the district, Dallastown Area School District is renowned for its outstanding educational programs, innovative teachers, and successful students. Dallastown Area High School graduates leave the world of public education with a solid educational foundation; most graduates make the decision to continue their education after high school. In the past five years, approximately 78 percent of our high school graduates have attended post-secondary schools. DALLASTOWN AREA SCHOOL DISTRICT Dallastown, PA 17313 ROLE OF THE SUBSTITUTE TEACHER The substitute teacher enables each student to pursue his or her educational goals as smoothly and completely as possible in the absence of the regular teacher, by supporting the continued effective delivery of the prescribed program in each classroom, the substitute teacher provides a truly invaluable service to students, staff and schools. We offer you our sincere thanks for this service. The following list of performance responsibilities and procedural requirements outline the important duties required of the substitute teacher: ADMINISTRATIVE REQUIREMENTS CHECKLIST Valid Pennsylvania teacher certification and a personnel file with the following components are required in order to substitute teach in the Dallastown Area School District: _____ Completed Pennsylvania Standard Application _____ Letters of Interest & References _____ Resume _____ PA Certificate _____ Transcripts _____ Child Abuse, FBI, and State Police Clearances & PDE 6004 Form _____ PA State-Mandated Physical Examination Including TB Test PROCEDURES FOR ASSIGNMENT OF SUBSTITUTE TEACHERS Substitutes may login to the district’s automated substitute system or call into the system at anytime to view and accept assignments. Substitute teachers will be able to view and accept assignments online or via the telephone for a minimum of up to 15 days in advance. If the system needs to make outbound phone calls, it will start calling substitutes at 5:00 a.m. through approximately 8:30 a.m. but these times can be customized by each substitute. A substitute teacher who accepts an assignment and finds himself/herself unable to report as planned should login or call into the substitute system and cancel their assignment as soon as a conflict is known. Assignments must be canceled by 6:45 a.m. at the secondary level and 7:00 a.m. at the elementary and intermediate level. A substitute who needs to cancel an absence after these call times must call the district substitute emergency line at 717-683-7645. Substitute teachers may be requested by a teacher for a particular absence and district personnel will be responsible for assigning the substitute to the specific absence after the substitute has confirmed that their availability. Substitutes may accept assignments outside his certification area. The telephone number to access the automated substitute system is 1-800-942-3767 and the website is

www.aesopeducation.com. Each substitute will be assigned an ID number and a PIN. Generally, the ID number is the substitute’s 10-digit home phone number and the PIN is the last four digits of the substitute’s social security number. HOURS OF ATTENDANCE The substitute teacher is expected to be in attendance in the assignment he/she has accepted for the same hours as the regular classroom teacher. The reporting and closing times for the teachers are as follows:

SCHOOL DELAYS/CLOSINGS When inclement weather forces the district to cancel or delay school, announcements will be made over local media and via the District’s Global Connect system. Radio and television stations which will announce school closings, delayed openings or early dismissals are: WSBA (AM/FM 910), or WGAL (Ch. 8, Ch. 3). Updates will also be listed as they are available on the district website, www.dallastown.net, and the “Delays and Closings” section of the WGAL website, www.wgal.com. PROFESSIONAL RESPONSIBILITY OF THE SUBSTITUTE TEACHER

Reporting to Work The substitute teacher must report by the defined time to the school principal or other designated person upon arrival at the school. Necessary forms and special instructions due at the end of the school day will be received at that time. Duties 1.

Instructional The substitute teacher will be responsible for providing all of the services indicated on the daily schedule of the absent teacher. This includes the punctual performance of all extra duties outside the regular classroom teaching schedule, as well as, the primary duty to teach the assigned classes following the prescribed lesson plans of the regular teacher. Questions about such extra duties should be referred to nearby staff members or to the individual to whom the substitute teacher reports in the particular school. Problems delivering the lesson plan should be reported to the regular teacher on the reporting form provided.

Record Keeping Keeping accurate records of student attendance and performance is a critical responsibility of the substitute teacher. Information regarding these and other record keeping duties of the substitute teacher will be found in teacher instructions or in the special instructions provided upon arrival at the school. Deviations from the instructions should be reported to the regular teacher on the reporting form.

