New Online Map Provides Information on Development Projects In an ongoing effort to make city information more accessible, a new interactive project map is available on the City’s website. The online tool provides information on upcoming large development projects within city limits. The map is easy to use and provides the location of the project, the applicant, project plans, status, and the city planner’s contact information. To access the map, go to “Construction Projects” on the homepage (CityofVista.com) or type “Online Planning Map” into the search engine. Residents can also register to receive e-notifications on planning notices. Sign-up under “E-news” on the City’s homepage. The City’s Planning Division is tasked with making sure land uses in Vista comply with City codes, the General Plan, City Council and Planning Commission policies, and state law requirements. Moonlight Presents Debuts in 2016 A new era in the history of the Moonlight Amphitheatre is being introduced in 2016. The Moonlight Presents program was created to expand the entertainment offerings of the Moonlight Amphitheatre. This new brand will offer exciting performing arts programming in the categories of Moonlight Cabaret, Performing Live, and Variety beginning in January. MoonlightStage.com/Moonlight-Presents

Improving Vista’s Parks and Roads During the past year, over 25 percent of the city’s main streets have been repaired and maintained, including Melrose, Shadowridge, Civic Center, and Hacienda drives; and Sycamore and Olive avenues.

SANDAG Grant Funds Paseo Santa Fe Improvements Work continues on the east side of S. Santa Fe Avenue as construction crews install the street lights, pedestrian furniture and construct the new lane. These improvements are a core element of the City of Vista’s long-term plans to create a vibrant, lively, pedestrian-friendly downtown area. In December, a Gateway Arch marking the entrance into Paseo Santa Fe will be erected midblock between Main Street and Broadway. The current road detour will remain in place until the construction of the new roundabout at Eucalyptus Avenue and the final paving of the road are completed in early 2016. The City Council has been vigilant in setting aside funds to continue the vision of Paseo Santa Fe. These funds, combined with a total of $5.7 million in grants from the San Diego Association of Governments will help the city continue its transformation of S. Santa Fe Avenue from Oceanview Drive to Terrace Drive during Phase II. Vista’s second roundabout will be constructed at Guajome Street during this phase. The engineering and planning of Phase II will take place throughout 2016 and construction activity will begin in mid-2017. The City is still pursuing funding for the additional Phase III construction to continue the project to Civic Center Drive. Residents can contact the City 24/7 to report a problem, such as a code violation, graffiti vandalism, a non-working streetlight, or a pothole, online at CityofVista.com. Residents can go to the lower portion of the website to “Report a Problem” or click the Government Services top tab to locate the “Report a Problem” link. Once the winter wet season ends, street maintenance and repairs will begin again around the city (spring, 2016) and the percentage of streets improved will increase to 35 percent. These improvements will continue to focus on the major roadways in the city where many people drive, as well as some residential areas in need of repair. A list of street projects is online at CityofVista.com under Construction Projects. These improvements will continue to make a positive difference in the quality of driving throughout the city. The City is also investing $7 million in new park amenities, equipment upgrades and improvements. Following is a partial project list completed, in progress, or coming soon. • Breeze Hill - New shade sail, restroom upgrade, in progress. • Brengle Terrace - New picnic tables: completed. Preparing for a Strong El Niño Season Current forecasts are predicting a possible strong El Niño season this winter. El Niño conditions, driven by a warmer-than-normal Pacific Ocean, are expected to bring more rain than a normal winter, according to the National Oceanic and Atmospheric Administration. El Niño conditions do not “cause” individual storms, but rather influence their frequency and characteristics. This could lead to sporadic flooding, power outages and closed roads across San Diego County. The City of Vista Public Works Department has been busy behind the scenes preparing for the winter storm season, including removing debris from 1,352 storm drains and strengthening road and park infrastructure before the expected rain hits. Internally, City staff is reviewing emergency procedures and coordinating between departments to prepare for a series of possible significant weather events. Chuck Crist, City of Vista Public Works Director notes that some street flooding may occur in low lying areas of the City during very heavy rain storms. “In the event a severe storm delivers significant rainfall counts, the drainage systems may reach full capacity and the excess water may result in flooding,” Mr. Crist said. “When needed, Public Works crews will post road closures in areas where unsafe driving conditions exist.” Drivers are urged to stay alert, pay attention to road signs, slow down and use caution during heavy rain storms. Keeping a few sandbags ready this winter may help ward off water if it approaches a home. Free empty sand bags are available at the Public Works facility during normal business hours. Residents can purchase fill materials at local home centers and building supply stores. (Homeowners living outside the city of Vista limits should check San Diego County’s ReadySanDiego.gov website for County sand bag distribution locations.) Even though El Niño is always a question mark because of other climate variables, the City of Vista is preparing - just in case it hits hard this winter.

