Our Leadership Philosophy... The President and owner, Jeffery A. White, C.P.M. (personal resume available upon request) has over twenty-two years of purchasing experience in both the private and public sectors. His experiences include acquisition management, supplier financial management, procurement compliance training, and purchasing policy/procedures for governmental agencies, defense contractors, service organizations, and hundreds of subcontractors across the US and Canada. Jeffery is a former adjunct professor at Penn State Lancaster and Harrisburg campuses. He is currently a consultant/instructor with The George Washington University (Washington, DC), teaching courses in both the project management and contracting areas. Jeffery has published a number of articles in professional purchasing related publications such as Electronic Buyer’s News, NAPM Insight, Purchasing Today, and NAPM InfoEdge. He is a noted international speaker for The National Associations of Purchasing Management (NAPM), the National Institute of Governmental Purchasing (NIGP), Jeffery White is a lifetime and other purchasing organizations, Certified Purchasing Manager having presented topics at as designated by the National International Conferences, satellite Association of Purchasing seminars, and affiliate dinner Management. A New Addition... J.A. White & Associates, Inc. is proud to announce the expansion of their staff and operations with the addition of Jeff Rankin as the Vice President of Washington D.C. operations. Jeff has over 24 years of Contract Administration and Program Management experience associated with United States Government programs (resume available upon request). His experience includes executive staff level positions managing Contract Administration, Program Management, Strategic Planning and Congressional Relations. Jeff has also successfully held positions that have provided him detailed experience as the Director of United States Government Contracts, Director of International Contracts, and Program Director for Recovery Systems for a large Department of Defense firm. Additionally, he has also held a position that required him to be the corporate liaison for legislative issues between Washington D. C. and Jeff Rankin’s experience other business segments within the corporation, including includes executive staff level segments overseas. White & Associates, Inc. possesses an effective combination of in-depth contracting procurement compliance and technical expertise which is backed by many years of experience. We provide acquisition solutions from pre-solicitation planning, contract support, source selection support, policy, and compliance/audit support to hosting and deployment strategies for your automated procurement application. A specific example of our capabilities in this area involves the recruitment, training, deployment and management of over 50 consultants to Kuwait and Iraq. The situation started with a need for our client to augment their acquisition workforce with experienced acquisition professionals. Within three (3) weeks of winning a teaming agreement as a subcontractor to a major defense firm, we recruited, trained, and deployed our first consultant to the Middle East. Within 60 days of wining the agreement, we created a process that could take a clientidentified need from a requisition (for staff augmentation) to having a consultant in-country in the Middle East within two and a half (2 ½) weeks. Our client for this effort (Navigant Consulting, Inc.) benefited from the cost effective, time sensitive, yet highly automated manner in which we accomplished our mission. The net result was that thousands of contracts were negotiated, documented, and closed-out in accordance with FAR requirements.