Classroom Management Special classroom management functions that must be performed on a daily basis may be described in teacher instructions or from special instructions from the office. Questions regarding completion of such functions can be submitted to nearby staff members or to the school office for additional information or clarification. Maintaining classroom discipline is an important prerequisite to successful delivery of the instructional program. Following the procedures described by the regular teacher will help to sustain the environment expected by the students and to reduce the tendency of students to try to take advantage of the substitute teacher. Using positive rather than negative feedback to students and maintaining a firm and fair demeanor are ways to create a good learning atmosphere. Substitute teachers are also advised to prepare their own repertoire of materials or activities that may be used when the planned lesson is not going well. As with the regular classroom teacher, substitute teachers will have more success if they handle routine discipline situations on their own, but more serious problems should be referred immediately to nearby staff or to the office.

Housekeeping Good housekeeping is a characteristic of good teaching. The substitute teacher is responsible for seeing that the room is kept in neat condition and that student and teacher materials are maintained and returned to their appropriate storage place at the end of the school day.

Reporting Substitute teachers can acquire three forms that may be completed and submitted at the end of each assignment: a. b.

The Substitute Teacher’s Experience Report focuses on supports that should have been provided to the substitute teacher. This form may be completed and submitted to the principal or designee. The Substitute Teacher’s Daily Report identifies progress made and problems encountered during the assignment. This form may be completed for each day worked and left on the teacher’s desk at the end of the assignment. The Serious Incident Report must be completed in the event of any serious disciplinary, behavioral, health, or accident-related occurrence.

Close of the School Day After dismissal of students, the substitute teacher is on duty until the end of the school day for teachers. The substitute teacher may report to the school office before departing to comply with school 5

checkout procedures and submit daily reports. DAILY PROCEDURES It is the responsibility of the substitute teacher to: 1. Report to the main office of the school to which you have been assigned that day. 2. Give your name and the name of the teacher for whom you are substituting to the school secretary. 3. Be aware of the items in the daily bulletin, daily schedules, and other announcements. 4. Assume all the duties and responsibilities of the regular teacher since substitutes are on the same professional level as the regular teachers. 5. Familiarize yourself with rules and regulations pertaining to building schedules, fire drills, attendance taking, etc. 6. Maintain control of the students in order to have a classroom conducive to learning. a. Meet the class at the door. Try to ensure they enter orderly and take their seats. The tone set at the beginning will usually set the tone for the day. b. Expect and ask for appropriate behavior. Set up reasonable standards and stick to them. c. Use firm, positive control of the group. Refrain from making excuses from being unfamiliar with materials or procedures. Act with assurance and authority. Display a sense of humor when appropriate. d. Provide additional appropriate activity if work is completed early. Avoid periods of idleness. e. Move around the room. f. Find out who the classroom leaders are and use them to your advantage. g. Don’t punish the group for what an individual has done. h. Do not touch children during disciplinary confrontation. Corporal punishment is prohibited. i. Know when to seek help. Don’t let a situation get out of control. 7. Introduce yourself to each group of students. Set the ground rules for the day. 8. Follow the schedule of lesson plans to the extent possible so that students are provided a productive day. You should have several “rainy day” lessons planned which could be introduced if you encounter plans you are unable to follow. 9. Maintain accurate records of student attendance. 6

10. Be certain that student written work is properly identified, collected, and corrected. 11. The paraprofessional, if available, is trained only as a classroom helper. The responsibility of maintaining discipline and instruction is yours. 12. The classroom should be left in good order; papers, books, and supplies arranged in proper places. 13. Leave specific and thorough notations for the teacher indicating work completed and other information you deem necessary on the form provided. 14. Close windows, turn off lights, and close classroom door before leaving. The professional day ends at different times for the different schools – refer to page 4. PROFESSIONAL ETHICS The substitute teacher may have the opportunity to teach in several schools in the Dallastown Area School District as well as in neighboring school districts. Information gained through these experiences related to the academic and social performance of students as well as the professional performance of staff is extremely confidential and should be treated as such at all times. The substitute teacher will also form perceptions about programs, policies and procedures while working in our schools and should feel free to discuss these ideas with staff. Professional discretion, however, restricts indiscriminate discussion of such judgments in outside arenas. CODE OF CONDUCT As professional educators we are required to adhere to all practices and conduct as per Title 22 Education, Part XIV, Chapter 235. The text follows: §235.1.

Mission.

The professional Standards and Practices Commission is committed to providing leadership for improving the quality of education in this Commonwealth by establishing high standards for preparation, certification, practice and ethical conduct in the teaching profession. §235.2.

