Center for Long-Term Care Quality & Innovation, Brown University School of Public Health, Providence, RI Associate Director Co-lead a research center that aims to improve care, outcomes, and cost for individuals receiving post-acute and long-term care. We partner with innovators to seek grant funding and rigorously test promising interventions, then to translate successes into practice nationwide. Our expertise centers on pragmatic methods, implementation science, and evaluation. Responsible for leading operations, including identifying and vetting promising interventions, developing collaborative relationships, obtaining grant and contract funding, and disseminating findings via presentations and publications. In 2015, gave presentations to audiences ranging from AHRQ to AcademyHealth, the American Health Care Association Board of Governors, the Brown School of Public Health Advisory Council, and the Minnesota Health Reform Council.

Healthcentric Advisors, Providence, RI Consulting Senior Scientist, 2015-present Continue to serve as PI on an ongoing mixed-methods AHRQ grant to create a consumer-centric home health web application, then test its impact on hospitalized patients' home health choices and outcomes (2012-2016).

Healthcentric Advisors, Providence, RI Senior Scientist, 2009-2015 Senior Program Administrator, 2008-2009 During second half of 12.5-year tenure with non-profit quality improvement agency, led the organization's scientific, research, and policy functions. Included collaborating with Rhode Island healthcare providers and stakeholders on strategies to improve the safety of care transitions and to publicly report quality measures. Care transitions leadership included the effectiveness study of Dr. Eric Coleman’s Care Transitions Intervention, a post-hospital coaching intervention proven efficacious in a RCT. We found a reduction in the odds of hospital readmission and cost avoidance (Voss et al., Arch Int Med 2009; Gardner et al., JGIM 2014). Associate Scientist, 2005-2008 Program Coordinator, 2004-2005 Research Assistant, 2002-2004 During first half of tenure with organization, focused on special studies to support Medicare’s implementation of the Nursing Home Quality Initiative throughout the U.S. Included creating a goal-setting website used by more than 75% of the nation’s nursing homes and later integrated into the multi-stakeholder Advancing Excellence campaign. We demonstrated that facilities with staff who set clinical quality goals achieved greater improvement in those quality measures (Baier et al., JAMDA 2008; Baier et al., JAGS 2009). In 2007, began leading Rhode Island Department of Health's public reporting program to publish comparative quality data for consumers. Public reporting accomplishments included creating and administering a statewide annual survey to assess physicians’ adoption of electronic health records, reporting home health patient satisfaction, and obtaining funding from AHRQ and the CDC to sustain and expand reporting activities.

Focused on quality measurement and completed a graduate thesis on the validity of creating nursing center composite measures for public reporting.
