Introduction Working at Jönköping Airport or temporarily perform any kind of work as an entrepreneur or equivalent at the Airport, means that YOU have the responsibility to acquire and observe a number of rules and regulations. Flight Safety is always the top priority at Jönköping Airport which means that everyone at the airport must understand and take responsibility in aviation safety.Safety at the airport is divided into two concepts: Safety (Flight Safety) and Security (Aviation Security). All personnel must have highest degree of Safety Awareness! ___________________________________________________________________ Safety is the part that includes Operational / Technical safety, which includes risk zones around the aircraft, monitoring and maintaining general order. Security is a combination of actions of human and material resources intended to protect civil aviation against unlawful actions that can jeopardize the security of civil aviation. __________________________________________________________________________

1. Flight Safety All staff working at, operating from or entering Jönköping Airport, must adhere to the local Safety and Security regulations and instructions given by the Airport Manager and where appropriate by Customs, Police or Passport Control staff. Personnel at the airport should be familiar with the local Safety Regulations and general order of the Airport, Regulations for Emergency services at the airport and other local rules and regulations relating to each category of staff. All staff staying within the premesis of the airport is obliged to remove F.O.D (Foregin Object Debris) i.e. objects that could damage an aircraft's engine e.g. plastic sealings, wheelchocks, wing-cones, stones, nuts and bolts, etc. When you are in the Aircraft Movement Area, YOU must keep YOUR attention to and leave clear pathway to taxiing or towed aircraft. In accordance with Swedish Transport Agency TSFS 2012:90 § 15, and Swedish Work Environment Authority AFS 2001:3, it is a requirement to wear high visibility clothing whenever being at the airside of the airport. This is not applicable to passengers. At Jönköping Airport, a person wearing red / orange high-visibility vest during aircrafts turnaround is in a managerial position and is the contact person between the flight crew on duty and ground personnel. Yellow / Orange warning light must be used when driving vehicles inside the airport. The light shall be omni-directional and placed on a high visible position on the vehicle and / or otherwise in accordance with TSFS 2012:90 § 18. The airport may allow some exceptions to this regulation. It is prohibited to bring animals to "airside". (Excemption is granted for customs, police, surveillance and wildlife control purpose.) The Police shall be called upon if there is a suspicion that personnel on duty is drunk or under influence of drugs.

Risk zones around an aircraft The following minimum safety distance is valid in front of and behind running aircraft engines (rotors). In front of a jet engine A semi-circle with a radius of 8 m from the engine intake. Behind a jet engine A circle sector with an angle of 30 degrees and the radius of 50-75 m from the outlet.

In front of a propeller A semi-circle with a radius of 5 m from the propeller hub. Behind of a propeller A circle sector with an angle of 30 degrees and a radius of 10 m from the aft of the engine. Around helicopter rotor A distance of 5 m from the outermost part of the rotor. At engine start-up, the distance is increased to a satisfactory distance depending on the engines pulling power. 2. Security, Aviation Security Jönköping Airport is protected as a Civil Security Object. This means that unauthorized people do not have access to the protected object. Entering the airport's airside requires a valid authorization document, a valid Badge. After completion of a safety and security training and a pass of the test, the badge will be authorised by the Airport Security Manager. Issuing of a temporary authorization document, for example to visitors, to suppliers, etc., is only allowed when the visit takes place on a duty or work assignment. The badge shall be worn clearly visible. Staff not wearing their badge visible will be given one (1) verbal warning, there after two (2) written warnings. After the second letter of warning the badge will be withdrawn and the staff will not have access to the airports airside. All airport staff should be on alert that people and vehicles on airside have the correct permissions. All airport staff have the right to ask for identification upon suspicion that a permission is missing. If so, call Duty Security Officer. (Tel.no. 036-31 12 33) Airport Staff who encounter a person or vehicle without a valid authorization document shall control, and if possible document the persons identity, note possible registration number of the vehicle and call for the Duty Security Officer to escort the person and vehicle out from the Airport. The incident must be reported to the Security Manager. Items that according to the Transport Agency's definition can be used for breach or otherwise criminal act or else be regarded as a risk to the security may not be brought into the airport's airside without special permission. If permission is granted to carry dangerous objects, these shall be kept under the supervision of the licensee. Rules for entry and inspections are regulated separately in the Airport Regulation. If anyone is disturbing the order, appears intoxicated or by his/hers conduct endangers aviation security, the officer in charge of Security has the mandate to reject and remove this person from the airports premises. Once you have passed a gate /door into the airport area you are responsible for making sure that this is closed and locked behind you.

