Congratulations on your new home at Celebrate by Del Webb! I would like to take a minute and welcome you to the Celebrate community and tell you about the neighborhood. Your home is part of the Celebrate by Del Webb Community Association, which is your homeowners association. Please find below a series of questions you may have regarding your homeowners association along with their answers. How can I get involved with the Community & HOA now? The Board is in the process of setting up committees that will work with the Board of Directors on particular items such as a social events, grounds, and communication, just to name three. If you are interested in volunteering for any of the committees listed below, please call Service First Management & Consulting, Inc. at 540-371-5936 with the name of the committee in which you are interested and your contact information. •

Social Committee o Proposing recreational, social, cultural, and educational programs appropriate for the various interest groups represented within the community o Arranging publicity for community events o Preparing a welcome program for new residents o Making budget proposals on programs and activities within the community’s jurisdiction o Performing other functions as directed or approved by the Board o Submitting meeting minutes to the Board through Management that summarize its committee activities, comments, questions, and recommendations o Providing news on committee activities for inclusion in the Association newsletter o Prior to Board review, coordinating and reviewing major action items with other committees, as appropriate, to avoid conflicting action items



Grounds Committee (includes the trail) o Reviewing and monitoring landscape contract specifications as well as monitoring and advising the Board and Management with regard to improvement of grounds and the appearance of property o Inspecting, and in coordination with Management, making the appropriate recommendations to the Board regarding the condition and maintenance of the grounds and the appearance of the property o Providing resident input concerning landscaping and grounds to Management and the Board to ensure the community’s desires are being communicated o Prior to Board review, coordinating and reviewing major action items with other committees, as appropriate, to avoid conflicting action items 3

Submitting meeting minutes to the Board through Management that summarize committee activities, comments, questions, and recommendations o Providing news on committee activities for inclusion in the Association newsletter Communication Committee o Assembling material for and publishing the Association newsletter in accordance with editorial policy established by the Board of Directors o Maintaining the Association website o Reviewing and making recommendations to the Board of Directors regarding the performance of vendors hired to maintain the Association website o Reporting on and publishing objective information on the community’s current internal issues o Upon request, providing advice and counsel to other committees regarding publications, flyers, and posters o Prior to Board review, coordinating and reviewing major action items with other committees, as appropriate, to avoid conflicting action items o



The Board is always open to suggestions for committees that the community feels would be productive to the Association. If you ever feel as though you have a great idea for a committee, please do not hesitate to send your suggestions to the property manager. Who is our management company? The Celebrate by Del Webb Community Association is managed by Service First Management & Consulting, Inc. (SFMC). The management company’s role within Celebrate is to assist the Board of Directors in carrying out the Association’s day-to-day operations. Should you have general questions about your community such as scheduled trash days, how to arrange a bulk pickup, or an inquiry about your account balance, please contact SFMC at 540-371-5936. Do we have a community website? You do; SFMC provides the Celebrate by Del Webb Community Association with a website through www.sfmcinc.com. This website allows you to view your welcome packet, print Architectural Modification Forms, view community information, and order important Association resale documents (e.g., Articles of Incorporation, Bylaws, etc.). In addition to the website available through www.sfmcinc.com, there is another Celebrate by Del Webb Community Association website; this website’s address is: www.celebratecommunityassociation.com. This site includes: a personalized home page, resident directory, personal address book, enhanced classified ads with photo thumbnail, community and group news, alerts, events management, a comprehensive calendar, pages for groups/clubs/associations/schools/worship centers, message boards, documents, photo galleries, surveys and polls, promotions from business sponsors, etc. Residents can also easily submit news, events, documents, alerts, and classifieds.

Whom do we call for trash pickup? In order to establish trash service for your home, please call American Disposal at 703-368-0500 and provide them with your name and address and let them know you live in Celebrate. They will provide you with a trash toter and recycling bin at no cost to you. Trash is picked up on Tuesdays and Fridays and must be placed curbside prior to 6:00 a.m. Trash bags or containers shall not exceed 50 pounds of weight. Should you have a bulk item for pickup, please place it out on Fridays. Recyclable items will be picked up on Tuesday. American Disposal will not provide service on the following holidays: Thanksgiving Day, Christmas Day, New Year’s Day, and holidays when the landfill is closed. Please note that per the HOA documents, your trash and recycling containers need to be stored out of sight. How do we contact Del Webb with customer relations or warranty-related issues or questions? Information concerning appliance warranties and where to call for service may be found in the warranty package provided to you by the Builder. Questions regarding other warranties in your home should be directed, in writing, in accordance with instructions previously provided by the Builder. The warranty phone number is 1-888-686-0269. Does SFMC offer a Direct Debit Program for assessments? SFMC offers a Direct Debit program for those who are interested in enrolling. Should you be interested in enrolling in the Direct Debit Program, please contact SFMC at 703-392-6006 and ask to speak to the accounting department.

