General Information

1.1 Greetings from Clerk of the Course Tampereen Urheiluautoilijat will be 60 years old this year. And we don’t know better way to celebrate this remarkable age than with this final competition of the FRC. FRC classes 1 and 2 have winners already but other classes and places have the competition still going strong. And that is good! Number of entries is very pleasant. Swedish Volvos (VOC) will bring really nice wince to the competition. Total number of nationalities is 8 and that is really great thing. We welcome you all!

This rally is also Henri Toivonen memorial competition. Among other things “Henkka” is in our memories with SS which is named after him. Have nice and speedy fall day with our rally! Mrs. Pirkko Ylitalo Clerk of the Course

Near the Rally HQ and Service Park is area for the trailers. 1.4 Insurance

Organizer of this rally has an insurance policy which comes from authority of national ASN, it covers 3rd parties and officials of this competition if organizer is guilty for accident. Every competitor must have an own insurance policy, which is valid thru whole rally and also during SS, which covers 3rd parties if accident happens. Insurance policy documents must be kept in a rally car during whole competition also during reccé and shakedown. If rally car is temporarily registered and insured those documents must always been kept in rally car during the Rally. Organizer has insurance for rally officers and for liability from ASN. Plus Katsastus – (inspection company) will provide temporary traffic insurance and registration matters. ATTENTION: Service vehicles must have at least one fire extinguisher for each competitor (car) and oil absorbent tarpaulin or carpet. Under the competition vehicle and service vehicle must be used impervious tarpaulin or carpet. Re-fueling or handling of flammable gasoline is strictly forbidden at Service Park area. Handling of gasoline is allowed only if you need to take fuel tank off from a rallycar for some technical reasons. All this must be supervised by competition officials. Safety must be 1st issue all time when handling flammable materials. During this kind of technical work it is not allowed to do any other service for the rally car. In Service Park area there is also night security from Friday evening to Saturday morning. All waste and harmful materials must be carried away by service persons/competitors.

2.6 Dressing and shower facilites Inside of the Rally HQ is dressing rooms that includes showers and toilets. Also at the Service Park will be toilets. 2.7 Restaurant At the Rally HQ, near the Rally Office is Restaurant inside the building. Meals, coffee and snacks. Also at the Service Park (outside) can be bought some snacks.

3.1 Entry Entry is at Shakedown Rally Office, location Shell HelmiSimpukka Ylöjärvi – station. Address: Vanha Vaasantie 1, Ylöjärvi. p. +358 400 636 755 Mrs. Sari Koivumäki Shakedown Rally Office is open Thursday 22/9 from 09.00 to 13.00 Entry fee 100€, paid by cash at the entry. Mandatory competitor documents: Competitor licence, driving licence and car insurance Shell HelmiSimpukka location is side of the main road 3, 21km away from Rally HQ direction City of Vaasa signs. 3.2 Service Base Organizer has organized Service Base for the Shakedown entries, Carsport company´s parking area. Address: Elovainiontie 4, Ylöjärvi. Same equipments than at the Service Park. 3.3 Scrutineering Before the 1st run scrutineering will make the safety inspection for the car and driver equipment at the start of the special stage. Scrutineering starts at 9.00. 3.4 Special Stage Special Stage of the Shakedown is located about 5min (~3km) away from Shakedown Rally Office. Number of the runs are free, but runs must be make during the Shakedown time from 10.00 to 15.00. Liaison from the Finish of the SS to the Service Base will take about 20min. At the Shakedown organizer won´t offer any time keeping or reconnaissance option. Starting interval is 2min, if competitor has to stop on the SS they are responsible to give warning signs to next competitors.

If competitor don’t use gas stations for re-fueling, it is allowed to use re-fuel zones by yourself from own containers in allowed areas, you must inform organizer of own re-fueling and pay a re-fueling fee of 30€ at the entry. Remark this if you are using RE85. You are not able to drive route without use the re-fuel zones. Material:

Parking area P is for picking up the rally material from Rally HQ. Competitors can use same P2 area for recce vehicles during the Rally but P-Hämppi is more recommendable. 4.1 GPS – tracking device and time tracking transponder GPS – tracking and transponder devices will be given to the competitors at the time of administrative checking and distribution of competition material. Competitors is responsible for keep the GPS – tracking device ON during the reconnaissance and changing the device from recce vehicle to the rally car after the recce. Please remember charge (USB power unit) the device during the reconnaissance. GPS – tracking device will be given back to the rally official´s after the TC 2E at the Parc Fermé before overnight halt to charge the device. Saturday 24/9 morning GPS- tracking device will be given back at P-Hämppi when leaving Parc Ferme. 8

Time tracking transponder will be in the competition car during whole rally. GPS – tracking device AND transponder will be given back at the Finish of the Rally / TC 9C. If competitor retires during the Rally, device must be given back to official´s with the proof of retirement. All disappeared devices will be charged afterward. Instructions for using these devices will find at www.pirelliralli.fi/ilmoitustaulu

5 Scrutineering

Before the rally there will be a safety inspection as informed in supplementary regulations. Scrutineering is held at Plus Katsastus, Mustimäenkuja 1, 33950 Pirkkala. Competitor number- and windscreen stickers must be installed before scrutineering. Technicaland fuel stickers will be putted to windscreen´s right upper corner (Co-drivers side), if stickers are removed after previous FRC competition. Turbocharger will be sealed and sealing wires must be intact and wide enough. Please remember to bring drivers safety equipment (2016 regulations) to the safety inspection also.