Tips for Residents • Clear drains and rain gutters. Roofs should be clear of leaves and debris. • Keep flashlights and batteries handy in case of power outages. • CA law requires turning on headlights when windshield wipers are in continuous use.

Donating to the Troops During the Holidays Vista’s Adopted Marine Corps Unit: Helicopter Marine Light Attack 369 (HMLA 369) There are many ways to help support the City’s adopted Marine Corps Unit and their family members during the holidays and throughout the year. The almost 400 men and women with over 150 children need your support and deeply appreciate it. The City sponsored Holiday Toy Drive begins December 1. Drop off a new, unwrapped toy at the Civic Center through December 31. Toys collected after the holidays will be used throughout the year for the troops and their families.

Get to Know the City You Live In: Vista Leadership Academy

Construction Planned Around Town • E. Vista Way Raised Medians Raised medians and street trees are in the design phase for E. Vista Way between Fire Station #6 and Williamston Street. The project, funded with a Federal Highway Safety grant of nearly $700,000 and traffic impact fees, is intended to improve safety and traffic flow for motorists without widening the road. Construction is expected to begin in 2017.  • Buena Vista Creek & Trail Improvements The wetland creek restoration and nature trail and bridge improvements along the north side of Brengle Terrace Park, between the parking lot adjacent to the Jim Porter Recreation Center and Vale Terrace Drive have begun. The project, a key link in the citywide trail system, is being funded through a $680,000 State grant and park development fees. Completion is scheduled for summer, 2016. • Maryland Elementary School Sidewalk Improvements This Safe Routes to School project is in the design phase and extends sidewalks along North Drive from N. Melrose to El Pico Court; W. Los Angeles Drive between North Drive and W. California Avenue; and East Drive between North Drive and Cajon Circle. Driver speed feedback signs will also be installed on North Drive to keep motorists aware of the posted speed limit. Construction is expected to begin in 2017. Engineering 760.639.6111

The free Vista Leadership Academy is a sevenweek program, held once a week in the evenings from 5 – 7 pm. The next Academy runs from March 2 to April 12, 2016. Registration is limited and is being accepted on a first-come, first-serve basis through February 19. The Academy is open to Vista residents or business owners aged 18 or older. Helpful Hints: Saving Water Outdoors from Vista Irrigation District (VID) Keep in mind that cool spells and rainfall reduce the need for watering. Adjust irrigation timers accordingly (no more than 5 minutes per station between December and March, and remember to check your timer after a power outage). Do not water landscapes so long as to allow runoff. Remember the Water Supply Response Program prohibits landscape watering between 8 a.m. and 8 p.m. Plant drought-resistant trees and plants; many beautiful trees and plants thrive with little or no irrigation. Mulching around trees and plants will slow evaporation of moisture and also helps keep down weeds. Keep water out of the gutter by positioning sprinklers so water lands on the lawn or garden, not on concrete or other paved areas. Periodically check your irrigation system for broken sprinkler heads or heads that may need adjusting. For more information on water conservation programs, check VID’s Water Conservation web page or call the Water Conservation Department.

Safely Sharing the Road with Emergency Vehicles Emergency vehicles need to get to the emergency scene quickly and many times this depends on drivers following the “Move Over” law. State law requires drivers, upon noticing emergency vehicles with sirens and/or flashing lights, to move away from the vehicle by one lane, or if that is not possible, slow down to either a reasonable speed or a fixed speed below the limit as defined by local law. This includes law enforcement vehicles, fire trucks and ambulances. When a stopped emergency vehicle has its lights flashing, drivers must move over — away from the emergency personnel or tow truck operators. When it is not possible to move over, drivers should slow down to a safe speed and pass with caution. When following an emergency vehicle with flashing lights stay between 300–500 feet behind it. An emergency responder’s job is not an easy one. Motorists can help by slowing down, pulling over when it’s safe, and staying alert. Ultimately, understanding how to share the road with ambulances, law enforcement vehicles, and fire trucks will help both the responders and the motorists. 760.643.2801

Fee: $440 – Resident Team (two or less non-residents on roster). $527 – Non-Resident Team (three or more non-residents on the roster). $15 umpire fee per game payable to umpire at game. Men’s 35 and Older League and Senior 50 and Over League We’ve added these new leagues to give each respective age group its own competitive (and fun!) advantage. Organize a team and get ready to play ball! Business League Business teams will have their own league and enjoy the special team fee of $300.