Introduction. (a) Professional conduct defines interactions between the individual educator and students, the employing agencies and other professionals. Generally, the responsibility for professional conduct rests with the individual professional educator. However, in this Commonwealth, a Code of Professional Practice and Conduct (Code) for certificated educators is required by statute and violation of specified sections of the Code may constitute a basis for public or private reprimand. Violations of the Code may also be used as supporting evidence, though may not constitute an independent basis, for the suspension or revocation of a certificate. The Professional Standards and Practices Commission (PSPC) was charged by the Act of December 12, 1973 (P.L. 397, No. 141) (24 P.S. §§12-1251--12-1268), known as the Teacher Certification Law, with adopting a Code by July 1, 1991. See 24 P.S. §12-1255(a)(10). 7

(b) This chapter makes explicit the values of the education profession. When individuals become educators in this Commonwealth, they make a moral commitment to uphold these values. §235.3.

Purpose. (a) Professional educators in this Commonwealth believe that the quality of their services directly influences the Nation and its citizens. Professional educators recognize their obligation to provide services and to conduct themselves in a manner which places the highest esteem on human rights and dignity. Professional educators seek to ensure that every student receives the highest quality of service and that every professional maintains a high level of competence from entry through ongoing professional development. Professional educators are responsible for the development of sound educational policy and obligated to implement that policy and its programs to the public. (b) Professional educators recognize their primary responsibility to the student and the development of the student's potential. Central to that development is the professional educator's valuing the worth and dignity of every person, student and colleague alike; the pursuit of truth; devotion to excellence; acquisition of knowledge; and democratic principles. To those ends, the educator engages in continuing professional development and keeps current with research and technology. Educators encourage and support the use of resources that best serve the interests and needs of students. Within the context of professional excellence, the educator and student together explore the challenge and the dignity of the human experience.

§235.4.

Practices. (a) Professional practices are behaviors and attitudes that are based on a set of values that the professional education community believes and accepts. These values are evidenced by the professional educator's conduct toward students and colleagues, and the educator's employer and community. When teacher candidates become professional educators in this Commonwealth, they are expected to abide by this section. (b) Professional educators are expected to abide by the following: (1) Professional educators shall abide by the Public School Code of 1949 (24 P.S. §§1-101--27-2702), other school laws of this Commonwealth, sections 1201 (1) (1), (2) and (4) and (b) (1), (2) and (4) of the Public Employee Relations Act (43 P.S. §§1101.1201 (a) (1), (2) and (4) and (b) (1), (2) and (4) and this chapter. (2) Professional educators shall be prepared, and legally certified, in their areas of assignment. Educators may not be assigned or willingly accept assignments they are not certified to fulfill. Educators may be assigned to or accept assignments outside their certification area on a temporary, short-term, emergency basis. Examples: a teacher certified in English filling in a class period for a physical education teacher who has that day become ill; a substitute teacher certified in elementary education employed as a librarian for several days until the district can locate and employ a permanent substitute teacher certified in library science. (3) Professional educators shall maintain high levels of competence throughout their careers. (4) Professional educators shall exhibit consistent and equitable treatment of students, 8

fellow educators and parents. They shall respect the civil rights of all and not discriminate on the basis of race, national or ethnic origin, culture, religion, sex or sexual orientation, marital status, age, political beliefs, socioeconomic status, disabling condition or vocational interest. This list of bases of discrimination is not all-inclusive. (5)

Professional educators shall accept the value of diversity in educational practice. Diversity requires educators to have a range of methodologies and to request the necessary tools for effective teaching and learning. Professional educators shall impart to their students principles of good citizenship and societal responsibility. Professional educators shall exhibit acceptable and professional language and communication skills. Their verbal and written communications with parents, students and staff shall reflect sensitivity to the fundamental human rights of dignity, privacy and respect. Professional educators shall be open-minded, knowledgeable and use appropriate judgment and communication skills when responding to an issue within the educational environment. Professional educators shall keep in confidence information obtained in confidence in the course of professional service unless required to be disclosed by law or by clear and compelling professional necessity as determined by the professional educator. Professional educators shall exert reasonable effort to protect the student from conditions which interfere with learning or are harmful to the student's health and safety.

§235.5.

Conduct. (a) Individual professional conduct reflects upon the practices, values, integrity and reputation of the profession. Violation of §§235.6--235.11 may constitute an independent basis for private or public reprimand, and may be used as supporting evidence in cases of certification suspension and revocation.

§235.6.