Film production, radio production, video production, photography, and related activities, which are not of a private nature, may not be made without special permission. For more information of news reporting and journalistic work, contact the airport manager.

3. Fire protection rules Jönköping Airport Firefighting unit will be alerted by ATS in case of an aviation accident. Any other event that requires emergency action use the emergency phone number 112, or via the so called bi-fire cabinets outdoor marked with orange light. All smoking within the fenced area at the airport and the terminal building is prohibited except at specially designed smoking cabins. On the landside, smoking is only permitted outside the terminal building. Non Smoking also applies in vehicles and aircraft on ground. When the fire- / burglar alarm is triggered through negligence (i.e false alarms) the person / company will be charged according to published fee for calling upon the airport emergency rescue. Vehicles, heating units, ground power units or any other such unit operated with an internal combustion engine and which is intended to be used in hangar or within shorter distance than 20 m from a refueling vehicle and /or fuel plant shall be equipped with a device that prevent the ignition of air / fuel mixture. Electrical equipment may be used in the refueling area only if it meets the established standards of Electrical Safety Authority and the requirements for use in such an area. The equipment shall always be kept in good condition. Connection or disconnection of electrical equipment for aircraft is not allowed during refueling. Vacuum cleaners may be used in an aircraft cabin during the refueling process provided that the appliance is CE marked. Welding or lit of open flames is prohibited within the airport area, with the exception of areas specially designated for welding or open fire. Permission for welding may be granted, with directives for fire protection measures, by Jönköping Airport Fastighets AB, JAFAB, 036-31 12 50. It is the responsibility of anyone working within the airport premises to ascertain where fire equipment such as fire extinguishers and firefighting equipment is located within the area of their operation.

4. Vehicle Driving in the Aerodrome Area Driving a vehicle in the airport area requires skills and competences that differs significantly from the skills required for "regular" vehicle driving. At the airport you might throng with both taxiing aircraft, vehicles of different types and you must divide your attention between driving the vehicle and the work YOU have to do. At an airport you are driving a vehicle in an environment where it is crowded and noisy, "messy", stressful and therefore more dangerous. A basic principle which will be mentioned below, when operating a vehicle in the airport area is that you should see and be seen. There are two areas on the airport where vehicles and aircraft may be at the same time, Maneuvering Area and Movement Area. It is essential that you have the knowledge of where the boundaries are between them and where to be at certain times. This is to maintain a high standard of Safety.

In order to simplify the concepts follows an explanation.

Maneuvering Area: is the part of the airport that is used for take-off, taxiing and landing. To be in the maneuvering area requires a two-way radio contact and a clearance from the local air traffic control. To get to this area via a vehicle road you have to pass a sign with a text warning. See picture.

The Movement Area: is the part of the airport consisting of the maneuvering area, Apron and Aircraft stands. ATC do not control the traffic on the Apron or Aircraft parking areas.

4.1 Driving a motor vehicle in the Maneuvering Area Driving a vehicle in the Maneuvering Area requires clearance from Aerodrome Control Tower (TWR), beyond that it is required that; • the driver has passed the test for radio communication • the vehicle is equipped with ground radio • vehicle is equipped with yellow / orange light as TSFS 2012:90 § 18 • vehicles, machinery and equipment are painted in colors that are regulated in TSFS 2012:90 § 18 Exemption may be granted for Entrepreneurs’ vehicles accompanied by airport vehicle. Vehicle in the maneuvering area that has received clearance from air traffic control is not bound to speed limitation (Pls. see 4,6 below). Aircraft, including towed aircraft, shall always take precedence over vehicular traffic. When giving way to traffic the driver should halt the vehicle completely and preferably in the space provided therefore, if available, and await for the aircraft to pass. Vehicles driving away from the maneuvering area shall be given precedence. Parking in the movement area is prohibited. Radio control should be possible at all time even if YOU perform work outside the vehicle’s cabin. TSFS 2012:90 § 19 In the event of radio communication equipment failure, personnel that are present in the maneuvering area shall act according to signals, see heading 7.

