PGA’s are normally filed annually to reflect changes in the cost of gas purchased by Avista to serve its customers. Increases, or decreases, resulting from these PGA filings directly result from the cost of gas purchased in the marketplace. Avista Utilities makes no additional profit from PGA changes. This PGA change will result in an estimated overall annual revenue decrease of approximately $12.7 million (5.8%). A residential customer using approximately 70 therms of natural gas per month will see an average monthly decrease of $5.32. The actual increase will vary based on each customer’s usage. This PGA change will result in an estimated overall annual revenue increase of approximately $38.3 million (23.5%). The change was made to reduce the low-income rate assistance portion of Schedule 191 to levels initially authorized prior to September 5th, 2003. At the time that Schedule 191 rates were increased to meet increased customer demand for energy efficiency services, the low income rate assistance surcharge had been increased equally. Revenue generated from the increased low income rate assistance surcharge has been applied to reduce the outstanding balance of the energy efficiency programs which was the intent and purpose of the original increase. Schedule 191 is designed to recover the costs incurred by the Company associated with providing energy efficiency services and low-income rate assistance to customers. The change to Schedule 191 rates through December 31, 2005 reflects a 0.79% surcharge for low-income rate assistance and a 0.96% surcharge for energy efficiency (based on the initial approvals in 2001). This is a reduction of approximately 0.6 cents per therm for residential customers. Beyond this date, the Schedule 191 energy rate will return to the level established prior to September 5th, 2003, an amount consistent with a surcharge of 0.50% for energy efficiency and 0.79% for low income rate assistance.
