Welcome to Tampere and to SM Pirelli Rally of 2014.

1.1 Welcoming words from chairman of the rally committee. Center of the Rally and service park are situated almost in the center of Tampere City, at Tampere Stadium, Ratina area. This means a lot of spectators and publicity for you and us. Also it means heavy traffic, because we are so near at city center area. We wish that you enjoy this competition in good spirit and take care of other competitor’s, general public and spectator’s. Also beware of other people who needed to move at the area of service park, Tampere Stadium Ratina and special stages. This Competitor Guide accompanies rules of this rally competition, shares information and guides you through this competition. 1.3 Extra service vehicles and trailers Trailer park area is located in Sarankulma area near Scrutineering place, (supplementary map) 1.4 Insurances Organizer of this competition has an insurance policy which comes from authority of national ASN, it covers 3rd parties and officials of this competition if organizer is guilty for accident. Every competitor must have an own insurance policy, which is valid thru whole rally and also during SS, which covers 3rd parties if accident happens. Insurance policy documents must be kept in a rally car during whole competition also during reccé and shakedown. If rally car is temporalily registered and insured those documents must always been kept in rally car during Pirelli Rally 2014. Near main scrutineering place is a car inspection company K1-katsastajat, they will serve you in temporary registration and temporary insurance matters. At Pirelli Rally will be used new and from year 2015 national rally regulations and rules accepted turning signs. Turning signs (size: 15 cm height x 40 cm wide) These new arrows will be situated as turning signs to the right side of the road. Drive direction of the crest will be shown as arrows point. N:o 1A

2.5 Main service area Service Park At Tampere stadium. Ratinan rantatie 1, 33100 Tampere / Service areas marked in the map. Service vehicles and materials are allowed to enter the service area: Thursday 25.09 from 17.00 until 21.00 Friday 26.09. from 11.00 until 16.00 Service Park must be empty Saturday 27.09. until 23.00 o’clock. ATTENTION: Service vehicles must have at least one fire extinguisher for each competitor and oil absorbent tarpaulin or carpet. Under the competition vehicle and service vehicle must be used impervious tarpaulin or carpet. At Service area B if you have to lift or jackstand your vehicle you must use a solid base under lifts or jackstands. Service area is situated in football field and running track. Re-fueling or handling of flammable gasoline is strictly forbidden at Service park area.Handling of gasoline is allowed only if you need to take fuel tank off from a race car for some technical reasons. All this must be supervised by competition officials. Safety must be 1st issue all time when handling flammable materials. During this kind of technical work it is not allowed to do any other service for the race car. In service park area there is also night watch and security. All waste and harmful materials must be carried away by service persons. 2.6 Competitors service facilities Competitors and service staff may use service area toilets and there is also a space available for changing clothes at the second floor of Ratina Stadium. ( placed on areas map ) Also there is available toilets in spectators area. 2.7 Restaurant services and grill There is a restaurant at the competition center, there is possibility to have meals and coffee + etc. And there is also a grill booth near Start/Finish area in Tampere stadium, Ratina. 5

3.1 Registaration for pre rally SS (Shakedown) Registration for shakedown must be done at ABC Teivo sevicestation, address Hiitintie 1 33400 Tampere. tel. +358 (0)400 636 755 there will be a information point for Pirelli Rally 2014, which is open Thursday 25.09 from 8.00 until 12.00 o’clock. Following documents are needed at this point: national or international competitors license, drivers license and insurance documents for car. Participation fee for shakedown is 80,- €. From registration point you will receive a map, roadbook for shakedown, Time card and number for your car. ABC service station is situated by the main road number 3 on the way to Vaasa, about 10km’s from competitions main center. At the ABC there is available space for service vehicles and for service from truck stop area. Service equipment rules as in main service park. 3.2 Scuritineering (Shakedown) Before entering into shakedown there will be security check at starting area Thursday 25.09 from 09.00 o’clock. 3.3 Implementation (Shakedown) Pre rally SS (Shakedown) is situated 15 minutes by car ( approx. 8 km) drive from ABC Teivo service station. Execution times are not limited, but shakedown must be done until from 10.00 until 15.00 o’clock. Detour time from finish to start again is approx.. 20 minutes. At shakedown there is no timing available nor reccé possibility. Starting to shakedown by 2 minute intervals. If you have to stop during shakedown you must warn other competitiors. 4. Inspection of documents and distribution of competition material Inspection of documents is done at competitions office by the rules.. Both drivers must be available personally during this procedure. Checked:

Driving license Entrants license ( if different than drivers 1 or 2). Competitor license ( foreign competitors ). Car papers ( vehicle registration or temporary registration )

Received:

Receipt for registration and received competition material. Filled reccé information form. Filled announcer form. Possible changed information form. Announcement for incar camera in use.

If competitor don’t want to use service stations for re-fueling, it is allowed to do re-fueling by yourself from own containers in allowed areas, you must inform organizer of own re-fueling and pay a re-fueling fee of 30,- € during registration. Remark this if you are using RE85 !

. ATTENTION ! There is a surcharged parking area available for pick up of competition material. Address: Ratinan rantatie surcharge is valid during 8.00 – 18.00 o’clock. Parking space is limited. Near there is also a shopping mall Koskikeskus parking hall. During registration there is available a parking ticket which allows to use P-Hämppi parking hall ( same as Parc Fermé ) from Thursday to Sunday. 4.1 GPS – Tracking device Tracking device will be given from competition office, 1 hour before starting time and device will be given back to rally authorities at AT/TC 1C. Device will be given again for part 2. at starting time in the AT/TC 1G and will be given back at the AT/TC 9C. Class 16 will not use tracking device. 5. Scrutineering Before this competition there will be a safety inspection as informed in supplementary regulations. All rally cars are going be weighed and sound measurement. Drivers personal gears are going to be checked too.Scrutineering point is at map. Turbos must be sealed and sealing wires must be in tact and wide enough.

