Disclaimer These job aids do not cover all the aspects of the Transportation of Dangerous Goods Regulations. It contains pertinent information for those railway employees transporting/using dangerous goods to perform their duties.

Definitions Capacity less than or equal to 450 litres.

Small Means of Containment Means of containment

Container or package or any part of a means of transport that is used or maybe used to contain dangerous goods. Capacity greater than 450 litres.

Large means of containment Drum

Flat-ended or convex-ended cylindrical small means of containment. If made of plywood it’s capacity can be no great than 250 litres. Road vehicle equipped with rail wheel attachment. Operates on road or rail. A trailer with seamless container(s) of cylindrical shape having a capacity greater than 450 litres permanently attached.

150 kg Gross Mass Exemption for Dangerous Goods (Ref. TDGR 1.15) This exemption applies to either a road or rail vehicle providing your total accumulation of all dangerous goods on the vehicle does not exceed 150 kg gross mass. NOTE: All containers must be properly secured and must not leak. If… 1. Class 2.2 gas cylinders 30 kg gross mass or less, 2. Class 2.1 gas cylinder 46 litres or less in capacity, 3. Any constructed small means of containment with a gross mass of 30 kg or less.

Then… • No dangerous goods documentation required • No labels or placards required • No training or certificated of training required • No accident reporting required

Dangerous goods that do not apply to this exemption are: • • • • • • • • •

Dangerous goods that requires an Emergency Response Assistance Plan (ERAP), Dangerous goods that require a control temperature, Class 1, except those approved under Part 1.15 (2) (c ) of the Transportation of Dangerous Goods Regulations, Class 2.3, Class 4, Packing Group I, Class 5.2, Class 6.1, Packing Group I liquids, Class 6.2, and Class 7.

500 kg Gross Mass Exemption For Dangerous Goods (Ref. TDGR 1.16) This exemption applies to either a road or rail vehicle providing your total accumulation of all dangerous goods on the vehicle does not exceed 500 kg gross mass. NOTE: All containers must be properly secured and must not leak. If… 1. Class 2.2 gas cylinders in a small means of containment, 2. Class 2.1 gas cylinders less that 46 litres in capacity, 3. Any constructed small means of containment with a gross mass of 30 kg or less. 4. Drums that meet UN specifications. 5. Employees are trained and certified. 6. Accidental releases are reported as outlined in TDGR Part 8.

Then… • No full descriptive documentation required but a document must be carried inside the vehicle describing the Class of the material and the number of containers, i.e.: Class 3, number of means of containment 10. • No placards required, but TDGR labels or other markings under the “Pest control Act” or the “Hazardous Products Act” are applied. • Labels or marks must be visibly displayed during handling and transporting.

Limited Quantity Exemptions (Ref. TDGR 1.17) Limited quantities are dangerous goods, other than explosives, that usually packaged at retail level for the average consumer and must be constructed of such standards to ensure they do not leak during handling or transporting. The shipper must declare “limited quantities”: If… 1. Each means of containment is 30 kg or less, 2. Solid dangerous goods and equal to or less volumes outlined in Schedule 1, column 6 of the TDGR, 3. Liquid dangerous goods and equal to or less volumes outlined in Schedule 1, column 6 of the TDGR, 4. Dangerous goods in either a gas or liquid gas and equal to or less volumes outlined in Schedule 1, column 6 of the TDGR,

Then… • No documentation required, unless the gross mass of limited quantities is greater than 500 kg offered by one Consignor to one destination. The document will then include the words, “Limited Quantity” or “Ltd. Qty”. • No training is required • No Labels required but means of containment must be marked. “Limited Quantity” or Ltd. Qty”. • No emergency response plans are required. • No accidental reporting required, unless the gross mass of limited quantities is greater than 500 kg offered by one Consignor to one destination. • “Limited Quantity” or Ltd. Qty.” marks are visibly displayed on consignment.

NOTE: Shipper may elect to replace the “Limited Quantity” or “Ltd. Qty.” marks with a diamond shaped mark. The line forming the diamond shaped mark must be a black line with a width at least 2 mm. United Nations (UN) numbers must be included in the diamond and it must be big enough to include the United Nations (UN) numbers of all limited quantities within the consignment, if those UN numbers are different. Numbers and line must be on a contrasting background.

Operation of a Means of Transport or a Means of Consignment Exemption (Ref. TDGR 1.27) The Transportation of Dangerous Goods Regulations do not apply to dangerous goods on a means of transport; If… 1. required for the purpose of propelling then means of transport. 2. fuel tank is permanently attached, 3. required for the safety of individuals on board the means of transport, 4. air bags, air brakes, flairs, lighting, shock absorber or fire extinguishers installed for the operation or safety of the means of transport, 5. ventilation, refrigeration or heating units to maintain a specific environment within the means of containment in transport on the means of transport and intend to remain with the means of containment or means of transport.

Then… • TDGR do not apply. NOTE: ammunition or dangerous goods being delivered, which a portion is drawn off during transport for propulsion of the means of transport, are not included in this exemption.

Class 1 Explosives Exemption (REF. TDGR 1.31) Exemption apples to either road or railway vehicles where the accumulation of Class 1 explosives that are relatively low risk and restricted by net quantities 25 kg or less for the total accumulation in the vehicle; If… 1. If total quantity of all explosives are not; a. Subject to Special provision 85 or 86 in TDGR Schedule 1 column 5 expressed in net quantity and is less than or equal to the number shown in column 6, Schedule 1 of TDGR, b. If subject to Special Provision 85 & 86, in Schedule 2 of the TDGR and is less than or equal to the number shown in Special Provision 85 & 86 for each of the explosives. 2. Each means of containment has displayed on it the compatibility group and UN number of the explosives contained there in, 3. A placard is displayed for explosives that are Class 1.1,1.2,1.3 or 1.5 in quantities exceeding 10 kg or articles exceeding 1000 as identified in Special Provision 85 & 86.

Then… • No documents • No safety marks other than placards outlined in paragraph 3. • No Training required • No marshalling

Class 2, Gases, in Refrigerating Machines Exemption (Ref. TDGR 1.32) This exemption is focused on air conditioning units and machines or other appliances designed for the specific purposes of keeping food or other items at low temperatures in an internal compartment. If… 1. Refrigerating machines, UN 2857, components, containing class 2.2 nonflammable gas, 2. Ammonia Solutions, UN 2672, if quantity of gas has a mass 12 kg and the quantity of ammonia solution is 12 litres or less.

Class 2, Gases, That May Be Identified as UN1075 (Ref. TDGR 1.32.1) This special case allows you to ship a number of specific gases under a generic or common shipping name, “LQUIEFIED PETROLEUM GAS”. If… Then… 1. BUTANE, UN 1011, BUTYLENE, • The shipping name of the dangerous UN 1012, ISOBUTYLENE, UN 1055, goods can be shown as “Liquefied PROPYLENE, UN 1077, Petroleum Gas”. ISOBUTANE, UN 1969, and PROPANE, UN 1978, 2. Propylene, UN 1077 or Propane, UN 1978 is to be transported on a road or railway vehicle on board a ship and is identified as; “LIQUEFIED PETROLEUM GAS”. The shipping name, “Propylene or Propane’, as appropriate, must be shown on the shipping document, in parentheses, following the words LIQUEFIED PETROLEUM GAS.

Class 2, Gasses, In Small Means of Containment Exemption (REF. TDGR 1.32.3) ACETYLENE, UN1001, AIR, COMPRESSED, UN1002, ARGON, COMPRESSED, UN 1006, CARBON DIOXIDE, UN1013, METHYLACETYLENE AND PROPADIENE MIXTURE, STABILIZED, UN1060, NITOGEN, COMPRESSED, UN1066, OYGEN, COMPRESSED, UN1072 or PROPANE, UN1978. (NOTE, exemption also applies to PROPANE when described as; “LIQUEFIED PETROLEUM GAS”. If… 1. No more than 5 cylinders, 2. Gross mass is less than or equal to 500 kg, 3. Labels displayed on the small means of containment can be seen from outside the road vehicle or labels displayed on appropriate closed compartment, 4. Properly secured during transport.

