INTRODUCTION

1.1

Purpose This Airside Driving Theory Handbook (ADTH) sets out the rules governing vehicle driving in the airside of Changi Airport. The contents apply to all drivers who operate any vehicle within the airside. For the safety of drivers, passengers onboard aircraft and any other personnel operating in the airside, the rules stated in this ADTH must be complied with.

1.2

Review and Revision of Contents The contents of this ADTH will be reviewed on a regular basis. Any supplement or revision to the contents of this handbook shall be published on the website of Changi Airport Group (CAG) Airside Driving Centre (ADC). An “Airside Operations Notice” shall also be published to keep the airside community informed of the supplement or revision. Driver shall keep an active lookout for such updates and ensure they comply with the rules published in the supplement or revision notice. Jurisdiction All vehicles and handling operations at the airside, apron, and designated roadways are under the control and jurisdiction of Changi Airport Group (S) Pte Ltd (“CAG”), the airport licensee. CAG has also authorised its contracted enforcement staff from the Auxiliary Police, Airport Police and Airport Emergency Service to act on behalf of CAG in respect of security matters and to check vehicles and persons as may be allowed within the provisions of the law.

The control of aircraft taxiing from runway to aircraft stands and vice versa from the Changi Toweris under the control and jurisdiction of the Civil Aviation Authority of Singapore.

DEFINITIONS Accident means an occurrence associated with the operation or handling of an aircraft in which a person is fatally or seriously injured, or the aircraft sustains damage (adapted from the definition in ICAO Annex 13). Aerodrome means the Changi Aerodrome, Seletar Aerodrome and any other aerodrome maintained or managed by the Authority and include any road or uncovered area which is within the limits of the aerodrome but does not include any road or uncovered area to which the public has access. Aircraft stand means an area on an apron for parking of aircraft. Airfield Driving Permit means an airfield driving permit issued to the airport licensee under By-Law 67. Airfield Vehicle Permit means an airfield vehicle permit issued by the airport authority under by-law 64. Airside means the movement area of the airport and the adjacent terrain and buildings or parts thereof, access to which is controlled, but does not include the cargo handling area. Apron means that part of the airport, other than the manoeuvring area, to be used for accommodating aircraft for the purposes of embarkation or disembarkation of passengers, loading or unloading or mail or cargo, or fuelling, parking or maintenance of aircraft. Authorised person means – (a) (b)

any other officer or employee of the airport licensee; or any person duly authorised by the airport licensee to act on its behalf

CAAS means Civil Aviation Authority of Singapore. CAG means Changi Airport Group (S) Pte Ltd Category 1 Airfield Driving Permit means driver of this permit is allowed to enter runway and taxiway subject to approval from Changi Tower. Category 1 Airfield Vehicle Permit means vehicle in possession of this permit is allowed to enter runway and taxiway subject to approval from Changi Tower. Driver means – (a) (b) (c)

in relation to a trailer, includes a driver of a vehicle by which the trailer is drawn; where a separate person acts as a steersman of a vehicle, includes that person as well as any other person engaged in the driving of the vehicle; includes the rider of a bicycle and any person propelling a tricycle or pushing or pulling a cart; and 9

(d)

in relation to a passenger loading bridge, includes the operator manning the console by which the bridge is activated.

