The 6th Annual Caribbean Urban Forum is a three day conference designed to address specific policy issues within the Caribbean urban sector. This year’s conference is hosted by the Institute of Graduate Studies and Research of AdeKUS and the newly formed Spatial Planners Association Suriname in collaboration with CNULM, OECS, IDB, CARILED, UN-Habitat and Caribbean Evaluators International (CEI). The Forum will bring together land use practitioners, policy makers, academics, and allied professionals interested in urban and land management issues within the Caribbean in an effort to further advance land use planning and urban management within the region. This year, the theme is “Sustainable Urban Development? Rhetoric and Reality” which seeks to bring to the fore if the rhetoric of Sustainable Urban Development is being realised in the Caribbean. The conference not only supports the collaborative efforts of planners in the Caribbean and wider America’s region but also from across the globe.

CUF6 Conference Theme The primary theme for this year's Caribbean Urban Forum is “Sustainable Urban Development? Rhetoric and Reality”. For planners and allied professionals, there is a requirement to not only understand the nature of urban issues but to suggest and support means of transition to the desired result. The conference examines the extent to which the rhetoric of Sustainable Urban Development is being realized in the Caribbean, with particular emphasis on the Sustainable Development Goals. This issue has two dimensions: 1) Urban Sustainability has become a mandated component of policies and plans but are not enforced by the regulatory framework and often not implemented in projects and programmes; and 2) Current approaches to urban development, while well intended, make it difficult to implement sustainable urban policies in the near future. As CUF6 is being held in Suriname, one of the countries charged with taking care of the world’s lungs by management of its share of the immense Amazon Rainforest, the discussions will include: ●

The possibility that we are in a ‘post sustainable development scenario’ whereby achieving sustainable development in the future is no longer possible because the ability of future generations to meet their own needs is already compromised.



The role of cities in sustainable development and the critical steps to reposition urban policy, plans and development programmes to achieve sustainable cities.

SPASU President's Message The Spatial Planners Association Suriname (SPASU) is very pleased and honoured to welcome you to the sixth Caribbean Urban Forum. This is the first time the CUF is being held in Suriname, a Caribbean country located on the shoulder of South America. As co-host of CUF 2016, we do understand the importance of this event and the primary theme Sustainable Urban Planning? Rhetoric and Reality. In keeping with the theme for the Forum, CUF 2016 will endeavour to explore the existing urban situation in the Caribbean from different angles. There will be different paper presentations and discussions on various sub-themes, associated with the interaction between policies, development processes and planning practices in the region. Prior to the Forum there is a pre-congress, whereby two highly relevant topics will be discussed during two workshops, namely an urban design workshop on energy efficient development for campuses and a workshop on sustainable urbanization in the Caribbean. On day 1 of the Forum participants are invited to join us on 3 different field trips, focused on sustainable urbanization, coastal protection, urban sprawl and housing. During all the field trips the challenges and the successes or possible solutions on various topics will be discussed. On day 2 and 3 the different sub-themes will be discussed through paper presentations, workshops and panel discussions. We are pleased to conclude this Forum with a unique cultural evening, whereby the focus will be on the beautiful Javanese culture which is almost unknown in the Caribbean. It is clear that this Forum will deliver more building blocks for the strengthening and enrichment of the professional planning practices in the region, and for the further development of the Caribbean Urban Agenda. As we have already experienced, CUF is a good opportunity to strengthen the ties of friendship and cooperation between the regional planners, which is also essential for strengthening the foundations of the Sustainable Development of the region. It provides valuable linkages between the few and scattered planners in the region. The members of SPASU and the Anton de Kom University of Suriname are looking forward to be your hosts for CUF 2016. We encourage you to go out and experience the beauty of our built and cultural heritage and natural environment. BlueSpace Director’s Message This year, we are holding the Sixth Caribbean Urban Forum outside of our comfort zone in the English speaking Caribbean. Suriname, the southernmost CARICOM member state, is very much Caribbean, yet different being part of mainland South America. In its continental nature it shares much with neighbouring Guyana and Belize in Central America. Its vast hinterlands, low population density, river and estuarine environments, indigenous populations and mining and forestry industries provide different planning, land and urban management challenges than those in the insular Caribbean. Last year at CUF5 in St Lucia, we explored the extent to which there were specific conditions in the largely insular Caribbean that warranted the theme 'Island Systems Planning”. This year we encompass the entire Caribbean in examining the state of urban development and the extent to which it is sustainable. For example, is compact and energy efficient urban development as relevant in the virtual city island state of Barbados as in the sprawled capital city of Suriname, Paramaribo? This year as we explore some of the Dutch and mainland influences on Caribbean urbanization, we again welcome our diverse partners and participants and the growing list of CUF regulars. We at CNULM welcome you to CUF 2016, to rigorous and exciting discussions and debates, and to renewed camaraderie and friendships.

CUF6 Events & Tours Planning Tours Wednesday 27th April, 2016 The Planning tours are designed to explore the various issues pertaining to the city of Paramaribo and the coastal area of Suriname. There are three tours planned: Coastal Zone Tour: a day long tour. The tour leaves the Royal Torarica at 7:00 a.m. and returns at 4:00 p.m. It will focus on the coastal areas of Suriname and examine the coastal management issues, strategies and successes. City Tour: a half day tour. The tour leaves the Royal Torarica Hotel at 7:00 a.m. and returns at 12:00 p.m. It will present the city of Paramaribo to participants and explore urban issues specific to the city. Commewijne Tour: a half day tour to the district of Commewijne which lies east of Paramaribo. The tour leaves the Royal Torarica Hotel at 7:00 a.m. and returns at 12:00 p.m. Commwijne District is marked by the Suriname River and the Commewijne River. It is a primarily agriculture district with plantations dating to Colonial times.

Closing Ceremony and Cultural Evening Friday 29th April, 2016 As part of the conference, a Cultural Evening has been planned to showcase the Javanese culture. The Javanese were brought into Suriname in the 1890s. Their culture is an integral part of Suriname and since their culture is not well known in the Caribbean, we decided to present this as a unique experience for CUF participants.