Active Adult Management Division DEAR CELEBRATE BY DEL WEBB HOMEOWNER: We are pleased to inform you that your Board of Directors has retained our firm to serve as the managing agent of your Association. This welcome packet is designed to provide information about the operations of the Association and to explain what the managing agent's functions are: What we are about and how we serve your community. You will be invited to a new resident orientation approximately one month after closing on your new home. Each purchaser of a dwelling, upon conveyance of title to the purchaser, will automatically become a member of the Celebrate by Del Webb Community Association, Inc. a nonprofit membership corporation. “Association” shall mean and refer to the Celebrate by Del Webb Association, Inc., formed to administer, manage and operate the common affairs of the homeowners within the site to maintain, repair and replace the common property of the community. “Common Property” shall mean and refer to all portions of the community that will eventually be owned by the Association which include, but are not limited to, the parks, the improvements within the parks including the parking areas serving the parks, open space within the parks, ball fields, buildings and the wall monuments leading into the parks. Our office is responsible for overseeing the operation of your Association, collecting maintenance fees, paying bills, and monitoring services provided by contractors for community services. Additionally, we have been asked to assist the Board in all administrative details, handling resident and owner correspondence, violations, requests, etc., and the filing of required forms. Our accounting department will assist the Board in reviewing the operating budget of the Association and work with the Board to provide a sound financial plan. Management prepares a pro-forma budget, which the Board uses as a basis for adopting a financial plan to meet the goals and operational needs of your community. Your Board takes their fiduciary responsibilities very seriously, and collectively they are doing their best to provide a solid financial base so that the property values and stability of the Association are maintained. In order to achieve the goals that have been set, the Board needs your cooperation. A number of items are enclosed for your review and action. These forms are designed to assist your Association in ensuring that accurate records are maintained, that you will receive a copy of all community notices, and that your account is properly credited. Enclosed please find: 1.

2. Occupancy Status Sheet - to be completed as soon as possible and returned to our office. It is advisable to also attach a copy of the last page of your settlement/closing statement and/or lease. If you do not wish to complete some sections or do not have sufficient information, fill in as much as possible and return the form promptly. 3. Work Order Request - Relative to the Association’s common areas and recreational facilities to the management office. All communication should be in writing, and it is suggested that you retain a copy for your records. Please limit requests on this form to Association Common Property, not requests specific to your dwelling unit.

Celebrate by Del Webb, on-site property manager, Lulu Rodriguez-King is located at 10 Montera Avenue, Fredericksburg, Virginia 22406 with office hours as posted. In urgent matters related to the Association during normal business hours, please contact the on-site management office by telephone at 540-371-5936, or SFMC’s main office at 703-392-6006. After hours emergency calls should be directed to (888) 980-8958 for a prompt response. This number is for after hours and weekends only in extreme emergencies for situations affecting COMMON AREAS ONLY. If the emergency affects only your home, i.e., no heat or plumbing problem, you must arrange your own repairs. From time to time, policies and procedures will be developed by the Board, and these will be distributed to everyone on the mailing list. Any questions and/or suggestions related to the Association should be processed through the management office. As the managing agent responsible for administrative and operational services, we are dedicated to maintaining quality services in your community. Our staff is comprised of experienced community association managers, conscientious office personnel, and qualified bookkeepers. We utilize a fully computerized accounting system and therefore adhere to business practices that have been developed over the past years serving communities in the field of community association management. Another very important matter is the collection of your monthly maintenance fee assessments. Shortly after your closing you will receive a coupon booklet; kindly remit your payment by the first of the month. Please contact the management office at 540-371-5936 for your account number and use the temporary payment coupons included in this welcome packet until receipt of your coupon booklet. The management office (540-371-5936) is open the following days and times to handle all community association business. Mondays through Fridays: 9:00 AM to 5:00 PM Saturdays and Sundays: CLOSED Should the on-site management office not be available or is closed, please call SFMC’s main office at 703-392-6006. After regular business hours, (evenings, weekends, and holidays) please call 1-888-980-8958. This answering service is available 24 hours per day.