“Follow Me” Vehicle means a vehicle used to guide aircraft or other vehicle. Incident means an occurrence, other than an accident, associated with the operation or handling of an aircraft, which affects or could affect the safety of operation. Lightweight transport machine means any mechanically propelled or electrically operated lightweight transportation machine intended for short distance commuting and includes the buggy. Manoeuvring area means that part of the airport to be used for the taking off, landing and taxiing of the aircraft, but does not include areas set aside to accommodate aircraft, for the embarkation or disembarkation of passengers, for the loading or unloading of mail or cargo, or for fuelling, parking or maintenance of aircraft. Movement area means that part of the airport to be used for the taking off, landing and taxiing of the aircraft, consisting of the manoeuvring area and the apron. Notice of Offence means Notice of Composition of Offences is a report of any violations of the Civil Aviation Authority of Singapore (Composition of Offences) Regulations 2009 Perimeter Roadway means that road within the airside that allows vehicle to move around the airport clear of apron, taxiways and runways. Primary Roadway means roadways in front of all aircraft parking stands and baggage handling areas meant for movement of vehicle and equipment. Runway means a defined rectangular area prepared for the landing and take-off of aircraft. Secondary Roadway means roadways located behind all aircraft parking stands meant for movement of vehicle and equipment that are not allowed or unable to access the primary roadways. Taxiway means a defined path established for the taxiing of aircraft and to provide a link between one part of the aerodrome and another, including (a) Aircraft stand taxi-lane where a portion of an apron designated as a taxiway and to provide access to aircraft stands only; (b) Apron taxiway where a portion of a taxiway system located on an apron for the purposes of providing a through taxi route across the apron; (c) Parallel taxiway where a portion of a taxiway system used for the purposes of providing a through taxi route to other parts of the aerodrome; (d) Exit taxiway where a taxiway connected to a runway for the purposes of providing a through taxi route into the runway; (e) Rapid exit taxiway where a taxiway connected to a runway at an acute angle and designed to allow landing aircraft to 10

turn off at higher speeds than are achieved on other exit taxiways thereby minimising runway occupancy times. Vehicle means any vehicle whether mechanically propelled or otherwise, and includes bicycle, tricycle, cart, buggy, light weight transport machine, trailer, forklift, tractor, passenger loading bridge and any movable equipment, and vehicular traffic “shall be construed accordingly”.

Qualifying Requirements for AIRSIDE DRIVING

3.1

Driver

3.1.1 Eligibility Criteria To drive in the airside, driver shall possess an Airfield Driving Permit (ADP) issued by CAG ADC. As there are different vehicle classifications (refer to Section 3.2.6 for the classification), driver shall ensure that he has authorisation to drive a particular class of vehicle before commencing operations. The class(es) of vehicle that driver is authorised to drive will be stated on his ADP. To qualify for an ADP, driver shall first possess: i)

A valid Class 3 driving license issued by the Singapore Traffic Police (TP) or an International Driving Permit equivalent to Class 3.

An Airport Pass from Airport Police for access to the airside.

When applying for an ADP, driver has the option to apply for either a one year or two years validity period. All applications are subject to the terms and conditions as stated in the application forms provided by ADC. 3.1.2 Training Driver shall undergo training to understand and familiarise himself the rules of driving in the airside by either: i) ii)

attending the Airside Rules and Regulation Course (ARRC) conducted by authorised training centres; or performing a self-study of the contents in this ADTH.

3.1.3 Tests

Upon completion of the training, driver is required to pass the Airfield Rules Test (ART) and the Airfield Driving and Safety-Compliance Test (ADSCT) conducted by CAG ADC before he can be issued with an ADP. i) ii)

ART is a computerised theory test, consisting of multiple choice questions and to be completed in one hour. The ART is offered in 4 languages - English, Mandarin, Malay or Tamil. ADSCT is a practical test on the competency of the driver to drive in the airside. It includes an assessment of the driver's familiarity with the rules of airside driving, as well as his driving skills.

Upon passing both the ART and ADSCT, driver shall be issued with an ADP that authorises him to drive in the airside. 3.1.4 Refresher Training Driver shall attend a refresher training every 24 months to ensure he maintains the relevant competency to drive in the airside. The refresher training, also known as Airfield Rules and Regulation Refresher Course (ARRRC), is conducted by the authorised training centres. Driver shall be allowed to renew his ADP only upon completion of this biennial refresher training. Driver shall produce a copy of the refresher training certification for ADP renewal. 14

For ADP that has expired for more than 3 years, the driver has to re-sit for the ART and ADSCT. 3.1.5 Change of Employment The ADP is not transferable. Driver shall return his ADP to CAG ADC (either personally or via his employer) upon leaving his employment. If driver is moving to another airport organisation, he shall re-apply for a new ADP. Driver is required to produce a letter from the new employer to CAG ADC as supporting document. 3.1.6 Access Zones The airside is divided into two zones – (a) the manoeuvring area, which essentially consists of the runway, taxiway and taxi-lanes; and (b) the apron and airside roadways. Driver with an ADP can drive only within the apron areas and airside roadways. To drive in the manoeuvring area, driver is to undergo additional training and tests, and must be issued with a Category 1 ADP. To learn more about the qualifying requirements for a Category 1 ADP, driver can contact CAG ADC. 3.2

Vehicle

3.2.1 Operating Permit To operate in the airside, vehicle must be issued with an Airfield Vehicle Permit (AVP). For short term operation in the airside (less than 60 days per calendar year), a Temporary Entry Permit (TEP) shall be obtained. The AVP or TEP shall be displayed on the windscreen or in a prominent location on the vehicle.

Vehicle can operate only on the airside roadways, Vehicle is not allowed in aircraft stand, it is allowed access only to the holding strip of the aircraft stand, Vehicle is not allowed on manoeuvring area. 15

Vehicle can operate on the airside roadways, Vehicle is allowed in aircraft stand for ground handling and maintenance services, Vehicle is not allowed on manoeuvring area.

Vehicle can operate on the airside roadways, Vehicle is allowed in aircraft stand for ground handling and maintenance services, Vehicle is allowed on manoeuvring area.

If the driver of a vehicle issued with TEP does not possess a valid ADP, he must be escorted or accompanied by an ADP holder who shall act as his steersman. 3.2.2 Vehicle Requirements

i)

A flashing yellow light in accordance to the specifications stated below shall be installed on the highest point of the vehicle. The light must be switched on at all times when the vehicle is in operations.

If the vehicle is for driving in the apron and airside roadways only, the entire body of the vehicle down to the waist and the front portion of the vehicle shall be painted white. “No Smoking” and speed limit signs shall be displayed in the vehicle. Insurance coverage shall be in place to cover the vehicle operations in the airside. Vehicle shall be registered with the Land Transport Authority of Singapore. The fire safety and other vehicular requirements stated in the subsequent parts of this section shall be complied with as well. 3.2.3 Fire Safety Vehicle operating in the airside shall follow the Airside Vehicle Compliance rules as stipulated below. 3.2.3.1 Flame Proofing of Petrol Engine i)

The mixture adjustment for the induction system shall be such that exhaust pipe explosions shall not occur when the throttle is suddenly closed. The carburetor shall be fitted with a flame trap or arrestor. (A standard automotive type oil bath air cleaner shall be used; other alternatives shall be approved by the CAG(S) Airport Emergency Service Division. The gasket between the induction manifold and the cylinder block shall have a gas-tight seal.

3.2.3.2 Exhaust System i)

The exhaust manifold and the section of the exhaust pipe adjacent to the manifold shall be covered with metal to prevent petrol, oil or other combustible material from coming into contact with them. Otherwise, a drip tray shall be provided under the carburettor with a pipe to drain waste petrol from the manifold and exhaust pipe. 17

The exhaust pipe of petrol engine vehicle without a catalytic converter shall be fitted with an approved spark arrestor. Screentype arrestors shall be serviced regularly to ensure there is no collection of carbon. Flame-proofing of diesel engine is not required.

3.2.3.3 Electrical System i) ii) iii) iv)

The spark plugs are covered type and protected. The vehicle battery shall be ventilated and battery terminals covered. The vehicle fuse box shall be enclosed and protected by cover. The vehicle wiring connection shall not be loose and wiring insulation not cracked or damaged.

3.2.3.4 Fire Extinguishers

ll airfield vehicles shall carry at least one 1kg ABC Dry Powder A Extinguisher and all airfield refueling vehicles shall carry at least two 9kg ABC Dry Powder Extinguishers. All fire extinguishers shall be checked for their correct working pressure, servicing period validity and overall serviceability.

3.2.3.5 Fuel System The vehicle fuel system is free of leaks. 3.2.3.6 Fire prevention

AES recommends Airside Operators to prevent vehicle fires by: i)

Regular vehicle maintenance and daily checks, especially for older vehicle. Particular attention shall be given to the electrical systems of the vehicle, e.g. wiring connection of battery compartment; Ensuring that a fire extinguisher is constantly available in the vehicle; Turning off the engine before leaving the vehicle; Ensuring a strict no smoking policy; Always checking the vehicle for leakage of fluid before starting the engine; and



vi)

Ensuring that the coolant container is filled up.

Reference can be to the AES Fire Safety Manual for more details on airside fire safety requirements. 3.2.4 Vehicle Examination

To ensure all the operating and fire safety requirements are met, vehicle shall undergo physical examination at the CAG authorised inspection centres (VICOM and STA). A copy of the inspection certificate shall be produced to support the AVP application.

3.2.5 Designated Parking Area To prevent obstruction or disruption to aircraft operations and vehicular movement in the airside, vehicle shall be properly parked in its designated parking area. To support the AVP application, the designated parking area shall be clearly stated. 3.2.6 Vehicle Classifications Class A Class B Class F Class 3 Class 3A Class 4/ 4D Class 4T Class 5/ 5S

4.1

Pre-operational Checks The driver shall perform checks to ensure that the vehicle is in roadworthy condition prior to commencement of operations. Damaged, faulty or unserviceable vehicle shall not be used, and it shall be flagged at the first instance to driver’s reporting officer.

4.2

Driving on Airside Roadways

4.2.1 Speed The driver of vehicle shall follow strictly to the speed limits, indicated by road signs and markings. Table 3.1: The speed limit to be observed near an aircraft or aircraft stand. 4.2.2 Right of Way Aircraft will always be given the right of way, followed by emergency vehicle, for instance police and ambulance attending to emergency.

4.2.3 Airside Roadways i)

Primary Roadways Located in front of aircraft parking stands, these roadways are meant for movement of vehicle and equipment. The speed limit on these roadways that are within 15m of aircraft stand is 30km/h. Driver shall not use the aircraft stand near the primary roadway as a short cut or to over-take other vehicles.

Driver using roadways in front of baggage handling areas shall give way to tractors towing baggage containers/trolley (ULD) into and out of the baggage handling areas (BHA). ii)

Secondary Roadways The roadway is painted in broken white lines and located behind aircraft parking stands. The speed limit is 30km/h as the secondary roadway is within 15m from aircraft stand. Driver shall look out and give way to aircraft taxiing or being towed in or out of aircraft stands. If there is an aircraft approaching, driver shall vacate the secondary roadway and wait at the edge of an available aircraft stand until the aircraft moves off. Driver shall visually check that the area is clear of aircraft movement before proceeding. Driver shall not use the secondary roadway as a short cut or to overtake. Only vehicles exceeding the height limit along the primary roadway shall be allowed to use the secondary roadway.

Perimeter Roadways Perimeter roadway is located near the fences surrounding the aerodrome boundary. The speed limit is 50 km/h.

iv)

Roadways Crossing Taxiways In airside, there are roadways that cross taxiway. When using these roadways, driver is to look out and give way to aircraft at all times. Driver heading for the remote aircraft stands where crossing of taxiways is required and only the vehicles listed in paragraph 4.2.3 item (v) are allowed to travel on roadways that cross taxiways. Otherwise, driver shall use the tunnel roadway. The “Give Way to Aircraft” sign painted on the roadway warns driver of taxiway crossing ahead and potential aircraft movement. Driver is to stop at the “STOP” marking and visually check that the area is clear of aircraft movement before moving onto the crossing. If there are light signals at the roadway crossing, driver shall check the signals indicate that it is clear to proceed before moving. Notwithstanding this, the light signals provide supplementary warning. Driver is still required to visually check that the area is clear of aircraft movement before moving. To prevent obstruction to aircraft movement, driver is not allowed to stop on any part of the crossing.

Tunnel Roadways The speed limit in the tunnel roadway is 50km/h. However, driver must exercise caution and be prepared to reduce speed as they exit the tunnel roadway and approach primary roadway within 15m of an aircraft stand.

Driver shall comply with the following rules as well.    

Waiting or parking in the tunnel is prohibited. Tunnel roadways cannot be used when the red light on the gantry is activated. The height limit of the tunnel roadways is 4.5m. The vehicles listed below are not allowed in the tunnel roadways.

4.3

4.3.2 Layout of Multiple Aircraft Receiving Stand (MARS)

MARS Aircraft Parking Stand 4.3.3 Layout of Overlapping ERA Overlapping ERA is the area where the ERA of 2 stands overlapped. Driver shall not parked vehicle or equipment in this area prior to the arrival of aircraft or after the departure of aircraft.

4.3.4 Apron Boundary Line Represented by a continuous red line, the Apron Boundary Line indicates the boundary between the aircraft stand and the secondary roadway.

4.3.5 Equipment Restraint Area (ERA)

The ERA of an aircraft stand demarcates the area to be kept clear for the safe movement of an aircraft in and out of the aircraft stand. Drivers are not allowed to park or position any vehicle or ground servicing equipment within the ERA at all times, unless they are servicing an aircraft after its arrival or prior to departure. 4.3.6 Equipment Staging Area (ESA) The ESA of an aircraft stand is demarcated by a continuous white line outlining the area where ground handling equipment or vehicles for the servicing of an aircraft be positioned at least 20 minutes before the arrival of the aircraft. All vehicles must be lined up in an orderly manner at all times

4.3.7 Equipment Parking Area (EPA) The EPA is demarcated by a continuous white line and is reserved (via lease) for parking of vehicle (which includes ground handling equipment).

4.3.8 No Parking Area This area shall be kept clear at all times as it provides the manoeuvring space for tow-tug driver to position and connect the tow-tug to the aircraft nose wheel when preparing for aircraft pushback.

4.3.9 Holding Strip The holding strip is located between the primary roadway and the aircraft stand. Driver is only allowed to park on the holding strip of the aircraft stand if he is involved in the ground handling operations for the flight assigned to that aircraft stand. Driver is allowed to park on the holding strip no more than 20 minutes before the arrival of the aircraft.

Driver shall ensure vehicle is properly parked to prevent obstruction to operations and vehicular movement. Driver shall switch off the engine and remove the key from the ignition when the vehicle is parked. Driver shall remove vehicle once the ground handling operations are completed or when aircraft has departed. 4.3.10 Passenger Loading Bridge (PLB) Safety Zone The red hatched area demarcates the PLB Safety Zone. The area shall be kept clear of any movement at all times for the safe operations of the PLB. Only vehicles and equipment authorised by CAG may be positioned in this Safety Zone after PLB has docked to aircraft and must be removed prior to operating the PLB. Driver operating in the aircraft stand should alert the PLB operator if he spots any obstruction in the PLB Safety Zone before PLB operations begin. Notwithstanding the above, the PLB operator should not dock or retract the PLB when a vehicle or equipment is parked between the parked aircraft and PLB (refer to area marked in blue below), even though the area is outside the PLB Safety Zone.

In addition, the PLB operator shall deploy a marshaller to assist him when retracting the PLB. The marshaller will assist the PLB operator by ensuring that the path of the PLB is clear of obstruction. Driver operating in the aircraft stand should remind the PLB operator if he spots that this is not complied with. 4.3.11 Pedestrian Crossing Driver shall look out for pedestrian crossing signs and slow down when approaching the crossing. Driver shall stop at the crossing and give way to pedestrian.

4.4

Driving Inside Aircraft Parking Stand Driver shall not enter or park in an aircraft parking stand unless they are required for ground operations of the aircraft and possess an AVP with access to aircraft stand. Driver shall park at the holding strip if he is servicing aircraft but his vehicle does not have access to aircraft stand. While waiting in the ESA to service an arriving aircraft, driver shall park his vehicle with the handbrake engaged. When an aircraft is entering the aircraft stand, driver shall stay clear of the ERA. Driver is only allowed to enter the ERA after the ground engineer gives the “thumbs-up” signal and chocks have been positioned. For safety reasons, driver should approach the aircraft at an angle. More importantly, driver reversing towards aircraft shall deploy marshaller to assist them. Driver shall not drive or park vehicle under the wings or fuselage of an aircraft unless it is engaged in refueling and maintenance services. During aircraft pushback, driver shall again stay clear of the ERA for the safe movement of the aircraft.

4.5

Giving Way to Aircraft Driver of vehicle shall give way to taxiing aircraft or an aircraft on tow or pushback. To identify an aircraft ready for pushback at the aircraft stand, driver is to look out for the following signs : 

There is “Give way to Aircraft” sign painted on the ground to caution driver.

Driver shall stop, move into the edge of the nearest available aircraft stand and wait until the aircraft has completed pushback from the stand and break off from tow tug before proceeding.

4.6

Safety Distances from Aircraft

4.6.1 Safety Distances from a Stationary Aircraft being Refueled Communication equipment used during aircraft fuel servicing operations within 3m (10ft) of the fuelling equipment or the fill or vent points of aircraft fuel systems shall be intrinsically safe in accordance with UL913, Standard for Intrinsically Safe Apparatus and Associated Apparatus for Use in Class I, II and III Division 1, Hazardous (Classified) Locations. 30

4.7

Refueling

4.7.1 Vehicle Refueling Refueling at the apron area is subject to the following conditions.  

Rules Governing Vehicular Movement in Baggage Handling Area (BHA) 



Refueling can only be carried at refueling locations declared by the various service providers to AES. In the event the vehicle is out of fuel, it shall be towed to the designated locations for refueling.

The height restriction in the Baggage Handling Areas (BHA) is 2.3m for all terminals. The speed limit driving in the BHA is 10km/h. Only vehicle authorised by CAG Airside Management can operate in the baggage handling areas, for instance, tractors and buggy. Driver shall follow the road markings and traffic signs in the BHA. All personnel working in the BHA shall wear hi-visibility vest for their safety.

4.9

Towing Driver shall not operate a tractor with a chain of rolling stock in excess of:



i)

4 container trailers or baggage trolleys

ii)

3 pallet dollies



 

Only 3 pallet dollies are allowed to be towed at any one time. On designated routes, exception could be given for towing of 4 pallets. Prior approval shall be obtained from CAG Airside Management.

Driver shall ensure that the container trolleys/pallet/loads are properly secured before moving off. If the container trolleys/pallet/loads cannot be secured, driver shall stop operations and notify his control centre for maintenance check.

If problems are encountered during towing, driver shall stop at a location that will not affect aircraft operations and traffic flow. Driver shall then notify their respective control centres for maintenance follow-up. No vehicle shall be towed without a suitable tow bar. 33

4.10 Forklift Equipment 



Pre-start checks shall be conducted prior to operating the equipment to ensure it is fully operational. The tines on the forklift shall be lowered to the ground as far down as practicable.

Driver  

The forklift driver shall be Workforce Development Agency (WDA) certified to operate the equipment and possess a Class 3 ADP. When approaching blind corners or intersection with obscured vision, the driver shall stop and then proceed with caution. The forklift driver shall watch out for the height limit of surrounding structures when operating the forklift.