4.2 Driving a motor vehicle in the Movement Area Only vehicles being used in direct activities around the aircraft are allowed within the Movement Area. Exemptions are allowed for motor vehicles participating in field service. Equipment being used in the activities during the aircraft's ground stop should, when approaching the aircraft, use the shortest and most convenient route outside the aircraft stand. When driving a self propelled equipment inside the airport, yellow/ orange warning light shall be used. The lights shall be omnidirectional and placed on a highly visible place on the vehicle and otherwise in accordance with TSFS 2012:90 § 18. The airport may grant some exceptions for this. The vehicle's dimmed beam must be turned on. It is prohibited to drive any self propelled equipment between the aircraft and a fueling vehicle positioned for refueling.

4.3 When Aerodrome Control Tower (TWR) is closed All vehicle access to the Movement Area is prohibited when TWR is closed. Exceptions for maintenance work may be granted by Jönköping Airport Manager. Routine for this is found under process C1B in QOMS. 4.4 Parking of vehicles and ground support equipment on airside Parking on Airside is generally not allowed! Parking of vehicles and equipment is only allowed at clearly marked locations. It is prohibited to leave a vehicle on idle when the vehicle is parked or left unattended. Parking outside marked areas, or in breach of signage at the current location, can cause an inspection charge in accordance with LKOP Act (law on inspection fee for Illegal Parking (1984:318). Jönköping Airport Ltd has the right to tow away vehicles or any other equipment that is parked in such a way that it prevents the operation of the airport. The owner of such a vehicle will pay a removal fee. The vehicle owner will be charged for any unauthorized parking. For unregistered vehicles / equipment the company that is issued with the vehicle permit will be charged. Ground Support Equipment such as towbars and towed trailers must be positioned so that they do not pose a risk to aircraft and / or vehicles. TSFS 2012:90 17§ 4.5 Vehicles, Other

Self propelled equipment or vehicles may only be driven by a person holding a license of minimum class * B *. All Vehicles on the airside shall have a valid vehicle badge. The Police shall be called upon in suspicion of drunk driving or under influence of drugs. Any driving of vehicles within the airport is only allowed in connection with official duties. Simultaneously talking on mobile phone and at the same time perform a flight safety related task is only allowed if hands free is in use.

4.6 Vehicle Speed limits inside the airport area, as follows: Around an aircraft (airplane, helicopter, etc.) (15 meters) 15 km / h Apron / parking stands: 30 km / h Maneuvering area: depending on type of operations Other roads at the airport: 50 km / h Emergency vehicles on emergency call and vehicles intended for carrying out improvement on the runways are excempted Vehicles with studded tires may not operate on the movement area, i.e. runway, taxiways and aprons (excluding vehicles for friction measurement of the runway) It is forbidden to drive vehicles up to the aircraft before its engines have stopped and anticollision lights are off. When approaching an aircraft you have to perform a full stop 10 meters before the aircraft. Vehicles in the movement area shall give way to aircraft operating by its own power or being towed. Vehicles towing aircraft shall give way to aircraft operating on its own power. Vehicles must - at all times - give way to emergency vehicles on call. Bicycling is allowed on the airport's airside within the blue highlighted area, please see the airside overview map. When cycling, high-visibility vest must always be worn. Specific traffic rules for working on Runway applies when maintenance work such as snow removal is performed on Runway. Special Motor vehicles (self propelled) whose handling requires special training, such as fire trucks, snow removal equipment, de-icing trucks, snow blowers, sweepers, loaders and vehicles for towing aircraft, may only be driven in the airport area by personnel who have received a certificate of competence for this type of vehicle. Unregistered motor vehicles and equipment, which are being used inside the Aerodrome security boundries, shall undergo annual roadworthiness control similar to that performed by the Swedish Motor Vehicle Inspection AB, independent of whether the vehicle is owned by the state, company or individual. Should a vehicle during this check be found to be in such a condition that it may not be used in traffic until noted deficiencies are corrected, the said vehicle should be taken out of operation by the airport manager. An engine may be run on idle for a maximum of 1 minute. Exceptions are allowed only for emergency and field vehicles on a mission.

