Position context The New Zealand Fire Service (NZFS) is comprised of five regions with around 450 stations, and 9,500 volunteer and paid fire fighters spread throughout the country. As well as responding to a wide range of emergency situations, NZFS is focussed on fire safety and prevention in NZ communities. The New Zealand Fire Service Commission is the Crown’s principal fire risk management and service delivery agency. It provides a comprehensive range of risk reduction, fire safety public education, emergency response and rural fire authority co-ordination services to protect New Zealand’s 4.2 million residents and visitors, $240 billion stock of buildings and 27 million hectares of forest and grasslands from fire. ICT Transformation is a 5 year programme that will improve ICT capability across NZFS by migrating infrastructure and business applications from on premise to the Azure cloud. The programme commenced in October 2015 and the first project “Foundations for Mobility” has started. This project will provide the information infrastructure, integration infrastructure and mobile application framework to support mobility and future transformation projects as well as delivering a mobile pilot. This role will be responsible for providing business analysis to ICT Transformation Programme projects. It is the responsibility of the jobholder to work in this context and provide superior, quality focused and relevant business analysis services.

Position purpose
The purpose of the position is to deliver business analysis services as a member of the ICT Transformation Programme team. This will involve working closely with business stakeholders, ICT transformation project managers and team members across most phases of the solution delivery lifecycle (SDLC). This is a key role for supporting development of business cases and delivery of solutions throughout the SDLC. It involves elicitation and specification of business requirements, analysis of change impacts (including systems, people, policy and processes), and review of solutions to ensure they are viable and aligned with NZFS system architecture principles. The role will also support effective implementation of solutions working with business customers and stakeholders. To be successful in this role the incumbent will need to establish strong working relationships with business customers, technology stakeholders, vendors and other service providers throughout the SDLC. The incumbent will also contribute to the wider NZFS BA practice by contributing to BA process improvement and championing good BA practice. The job holder is responsible for:
Undertaking a full range of business analysis functions. These functions include end user and stakeholder engagement, requirements analysis, system scoping, solution and product evaluation, user documentation, solution testing and implementation. Supporting the ICT Transformation Programme project managers through development of business cases, business engagement, project terms of reference and forecasting likely business benefits Contributing to effective communications with end users and other stakeholders Contributing to requests for proposal and evaluations that strongly contribute to the achievement of the associated business benefits Championing and advising on good Business Analysis practice Advising on implementing and managing change resulting from projects

Experience and Qualifications:
