UNDERSTANDING THE CUSTOMER: The ministry originated in 1901 as the Directorate of Finance and Accounting. At this time, Angola was still a province of Portugal. The Directorate was overseen by the Ministry of Finance and Overseas headquartered in Metropolis, Portugal. Ordinances and decrees were issued from Metropolis to the Governor General of Angola, who conveyed them to the Director of Finance and Accounting Services, who would enforce them in the province. In November of 1975, Angola achieved independence from Portugal. Today, the Republic of Angola supports a population of over 18 million people, with a Gross Domestic Product of over $118 billion. The nation has undergone tumultuous periods of civil war and economic strife, and the Ministry has been tasked with managing very difficult financial circumstances over the years. The success they’ve had can be attributed to a longstanding commitment to their core values: rigor, responsibility and discipline, transparency and exemption, competence, and pursuit of excellence. The Ministry’s stated mission includes a directive to “promote the use of public funds efficiently and effectively in the interests of sustainable development”. 3

THE NEED The Ministry was in need of a way to view the total amount of credit per office and per region with several criteria to monitor in real time. They required a solution that would allow them to view their key economic data in real time, including the number of loans given in the project “Entrepreneurial Window”.

THE CONSTRAINTS Previously, this process was all conducted offline, which was extremely time consuming and created many possibilities for human error. Due to obvious budgetary constraints, the Ministry required a solution that could be deployed quickly and easily, and at minimal expense.