Needed documents: -Finnish ASN technical passport (compulsory for foreign vehicles, except when driven by foreign drivers) - homologation form -scrutineering protocol - roll-cage homologation form or certificate (if cage is homologated or certified) - catalytic converter certificate - proof of insurance -Fuel and technical form, classes 1-4 (4WD, turbo cars) - tyre bar code form, classes 1-4. If there is no FIA barcode markings in tyres which competitor wishes to use, you must contact chief of scrutineering Mr. Antti Hirvonen, +358 50 3201 757 and ask alternative instructions. Allowed amount of tyres in this competition is 12 pcs. 9

6 Reconnaissance

Reconnaissance as informed on supplementary regulations and reconnaissance guide. Please notice this: Reconnaissance schedule is tight, please start reconnaissance as soon as recce starts. Recce will start 23/9 at 6am and can be start at the start of any SS. Please notice also this: SS 1 Teivo reconnaissance closing Friday 23/9 at 3 pm!

7 Competition

7.1 Distances and schedule during the rally

7.2 Service and re-group Friday 23/9 Service A is 33 min. before overnight halt (Parc Fermé). Saturday 24/9 Service B is 15 min. before start of part 2. Regroup after SS 5 (RG IN at TC 5B) at City of Valkeakoski. Service C after Regroup, before SS 6 at the Service Park (TESC) is 48min. Also there is external light unit – fitting zone for classes 1 – 15 by Finnish Rally Championship regulations 2016 between SS 7 and SS 8. Place is fitted in the Roadbook page 73 box 5. For classes 16 – 22 between SS 7 and SS 8 is service area, time included at the liaison time ATTENTION: Service vehicles must have at least one fire extinguisher for each competitor (car) and oil absorbent tarpaulin or carpet, tarpaulin/carpet is mandatory to use under the rally car. 7.3 Re-fuel and distances

Re-fuel is only allowed on the gas stations what are marked in the Roadbook. Re-fuel zones are also available for Your use if you want to do re-fuelling by Yourself from Your own drums. Allowed re-fuel zones are also marked in the Roadbook. If competitor use E85 gasoline, re-fuel zone´s is only way to fill the fuel tank. Allowed re-fuel gas stations and re-fuel zones

Re-fuelling distances are measured by the rules of national rally organizer handbook 2016. Timing is based on estimated driving time and route has been driven by officials of rally. By starting number estimated times is based on competitions normal timetable. Friday 23.9.2016

7.4 Start of the Rally

Part 1 will begin from Koskikatu, Tampere centre on Friday 23/9/2016 at 17.31, 1minute interval. Roadbook includes recommend liaison from Rally HQ to the TC 0 (Start of the Rally). It´s mandatory to use recommend liaison route from page 8 box 16 (in the P-Hämppi underground parking area where is holding area before Start of the Rally) At starting area there is no extra Parc Fermé area available. We recommend that competitor arrive to starting queue area (P-Hämppi) 10 minutes before scheduled start time. List of all accepted competitors will be held available at the official notice board and web page: www.pirelliralli.fi/ilmoitustaulu

Timecard 1 will be provided to the competitors at TC 0 / Start of the Rally. Class 10 VOC will not participate to SS 2. (Route TC 1B – TC 2C) 7.5 Overnight halt and Parc Fermé There is free entry on TC 2C (Service IN) and on TC 2D (Service OUT) and TC 2E (Parc Fermé IN). At the overnight halt rally cars are inside the P-Hämppi undergroung parking area. This rule does not apply those who has retired during part 1, which are going to start for part 2. List of accepted competitors for part 2 will be published at the main notice board and at the web page (http://www.pirelliralli.fi/ilmoitustaulu). In that list of accepted competitors will be shown starting times from TC 2F. Competitors can arrive Parc Fermé area 30min before their starting time, liaison to Parc Fermé to TC 2F (Parc Fermé OUT & Service IN) included on that 30min. Competitors must use elevator KOSKENPORRAS from ground level to underground. Time card 2 for part 2 will be given at TC 2F If competitor retired during part 1 and competitor will continue to part 2 competitor have to give written form until 23/9 before 23.30 to the Rally Office. Re-inspection for the rally car will be at the Parc Fermé – area, Saturday 24/9 from 7.00 to 7.15. If re-inspection is OK, rally car will be held in Parc Fermé – area and it will be allowed to start part 2 from the TC 2F, at the time of competitor number regarding list of accepted competitors for the part 2. 7.6 Part 2 Competitors can arrive to Parc Fermé – area at the 30min. before their starting time. Part 2 start is on Saturday 24/9 from 8.01 o´clock. On the TC 2F (Parc Fermé OUT – Service IN) will be given timecard 2. Timecard 3 will be given on the TC 5D (Service IN). 7.7 Classes 16-22 Classes 16-22 will compete only at SS 6-9 without reconnaissance.

7.8 Retirement If you have to stop during SS for technical or for any other reason, remember to use warning triangle to inform other competitors. If you need medical help use/show SOS sign (size A3), for inform other competitors and officials. If you don’t need medical assistance use OK (size A3) sign. If you have to retire the competition, call +358 40 3011 400 AND You have to fill up and leave form of retirement (available at timecard) nearest TC, radio control point, official car or Rally Office. There is no possibility to fetch rally cars away between SS driven two times in a row. 7.9 Finish Finish of the Rally, TC 9 is free entry. After the TC 9C please follow organizer guidance. Only prize winners to the podium, other competitors are free to leave. Please use Roadbook pages from 34 to 37 (from Parc Fermé to Service Park) after TC 9C to the Rally HQ / Service Park. Between TC 9C and podium Parc Fermé regulations is valid.
