CASE STUDY ON BASELINE REPORT IED

TASKS FOR CASE STUDY 1. Design an approach for a Baseline Report 2. Please devide into 2x3 groups and focus on following 3 items:



Team 1: What should be the contet of the Baseline Report? How many exploration points are necessary and where shoud they be placed? Are soil and / or groundwater analysis necessary? If Yes – How many samples and which substances should be analyzed?



Team 2: Which monitoring of the operation should be implemented? Which substances are of interest? Consider the historical pollution unter the site and the hydraulic barrier. Keep in mind the possibility of a substance to be used as a indicator for pollution in 20 years! Can organizational standards of the crew or certifications be considered?



Team 3: Use of Baseline Report at site closure? How to integrate IED requirements and usual remediation practices based on risk management? Is there a conflict between implementing a risk assessment and the direct comparison of concentrations / pollutant charges? How to consider monitoring information? Take into account the relevance of notifications of local authorities, agreements under public law or constructional characteristics.

Recycling of former production areas for new building areas (total soil exchange as exception)



Investigational program for soil, soil-air and groundwater



All this is based on three General frame directives by order of local authorities, giving Investors certainty (not to have to start additional local remediation activities)



Each Investor / Lesee gets a description of the pollution situation (soil/groundwater) of his site

NEW PROJECT: PLANNED ENLARGEMENT OF AN EXISTING PLANT WHICH DETERMINS A NEW PERMIT •

Construction of new storage tanks for acetic acid and vinyl acetate in enlargement of an existing plant



Due to this, a complete Baseline Report is necessary – for both parts of the plant: new tanks ans old production plant



Product called M* in Presentation is solid, a basic product for plastics / synthetic materials



10 additional Substances are listed in the application for production permit



Plant is surrounded by pipeline bridges



Area:

• Existing Plant 11.000 m² • New Tanks: 4.000 m²

• Planned foundation: Excavation ´till 3,5 m under ground level and piling • Special constructional protection devices(German VAwS)? Yes – see Plan on next pages