5 Aircraft, airline crew and maintenance of aircraft 5.1 Starting and running of aircraft engines Running of aircraft engine in connection with maintenance and / or for safety reasons may only be carried out at designated location and at times directed by the Airport Manager in accordance with Special Local Regulation, AR JKG 2 2006. When activities are necessary within a shorter distance to the engines than the safety distance, see item 1 above, the greatest precaution and possible protection and safety measures must be taken. If people, equipment and vehicles continuously may be within shorter distance than the safety distance behind the regular parking or waiting point for aircraft, preventer for deflecting the air blow behind the engine shall be arranged. Passengers must be accompanied by the Pilot In Command or current handling company staff between the Terminal building and the Aircraft and vice versa, when deemed necessary for safety reason. Starting or running aircraft's engines or taxiing of an aircraft inside hangar building or building granted by Jönköping Airport or outside the building within 5 meters from the wall is not allowed. Parking of an aircraft is only allowed at designated places. 5.2 Flight Operations Approach and exit to and from the airport area is only allowed via geographical Entry and Exit points. See Chapter 9. Autorotation Exercises by helicopter is only allowed if performed as Skills Test and after approval has been obtained from JAAB's Airport Manager or his / her designee. Permission for takeoff / landing only in accordance with IAIP. Taxiing at the airport should take place in such a manner, that you are as far as possible avoiding that any debris (FOD) blows into the movement area and that urea / sand is blown away from the Runway. This is particularly important to helicopter pilots.

5.3 Aircraft Maintenance Aircraft Maintenance work which require time-consuming task, drainage of oil or fuel and washing of aircraft, is not allowed on the Apron without specific permission from the Airport Manager. Draining the fuel system may be carried out provided that the drained fuel is taken care of. Washing of aircraft with chemical detergents is not allowed without JAAB's permission. Maintenance platforms, stairs, trucks, chocks, tools, etc., should after use immediately be removed to its designated locations. Stairs, lifts, and GSE on wheels must be secured in such a way that the equipment can not accidentally begin to move. 5.4 Positioning / Parking of aircraft on the airport premises. At Jönköping Airport, positioning / parking of aircraft is only allowed at designated places as per IAIP or per instruction by Jönköping Airport personnel. Parked aircraft shall be marked with cones. The aim is to clarify the aircraft’s safety area to avoid collision. Cones are positioned in accordance with the airline's rules and procedures. If there are no airline specific procedures, IATA standard for positioning of cones is to be used. If there is any area not covered by the picture below, this area should be marked with cone / cones.

Responsibility for positioning and removal of cones lies with the Pilot In Command or the designated ground handling company. At departure the cones and chocs are to be removed in a coordinated way. Cones and chocs shall for safety reasons, when not in use, be kept and stored at designated places. When a mobile ground power supply is used, the tow truck should always be disconnected. The Pilot In Command of the aircraft is always responsible for avoidance of collisions between aircraft and vehicles, equipment or other objects until the Aircraft has come to a complete stop. Thereafter, it is the responsibility of the handling company to secure that safe distance is maintained at site and that it is free from any loose objects during both the aircraft's arrival and departure. If the safety distance can not be maintained it is the responsibility of the ground handling company to alert and notify the flight crew of this, or even stop the operation. Safety Area is the area inside the red painted line at the Apron parking. 5.5 Priority Order Field Maintenance for flight safety reasons (e.g., snow removal, runway check and maintenance work) has priority. This applies for example for equipment / vehicles used in the field work with the intention to secure the condition of the runway for the arrival or departure of scheduled air traffic. The priority is decided by Team Leader or Snow Removal Leader as applicable.

6. Deviation handling, complaints and actions in case of an accident When an accident has occured, reasonably necessary measures should be taken in order to limit the extent of damage to the environment as well as property. When personnel injury, always dial 112 and call for emergency services and the police. If you are ever involved in an accident, without personnel injury, regardless of whose fault it is, you should always do the following: A) If a third party vehicle is involved, fill out an accident report together with the other party as well as report the incident in the deviation reporting system, QOMS. B) Accidents involving only Jönköping Airport's vehicles, you should notify your line manager about the incident as well as report the incident in the deviation reporting system, QOMS. C) If you are not employed by Jönköping Airport, report the incident to JAAB's administrative coordinator at telephone 036-31 12 00. Disturbances and deviations from normal procedures and standards are to be reported to the airport in accordance with the Airport Regulation (AR JKG 7 2007) - Deviation reporting at Jönköping Airport. If a person or an organization that has entered into an agreement with Jönköping Airport AB, violates the provisions of this document, the Airport Manager at JAAB has the right to revoke agreement with immediate effect and the person / organization will have no access to the airport’s airside. Any complaints about the airport's operation is referred to JAAB's administrative coordinator at telephone 036-31 12 00.

NOTE! If you hit or otherwise damage an aircraft. You must immediately report the incident to the crew, the airline or the current handling agent! You must remain on site.