4.11

Boom Lift and Scissors Lift Equipment  

Pre-start checks shall be conducted prior to operating the equipment to ensure it is fully operational. The equipment shall be certified annually by an Approved Person authorised by Ministry of Manpower.

Boom lift and scissors lift driver shall be Workforce Development Agency (WDA) certified to operate the equipment. In addition, the driver shall possess a Class 3 ADP. Otherwise, a qualified steersman with ADP is required to guide the driver. When approaching blind corners or intersection with obscured vision, the driver shall stop and then proceed with caution. The driver shall watch out for the height limit of surrounding structures when operating the forklift.

4.12 Buggy

Buggy operation is only permitted within the Baggage Handling Areas. Buggy is not allowed to be driven on the airside. It shall be towed if required to be transported on the roads.



The driver of buggy shall be a Class 3 ADP holder.

4.13 Height Limit Around Airside The general height limit for airside roadways varies from 3.5m to 4.5m. Driver towing tall equipment exceeding 3.5m are to take note of any overhanging building structures and height limit signs displayed in the airside. Driver is to plan and avoid roads with a height limit lower than that of the equipment under tow. Driver shall instead use secondary roadways to complete the trip. 4.14 Safety During Inclement Weather In the event of low visibility or inclement weather, these procedures shall be followed.

4.14.1 Vehicle Lighting Driver shall slow down to a speed safe for the prevailing conditions. Driver shall:  

4.14.2 Category II Instrument Landing System (ILS) Operations 





  

Changi Tower may declare CAT II ILS Operations during prolonged period of low visibility (like haze) to help aircraft landings. All airside personnel and equipment shall keep cleared of the CAT II ILS Out of Bound Area and ILS Critical and Sensitive Areas (LSA) upon the declaration. Driver has to turn on the yellow vehicle obstruction lights and/ or headlights at all times. This includes tow-tractor during towing operations. Non-essential airside activities and vehicular movement shall be minimised. No vehicle shall enter the CAT II ILS Out of Bound Area unless instructed by Changi Tower. 35

Driver shall carry his ADP and show it upon request by CAG authorised personnel.

ii)

Alcohol and Drugs



No person under the influence of alcohol, medicine or drugs shall operate a vehicle in the airside.

iii)

No Eating or Drinking No person shall consume any form of food or drinks within the airside.

iv)

Smoking Smoking is strictly prohibited in the airside. Violators will be referred to National Environment Agency (NEA).

v)

Use of Communication Devices Use of mobile phone while driving, except with the aid of hands-free device, in the airside is strictly prohibited.

4.15.2 Passenger Load No person other than the driver of the vehicle shall travel in any vehicle within the airside unless he is seated in a passenger seat provided in the vehicle or standing in a section of the vehicle which has been constructed for standing passengers. For lorry, it must not carry an excess number of workers approved by Land Transport Authority of Singapore. There must be a Maximum Passenger Capacity (MPC) label displayed on the vehicle to indicate the maximum number of workers that can be transported. 4.15.3 Seat Belts The vehicle, unless exempted by the airport license, shall be installed with seat belts for the driver and the front seat passenger. Every driver and front seat passenger in the vehicle shall fasten their seats belt when the vehicle is in motion.

4.15.4 Fuel Hydrant Pits Driver is prohibited from driving over fuel hydrant pits.

5

INCIDENT REPORTING

5.1

Vehicle Breakdown Reporting 

Driver shall immediately inform Airside Management Centre if their vehicle has stalled on the taxiway or aircraft parking stand.

Removal 

The driver shall contact the company maintenance section to repair or tow the vehicle away as soon as practicable.

Prevent obstruction to airside traffic 

Driver shall try to move the vehicle to the side of the road.



Driver shall switch on the hazard lights and/or place a breakdown sign behind the vehicle as a warning to other drivers.



Driver shall not leave the vehicle unattended.

