APPROVE MODIFICATION NO. 1 TO AGREEMENT PURCHASE ORDER NO. PBWKS0000003858 WITH BRUCE JOFFE, PRINCIPAL, "GIS CONSULTANTS", FOR THE SERVICES OF IMPLEMENTING THE COUNTY SURVEYOR INITIATIVE TO PRESERVE CADASTRAL SURVEY MONUMENTS

RECOMMENDATION: Authorize and direct the Purchasing Agent to execute Modification No. 1 to Agreement Purchase Order PBWKS0000003858 with Bruce Joffe, Principal, "GIS Consultants", Oakland, California, to increase the original purchase order amount from $24,900 to $74,900, ($50,000), and to extend the time period by two (2) years, to July 31,2010, for continuing the County Surveyor Initiative to preserve cadastral survey monuments. SELECTION CRITERIA AND PROCESS: This consultant was selected after the Public Works Agency solicited informal quotations from four (4) firms, and responsive proposals were receivedfrom three (3). Two consultants were selected and deemed excellently well qualified, both were SLEB firms, and both entered into Agreements with the County. The firm that was not selected did not have the depth of demonstrated experience. SUMMARY/DISCUSSION: On May 13, 2007 the General Services Agency issued Purchase Order No. PBWKs 000003858 to Bruce Joffe, "GIS Consultants", for technical Geographic Infonnation System (GIS) and database services for the County Surveyor's "Cadastral" survey monument preservation initiative. During the period of this initial agreement, this consultant provided research, scholarship, guidance, and was a lead author for a detailed set of specifications for a "web­ based" mapping system about these monuments. By extending the time-period and increasing

the authorized amount, this consultant will remain available to answer technical questions about project specifications, and later-on to assist with quality assurance issues after the project is handed over to a multi disciplined GIS team for the actual implementation, a period of approximately three years. When implemented, this project will reduce costs, delays, and uncertainties related to boundary and right-of-way surveys by ensuring that proper safeguards are taken before construction projects inadvertently destroy these in-ground monument. The range of users who will benefit to this on-line application include individual lot owners needing a single boundary line located in the field, to local government agencies with major capital improvement projects referenced to their legal right-of-way lines. FINANCING: There will be no impact on the General Fund. Funding for the work is available and budgeted in Budget Org. 270100, Account 610261, Program 50661, Engineering and Construction.

MODIFICATION NO. ..!.. OF AGREEMENT WITH Bruce Joffe, GIS Consultants This Modification No.1 of Agreement for Services is made and entered into by and between the County of Alameda, hereinafter referred to as COUNTY, and Bruce Joffe, Principal, "GIS Consultants" 1212 Broadway, Suite 610, Oakland, Ca., hereinafterreferred to as CONSULTANT. WITNESSETH Whereas, COUNTY and CONTRACTOR have previously entered into Agreement Purchase Order No. PBWKS0000003858, executed on May 8, 2007, for services of implementing a County Surveyor initiative to preserve cadastral survey monuments, and related services described in Exhibit A, Definition of Services in said Agreement; and

Whereas, COUNTY desires to modify said agreement to increase the original purchase order amount from $24,900 to $74,990 and to extend the contract period by 2 years, through July 31, 2010, for planning, designing, and implementing this initiative, and to providing quality control assessments and drafting policy positions.

Whereas, County will not change the scope of work. And, therefore, it is mutually agreed by COUNTY and CONSULTANT to modify the time and dollar alUOWlt only. Whereas, for services rendered herein, COUNTY shall pay CONTRACTOR a sum not to exceed $50,000 for work performed during the period of July 31, 2008 through July 31,2010. CONSULTANT shall furnish services as described in Exhibit A of this Agreement. Exhibit B, "Payment Terms", has been modified as to dollar amount and time and the revised Exhibit B is attached to this modification and is intended to replace Exhibit B attached to the original Agreement Purchase Order No. PBWKS0000003858.

It is understood and agreed that all other terms and conditions of Agreement Purchase Order No. PBWKS0000003858 and its exhibits, not modified by this Modification No. One, shall remain in full force and effect as if fully set forth herein.