Class 3, Flammable Liquids: General Exemption (Ref. TDGR 1.33) This exemption covers flammable liquids with high flash points greater than 37.8 degrees C. Packing Group must be PG III and have no subsidiary class. Examples of products that fall into this category are diesel fuel, solvents and paints in drums, cans or plastic containers. If… In small means of containment that is designed, constructed, filled, closed, secured and maintained so that there will be no accidental release that could endanger public safety.

Then… • TDG Regulations do not apply. Note: Ideal for slip tanks of fuel oil with capacity less than 450 litres.

GASOLINE, UN1203, to Operate an Instrument or Equipment Exemption (Ref. TDGR 1.34.1) (Road or railway vehicle) If… In a fuel tank with a capacity of 200 Litres or less that is permanently attached to a machine operated by the fuel from the tank.

Then… • No documents required • No safety marks required • Any constructed fuel tank will do as long as it does not leak • Training is not required.

FUEL OIL, UN102, OR GASOLINE, UN1203 Exemption (Ref. TDGR 1.35) (Road vehicle) If… 1. In one or more means of containment, labelled or placarded, 2. Means of containment meets construction standards of TDG, 3. Secured so that label or placard (depending on size of containment) is visible from the outside of the vehicle, 4. Total capacity of all the means of containment is 2000 Litres or less.

Then… • No documentation is required • Label or placard is required. UN number must be shown on placard attached to a large means of containment. • No training required. Typical example: Slip Tank of gasoline or diesel.

Dangerous Goods in a Drum (Residue) Exemption (Ref. TDGR 1.44) If… • If drums have been emptied of contents and residue remains in the drum, • Drums containing residue do not contain any product with a Packing Group I, Class 1, 4.3, 6.2 or 7.

Then… • No TDG Document but will require a document to describe what is in the drum, for example; 14 Class 3 Residue Drums or 1 Class 8 Residue Drum. • No safety marks • No ERAP Plan required.

Marine Pollutants Exemption (Ref. TDGR 1.45.1) If… Then… A marine pollutant classified under TDGR • No documents required transported solely on land by road or • No safety marks required railway vehicle. Note: this exemption is optional and marine pollutants may be fully documented and marked in accordance with TDGR.

Highway Tanks and Tube Trailers Exemption(Ref. CGSB 43.147-2005) If… Highway tank with: 1. Class 3, 8 or 9 only, 2. Tank and any compartment is in residue state with 5% or less volume, 3. Highway tank is marked or constructed under CAN.CSA-B621, or CAN/CSA-B620, 4. secured to the railway vehicle under guidance from AAR Open Top Rules, 5. tank trailer involved, must be secured to a hitch trailer(verify king pin is locked), 6. tractor trailer is transported with a tractor, tractor must be on separate railway vehicle, 7. secured and contained before transport by competent inspectors, 8. not next to a placarded railcar during transport, 9. separated by 5 cars from locomotive or is located to the rear of train.

Then… • May be transported on railway vehicles if the destination is remote and not accessible by road. 1. NOTE: Tube trailers must only be used for Class 2.1 or 2.2 dangerous goods, tubes must be maintained in accordance with CAN/CSA- B340. 2. NOTE: Restrictions in column one applying to tube trailers are item 6, 7, 8 (capping not applicable) and 9. 3. All other aspects of the TDGR will apply such as documentation, safety marks and accidental/imminent accidental release reporting. NOTE: This exemption is ideal for servicing isolated areas where tank trucks can be used to transfer onsite from tank car and then distribute product to facilities.

Tank Trucks fitted with Hi-Rail Equipment exemption(Ref. CGSB 43.147-2005) If… 1. Hi-Rail is authorized by operating railway and not connected to any other equipment, 2. Hi-Rail is in control of a qualified railway employee under Canadian Rail Operating Rules, 3. Properly secured, filled and closed so that no spillage during the course of transport could endanger public safety. 4. Tank truck is constructed in accordance with CAN/CSA-B621 or CAN/CSA-B622.

Then… • Tank truck fitted with Hi-Rail’s may operate on railway property. • Restricted to Class 2 gases and Class 3 flammable liquids. • All other aspects of the TDGR will apply such as documentation, safety marks and accidental/imminent accidental release reporting. NOTE: This exemption is ideal for servicing switch heaters or isolated M-ofWay camps.