5.2

Vehicle Accidents Reporting 

In the event of an accident in the airside, the driver involved shall report it immediately to the CAG Airside Management Centre.

Injuries 

If there are injuries, the driver shall immediately call the Medical Emergency Hotline for assistance.

Remain at scene of accident



Personnel involved in the accident shall remain at the scene until a CAG authorised personnel arrives to handle the situation.

Preservation of Accident Scene

No vehicle or equipment involved in an accident shall be removed until permission is granted by an APD officer or CAG authorised personnel on-site.



Vehicle involved in the accident may be moved so far as may be necessary to extricate persons or animals involved, remove mail or prevent fire or damage or obstruction to the public.

5.3

Fuel and Hydraulic Spillages Aircraft Fuel Spillage Reporting 

Spill area larger than 4 metre square shall be reported immediately to Airport Emergency Services (AES) and Airside Control Centre (ACC).



Spillage occurring from an underground fuel hydrant pit shall be reported immediately to Airport Emergency Services (AES) at 65412525, Airside Control Centre (ACC) at 65412257 and Changi Airport Fuel Hydrant Installation (CAFHI) at 65464316.

Remain at scene of spillage



No vehicle or mobile equipment shall come within 15 metres of the spillage area.





No vehicle or mobile equipment shall be started until the spillage has been cleaned.





Personnel involved in the spillage shall cordon off the area and divert traffic.

Hydraulic Oil Spillage Reporting



When it is heavy oil spillage, the ACC shall be contacted immediately.





And the following details shall be provided: i) ii)

Caller shall identify himself and leave his contact number. Caller shall provide location and extent of spill and whether it will affect aircraft and people.

In case of smaller oil spillage, the driver responsible shall mop up the area with an approved absorbent material (except sawdust).

Enforcement of Airside Driving and Safety Regulations

6.1

Suspension or Cancellation CAG may, at any one time in its discretion, suspend for such a period as it deems fit or cancel any ADP. CAG may suspend or cancel an ADP if:

There has been a contravention of any condition of the permit;

ii)

The person to whom the permit has been issued is not competent to drive the relevant vehicle.

iii)

It would not be in the interest of safety of the airside community for him to hold a driving permit.

Locations of Speed Regulating Device In an effort to combat driver speeding in the airside, speed cameras have been installed at various locations. Driver caught infringing the speed limit via the speed cameras will be issued with a Notice of Offence. Additionally, speed indicators have been installed at various locations. These devices display the real time speed of vehicle and alert driver if they are reaching the speed limit.

ACE Hub Complex infront of aircraft stands 611 and 612 Driver plying on this roadway must look out and give way to tractor towing heavy cargo and aircraft moving in and out of the hangar. Driver, especially those on tractors towing train of dollies, on roadway R8 at gates GS19 and GS25 must drive slowly.

8.9

Vehicular movements on roadway R8 Driver must use the proper roadway – R8- when proceeding from East Cargo Apron to Ace Hub parking stands 611/612. Driver is not allowed to drive the vehicles from behind East Cargo Apron parking stand 604 to Ace Hub parking stands 611/612 or vice versa by taking shortcut through the East Apron taxiway. There is no secondary roadway at these locations.

8.10 New off-site Equipment Staging Area (ESA) for aircraft stand C15 A new off-site ESA for aircraft stand C15 is designated at the former Equipment Parking Area (EPA). The existing off-site ESA below the T1 West Underpass WU2 is closed to traffic. The new ESA has 3 lanes, HA3, HA4 and HA5 for the parking of pallet dolleys and container trailers with/ without cargo and baggage only.

Roadway Access to and fro remote aircraft stands 400 to 404



Roadway access is provided to allow authorised traffic from roadway R7S to join the secondary roadway behind and to aircraft stands 400 to 404 and vice versa. Authorised traffic refers to vehicle/equipment above the stipulated height limits and the need to access aircraft stands 400 to 404. No vehicle/equipment must be left on this roadway access and obstruct traffic flow.