Legal obligations. (a) The professional educator may not engage in conduct prohibited by the act of December 12, 1973 (P.L. 397, No. 141) (24 P.S. §§12-1251-12-1268), known as the Teacher Certification Laws (b) The professional educator may not engage in conduct prohibited by: (1)

The Public School Code of 1949 (24 P.S. §§1-101--27-2702) and other laws relating to the schools or the education of children. (2) The applicable laws of the Commonwealth establishing ethics of public officials and public employee, including the act of October 4, 1978 (P.L. 883, No. 170) (65 P.S. §§401-413), known as the Public Official and Employee Ethics Law. (c) Violation of subsection (b) shall have been found to exist by an agency of proper jurisdiction to be considered an independent basis for discipline. §235.7. Certification. The professional educator may not: 9

Accept employment, when not properly certificated, in a position for which certification is required. Assist entry into or continuance in the education profession of an unqualified person. Employ, or recommend for employment a person who is not certificated appropriately for the position.

§235.8. Civil rights. The professional educator may not: (1) Discriminate on the basis of race, national or ethnic origin, culture, religion, sex or sexual orientation, marital status, age, political beliefs, socioeconomic status, disabling condition or vocational interest against a student or fellow professional. This discrimination shall have been found to exist by an agency of proper jurisdiction to be considered an independent basis for discipline. (2) Interfere with a student's or colleague's exercise of political and civil rights and responsibilities.

§235.9. Improper personal or financial gain. The professional educator may not: (1) Accept gratuities, gifts or favors that might impair or appear to impair professional judgment. (2) Exploit a professional relationship for personal gain or advantage. §235.10. Relationships with students. The professional educator may not: (1) Knowingly and intentionally distort or misrepresent evaluations of students. (2) Knowingly and intentionally misrepresent subject matter or curriculum. (3) Sexually harass or engage in sexual relationships with students. (4) Knowingly and intentionally withhold evidence from the proper authorities about violations of the legal obligations as defined within this section. §§235.11. Professional relationships. The professional educator may not: (1) Knowingly and intentionally deny or impede a colleague in the exercise or enjoyment of a professional right or privilege in being an educator. (2) Knowingly and intentionally distort evaluations of colleagues. (3) Sexually harass a fellow employee. (4) Use coercive means or promise special treatment to influence professional decisions of colleagues. (5) Threaten, coerce or discriminate against any colleague who in good faith reports or discloses to a governing agency actual or suspected violations of law, agency regulations or standards. 10

REMUNERATION Substitute teachers will be compensated at the rate of $95.00 per day (for total cumulative days of 1-25); At 25.5 days, the rate per day will increase to $100.00 per day retroactive to day one for services rendered in the Dallastown Area School District. A pay rate of $150.00 per day will paid for substitutes scheduled for 20-70 days in a consecutive assignment. Paychecks are issued on a biweekly basis usually with a two week lag period (depending upon the start date) and will be mailed directly to the substitute teacher. Substitute teachers should retain a copy of their days worked by method of personal calendar to compare to hours indicated on the paycheck. The substitute teacher may also choose to use direct deposit for their paychecks by using the appropriate form and supplying a voided check to Payroll. In addition to the usual rate of remuneration, a substitute teacher, having accumulated 45 total days, consecutive, or non-consecutive, will be eligible for free summer staff development courses, usually $100-200. APPLYING FOR DISTRICT VACANCIES You may be interested in applying for District vacancies. Vacant positions in our District are posted on our website’s “Current Vacancies” section found under the “Employment” menu tab. Please express your interest in a particular vacancy by applying online. Your application will be considered for applicable vacancies for one year from your application date. You may contact the Human Resources department before the end of this one-year period if you would like to update your application and extend your date by one year. NOTICE OF REASONABLE ASSURANCE OF CONTINUED EMPLOYMENT According to policy of the Dallastown Area School District, “employees will continue to be employed from year to year unless notified to the contrary.” Therefore, please be advised that you can be reasonably assured that your position will be available to you for the remainder of the current school year. Furthermore, you can be reasonably assured that your position will be available to you after all holiday breaks occurring during the current school year. If you do not receive notice that your position/employment will be terminated or modified, then you may be reasonably assured that the Dallastown Area School District intends to retain your services in the same capacity for the following school year and after all holiday breaks contained therein. Please note that this notice is not a contract of employment, but is issued for the purpose of meeting the provisions of the PA Unemployment Compensation Law and its related regulations.