Scrutineering timetable:: 25.09. 18.00 - 20.00 Voluntary safety check 26.09. 15.00 - 15.30 numbers 1 – 30, 16.30 - 17.00 numbers 91 - 120 15.30 - 16.00 numbers 31 – 60, 17.00 - 17.30 numbers 121 - 150 16.00 - 16.30 numbers 61 – 90, 17.30 - 18.00 numbers 151 - 180 Needed official documents: Inspection card (FIA / National ASN) Classification papers ( FIA ) Scrutineering form Fuel and technical form filled, in classes 1,2,7,8,11,13 Tyre code form, filled in classes 1 to 6. If there is no FIA barcode markings in tyres which competitor wishes to use, you must contact chief of scrutineering Mr. Tapio Nieminen, Tel. +358 (0)40 7137 794 and ask alternative instructions. Allowed amount of tyres in this competition is 14 pcs. Competition numbers, windshield stickers and other sticker provided by organizer must be placed at the race-car before you arrive to scrutineering. 6.

Reconnaisance (Reccé) Reccé is done as informed in supplementary regulations. You also must follow the regulations which are available in reccé guide. This guide is available after checking in this competition. 7

7 Competition facts 7.1 Distances and timetable during competition (changes are possible)

7.2 Service breaks and Re-group stop Friday 26.09.2013 there is 30 minutes service break before Parc Fermé. Saturday 27.09.2013 there is 15 minutes service break before start part 2. and service break 30 min. after SS 5. Re-group is between SS 6 and SS 7. 7.3 Tyre changing There is possibility to change tyres before AT/TC 6C, there is available space (marked in the map) of Mobilia, tyre change must be made by given instructions. Other service is prohibited. 7.4 Re-fueling stations and distances (km) Re-fueling must be done at certain service stations. Re-fueling areas are also available for your use if you want to do re-fueling by yourself from your own containers. Allowed re-fueling areas are marked in the roadbook. Allowed service stations for re-fueling Re-fueling distances are measured by the rules of national rally organizer handbook 2014. Remember those timing recommendations by maximum kilometres 40km SS/ 60km transition. Timing is based on estimated driving time and route has been driven by officials of rally. By starting number estimated times is based on competitions normal timatable.

7.5 Start Start for competition part 1. Ratina Stadium from Friday 26.09.2014 1st car starting at 18.01 o’clock after that within 1 minutes intervals. At starting area there is no extra Parc Fremé area available. We recommend that competitor arrive to starting area 10 minutes before scheduled start time. List of all accepted competitors will be held available at main bulletin board and rally homepage @ http//:www.pirelliralli.fi Timecard 1. will be provided to competitor at START – AT/TC point which is situated at the starting gate (AT/TC 0). 7.6 Night Halt and Parc Fermé Pre-Entering is free at the AT/TC 1C and at the AT/TC 1 F. During Night Halt race cars are situated in the Parc Fermé area P-Hämppi after service break as mentioned at the roadbook. This rule does not apply Class 16 (VOC Mekonomen) and those who have stopped during day 1, which are going to start for day 2. List of accepted competitors for start 2 will be published at the main bulletin board and at the rally homepages http://www.pirelliralli.fi In that list of accepted competitors will be shown starting times from AT/TC 1G, where timecard 2 will be available. Drivers are allowed to enter Parc Fermé - area earliest 20 minutes before own starting time. This timewindow contains 10 minutes for transition to the AT/TC 1G. Transition from Parc Fermé to Tampere Stadium Ratina is under Parc Fermé rules. There are no extra parking tickets available for race cars, but there is a race official at the Tullinramppi entering gate. Same procedure is available when exiting from Parc Fermé. Saturday morning drivers will have to use when entering P-Hämppi Koskenporras entering gate. There is also a race official to open up the place. ( mentioned places marked at Tampere downtown map). If you have stopped competition during Friday, you have to inform official in written form until 26.09. at 23.30 o’clock that you will continue competition during Saturday. Race car will be reinspected at the competition center in that technical area which is marked in the map during Saturday 27.09 between 7.00 – 7.15 o’clock. If re-inspection is OK, race car will be held in technical area and it will be allowed to start for start 2. from the AT/TC 1G. Class 16 continues rally from the AT/TC 1H, which they will have timecard 2. 7.7 Competition Part 2 Competition part 2 Start at the Ratina stadium, from the AT/TC 1H, from 08.16 o’clock. Timecard 3 will be available when entering to service break at the AT/TC 5D, in the timecard is mentioned starting time from the AT/TC 5E. Finish at the AT/TC 9C. Pre-Entering is free, after that follow officials instructions, only prize winning competitors are driving thru Finish podium, others are directed to service park area. Between AT/TC 9 C and Finish podium the Parc Fermé – rule is valid. 7.8 Discontinuation of competition If you have to stop during SS for technical or for other reason, remember to use warning triangle to inform other competitors. If you need medical help use and show roadbook’s printed SOS sign, to inform other competitors and officials. If you don’t need medical assistance use OK sign from roadbook. If you have to stop competition, call +358 (0)50 5953 206 + You have to fill up and leave form of discontiunation (available at timecard) nearest AT/TC, radio control point, official car or competitons office. There is no possibility to fetch race-cars away from SS if they are used two times in a row. 12
